Distinctive Numbers/Letters
The Liberian flag has determined that whenever a certificate requires to be completed with
Distinctive Numbers or letters then the Official number shall be used. This number should be
found on the certificate of registry

Confirmation of class
In relation to registration or re-registration, when contacted either by the Administration or the owners for
the issue of a confirmation of class, Houston DCE is to be advised of all details and will issue the necessary
documentation.

For new builds, the local port office is to advise DCE Houston, together with information on the delivery
date, Class Notation details (Hull and Machinery only).If possible, a"Draft Copy" of the Certificate of Class
that will be issued is also to be sent to DCE Houston.

Certificates of class
A copy of the interim or full certificate of class is to be forwarded to the Administration as soon as
practicalfor vessels changingflag to Liberia, at change of class to LR (with or without change of flag) and
for new builds.The SDO should deal with the Administration directly.

In addition the Administration is to be advised by fax in cases where the classification status of the ship is
temporally changed or altered or if any material or operation restrictions are imposed.

All other correspondence relating to TOC/COF/NC with the Flag is to be dealt with by the CFO/DSO
directly.

Issue of statutory certificates


"Conditional" statutory certificates are not to be issued and the term "conditional" certificates must no longer
be used when referring to statutory certificates.

Statutory certificates must be issued as either a "full term", "interim" or "short term" certificate.

A "full term" certificate may be issued upon satisfactory completion of an initial or periodical/renewal survey
indicating that the ship and its equipment meet the applicable provisions of a particular convention. A 'full
term' certificate may also be issued or reissued after revalidation when all deficiencies, which may have led
to the issuance of a "short term" certificate, are corrected. The certificate is issued in the format prescribed
by the applicable convention with a term of validity as set forth in that convention.

An "interim" certificate may be issued by an attending Surveyor upon satisfactory completion of a survey in
order to permit the ship to trade while the 'full term' certificate is being prepared by LR's head or regional
office.

Where a change of flag has taken place 'interim' certificates should be issued while 'full term' certificates
are being prepared for the balance of the term of the preceding 'full term' certificates.

A "short term" certificate may be issued after the Administration's consent when minor deficiencies are
found to exist which do not prevent the ship from proceeding to sea without danger to the ship, to the
persons on board or to the marine environment, but which cannot be corrected in the port of survey.

There is a need for some form of temporary or 'short term' certificate detailing requirements or conditions on
a vessel. The issuer of a "short term" certificate is stating that the vessel is temporarily not in full
compliance with the applicable statutory requirement but does meet certain required standards that should
provide a generally equivalent level of safety for a specified period of time by the expiration of which more
acceptable and permanent full compliance is provided.

Such a 'short term' certificate shall replace the permanent certificate, which is to be removed, and permits a
ship to proceed to a port where the necessary corrections will be made. In such cases, the validity of 'short
term' certification is not to exceed one month, except when specifically allowed by the Administration.

Incircumstances which require the issuance of a "short term" certificate, any major deficiency must be
relegated to minor status first, to the satisfaction of the attending Surveyor, before the vessel will be allowed
to proceed under a "short term" certificate.

In every instance where it is necessary to issue a "short term" certificate, the owner/operator, or class
society on behalf of the owner/operator, is to seek the approval of the Administration appraising it of the
situation. The Administration is to be provided with a copy of the certificate issued by LR.

While the Administration agrees that the owner/operator has a responsibility to make certain that conditions
onboard a vessel do not deteriorate after the issuance of a "short term" certificate, this does not relieve the
class society from the obligation to monitor and follow up on vessels issued such certificates, especially
when the owner/operator has allowed the short term certificate to expire.

Statutory certificates are only to be issued provided all other Statutory Certificates are in order.

The day, month and year of the date on which the keel was laid is to be shown on all SOLAS certificates
which have a keel laying date field.

LR may only extend the validity of SOLAS, MARPOL and Loadline Certificates upon obtaining prior
approval of the Administration, within the terms laid down in the applicable conventions.

In certain extreme cases, if the circumstances so require, LR may, with the approval of the Administration,
and after due consideration of the particulars of the case involved, issue short term renewal certificates
valid for not more than three months as agreed between the Administration and LR after completion of a
satisfactory on board examination similar to an Annual Survey.

Extensions to allow the ship to complete its voyage to the Flag State or port to which it is to be surveyed will
be limited to 30 days.

Certificates in electronic format


See Circular letter No. 2953 for information relating to certificates issues by the Administration in electronic
format.

Ships in 'Laid-up' status (certificates)


Owner is to advise Flag of intention for vessel to go into laid-up status. Flag will then issue a Provisional
Certificate of Registry in Laid Up Status

Full-term Safety Construction, Safety Equipment, Safety Radio, and Load Line certificates are to be
removed and retained by the Classification Society at the Owners request.

The withdrawn statutory certificates will be retained in safe keeping in the local office until such time as the
ship is reactivated. If during the lay-up period the certificates expire, they will be cancelled.

If a Liberian Nautical Inspector has withdrawn the certificates then the withdrawn statutory certificates will
be forwarded to the nearest LR exclusive office with a letter outlining the circumstances.

On reactivation of a ship, the Flag will issue a new Certificate of Registry. At this time the statutory
certificates may be re-issued to the vessel.

Reporting General
LR is to advise the Administration by email when:
1. An interim or full-term Class Certificate is issued
2. An initial, interim or full-term statutory certification upon registration or re-registration of a vessel is
issued

3. A renewal or permanent statutory certificate is issued where there has been a change in the content of
the certificate(s).

LR is to promptly advise the Administration by email or fax in case where the original classification status of
a vessel is temporarily changed or material and/or operational restrictions are imposed.Such cases are
deemed to be those involving surveys of outstanding deficiencies and, if necessary, temporary repairs
which enable a vessel to sail for only a limited period. Examples of such restrictions are:
1. In specified ballast and/or loaded conditions;
2. At reduced speed and/or machinery output;
3. With reduced availability of power for essential power consumption;
4. In restricted areas of navigation or on specific voyages only;
5. For operation in specified weather conditions;
6. Under tow or under escort.

LR is to advise the Administration of such cases when a vessel has been deemed fit to proceed to sea
promptly forwarding to the Administration copies of any amended certificates which may have been issued.
If LR finds that a vessel is not in substantial compliance with the applicable instruments and International
Standards and therefore deemed not fit to proceed to sea without danger to the vessel or persons on board,
or presents an unreasonable threat of harm to the marine environment, LR will, on behalf of the
Administration, immediately advise the Master and/or owner of the vessel to undertake corrective action,
and if such corrective action is not taken to the satisfaction of the surveyor, withdraw or invalidate the
statutory certificates and will immediately notify the Administration of this determination by the most
expeditious means.

