Community Outreach Project Proposal

This is a proposal to start a project that has not only the potential to get our Party recognized in a good
light, but also has the potential to gain us new members within the party as well as a larger voter
constituency. Also, it's just a good thing to do for the communities in which we live.

In these hard economic times, we have seen an increase in our nation of people giving what they can
for those who need it. The sad irony in all this generosity is that the issue most food pantries and other
charitable services that provide materials of necessity have more than enough to give, but next to
nobody “on staff” at the places to help distribute it to people. With an influx of need and dependency
on these organizations by our fellow citizens, I feel that the Pirate Party can lend a few hands to serve
the members of our community as an example of the kind of Party we wish to be when elected to
office.

Community Outreach Officer

In order to pull off this project, the tasks to be delegated warrant a new officer position to be made in
order to be done successfully. Since this has the potential to reach a large scale, to burden other
officers with added responsibilities is unfair as well counterproductive to the focus such a project
would need. Here are the responsibilities and details of the position that I propose:

Community Outreach Officer: this office will be responsible for the delegation and completion of
any tasks set forth by the Pirate Party that involves anything dealing with community issues. The
community outreach officer will be responsible for organizing, planning, and oversight of any
initiatives or projects handed down by the Party in which it is believed such activities fall within the
category of this officer position. The Community Outreach Officer will report to all National Officers
on the status and workings of any activities they are given to carry out at any time, however, monthly
reports are mandatory from this officer. This position is a national officer position and is achieved
through election.

Any amendments or additions to what i've proposed for this position is obviously welcome.

Structure And Nature of Operation For Project

The standard hierarchy applies (see C.O.P. chart) with only minor changes in respect to an officer
position being made.

The Community Outreach Officer (C.O.O.) will talk with State Officers that are willing to partake in
this initiative (they have the option to refuse to partake if the State Officer feels for any reason they
can't or don't want to take up the initiative) and setup a system of correspondence and cooperation to
launch the agenda. The C.O.O. will explain what is needed from the State Officer in order for both to
perform their duty in regards to this project. The C.O.O. is ultimately responsible for the successful
operation of this project and will most likely be explaining what is needed to the State Officer.
In the beginning we will start with one State Party that wishes to partake in this and base all other
modes of operation based on what success or failures came about during the application of this
initiative. We will start the project in one city/town of that state and conduct a “micro” model of what
we wish to do nationally. This is to “test” the feasibility of such a project as well as prepare properly
for its success in the future.

From the start, a State Officer will appoint (this post can be an elected post if so desired) a “Captain” of
a specific city within the state in which the everyday tasks, tasks that will be much like a “shift
manager” at a place of employment, will be carried out by that Captain.

In this case it's best to start from the bottom up to explain the model:

Volunteers: these are either members or prospective members of the United States Pirate Party, or
people who wish to just partake in our activities. They can use their community service hours in order
to gain membership into the Party. While currently we have yearly membership dues to our party, a
certain number of hours a month of community service may serve as payment of dues monthly if/when
enacted.

Captain: this member shall be a member of our Party and responsible for the weekly shifts at the
charitable organizations people are approved to volunteer at so that everyone knows when they are
scheduled to help as well as how many hours they have left for awards/membership dues payment.

The Captain will make sure that the organizations our volunteers are at, have the person they talked to
about sending them volunteers submit to them at the end of the month the community service time
cards of all Volunteers. The Captain will then send them to the State Officer

State Officer: the State Officer is required to make sure that all Captains have submitted their
Volunteer's community service time cards and may look them over for any discrepancies if they wish
and is responsible for organizing all the necessary paperwork that has been given to them by Captain's
(label the city, State, and date of files) and handing them via fax, email, or certified letter to the
Community Outreach Officer. The State Officer must also approve or disapprove of an organization
receiving our help, but in the occurrence of a disapproval, they must submit a full explanation as to the
nature of their decision to the Community Outreach Officer and/or any National Officer.

Community Outreach Officer: the Community Outreach Officer will be in charge of recording and
documenting all paperwork forwarded to him by the State Officers. After organizing the logs and files,
he will submit the final report to the Records Officer. S/he will also be responsible for follow ups on
any reported problems/concerns noted during the duration of the program, improve upon and solve
issues within the program, as well as be required to contact any and all organizations that receive our
volunteers at their National Level (if an organization has one) in order to address any questions,
concerns, and/or comments they may have. The officer shall also be in charge of distributing awards for
service (regular and outstanding), filing which members have paid membership dues in the form of
community service, and reporting the progress of the initiative as a whole at any meetings, when asked
by a National Officer, and/or in their final monthly report.

The Community Outreach Officer has the power to veto an organization that was offered or requests
our help, but must provide a full explanation of why and their decision can be overturned by the voting
of the party (details of this process is open for all as to how it should be done).
Operations Officer: as specified in the constitution, the Operations Officer will supervise and make
sure that all that is needed to perform the tasks of the party in this respect is available to those who
need it. Operations Officer has no authority to push the project onto a State Officer or officially veto a
decision made to help a specific organization. All powers laid out in the Party's constitution can be
used for whatever purpose the Operations Officer may need to use them for during this initiative.

Operation Officer will be responsible in making sure the final reports from the Community Outreach
Officer have been finished and submitted to the Records Officer as well as formally requesting from
the Community Outreach Officer any update reports that the National Officers of the Party may ask for.

FAQ's:

What benefit does this have for the United States Pirate Party?

The benefit of this initiative is many things to our nation, but two things in particular to our Party.
First, it allows for supplementation of membership dues in the form of community service and
therefore lessens financial discrimination of our members. Second, these community service programs
can be coupled with “Voter Registration Drives” as done by many grassroots organizations. This
allows for those most effected by our recent economic downturn to get an opportunity to register to
vote and have a say in their country. Federal Election laws allow for us to do voter registration drives
of this nature, but rules strictly forbid persuading those registering to register with the political party
who is running the voter drive. There are rules and laws that can and WILL be followed to insure that
no problems arise and this form of voter registration is rather commonplace and easy to do. With our
current Administrative Officer having experience in political campaigns, I'm more than certain we can
do this the right way.

What is the cost of doing all this? We don't have that much money ya know!

Time mostly, but a budget of $0 to very small is expected seeing how this project's framework is based
off of mostly organizations that have next to no financial resources to begin with. DIY is my specialty
and I, along with whoever else has experience or wishes to help, can most likely pull it off in the
beginning with no money needed.

I saw that Officers have the right to disapprove a group that might request or be asked if they would
like our help, why would any group not be “approved” of by somebody?

That is for extreme cases in which there may be a unanimous objection by our party to affiliate with a
group despite the fact that a single officer may want to offer services in this program to a group. This
allows for an officer to use their discretion, but have to explain why and put it to a vote. The most
democratic solution I could think of if such a disagreement came about.
Are you using this project in order to try and violently overthrow the United States government?

No.
