BID PROPOSAL NO. 50-00113738
Sealed bids will be received until the hour of 2:00 P.M., local time on Thursday,
August 6, 2015 in the Purchasing Department, Suite 4400, Jefferson Parish
General Government Building, located at 200 Derbigny Street, Gretna,
Louisiana, 70053, and publicly opened upon completion of administrative tasks
for the following: DESCRIPTION
The project consists of office renovations at 834 S. Clearview, Jefferson, LA.
The project work is divided into two (2) sections: Base Bid and Base Bid plus
Alternate Bids 1, 2, and 3. The full scope of each add alternate bid are further
defined in the contract documents. The Base Bid includes the demolition of walls,
ceilings, light fixtures, carpeting and other building components as indicated in
the contract documents. The installation of new walls, ceilings, flooring, HVAC,
electrical, lighting, plumbing, doors, hardware, and other building components
as indicated in the contract documents. The add Alternate Bid 1 includes the
demolition of the existing roof and re-installation of a new modified built-up
roof system. The add Alternate Bid 2 is for the installation of a new emergency
generator with automatic transfer switch, steel platform and visual screen. The
add Alternate Bid 3 is for the removal of existing curtain wall glazing and the
installation of a new impact resistive curtain wall glazing.
All bids must be in accordance with the contract documents on file with the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders
must show the Bid Proposal Number on the outside of their bid envelope and on
the bid proposal. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid bond
acceptable to the owner in the amount equal to five percent (5%) of the total
amount bid, and payable without condition to the owner. If submitting a bid
online, vendors must submit an electronic bid bond through the respective
online clearinghouse bond management system(s) as indicated in the electronic
bid Solicitation on Central Auction House. No scanned paper copies of any bid
bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete
set of Contract Documents may be secured from ARC, 1000 S. Jefferson
Davis Parkway, Suite 200, New Orleans, LA 70125, Phone (504) 522-3831 by
licensed contractors upon receipt of $250.00 per set. Deposit on the first set of
documents furnished bona fide prime bidders will be fully refunded upon return
of documents in good condition no later than ten (10) days after receipts of bids.
The successful bidder will be required to furnish a performance bond
guaranteeing faithful performance of the contract. Companies providing the
bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219
as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject
bids for just cause, pursuant to the law.
A non-mandatory Pre-Bid Conference will be held at 10:00 a.m. on Thursday,
July 23, 2015 at 834 S. Clearview Parkway, Elmwood, LA 70123. All interested

Jefferson Parish Department of Purchasing is soliciting Request for Proposals
(RFPS) from qualified firms to provide Emergency response cleanup and
disposal or recycling of Hazardous Materials and Oil Spills and Related Services
for the Jefferson Parish Department of Environmental Affairs.
These services typically include the cleanup of spills at Parish facilities,
drainage canals, etc., and spills on roadways when a responsible party cannot
be determined or is unable to clean up the spill. Tasks also include the removal
of abandoned drums of oil or chemicals from roadsides, drainage canals, Parish
rights-of-way, and Parish facilities. Work shall include assisting the Parish with
household hazardous materials collection events, and related services on as
needed basis as requested by the Parish. Work includes all site management,
waste characterization, handling, packaging, transportation and proper disposal/
recycling of all spill materials, chemical products and other waste materials
cleaned up and/or collected. The Parish reserves the right to award the contract
to more than one firm.

REQUEST FOR PROPOSALS


RFP 0338
Jefferson Parish Department of Purchasing is soliciting Proposals from
qualified firms to provide Jefferson Parish Sanitary Landfill Gas Collection
and Control System Operation and Maintenance Services for the Department
of Environmental Affairs.
The Jefferson Parish Sanitary Landfill is located at 5800 Highway 90 West,
Avondale, LA, 70094. The Landfill is a Type I/II Municipal Solid Waste Landfill
owned by Jefferson Parish and all operations are contracted. The Landfill falls
under the New Source Performance Standards (NSPS) and Type 70 Operating
Permit 1340-00140-V4 by was issued by LDEQ.
The Landfill Gas Collection and Control System (LGCCS) consists of 271
gas extractions wells, 13 condensate sumps with pneumatic pumps, 43
pneumatic pumps installed in gas extraction wells, various isolations valves
and appurtenances, and a blower flare station. The primary gas control device
is a compressor station and pipeline (operated and maintained by others) that
transmits the gas to an off-site facility that uses the gas as a medium BTU heat
source. The on-site flare is the secondary control device.
The current contract for LGCCS Operation and Maintenance (O&M) expires
on December 31, 2015. Jefferson Parish wishes to execute a 5-year contract with
an experienced and capable company for O&M services. The Contract will be
administered by the Department of Environmental Affairs.

