Foreword
Theworldtodayisundergoingmajortransformationandadjustment.Peaceanddevelopmentarethetrendofthetimes.The
movetowardmultipolarityisirreversibleandeconomicglobalizationisgainingmomentum.Worldpeaceanddevelopment
arefacingnewopportunitiesaswellasvariouschallenges.Itisinthefundamentalinterestofpeopleofallcountriesandalso
theircommonaspirationtosharedevelopmentopportunities,jointlyaddresschallengesandpromotethenoblecauseof
peaceanddevelopmentofmankind.
Asthelargestdevelopingcountryintheworld,Chinaiscommittedtothepathofpeacefuldevelopmentandthewinwin
strategyofopeningup.ItisreadytocarryoutfriendlycooperationwithallcountriesonthebasisoftheFivePrinciplesof
PeacefulCoexistenceandbuildaharmoniousworldofdurablepeaceandcommonprosperity.
LatinAmericanandCaribbeancountriesareanimportantpartofthedevelopingworldandamajorforceintheinternational
arena.Undernewcircumstances,thedevelopmentofrelationsbetweenChinaandLatinAmericanandCaribbeancountries
isfacedwithnewopportunities.InissuingthispolicypaperonLatinAmericaandtheCaribbean,theChineseGovernment
aimstofurtherclarifythegoalsofChina'spolicyinthisregion,outlinetheguidingprinciplesforfuturecooperationbetween
thetwosidesinvariousfieldsandsustainthesound,steadyandallroundgrowthofChina'srelationswithLatinAmericaand
theCaribbean.
I.TheStatusandRoleofLatinAmericaandTheCaribbean
LatinAmericaandtheCaribbeanhavealonghistory,vastterritoryandabundantresources,andtheregionenjoysagood
foundationforeconomicandsocialgrowthandhugedevelopmentpotential.
Countriesintheregionhavebeenactivelyexploringdevelopmentpathssuitedtotheirnationalconditions.Theyhave
maintainedpoliticalstabilityandcontinuedeconomicgrowth,andthelifeofthepeopleissteadilyimproving.LatinAmerican
andCaribbeancountriescherishastrongdesireforselfdevelopmentthroughunityandthecommitmenttopromoting
regionalpeace,stabilityanddevelopment.Theregiononthewholeisgrowinginstrengthanditsinternationalinfluenceis
rising.LatinAmericanandCaribbeancountrieshavetakenanactivepartininternationalaffairsandcontributedsignificantly
toworldpeaceandcommondevelopment.Theyareplayinganincreasinglyimportantroleinregionalandinternational
affairs.
II.China'sRelationswithLatinAmericaandtheCaribbean
ThoughChinaandLatinAmericaandtheCaribbeanarefarfromeachother,thetwopeoplesenjoyatimehonored
friendship.Thetwosidesareatasimilarstageofdevelopmentandfacethecommontaskofachievingdevelopment.Both
sidescherishthedesireforgreatermutualunderstandingandclosercooperation.
DuringthetwentyyearsorsoafterthefoundingofNewChinain1949,ChinaandLatinAmericaandtheCaribbeanmainly
conductedpeopletopeopleexchanges.Inthe1970sand1980s,Chinaestablisheddiplomatictieswithmostcountriesinthe
region.Friendlycooperationbetweenthetwosidesinvariousfieldsregisteredmomentousgrowthinthe1990s.Sincethe
beginningofthe21stcentury,thetwosideshaveenjoyedmorefrequenthighlevelexchanges,strongerpoliticalmutualtrust
andclosercooperationineconomy,trade,scienceandtechnology,cultureandeducation,andmutualsupportandclose
coordinationininternationalaffairs.Newprogresshasbeenmadeinrelationsbetweenthetwosidesinanallroundwayat
variouslevelsandacrossabroadspectrumofareas.
