NCBM "Care for My Life" Report: Gathering Local Voices from Your Community
Thursday, January 13, 2011 7:42:10 AM
NCBM Report.Care For My Life.pdf

Good morning, Mayors

Yesterday, the National Office announced the development of a special report, ?Care For My Life,?
which seeks to gather local voices from our Member Mayor Cities sharing their personal stories on
how the Affordable Care Act has impacted their life (please see below and attachment). We want
to work diligently to ensure that your community is represented in the report so that all of our
member mayors have the opportunity for the inclusion of their voice in the national discourse on
this issue. At a minimum, we hope to get at least one personal story from each Member Mayor city,
but feel free to gather as many voices as possible from your community.

Here are some recommendations to assist your office in getting this information to your
constituents in order to gather local voices from your community who may wish to share their
personal story:
1. Forward to your constituent listserv through your regular office channels of communication,
i.e. newsletter, weekly notices, etc.
2. Forward to key local stakeholders that partner with your office, i.e. faith community, civic
and community leaders
3. Post on your city website
4. Release to your local press contacts for publication and distribution in print and radio
5. Post in key city offices that have heavy constituent traffic, particularly health departments,
as well as offices throughout city hall
6. Forward to the local medical community, i.e. hospitals, doctor associations and networks,
community health centers, health groups, etc.
7. Forward to local agencies, associations, centers or groups that focus on children and family
issues

Please note that we have added to the information the request for a contact telephone
number for each personal story as the NCBM National Office must speak with to confirm
their consent to share their story and/or photo.
Please feel free to contact me should you have any questions. I look forward to hearing from your
community!

Care For My Life

A Special Report Spearheaded by the National Conference of Black Mayors

Tell Congress Your Story

The National Conference of Black Mayors would like to tell the story of how the
implementation of the Affordable Care Act is impacting our cities and towns, in a special
report, "Care for My Life."

? Did you recently obtain coverage for a child with a pre-existing condition?
Have you struggled to get your child covered in the past?
? Are you a small business owner who will benefit from the new health
insurance tax credits?
? Are you a senior who has recently received a $250 rebate check to make it
easier to purchase prescription drugs?
? Have you put off getting preventive care like a mammogram or colonoscopy
because you simply couldn't afford it?
? Will your older child now be able to stay on your health insurance plan?
? Have you had your care rescinded after you got sick?
? Does your insurance plan currently have a lifetime limit on the care it will
provide?
? Are you or someone you know enrolled in the new Pre-Existing Condition
Insurance Plan (PCIP) ?

The 112 th Congress is poised to vote on H.R.2, a bill that calls for the repeal of the
historic reforms instituted by the Affordable Care Act. The National Conference of Black
Mayors supports the continued implementation of the law and opposes the extreme
measure of repealing provisions in this law due to the impact that repeal will have on
communities of color and the most vulnerable in our society. We urge Congress to work
collectively to focus on strengthening, not repealing, this landmark legislation.

Share Your Story With Us: Send it via email to communications@ncbm.orgor fax to
(404) 765-6430. Please include a daytime contact number that we may reach you. Our
office must speak with you to confirm your consent to share your story. If you are
emailing your story and you wish a photo to accompany it, please note your permission
for NCBM to use in the report.

Send Your Story Online:To send your story online to your Congressman, visit
writerep.house.gov where you will be prompted to select your state and enter your zip
code.

Fax Your Letter:To send your story via fax, you may call the U.S. Capitol Switchboard at
(202) 224-3121 to obtain the fax numbers to the offices of your Representative.

Hi Corina,

Im checking to see if you were able to decipher who was actually on the call. The White House is
asking for the list and some other issues. Before I call them back I would like to have that info.
Please forward what you have and perhaps Nick can complete it. Then Nick and I can call the White

I couldn't find all of the mayor's numbers on the Excel sheet, so maybe you can find

empty so that you can figure that out tomorrow. These are the top 50 mayors that
seemed the most important to contact. I'm sure there are more. Hope this helps!