If a statutory certificate is withdrawn or cancelled, the LR surveyor is to inform the Master and/or owner of
the vessel in writing that the statutory certificate(s) is(are) invalidated as of the date of the written notice and
request thatthe statutory certificate(s) in question be surrendered.

LR is to advise the Administration immediately when it intends to suspend, modify or invalidate/withdraw


any documents or certificates including class documents issued to any vessel and/or company by LR.

LR is to notify the Administration promptly, of any detentions, contraventions, casualties and/or pollution
incidents brought to their knowledge involving vessels that would appear to warrant a report to the IMO in
accordance with SOLAS I/19 and 21 or MARPOL, Article 6.

LR is to advise the Administration by email or fax of:


1. The issuance of a conditional certificate
2. Any occasions when the classification of any vessel has been suspended, withdrawn or cancelled for
any reason
3. Those major (serious and very serious) casualties, as defined in SOLAS I/21 and SOLAS XI-2/6,
Casualty Investigation Code, Resolution MSC.255(84), which come to LR's attention, together with the
stated cause where known, which would normally result in suspension of Class or possible suspension
of a statutory certificate.
4. Where the Administration suspects that a change of Flag from Liberia has occurred, and upon written
request from the Administration, LR agrees to provide verification that a change of Flag survey has been
conducted on the vessel with conformation of the details.

Exemptions, waivers, extensions of certificates


All exceptions and approvals for experimental purposes, all exemptions and all equivalencies referred to in
any of the Conventions will be reviewed and approved, as necessary, directly by the Administration. LR will,
however,:
1. Bring any requests for such consideration to the attention of the Administration, and
2. Provide technical advice as and when required on the advisability of granting any such request.

Applications for exemptions are to be made to the Liberian Administration.After their approval LR is
authorised to issue an interim exemption certificate, valid 5 months. The Administration will issue the full
term exemption certificate.

For extension of the validity of any statutory certificates, LR is to request agreement for the issuance of
such extension from the Administration in writing.

In instances where, temporarily, the requirements of an applicable instrument cannot be met under
particular circumstances, LR, with prior permission of the Administration, may specify such measures ore
supplementary equipment as may be available to permit the vessel to proceed to a suitable port where
permanent repairs or rectification can be effected or replacement equipment fitted.

Change of Flag and/or Change of Class

For information relating to the Confirmation of Class Certificate see

The Confirmation of Class Certificate is to be issued by DCE Houston. The CFO/DSO should deal directly
with the Administration on all other matters relating to the Transfer of Class (ToC)/Change of Flag (CoF).

If a vessel has previously been classed with a classification society not recognised by Liberia and transfer
of Class is envisioned at the time of registration, issuance of the statutory certificates on behalf of the
Administration by LR is to be conditional upon verification of compliance with the statutory requirements of
the applicable instruments.

The Administration is to be informed by emailas soon asa request for a CoF survey is received from an
owner and again once the CoF survey has been completed.

Crew Accommodation
For requirements relating to crew accommodation, refer to the Crew Accommodation section.It is important
to notethe requirement for crew accommodation certification for vessels changing Flag to Liberia.

Requirements relating to Safety Radio when Change of Flag is outside survey range dates
If the Change of Flag (CoF) is carried out outside the Safety Radio survey range dates, a full safety radio
survey is not required. At the CoF, the LR surveyor, in conjunction with the attending radio technician as
necessary, should verify that the vessel communication equipment has been re-programmed with the
applicable Liberian numbers and designations and that it will properly broadcast as such.

The SSAS systemis tobe tested and the confirmation from Liberia is to be submitted to LR as proof that
the system is working and that the new information is available and correct.

The LRIT must also be activated with the Liberian Administration at the CoF. It may be possible to grant a
dispensation to allow the vessel additional time to have the LRIT activated for Liberia.

LRIT
With regard to the verification of LRIT and issuance of a Safety Equipment Certificate to a Liberian flag
vessel at the COF suvey, the following applies:

1. The LR surveyor should verify that the vessel has a LRIT Conformance Test report issued on behalf of
the vessel's previous Flag.
a) if the test as conducted by one of the testing ASP (Polestar, Transas or Fulcrum) that are also authorised
by Liberia then LR should
i) issue the vessel a short term Safety Equipment Certificate valid for 30 days
ii) instruct the owner to contact the ASP that conducted the test to have the Conformance Test results sent
to the Liberian Administration indicating the vessel's new particulars (i.e. MMSI distinctive numbers, Port of
Registry, and Name, if applicable) but without altering the date of completion of the conformance test.

Upon receipt of this information the Liberian Administration will issue the vessel a Liberian LRIT
Conformance Test Certificate.

Once the vessel has received its LRIT Conformance Test Certificate from the Liberian Administration LR
can administratively issue the vessel the full term Safety Equipment Certificate if there are no other
outstanding items. If necessary once the LRIT Conformance Test Certificate has been received by the

vesselLR may administratively extend the short term Safety Equipment Certificate for up to two additional
months to allow additional time for rectification of any other outstanding items.

b) If the Conformance Test report from the vessel's previous flag was not issued by an ASP authorised by
Liberia LR should:
i) issue the vessel a short term Safety Equipment Certificate valid for thirty (30) days.
ii) instruct the owners to contact one of the testing ASPs authorised by Liberia to arrange to have another
conformance test conducted prior to the expiration of the short term Safety Equipment Certificate. (Please
note that the LRIT Conformance Test results will be forwarded automatically to the Administration by the
authorised testing ASP for issuance of the LRIT Conformance Certificate.)

Upon receipt of this information the Liberian Administration will issue the vessel a Liberian LRIT
Conformance Test Certificate.

Once the vessel has received its LRIT Conformance Test Certificate from the Liberian Administration LR
can administratively issue the vessel the full term Safety Equipment Certificate if there are no other
outstanding items. If necessary once the LRIT Conformance Test Certificate has been received by the
vesselLR may administratively extend the short term Safety Equipment Certificate for up to two additional
months to allow additional time for rectification of any other outstanding items.

2. If the attending LR surveyor determines that the vessel has no LRIT Conformance Test Report and/or no
LRIT installed then LR should issue the vessel a short term Safety Equipment Certificate valid for thirty
days and inform the vessel owners to contact the Administration regarding this issue.