FriendlycooperationbetweenChinaandLatinAmericaandtheCaribbeanservesthefundamentalinterestofthetwo
peoples.Futuregrowthofrelationshipbetweenthetwosidesenjoysgreatpotentialandbroadprospects,andwillcontribute
moresignificantlytopeaceanddevelopmentofmankind.
III.China'sPolicyonLatinAmericaandtheCaribbean
ToenhancesolidarityandcooperationwithotherdevelopingcountriesisthecornerstoneofChina'sindependentforeign
policyofpeace.TheChineseGovernmentviewsitsrelationswithLatinAmericaandtheCaribbeanfromastrategicplaneand

seekstobuildanddevelopacomprehensiveandcooperativepartnershipfeaturingequality,mutualbenefitandcommon
developmentwithLatinAmericanandCaribbeancountries.ThegoalsofChina'spolicyonLatinAmericaandtheCaribbean
are:
Promotemutualrespectandmutualtrustandexpandcommonground.BasedontheFivePrinciplesofPeaceful
Coexistence,ChinaandLatinAmericaandtheCaribbeanwilltreateachotherasequalsandrespecteachother.Theywill
strengthendialogueandcommunication,enhancepoliticalmutualtrust,expandstrategiccommonground,andcontinueto
showunderstandingandsupportonissuesinvolvingeachother'scoreinterestsandmajorconcerns.
Deepencooperationandachievewinwinresults.Thetwosideswillleveragetheirrespectivestrengths,tapthepotentialof
cooperation,andseektobecomeeachother'spartnerineconomiccooperationandtradeformutualbenefitandcommon
development.
Drawoneachother'sstrengthstoboostcommonprogressandintensifyexchanges.Thetwosideswillcarryoutmore
culturalandpeopletopeopleexchanges,learnfromeachotherandjointlypromotedevelopmentandprogressofhuman
civilization.
TheoneChinaprincipleisthepoliticalbasisfortheestablishmentanddevelopmentofrelationsbetweenChinaandLatin
AmericanandCaribbeancountriesandregionalorganizations.Theoverwhelmingmajorityofcountriesintheregionare
committedtotheoneChinapolicyandthepositionofsupportingChina'sreunificationandnothavingofficialtiesorcontacts
withTaiwan.TheChineseGovernmentappreciatessuchastance.Chinaisreadytoestablishanddevelopstatetostate
relationswithallLatinAmericanandCaribbeancountriesbasedontheoneChinaprinciple.
IV.StrengthenChina'sComprehensiveCooperationwithLatinAmericanandCaribbeanRegion
1.InthePoliticalField
(1)HighLevelExchanges
ChinawishestomaintainthemomentumofcloseexchangeswithleadersofLatinAmericanandCaribbeancountriesto
increasemutualunderstandingandtrust,stepupexchangeofexperienceongovernanceandconsolidatethepoliticalbasis
forthegrowthofrelationswithLatinAmericanandCaribbeancountries.
(2)ExchangesBetweenLegislatures
TheNationalPeople'sCongressofChinawishestostrengthenfriendlyexchangeswithparliamentsofLatinAmericanand
Caribbeancountries,theLatinAmericanParliament,theMercosurParliament,theAndeanParliament,etc.atmultiplelevels
andthroughvariouschannelsonthebasisofrespectingeachother,deepeningmutualunderstandingandpromoting
cooperationsoastoenrichandinvigoraterelationswithLatinAmericanandCaribbeancountries.
(3)ExchangesBetweenPoliticalParties
TheCommunistPartyofChinawishestocarryoutfriendlyexchangesofvariousformswithpoliticalpartiesandorganizations
ofLatinAmericanandCaribbeancountriesonthebasisofindependence,fullequality,mutualrespectandnoninterferencein
eachother'sinternalaffairstolearnfromeachother,increasemutualunderstandingandfriendship,andstrengthenmutual
trustandcooperation.
