PNP Capability Enhancement Program

The Philippine National Police provides law enforcement services through its
regional, provincial, municipal, district and local police units all over the islands.
They are very significant personnel of the Philippine Government. Without them, the
government would have a hard time enforcing law to the people. They do not only
ensure discipline but also ensures security amongst the citizens. They also offer
their life willingly during field operations. So the Government must show them that
they are important and lift up their significance in the Government.
In the SONA (State of the Nation Address), President Benigno Simeon
Cojuangco Aquino III said that every police is already given their own gun giving us
a ratio of 1:1. The Government has already 2,523 patrol jeeps, 577 utility vehicles,
12,339 handled radios, 30,136 long fire arms, 74,879 Glock pistols, 16,000+ radios,
and much other more modern equipment. And with this number, President Aquino
still aims to have a great number of these modern equipments to be added before
the end of his term. He also mentioned the building of houses for each police officer
because in so doing, they could let our heroes live a decent life.
The President also mentioned the OPLAN lambat sibat which contributed
much on our security. The program led to the capturing of 163,000 wanted persons,
neutralization of 1,000 gangs/syndicates, and confiscation of 29,294
illegal/unlicensed firearms. Also, from 2012 up to now, the car napping rate
decreased because of this. It also paved way for the neutralization of high value or
most wanted target like Jemaah Islamiyah or popularly known as marwan, balane,

I think that the Government finally gave emphasis on the National Police of
the Republic of the Philippines. They bought modern and advance equipments, they
initiated programs, etc. This is I think the main purpose of the PNP Capability
Enhancement Program. This is to ensure the security of the citizens and the
enforcement of laws. However, some police officers are the ones who are the heads
of crimes and the ones who violates the law. Now, considering these types of police
officers, even with greater equipments with what we have, is there still a guarantee
of security and enforcement of law? I know that only some does this. But we all
know that that some could greatly affect the most. Therefore, to conclude all of
these, I leave this question, could this program really enhance the PNPs capability
in all aspects? Or with this program, could there be really an enhancement in the
PNP?