Port State Control

The Administration is to be informed when surveyors are called to attend a Liberian vessel which has been
detained. The Duty Officer's contact details above are to be used.

The Administration is to be advised by email when an appeal against a detention is lodged.

LR is to cooperate with Port State Control officers to facilitate the rectification of reported deficiencies and
defects on behalf of the Administration on vessels to which LR has issued relevant statutory certification
and to keep the Administration fully informed.

LR is, in accordance with Resolution A.787(19), as amended, evaluate and monitor any SMS
non-conformities observed by Port State Control authorities which would warrant the detention of a vessel
for which LR has provided ISM certification or ISPS Code verification and certification. LR is to report to the
Administration the results of its evaluation.

Requirements General

Approval of Statutory Equipment required by SOLAS and MARPOL


Liberia will accept EC type approved equipment in compliance with the EC Marine Equipment Directive on
board ships registered under Liberian flag if the approval was issued by one of the following classification
societies subject to the class society being Authorised by an EU member to issue such approval:

Lloyd's Register, Bureau Veritas, Det Norske Veritas, Germanischer Lloyd, Registro Italiano Navale, Nippon
Kaiji Kyokai, Polski Rejestr Statkow, Russian Maritime Register of Shipping, American Bureau of Shipping,
China Classification, Society Korean Register of Shipping

Type approvals in accordance with EC Directive 96/98 issued by other organisations are acceptable for use
on board Liberian flag vessels unless the classification society has reason to suspect the approval. If that is
the case the Administration is to be contacted for a determination on the acceptance of equipment.

IACS Unified Interpretations (UIs)


Those IACS UIs that are approved by the IMO, unless indicated otherwise by the Administration, are to be
applied by LR with respect to the IMO convention regulations concerned in the course of statutory
certification of vessels on behalf of the Administration. IACS UIs that have been submitted to IMO, but

which have not been reviewed, are to be applied by LR with respect to the IMO convention regulations
concerned, unless indicated otherwise by the Administration.

OPRC-HNS 2000 Protocol

Timber Deck Cargoes


LR is authorised to approve and, if required, issue Documents of Compliance with the Code of Safe
Practice for Ships Carrying Timber Deck Cargoes (IMO Resolution A.715(17) and Resolution A.749(18),
regulation 5.2.

Periodically unattended machinery space notations


Upon the request of the vessel owner, LR will carry out the various prescribed surveys and tests for
verification of the conditions for the assigned notation relating to periodically unattended machinery spaces.

Certificates or certifying statements attesting to the continued assignment of the notation will be issued to
the Administration and vessel owners on request.

LR is to advise the Administration on each occasion when such notation is suspended for any cause and
when it is reinstated.

For box-shaped vessels intended to carry bulk cargoes without upper and lower hopper throughout their
cargo hold structure the Ship type "bulk cargoes" shall be entered on the Safety Construction Certificate

Use of asbestos
New buildings are not to incorporate asbestos or asbestos based materials in their construction. Where
asbestos or asbestos based material is removed from an existing ship, replacement materials containing
asbestos may only be used if there is no suitable alternative. Asbestos or asbestos-based materials must
not be used in major conversions.

For the purposes of SOLAS 74 Ch II-1 a modification of a major character is considered to be the same as
a major conversion defined under Regulation 1.9 of MARPOL Annex I.

Suspension of UMS Notation


If it is considered necessary to suspend UMS notation, the Classification Group in London should be
immediately advised so that the Liberian Authorities can be informed without delay.

Technical Requirements

For box-shaped vessels intended to carry bulk cargoes without upper and lower hopper tanks throughout
their cargo hold structure the Ship type "cargo ship other than any of the above" shall be entered on the
Safety Equipment Certificate

All lifesaving appliances are to be reviewed for compliance with the appropriate SOLAS regulation and
acceptability by the RO of the vessel at the time of installation and their condition verified at all subsequent
safety equipment surveys. Any substandard or unapproved appliances or equipment are to be replaced. All
survival craft are to be equipped as prescribed in SOLAS Chapter III complying with the requirements of the
LSA Code.

Safety equipment and other materials or equipment approved by a major maritime authority, such as the
Ministries of Transport, Maritime Safety Agencies, or Maritime Directorates of Australia, Brazil, Canada,
China, France, Germany, Italy, South Korea
Norway, Russian Federation, the UK, the USA or by an IACS member on behalf of a National Maritime
Authority are acceptable for vessels registered with the Republic of Liberia. The Administration will also
accept equipment that has been approved under the EU Marine Equipment Directive.

Extension of servicing requirements for lifesaving equipment


If suitable service stations are not available at the port of survey for the inflatable liferafts, inflatable
lifejackets, marine evacuation systems, and inflated rescue boat an extension of the applicable statutory
certificate may be authorised by the Office of the Deputy Commissioner. The vessel operator in need of
such an extension should contact the Administration by email at technical@liscr.com or fax +1 703 790
5655.

Lifejackets
Lifejacket type TRIUMF 5 is not approved for Liberian flag ships.

Inflatable lifejackets are to be serviced annually at approved servicing facilities. Servicing facilities approved
by a State which is Party to the SOLAS Convention, and acceptable to LR or servicing facilities that have
been approved by a Liberian RO on behalf of a Party to the SOLAS Convention, are acceptable to the
Administration, provided, the approvals are in compliance with the LSA Code. Vessel Owners and Agents
should consult closely with the RO when selecting a service station to ensure that the service station meets
the requirements of IMO Resolutions.

A sufficient number of additional lifejackets are to be provided for persons on watch for use at remotely
located survival craft stations. The designated lifejackets provided for persons on watch are to be stowed
on the bridge, in the engine room and other manned work stations (refer to MSC.1/Circ.1243).

Immersion suits and thermal protective aids


Inspection, testing and repair of immersion suits
1. Monthly and annual visual inspection: selected and trained members of the crew may conduct the
monthly and annual visual inspection of the immersion suits on board the vessel
2. Air pressure test: Seams and closures of immersion suits are to be tested in accordance with the
guidance contained in MSC/Circ.1114 as follows:
3. Air test by ship's crew: Although MSC/Circ.1114 states it is preferable to have the air pressure test
conducted at a suitable shore-based facility equipped to make any repairs in accordance with the
manufacturer's recommendation, allowances are given for the air pressure test to be conducted on
board, provided the ship has suitable equipment to conduct the test and the test crew is properly trained.
If the ship operator elects to conduct the air test of the immersion suits on board they may do so,
provided:

Provision of immersion suits/thermal protective aids


For the purposes of SOLAS III/7.3, III/22.4.1.2, III/32.3.2.3 and III/32.3.3.3, the Administration defines warm
climates as being that between 32 North and 32 South latitudes. For vessels, other than bulk carriers
operating exclusively within this trading zone, immersion suits and thermal protective aids will not be
required. However, the thermal protective aids described in Sections 4.1.5.1.24, 4.4.8.31, and 5.1.2.2.13 of
the LSA Code, are an integral part of survival craft and rescue boat equipment and must be provided
regardless of vessel route. An exemption certificate is needed (issued by the Administration) when waiving
immersion suits in warm waters.