The Jefferson Parish Personnel Department is seeking to fill the following
positions within the classified service of Jefferson Parish.
Head Start Teacher/Advisor ($34,209/per year) Applicants must have 1 year
of post-Bachelors degree work experience in an early childhood setting with
preschool children (i.e., children 3 to 5 years-of-age); PLUS, must meet one (1)
of the following education requirements: 1. Possession of a Bachelors degree
(B.A./B.S.) or higher from an accredited college in Early Childhood Education
(ECE) or in an equivalent education major in which the primary focus of study
is the care and development of preschool children (i.e., children 3 to 5 years-ofage). OR 2. Possession of a Bachelors degree (B.A./B.S.) or higher from an
accredited college in any subject, including at least eighteen (18) semester credit
hours of coursework relating to ECE.*
*NOTE: Coursework relating to ECE may include courses offered in various

Police Chief Dubois was recognized and gave the following police report: For
the period of June 26 thru July 14, 2015 there were 8 arrest, 2 accidents and 49
traffic citations issued; call outs handled totaled 658; major calls included 45
medical calls 1 water rescue and 1 MVA; fines collected totaled $3,512.00.
Motion by Council Member Lafont seconded by Council Member Clifford
Santiny, Jr. and unanimously agreed to appropriate $3,100.00 to repair the beach
tractor.
Bob Sevin with the Grand Isle Port Commission was recognized and reported on
the Port Commission activities. The Mayor then thanked the Port Commission
and the Grand Isle Independent Levee Board for working together on their
projects.

An ordinance to replace Town of Grand Isle Ordinance No. 521 making it
a misdemeanor offense to tie up to Entergy power risers and any
navigational aids (including pilings & buoys) located on the east and
west sides of the Grand Isle Bridge.
The following resolution was jointly offered by the Council:
RESOLUTION NO. 2689
A resolution authorizing the Mayor to sign a Right of Entry for the
U.S. Army Corp of Engineer to construct four articulated concrete
Turnarounds on the gulf side of the Grand Isle Hurricane Protection
Levee.
WHEREAS, the U.S. Corp of Engineers desire to construct four articulated
concrete block (ACB) turnarounds on the gulf side of the Grand Isle Hurricane
Protection Levee and;
WHEREAS, the work will also include repairs to the existing ACB on the dune
crossovers by replacing any broken or missing ACBs; and
WHEREAS, at the western end of Grand Isle, a new timber walkway is to be
constructed over the dune for pedestrian access only and sand fencing and dune
vegetation plantings will be required within this magnitude of work; and
WHEREAS, this work will greatly provide a better access to citizens and tourist
to the beach for fishing and other beach activities.

October 14 and 15, 2015.
Motion by Council Member Clifford Santiny, Jr. seconded by Council Member
Lafont and unanimously agreed to accept the quote of National Corrosion
Service, Inc. of $4,500.00 to perform the Annual Gas Leakage survey on of
the gas system as per state and federal regulations.
A joint motion by the Council was unanimously agreed upon to accept the
proposal of National Corrosion Service, Inc. to maintain the gas system in
compliance with state and federal regulations concerning cathodic protection.
Motion by Council Member Lafont seconded by Council Member Bladsacker
and unanimously agreed for approval to acquire the necessary permitting from
the Office of
Coastal Management, the Corps of Engineers and the State Land Office for Scott
Verdin to install a 40 boat slip in front of his camp and additional work as per
his permit.
A joint motion by the Council was unanimously agreed upon to the plot layout
for the new Gated Subdivision named Kajun Bahamas and preliminary approval
to rezone the B3 lots to R3.
Motion by Council Member Bladsacker seconded by Council Member Clifford
Santiny, Jr. and unanimously approved to approve Webb Cheramies plot layout
for a new proposed subdivision.
Council Member Bladsacker requests/reports: 1. Thanked Chris Hernandez
for the work at the volleyball court on Cott Lane and the basketball court on
Chighizola Lane (still working on that) looking good. 2. Mentioned that gold
carts with drivers licenses can ride on the beach and can cross at designated
crossovers only.
Mayors report: 1. Thanked the council, town employees and the Chief for their
hard work. 2. Stated that he has been traveling all over the state for LMA District
Meetings. 3. Stressed that he wanted the Council to meet with Chris to get things
done and not wait until the regular meetings. 3. Thanked Council Members
Lafont, Bladsacker and Clifford Santiny, Jr. for attending the LMA District
meeting in Golden Meadow and Chris Hernandez for driving them there. 4.
Met with Colonel Hansen with the Corp to speak about levee board projects. 5.
