2. BACKGROUND:
This pertains to the information received by this Office regarding the
alleged destruction of properties of Sumitumo Fruit (SUMIFRU) Company
Incorporated, a banana plantation located at Sitio Olango, Bacusanon, Pangantucan,
Bukidnon at about 180545H July 2014, perpetrated allegedly by Criminal Gang
known as Acuman Group.
3. ACTION TAKEN:
Upon receipt of the information through a radio call from Barangay
Captain Rodelio P Lucero of Bacusanon, Pangantucan, Bukidnon, regarding the
cutting of some banana hills of SUMIFRU plantation, and the burning of one (1) unit
SK024 small backhoe, personnel from Pangantucan Municipal Police Station led by
SPO3 Gilbert G Giniseran, immediately responded/proceeded to Sitio Olango,
Bacusanon, Pangantucan, Bukidnon and conducted ocular inspection/investigation
thereat.
This office immediately disseminated said information to all police stations
for their appropriate action and further directed them to be on alert and extra vigilant,
intensify intelligence build-up and monitoring to preempt possible diversionary attack

or hostile action of the enemy to other vital installations, police stations, and other
government troops. COPs of CPS/MPS were also directed to inform/advise the
owners/management on all vital installations, key economic establishments and
other companies who are vulnerable/potential targets of the enemy, to strengthen
also the security of their establishments, respectively.

4. RESULT OF ACTION:
Investigation disclosed that Seven Hundred Thirty Nine (739) banana hills
of more or less eight (8) months old with an estimated amount of Two Hundred Ten
Thousands Six Hundred Fifteen Pesos (P210, 615.00), owned by SUMIFRU
Company were cut with the use of bolo. One (1) unit of SK024 small backhoe
owned by Benjamin Tan of Davao City was partially burned by the said group.
The destruction of properties was discovered by Ramil Mercado and Alex
Salindong the farm workers of said company assigned in the area at about 0545H of
same date, who immediately reported the incident to Mr. Laurence Alajar, a
company production supervisor.
The incident was accordingly transpired OOA 180200H July 2014 as
determined on the newly grown shoot of banana hills that have been cut. The
incident believed to be perpetrated by the bandits under Dario Acuman and Ramil
Bahian, who were seen roaming and passing at the incident area a day prior to the
incident.
Dario Acuman was involved in cattle rustling, highway robbery and illegal
drugs activities. He allegedly handed the extortion letter address to SUMIFRU
company dated March 3, 2014, signed by Alias Aguela, containing the demand in the
amount of Three Hundred Thousand Pesos (P300,000.00), including one (1) M16
rifle with 7 magazines and 200 rounds ammunition; one (1) 45 caliber pistol and 4
magazines.
Appropriate case against the suspects is being prepared by Pangatucan
MPS in coordination with SUMIFRU management for filing in court.
5. CONCLUSION
The group of Ramil Bahian was reportedly monitored to have been
merging on the group of Acuman to strengthen and to make their new group capable
to perform illegal activities.
That due to the denial of the bandits demand from SUMIFRU
company through an extortion letter dated March 3, 2014, the said group showed to
the said company that their new group is capable enough to launch hostile actions.
The involvement of NPA on this incident is discounted, considering that
in the Palletizing compound more or less 500 meters away from the crime scene
there were security guards on duty and several heavy equipment were parked, and
the group was not even bothered to destruct and attack the same. Unlike the NPA

their usual modus operandi is to disarm security guard/s and launch burning on
heavy equipment, to cause big damage/impact to malign the government.
6. RECOMMENDATIONS:
This office recommends that an enhanced target hardening measures
must be properly observed by all C/MPS in anticipation of enemy hostile actions and
attacks.
Intensify the conduct of Security Survey and Inspections to all vital
installations, key economic establishments and companies who are
vulnerable/potential targets of the enemy.
Security Agencies deployed their security guards in various establishments
must coordinate with the local police units/stations, to establish a sustainable
collaborative efforts to defend their employers from hostile actions of the enemy.