The Administration defines cold climates as the areas of operation above 50 N and 50 S latitudes. For the
prolonged operation of vessels with open lifeboats in cold climates, the Office of the Deputy Commissioner
requires that immersion suits constructed in accordance with LSA Code Section 2.3 be provided for all
persons on board.

Existing cargo ships subject to these regulations, and any new cargo ships constructed after 1 July 2006,
are to carry immersion suits for every person on board, no later than the first safety equipment survey on or
after 1 July 2006. In addition, any ship subject to this regulation are also to provide additional immersion
suits to allow quick access for individuals working at some distances from where their immersion suits are
stowed. This would be similar to the protection afforded by the requirement for an additional liferaft fitted
forward and/or aft as required by SOLAS III/31.1.4, and the additional lifejackets required by SOLAS
III/7.2.2.
i. As an example, in addition to the immersion suit for every person carried on board the ship, at least two
additional immersion suits of adequate size are required to be carried near the additional liferaft(s) when
remotely located either forward or aft, so that the immersion suits may be readily available to crew
working out on deck away from the accommodation block (refer to MSC.1/Circ.1243). See part 5 and
Appendix II to determine remote locations".
ii. A number of additional immersion suits may also be required at other locations, if the LR surveyor
determines that there are remote watch or work stations, which are located in a place, that in an
emergency it is unreasonable to expect him or her to acquire the assigned immersion suit.
iii. Form E of the Cargo Ship Safety Equipment Certificate: The total number of immersion suits on board is
required to be listed in section 2.8.8.1 of Form E to the Cargo Ship Safety Equipment Certificate (SEC).
This number should include the immersion suits required for every person on board and the additional
required for any watch or work stations which are considered "remote locations". Thus, in most cases,
the number of immersion suits in section 2.8.8.1 should be more than the number listed in section 2.1 of
Form E. If the total number of immersion suits required for every person on board is less than the total
listed in 2.1 of Form E of the current SEC, the Owner/Operator has the option to request LR to reduce
the number in 2.1, or to provide additional immersion suits to match the number in section 2.1. In
making this decision, Owners/Operators should consider the possible future need to carry additional
persons on board and the requirement to provide additional immersion suits and other life-saving
appliances.

Immersion suits and thermal protective aids are to be assigned by the Master. It is recommended that they
should be kept in staterooms along with lifejackets.

An immersion suit is to be assigned for every person assigned to crew the rescue boat, and is to be readily
accessible. The immersion suits required by III/32.3 may be used to comply with the immersion suits
required for the rescue boat crew.

For cargo vessels less than 85 meters in length operating above 32 North and 32 South latitudes where
only liferafts are carried in accordance with SOLAS III/31.1.3, all persons are to be provided with immersion
suits.

MSC.1/Circ.1278 provides excellent guidance regarding the wearing of immersion suits in totally enclosed
lifeboats. In general, immersion suits should not be worn when boarding totally enclosed lifeboats. While
abandon ship drills are a good opportunity to
examine and demonstrate the use of immersion suits, crew training during these drills should emphasise
that immersion suits are intended primarily to ensure thermal protection in cases where the totally enclosed
lifeboat cannot be embarked on.

Short term permit to carry a number of persons in excess of that allowed by the Safety
Equipment Certificate
On occasion, it may be necessary for a vessel to temporarily carry persons on board in excess of the
maximum number of persons authorised by the vessel's Safety Equipment Certificate or MODU/MOU
Certificate, as applicable. When physically possible, the installed lifeboats should be recertified to provide
the necessary capacity. If the existing lifeboats are already certified to their maximum capacity, the
Administration may allow, for legitimate verifiable reasons, the substitution of inflatable liferaft capacity
appropriately installed in accordance with regulatory requirements to augment the required lifeboat
complement as a temporary measure of equivalency.

Temporary measures will be limited to the minimum period of time required for the additional persons to be
on board, and in general will not exceed three months. This accommodation will only be allowed with the
specific approval of the Administration, provided:
i. The additional persons are limited to a reasonable number,
ii. Additional liferafts are installed on the vessel in order to maintain the minimum survival craft capacity for
all persons on board,
iii. The necessary additional personal life-saving appliances are provided,
iv. Immersions suits are provided for the additional persons if the vessel transits above 32 North or 32
South,
v. The vessel does reasonably adhere to the appropriate accommodation provisions of ILO Convention 92
and 133,
vi. The vessel's Masteris toensure that the additional persons are briefed on the vessel's evacuation and
emergency procedures prior to the vessel getting underway.

For the temporary carriage of additional persons for a period of 30 days or more LR will be instructed to
issue the vessel a short term Safety Equipment Certificate authorising the increase in the maximum number
of persons onboard. For periods of less than 30 days the Administration will issue an authorisation letter
permitting the carriage of the additional persons.

The vessel's Master is to ensure that the procedures in the vessel's approved ship security plan are
followed regarding accounting for and identifying all persons on board. The vessel's Master is to ensure that
all of the additional persons have proper identification and, if applicable, passports prior to the vessel
getting underway with the additional persons on board. The names and identification documents for each
additional person must be entered on the vessel's muster list or other appropriate document in accordance
with the approved ship security plan. Without this information the vessel may be denied entry into ports with
the additional persons on board. When entering a port the ship must notify the port authorities that the
additional persons are on board.

Prohibition of "hot work" in tankers and combination carriers


The practice of carrying out any "hot work" in vessels that are carrying, or have carried, flammable liquid
cargoes is prohibited except under the conditions specified in Marine Notice SAF-002.

Recommendations for personnel entering enclosed spaces on board ships


Recommendations to be followed by personnel entering enclosed spaces on board ships, including cargo
spaces, tanks, pump rooms, fuel tanks, cofferdams, duct keels, ballast tanks and similar enclosed spaces
can be found in Marine Notice SAF-003.