NCBM ACA Commitment Checklist 8.13.13.docx
ACA Health Insurance Marketplace Toolkit - FINAL.pdf

BELOW IS DRAFT FOR YOUR DISTRIBUTION TO GENERAL (LARGE) LIST.

Dear Mayors,

Todays conference call on ACA was a great success with almost two dozen mayors participating.
Thanks to all who joined in and to mayors Goodall, Covington, Edwards and Ford for providing best
practices and questions that will help us all. Of course it is always an asset to have direct access to
White House staff and I would like to thank Deputy Director Molly Ward, and Elias Alcantara, Staff
Assistant, both of Office of Intergovernmental Affairs for their participation and commitment to
follow up on some key questions.

We need everyone to complete an ACA Participating Commitment Form and submit to my office so
we can include the great things that everyone is doing in the results we will report to the White
House and HHS. With everyones participation we can reach our goals of: 1) 100 mayors
committed; 2) 1000 actions taken; and 3) 100,000 persons enrolled.

Attached are the ACA Participation Commitment Form and Tool Kit for your reference. Please
complete the ACA Participation Form and fax or email the completed form to 916-808-7456 (fax) or
cjennings@cityofsacramento.org . Please direct all your questions to Cassandra Jennings at 916-8081018 or 916-919-7766.

Also please share any stories you may have about people signing up for ACA by emailing to
Cassandra Jennings. We want to hear the success stories.

Thanks,

Subject: ncbm affordable care act outreach initiative (reply by email or fax requested)
dear members of the national conference of black mayors,
thank you to those who were able to join our conference call on the ncbm affordable care act
outreach initiative with secretary kathleen sebelius & paul dioguardi from hhs. i was inspired
and moved by your deep commitment to enroll your communities in life-saving healthcare.
as secretary sebelius mentioned, mayors are on the front lines in making this law work for all
americans.
the ncbm's goal is ambitious but well within what our great organization can accomplish:
enroll 100,000 americans in health insurance, or 10% of our cities & states uninsured.
here are our goals and what we want every mayor to pledge to do:
1. 100 mayors please commit to join our effort and get 3-5 mayors to do the same. i
have attached a commitment letter for you to sign. please return it to cassandra
jennings by friday, august 30th (cjennings@cityofsacramento.org; fax 916.808.7456)
2. 1000 actions look at the provided toolkit for resources on how to educate & engage
your constituents. we want every mayor to take 10 actions.
we will have another call in september to check in on our progress & exchange best practices.
key resources
below are resources mentioned in todays call that i thought would be helpful to you and
your constituents:
marketplace.cms.gov
healthcare.gov
24/7 call center 800.318.2596 (in 150 languages)
or for those who missed todays call, there will be a general call tomorrow, august 20,
at 1:00 pm with secretary sebelius for local elected officials countrywide that will
review some of the same topics. click here to rsvp and receive the call-in information.
thanks for supporting our organization and the health of your constituents. and kudos to
mayor goodall of forest heights, md & mayor bryant of forrest city, ar for being the first 2
mayors to send in their letters!

Attached are the 3 documents to be distributed at the NCBM Board Meeting on Sept 13 th . None of
the Board Members have signed on yet so it will be good to summarize the program, review the call
to action and ask them to sign the commitment forms.

I will follow up in a separate email with the suggested talking points for the Mayor at the meeting.

Please let me know if you need anything else. I am available until Thursday night and then my
availability will be limited. I will be flying all day Friday.

NCBM and WCM Proclamation on the 17th Annual National HIV Testing Day
Monday, June 27, 2011 6:32:54 AM
Ford_Letter_Draft.doc
Proclamation_language.doc

Dear Honorable Mayor:

The 17 th Annual National HIV Testing Day ? a national day to remind all Americans of the
importance of knowing their HIV status ? will take place on June 27 th , 2011. Nearly 1.3
million Americans have HIV and more than 20% of them do not know they are infected with
the virus. Those statistics are even more staggering in our major cities. It is now more
critical than ever for us to raise awareness of the importance of getting tested for HIV ?
where early diagnosis is critical in ensuring that our constituency can fully benefit from
available life-saving treatments.
The National Conference of Black Mayors (NCBM) and World Conference of Mayors (WCM)
are calling on each of you to join with other Mayors across the country to do the following:
Issue a proclamation encouraging all Americans to get tested for HIV and to ask your
City Council to issue a resolution supporting the same (see attached sample language)
Stand up and get tested ? today HIV testing with a simple oral fluid/saliva sample can
be done publicly. Invite your members of City Council to join you ? it is a clear
demonstration of your leadership in the fight against HIV/AIDS
Hold a press event at City Hall and/or a local testing clinic to encourage others to take
action
Pledge your commitment to continue to lead this effort, not just today, but
throughout the year
NCBM and WCM commemorates this year as it marks the 30th anniversary of the AIDS
epidemic. By joining us in this effort, you will be helping to generate greater awareness and
promote the importance of taking an HIV test and preventing the spread of this disease.
Our offices will be following up directly with your office to confirm your participation.

NCBM Announcement: African American Women of Faith Call
Tuesday, March 20, 2012 12:05:24 PM
image001.png
image002.png

Greetings!
Tomorrow, First Lady Michelle Obama is hosting a conference call with African American women of faith like you
who will help shape this election.
Faith has been a source of strength and courage for many in the African American community for generations,
guiding our work for progress and a more just society. In 2008, African American women of faith helped make
history by mobilizing support for President Obama.
Now we're asking for your help again in 2012. As this campaign heats up, we all need to bring our strength and
passion to this effort again.
Sign up to join First Lady Michelle Obama and other African American women of faith on a conference
call tomorrow, Tuesday, March 20th, at 4:00 p.m. Eastern Time.
After you sign up, you'll receive a confirmation with the call-in info.
On the call, you'll hear about the values that drive the President from the person who knows him best. The First
Lady will also talk about how women of faith can help re-elect him this year.
We've seen the President's core values on display in every tough decision he's made since he took office -- from
his refusal to let more than a million American workers in the auto industry lose their jobs, to the passage of
health care reform so that no one has to worry about choosing between visiting the doctor and putting food on
the table.
Sign up to join the First Lady on the phone on Tuesday:

I hope you can make it,

NCBM ANNOUNCEMENT: Democratic National Convention Committee Announces Deposit of Funds in North
Carolina-Based Minority Owned Banks
Thursday, January 05, 2012 2:24:39 PM

DEM CONVENTION

Durham minority financial institutions get DNC deposits

Charlotte Observer, Raleigh News & Observer// Rob Christensen// January 5, 2012
The Democrats are trying to make their national convention into more than just a four-day
coronation of President Barack Obama in Charlotte next September. They want to turn it into a
statewide event that will help keep North Carolina blue.

That was evident Wednesday, when the CEO of the Democratic National Convention Committee
arrived in Durham to drop off $2 million in deposits each with the Mechanics and Farmers Bank and
the Latino Community Credit Union.

The money is part of $17 million in public funding the Democrats have received - the Republicans
have received a like amount - to help pay for their convention. The Democrats have made it a
practice to deposit some of the money in minority-owned financial institutions.

It was the first event by the convention committee held outside Charlotte, although others are
expected.

The photo op in Durham was part of the Democrats' efforts to turn the Sept. 3-6 convention at Time
Warner Cable Arena into a yearlong event to help Obama win a state that he carried by a mere
14,177 votes in 2008.

The Democrats' convention plan includes sending staffers to all 100 counties to designate
"convention community organizers" who will serve as ambassadors to the Charlotte convention. The
committee hopes to announce all 100 organizers by March.

"The process has been more than just about political pageantry and what happens inside the arena
for that period time," Steve Kerrigan, the convention CEO, said at Wednesday's news conference,
which was held at the North Carolina Mutual Insurance Building."

We succeed when this convention has a significant impact on the community - both long-term
economic benefits but also when we allow the world to see North Carolina the way we see it, which
is this amazing beacon for the entire country to follow," Kerrigan said.<