Lifeboat casualties/drills
For requirements regarding the launching of freefall lifeboats and conducting abandon ship drills refer to

Lifeboats and Survival Craft


For requirements relating to liferafts, marine evacuation systems, inflated rescue boats, lifeboats
(includingon-load release and retrieval mechanisms, fall preventer devices and lifeboat air support
systems), including servicing and maintenance requirements, refer to Marine Notice SAF-005.

On each lifeboat the height of the radar transponder antenna must be at least 1 metre above sea level.

Two-way on board communications between emergency control stations, muster and embarkation stations
and strategic positions on board may be by portable radios or a combination of PA system and telephones
operating on both main and emergency power supplies, or from main and independent power source.

Bridge layout
MSC/Circ 982 is not mandatory. However, Liberia considers that MSC/Circ.982 should be used as
guidance in developing bridge designs that meet the mandatory requirements of SOLAS.

Nautical charts, publications and ECDIS


For requirements relating to nautical charts and publications and ECDIS refer to Marine Notice NAV-001.

The Administration also accepts Sailing Directions, List of Lights, Notices to Mariners, Tide Tables and
other nautical publications necessary for the intended voyage in electronic digital format, as meeting the
requirements of SOLAS V/27, provided the electronic chart display, information system and backup
arrangements allow instant access at any time to the nautical publications without distortion or obstruction
of the chart display. In addition, the ship's crew must have access to information provided officially or on
behalf of a government authorised Hydrographic Office or other relevant government institution and the
ship's mater and navigational officers must be properly trained in the use of the system.

The electronic chart and information system and all electronic publications used for navigation are to be
sufficient for the trade route, adequate for navigation and maintained up-to-date for the intended voyage.

BNWAS
BNWAS installed on or after 1 July 2011 must be Type approved to meet the full requirements of
Resolution MSC.128(75).

The Administration will accept BNWAS installed prior to 1 July 2011 that do not fully meet the standards
specified in Resolution MSC.128(75) subject to the following:
1. In order to have a BNWAS installed prior to 1 July 2012 evaluated by the Administration to determine if
the system is acceptable, owners should complete and submit to the Administration at
technical@liscr.com the checklist for BNWAS installed on a ship or a class of ships.
2. On receipt of the checklist, the Administration will determine the degree of compliance with the
requirements of Resolution MSC.128(75). If necessary, the Administration may grant exemptions from
certain requirements of Resolution MSC.128(75) provided these exemptions do not in any way
jeopardise the safety of the ship.
3. If the Administration determines that the BNWAS is acceptable, the Administration will provide a letter to
the owner with a copy to LR, authorising after survey of the installation and verification of the operation
of the BNWAS for compliance with Resolution MSC.128(75), the issuance of an Interim BNWAS
Exemption Certificate.
4. Upon receipt of LR's verification of the system, the Administration will issue the full term exemption
certificate, if applicable, and a letter of acceptance of the ship's BNWAS. A copy of the letter of
acceptance should be kept on board the vessel.

BNWAS are to be connected to the vessel's heading or track control system in accordance with paragraph
4.1.1.1 of Resolution MSC.128(75). In cases in which this is not possible, the Administration should be
approached to obtain an exemption.

Self-propelled MODUs
The Administration will, on a case-by-case basis, consider requests for self-propelled MODUs to be
exempted from the requirements of SOLAS V/19.2.2.3 and 19.2.2.4 regarding installation of a BNWAS.

Provision and display of manoeuvring information


Liberian registeredvessels are not required to be supplied with the manoeuvring booklet referenced in
Resolution A.601(15). It is sufficient for the vessels to be supplied with a Pilot Card and Wheelhouse
Poster.

Breathing apparatus
Each breathing apparatus set is to have additional cylinders having a spare capacity of not less than 2400
litres.

At each survey the air quality of the breathing apparatus air charging system (if provided onboard) is to be
checked. If there is any doubt as to the air quality, the system is to be checked by a manufacturer's
recognised service agent.

Maintenance records are to be checked to ensure that manufacturer's recommended maintenance has
been carried out.

VHF radiotelephones
On tankers and gas ships carrying cargoes with a flashpoint of 60 C (closed cup) or less, portable VHF
radiotelephones are to be intrinsically safe unless they are set aside and labelled 'Only for survival craft
use, outside the cargo block'.

Communications systems
Where the distance from the centre of the wheelhouse to a conning position at the extremity of the bridge
wings exceeds 10m, a talk-back communications system between the two positions, which may be portable
radios, is to be provided.

On tankers and gas ships carrying cargoes with a flash point of 60 C (closed cup) or less, portable VHF
radiotelephones are to be intrinsically safe unless they are set aside and labelled 'Only for survival craft
use, outside the cargo block'.

Emergency and operating instructions and training manuals


Emergency and operating instructions and training manuals are to be in the English language and a
language understood by the officers and crew, if other than English.

Navigation Lights
Oil lanterns are not permitted on vessels carrying flammable liquids.

The definition of 'masthead light' in Part C - Lights and shapes, Rule 21, for the after masthead light, the
term 'unbroken light over an arc' may be accepted as being complied with if the light arc is not broken by
more than one degree. The one degree should not be abaft the beam.

The navigation lights on vesselswhich were contracted for construction prior to 1 January 2009 and for
which the navigation lights and associated components were ordered prior to 1 January 2009 do not need
to comply upon delivery with Resolution MSC.253(83). These vessels may continue to use such lights and
components throughout their life as long as the necessary spare and replacement parts are available. If at
any time the necessary spare or replacement parts are no longer available, the affected navigation light or
component should be replaced with one that complies with Resolution MSC.253(83). The requirements of
Resolution MSC.253(83) are mandatory for all other vessels.

LRIT
The Liberian Administration began operating its National LRIT Data Center on 31 December 2008. The
Liberian Data Centre will be responsible for the collection, dissemination and management of all LRIT data
transmitted by Liberian flagged vessels subject to LRIT regulations - Polestar Space Applications Ltd will
assist in the operation of this Data Centre and will serve as Liberia's Recognised Application Service
Provider (ASP).

Polestar, TRANSAS and Fulcrum Maritime Systems have beenappointed as Authorised Testing ASPs.

Technical Requirements

Where a radio operator does not hold a valid Liberian licence, but does hold a valid national radio operating
certificate, any Safety Radio Certificate issued is to be restricted in validity to a period of not more than 90
days.

The VHF radio, required by SOLAS 74, Ch IV, Reg. 7.1.1, is to be capable of operating on distress, safety,
calling, inter-ship, port operation and vessel traffic channels. Local port and state channel allocations for
intended areas of operation are to be available.

VHF radio communications, as required by SOLAS 74, Ch IV, Reg. 6.3, must be possible from the bridge
wings. Portable VHFequipment(such as a walkie/talkie) with sufficient ship-to-ship channels is acceptable.
When such portable equipment is used it is not necessary to install a fixed VHF installation on the bridge
wings.

If an INMARSAT-A Ship-Earth Station is utilized as part of GMDSS equipment, the satellite terminal and all
peripheral equipment, including the gyrocompass used to aim the antenna, must be connected to an
adequate reserve source of energy.

The Liberia Administration accepts an Inmarsat Fleet F77 terminal as an equivalent to the direct-printing
telegraphy part of an MF/HF radio installation in sea areas A1, A2 and A3. This is conditional upon the
MF/HF radio installation using EGC; that the radiotelephony is fully operational and that such ships are also
provided with an Inmarsat-C ship earth station.

The INMARSAT Fleet F77 meets the requirements of IMO Resolution A.888(21).

The INMARSAT Fleet F77 terminal shall be installed in accordance with the IMO guidelines on
harmonisation of GMDSS requirements for radio installations on board SOLAS ships (COMSAR/Circ.32), in
particular with respect to the reserve source of energy and antenna.

For Liberian ships using the MF radio installation option with two INMARSAT-C ship earth stations, in order
to remove one of the INMARSAT-C stations and fit an INMARSAT Fleet F77 terminal, the MF Digital
Selective Calling (DSC) unit will need to be re-programmed to allow operation and watch keeping on the
MF and HF DSC frequencies. The ship may then be equipped with an MF/HF installation without telex over
radio but with INMARSAT Fleet F77 insteadand one INMARSAT-C station for duplication and to cover the
EGC requirements.

Where INMARSAT Fleet 77 equipment is used to provide for duplication, the following note is to be added
to the Cargo Ship Safety Radio Certificate in the free text box to the left of the signature block:
"INMARSAT Fleet 77 has been accepted by the Administration in accordance with IMO SLS.14 Circ.530 as
an equivalent arrangement to SOLAS IV R. 10.1.1"

Liberia has adopted the recommendations on the performance standards for float-free 406 MHz satellite
EPIRB, as outlined in IMO Assembly Resolutions A.694 (17) and A.763 (18). In addition to the items
specified in IMO Res. A.694 (17) on general requirements, the following are to be clearly indicated on the
exterior of the equipment:

l brief operating instructions;


l expiry date for the primary battery used; and
l the identity code programmed into the transmitter.

When the at sea maintenance capability has not been specified, two qualified operators who are deck
officers, or one exclusive certificated radio electronics officer, are required.

Underwater examination of hull in lieu of drydocking


Operators of Liberian passenger vessels should make the request to perform an underwater examination in
lieu of drydocking directly to LR. LR will evaluate the request and, after considering all relevant information,
make a recommendation to the Administration. If the request is approved, the underwater examination will
be performed according to LRs procedures, taking into account MSC.1/Circ.1348, to the satisfaction of the
attending surveyor.

Passenger vessels of 15 years of age or less are to be examined in drydock at least twice during any five
year period and the span between these drydock examinations is not to exceed three years. Underwater
examinations may be requested for the three remaining
annual inspections in accordance with the procedures outlined above. Due to the limit of three years
between drydockings, requests for more than two consecutive underwater examinations in lieu of
drydocking will not be considered.

Passenger vessels of more than 15 years of age must have the outer bottom of the hull examined in
drydock at least every other year. Underwater examinations in lieu of drydockings for the alternate years
may be requested in accordance with the procedures
described above.

Liberian National Requirements

1. General

1.1 The Administration's policies regarding safe management and operation of ships and protection of
the environment should be incorporated into the Company and shipboard SMS. The National Requirements
are supplemental to the Maritime Regulations (RLM-108) and Marine Notices contained in the Combined
Publication Folder (RLM-300). The Company and shipboard SMS should ensure compliance with both the
National Requirements, the Maritime Regulations, and the Marine Notices.

2. Safety and Environmental Policy

2.1 The safety and environmental protection policies required by the ISM Code must be signed by the
Company's Chief Executive or other senior executive officer, and should be reviewed at regular intervals to
ensure that they remain likely to achieve the objectives of the ISM Code.

3. Company Responsibility and Authority

3.1 The owner of each vessel must provide the Office of the Deputy Commissioner with the name,
address, telephone, FAX, and TELEX numbers of the Company responsible for the operation of the Vessel.
If the entity responsible for the operation of a ship is other than the owner, the owner must identify the full
name of such entity and submit details to the satisfaction of the Administration, which establishes the
entity's responsibility for the Company.

4. Designated Person(s)

4.1 The company must provide the Office of the Deputy Commissioner with current information
sufficient to enable direct and immediate contact at all times between the Administration and the Company's
designated person or persons required by the ISM Code for matters relating to the SMS, maritime safety,
and the protection of the marine environment.

5. Master's Responsibility and Authority

5.1 Liberian Maritime Law expressly prescribes the specific Rights and Duties of the Master. The
Administration also acknowledges the importance of IMO Resolution A.443(XI), 'Decisions of the
Shipmaster with regard to Maritime Safety and Marine Environment Protection'. The SMS should
incorporate the elements of both A.443(XI) and the National Requirements.

5.2 Any system of operational control implemented by the Company shore based management must allow
for the Master's absolute authority and discretion to take whatever action he/she considers to be in the best
interest of passengers, crew, cargo, the Vessel and the marine environment.

5.3The Company should provide the Master with documentation of the specific duties delegated to the
officers under the Master's command.

6. Resources and Personnel

6.1 Company training, hiring, manning procedures, terms of employment, personnel record keeping and
reporting procedures must be consistent with the requirements of the STCW Code and Liberian Maritime
Regulations to ensure the use of competent qualified personnel.

6.2 The company SMS should ensure that joining members have proper seafarers' certification including
licences, special qualification certificates, seafarer's identification and maritime record books and training as
required by international conventions, the Liberian Maritime Law, the Liberian Maritime Regulations and the
specifics of the publication 'Requirements for the Merchant Marine Personnel Certification,' RLM-118.

6.3 The shipboard SMS should include procedures for the transfer of command, documented hand-over
notes, documented Vessel and duties introductions, familiarisation training in accordance with Section A-I/6
of the STCW Code (as amended 1995) for on-coming officers and crew, and on board documentation
retention.

7. Development of Plans for Shipboard Operations

7.1 A 'Master's Port Arrival/Departure Safety Check List' should be included in the shipboard SMS
incorporating pre-established Company guidelines for 'Go, No Go' situations and reporting requirements for
the Master's compliance.

7.2 The Ship's operations documentation should include a statement that its contents do not remove the
Master's authority to take such steps and issue any orders, whether or not they are in accordance with the
contents of the documentation, which the Master considers to be necessary for the preservation of life, and
the safety of the Vessel and the marine environment.

7.3 The ship's operations plans should include procedures to ensure the required Liberian annual safety
inspection is conducted on time and in accordance with the Maritime Regulations and Marine Notice INS004.

7.4 The Ship's operations plans should incorporate the Maritime Regulations requirement for emergency
drills and weekly training sessions.

8. Emergency Preparedness

8.1 The Company SMS must provide that statutory, Administration, or Company required emergency
preparedness plans will be periodically reviewed and updated, and if necessary, re-approved by the
Administration or LR.

9. Reports and Analysis of Non-Conformities, Accidents and Hazardous Occurrences

9.1 The shipboard SMS procedures for reporting, accidents and incidents should incorporate the provisions
of Chapter IX of the Maritime Regulations (RLM-108) which require the immediate notice and reporting of

the incidents to the Administration and establishes duties and responsibilities for the Company, ship officers
and crew.

9.2 The Company SMS should also incorporate the provisions of Article IV and Article X of the 'Rules for
Marine Investigations and Hearings' (RLM-260)

9.3 The Company SMS should incorporate the provisions of Maritime Regulation 7.41 (7) on accident
prevention and appointment of a safety officer.

9.4 The Company and shipboard SMS should contain procedures for immediately reporting port state
detentions to the Administration.

10. Maintenance of the Ship and Equipment

10.1 The maintenance system established by the Company and documented in its SMS should include
systematic plans and actions designed to address all those items and systems covered by class and
statutory survey and ensure that the Vessel's condition is satisfactorily maintained at all times.

10.2 As part of Company initiated ship safety inspections, the shipboard SMS should include reference to
the Liberian annual safety inspection required by Maritime Regulation 5.34, as more fully described in
Marine Notice INS-001, and use of Form No. 338-1/00, the 'Operational/Safety Checklist for SOLAS 74/78',
or similar Company developed form as addressed in Marine Notice INS-004.

10.3 The Company SMS should also provide for the logging of actions or measures taken to rectify
deficiencies and non-conformities noted during surveys and annual safety inspections and the giving of
notification to the Administration and LR of the corrective actions taken.

11. Documentation

11.1 Documents should be easily identified, traceable, user friendly and not so voluminous as to hinder
the effectiveness of the SMS.

12. Company Verification, Review and Evaluation

12.1 The Company must conduct internal audits shore side and on each ship at least annually to
determine whether the various elements of the Company SMS have been fully implemented and are
effective in achieving the stated objectives of the Code. The internal audits are in addition to the annual,
intermediate and renewal audits carried out by the Liberian Auditor or an RO. When there are exceptional
circumstances, the company may postpone the internal audit for a ship for up to three months. The
exceptional circumstanceis tobe recorded and the next internal audit will be due one year from the date of
the missed internal audit.

For box-shaped vessels intended to carry bulk cargoes without upper and lower hopper tanks throughout
their cargo hold structure the Ship type "cargo ship other than any of the above" shall be entered on the

Medical Oxygen
The MFAG requires the carriage of a minimum of 44 litres/ 200 bar of oxygen as follows:
1. one 40 litre/200 bar medical oxygen cylinder located in the ships hospital, assembled for direct use,
equipped with one flowmeter unit (two ports) for supplying oxygen for two persons simultaneously, and
2. one complete portable set, ready for use, with a 2 litre/200 bar medical oxygen cylinder and a spare
cylinder (also 2 litre/200 bar).
3. two20 litre/200 bar medical oxygen cylinders may be used to comply with the 40 litre/200 bar
requirement, if the system is arranged so as to be able to supply oxygen to two persons simultaneously.

The medical oxygen can be located either inside or outside of the hospital. If located inside the space, the
space is to be properly ventilated in case of escape of the oxygen from the cylinder. The cylinders are also
to be located so that they cannot be easily damaged or disturbed. If located outside of the compartment the
cylinders must be in a protected location and not exposed to excessive heat, flames, or a corrosive
atmosphere and located so that they cannot be easily damaged or disturbed. Location of the medical
oxygen must be acceptable to LR.
The Medical oxygen cylinders and resuscitation equipment should be inspected and serviced annually, in
accordance with the manufacturer's instructions. Servicing should be carried out by trained competent
personnel and acceptable to LR.

The contents of the cylinders are to be checked and changed as required according to manufacturer's
requirements or every three years, whichever occurs sooner.

The cylinders should be hydrostatically tested every five years unless a different interval is specified by the
manufacturer.

The Master of every such ship not already provided with stability information under SOLAS 5-1 "shall be
supplied with sufficient information in an approved form to give him guidance as to the stability of the ship
under varyingconditions of service. A copy shall be furnished to the Administration."

For the purpose of complying with these Regulations, the term "in an approved form" shall mean approved
by the Classification Society with which the ship is classed, such Society being one of the full members of
IACS authorised to act on behalf of the Government of Liberia pursuant to the provisions of the Maritime
Regulations.

A copy of the stability information is required to be furnished to the Administration under the above
Regulations. The filing of such information with the Classification Society with which the ship is classed is
deemed to be in compliance with that provision.

Grain loading
Grain loading arrangements for all Liberian ships will be approved in accordance with the provisions of
SOLAS Chapter VI, as amended. However, approvals granted to vessels built prior to May 1980 in
accordance with theprovisions of Regulation 12 of Chapter VI, SOLAS 1960, Resolution A.262(VIII) or
Resolution A.184(VI) will remain valid.

The contents of MSC/Circ.363 are to be taken into consideration when applying Part C of Chapter VI
"Strength of Grain Division."

Loading plans, calculations and other data related to grain loading arrangements offered for approval, are
required to be submitted directly to LR. LR is authorised by Liberia as Agents for approving the grain
loading arrangements for Liberian flag ships.

LR is also authorised to issue official grain loading certificates on behalf of the Administration.

Multiple Load Line Certificates


Authorisation for Multiple Load Line Certificates will be given on a case-by-case basis.

Original issue
To obtain more than one load line the owner/operator must make a request in writing to
technical@liscr.com.

The request will be evaluated, and if acceptable, an authorisation letter will be issued. The letter will
authorise LR to carry out the necessary geometric, strength, and stability calculations and perform the
required surveys for issuance of an additional load line(s) to the vessel.

LR will then issue the appropriate Load Line convention certificate for each assignment. A copy of each
certificate with a cover letter indicating the owner's request and actions taken should be forwarded by LR or
the owner to technical@liscr.com.

On the basis of the information received from LR, the Administration will issue a Load Line Assignment
Book with instructions to the owner and Master.

Four copies of the Assignment Book will be prepared and distributed as follows:
1. a 'vessel' copy to the operator for placement on board the ship
2. an 'office' copy for the owner/operator's file;
3. one copy to the vessel's classification society; and
4. one copy will be retained by the Administration.
Renewals
Once issued, itis the responsibility of the owner to maintain the currency and completeness of the
Assignment Book and to make requests to the Administration for renewal upon its expiration. The owneris
also torequest revision and amendment of the Assignment Book if additional freeboards are assigned to
the vessel. In such cases LR or the owner the vessel, after completion of the applicable surveys, must
forward two copies of the reissued load line certificates along with a cover letter to the Technical Division
indicating that the certificates are being forwarded for reissuance or revision of the Assignment Book as
applicable.

Conditions
An Assignment Book for each vessel that has been issued multiple Load Line Certificates must be on board
the vessel for the use of the vessel's Master and the LR surveyor in verifying any changes to the load line
marks. The conditions pertaining to the Assignment Book are as follows:
1. The Master must ensure that only the freeboard marks for the intended voyage are exhibited on the
vessel's hull and all others are to be painted over before the loading of cargo begins.
2. Only the Load Line Certificate in use should be displayed. All Load Line Certificates not in use are to be
replaced in a sealed envelope and locked in the Master's safe.
3. The Master may alter freeboard marks for the vessel in accordance with the applicable Load Line
Certificate and Assignment Book. The Master is to enter the change in the vessel's official logbook.
There is no need to have a LR surveyor present at the alteration of the freeboard marks.
4. During the periodical inspection required by Article 14(c) of the International Load Line Convention the
attending LR
surveyor is to verify the Load Line marks and endorse the corresponding Load Line Certificates.

Slop tank capacity


Ships having double bottoms and sides, with mostly smooth walled cargo tanks, may operate with a slop
tank capacity in compliance with Regulation 15 (2)(c)(iii) in lieu of Regulation 15 (2)(c)(i) or 15 (2)(c)(ii) of
MARPOL 73/78.

Oil/Water Separators
Resolution MEPC.107(49)is applicable to new ships as stated in Paragraph 1.3.1.1 of MPEC 107(49).

The installation's date of bilge separator is the keel of which ship laid or which is at a similar stage of
construction on or after 1 January 2005.

For new construction or new installations where the OWS was ordered before 1 Jan 2005, OWS equipment
meeting the requirements of MEPC.60(33) is acceptable. In such cases the shipyard must present positive
proof that ships were contracted for before 1 Jan 2005 and the associated OWS were ordered from the
manufacturer before 1 Jan 2005.

The Liberia Administration has published a new revised Oil Record Book Part I and Parrt II which
incorporates the changes contained in the revised MARPOL Annex I. For relevant revisions to Oil record

Surveys of the crew accommodationare tobe carried out on vessels constructed before 20 August 2013 as
indicated below:
1. When the vessel registers in the Liberian Registry.
2. Whenever the crew accommodations have been substantially converted or altered.
3. At the request of the Administration

Vessels constructed before 20 August 2013are tobe issued a ILO 92/133 Certificateof Compliance upon
completion of the survey. The maximum period of validity for the certificate is tobe five 5 years. From 20
August 2013 the Certificate of Compliance will no longer be required to be issued; however itis tobe
maintained until incorporated into the appropriate DLMC and MLC, 2006 Certificates.In lieu of the
Certificate of Compliance,LR is toprovide the Administration with a statement of verification of compliance.

For vessels constructed before 20 August 2013 that are surveyed prior to 20 August 2013, in accordance
with 1(b) above, if the vessel does not fully comply with ILO 92/133, an interim Exemption Certificate may
be issued to such a vessel upon prior agreement of the Administration. As of 20 August 2013 such an
interim Exemption Certificate will no longer be required to be issued. In lieu of the interim Exemption
Certificate for these vessels, LR is to provide the Administration with a statement of verification of
compliance that will list all areas of non-compliance.

Survey and verification of compliance with applicable regulations is required at the time of renewal of the
Certificate of Compliance. Annual surveys or endorsements are not required.

Vessels to which Liberia has determined that MLC, 2006 does not applyare tocomply with the provisions

vessel under construction on 20 August 2013 or whose construction commenced on or after 20 August

Technical Requirements

LR is fully authorised to undertake inspections and to issue certification but is not authorised toreview the
DMLC Part II. Owners are required to send the DMLC Part II to the Administration forreview prior to the
inspection being carried out by LR.

Detailed guidance relating to the Maritime Labour Convention can be found in Marine Notices MLC-001,
MLC-002, MLC-003, MLC-004, MLC-005 and MLC-006.

All vessels constructed on or after 20 August 2013 are to comply with the provisions of MLC, 2006
Regulation 3.1 (Seafarers Accommodation and Recreation Facilities; Regulation 3.2 (Food and Catering)
and Regulation 4.3 (Health and Safety Protection and Accident Prevention), related to Design, Construction
and Equipment are in effect as specified below.

The inspection and verification of the compliance with seafarers accommodation and recreational facilities
(MLC, 2006 Regulation 3.1), food and catering (MLC, 2006 Regulation 3.2) health, safety and accident
prevention (MLC, 2006 Regulation 4.3) relating to design, construction and equipmentare tobe carried out
in accordance with the requirements of the Convention and the following:
1. During construction for vessels constructed on or after 20 August 2013
2. At the time of registration for vessels constructed on or after 20 August 2013, or
3. When seafarer accommodation on a ship has been substantially altered.

For vessels constructed on or after 20 August 2013,LR is toprovide the Administration with a statement of
verification of compliance upon completion of the inspection and verification indicated above.

Signatory on the DMLC Part II


The DMLC Part II may be signed by either the "Shipowner" (the manager and DOC holder) or by the owner
of the ship regardless of whether the owner has delegated the management of the ship to another
organisation. If the shipowner (the manager and DOC holder) signs the DMLC Part II, the name of the
Services are provided by members of the Lloyd's Register Group.

Certificates.

Floating Production and Storage Offshore (FPSO) and Floating Storage Offshore (FSO) units are to comply
with MOU requirements and be issued MOU certificates.