(4)ConsultationMechanisms
RelevantagenciesoftheChineseGovernmentwishtoestablishandimprovethemechanismsofstandingcommittee,high
levelcommittee,highlevelmixedcommittee,strategicdialogue,politicalconsultation,mixedcommitteeoneconomyand
trade,consultationoneconomyandtrade,highlevelworkinggroup,businesscooperationforum,culturalandeducation
mixedcommittee,andscienceandtechnologycommitteewiththeircounterpartsinLatinAmericaandtheCaribbeanto
increaseconsultationandpromoteexchangesandcooperation.
(5)CooperationinInternationalAffairs
TheChineseGovernmentwillcontinuetostrengthencoordinationandcooperationoninternationalissueswithLatin
AmericanandCaribbeancountries,andmaintainregularconsultationwiththemonmajorinternationalandregionalissues.
Thetwosideswillcontinuetosupporteachotheronsuchimportantissuesassovereigntyandterritorialintegrity.China
standsreadytoworkwithLatinAmericanandCaribbeancountriestostrengthentheroleoftheUnitedNations,makethe
internationalpoliticalandeconomicordermorefairandequitable,promotedemocracyininternationalrelationsanduphold
thelegitimaterightsandinterestsofdevelopingcountries.ChinasupportsagreaterroleofLatinAmericanandCaribbean
countriesininternationalaffairs.
(6)LocalGovernmentExchanges
TheChinesesidehighlyvaluesexchangesatthelocalgovernmentlevelwithcountriesinLatinAmericaandtheCaribbean.It
supportsthetwinningofprovinces/statesorcitiesbetweenChinaandLatinAmericanandCaribbeancountries,and
exchangesandcooperationinbusiness,scienceandtechnology,cultureandotherfieldstoincreasemutualunderstanding
andfriendship.ItattachesgreatimportancetocooperationwithLatinAmericanandCaribbeancountriesininternationallocal
governmentsorganizations.

2.IntheEconomicField
(1)Trade
TheChineseGovernmentwillcontinuetoworkwithitsLatinAmericanandCaribbeancounterpartsinthespiritofequalityand
mutualbenefittoexpandandbalancetwowaytradeandimprovethetradestructuretoachievecommondevelopment.Atthe
sametime,itwillworkwiththesecountriestoproperlysettletradefrictionsthroughconsultationandcooperation.Chinawill,
onthebasisofmutualbenefitandwinwincooperation,givepositiveconsiderationtoconcludingfreetradeagreementswith
LatinAmericanandCaribbeancountriesorregionalintegrationorganizations.
(2)InvestmentCooperation
TheChineseGovernmentencouragesandsupportsqualifiedChinesecompanieswithgoodreputationininvestingin
manufacturing,agriculture,forestry,fishing,energy,mineralresources,infrastructure,andservicesectorinLatinAmericaand
theCaribbeantopromotetheeconomicandsocialdevelopmentofbothsides.TheChineseGovernmentwillcontinueto
welcomeinvestmentbyLatinAmericanandCaribbeanbusinessesinChina.
(3)FinancialCooperation
TheChineseGovernmentsupportsChina'smonetaryandfinancialregulatoryauthoritiesandfinancialinstitutionsinstepping
upconsultationandprofessionalexchangesandcooperationonmacroeconomicsituationandeconomicandfinancialpolicies
withtheircounterpartsinLatinAmericanandCaribbeancountries.ItencouragesChinesecommercialbankstosetup
branchesinLatinAmericaandtheCaribbean.Itwillpushfortheconclusionofbankingregulatorycooperationagreements
withLatinAmericanandCaribbeancountriesasappropriate,andworkwiththemtojointlycombatmoneylaunderingand
terroristfinancing.
(4)AgriculturalCooperation
TheChineseGovernmentwillpromoteexchangesandcooperationinagriculturalscienceandtechnologywithLatinAmerican
andCaribbeancountriesthroughholdingagriculturaltechniquetrainingprogramsanddispatchingtechnicianstotheLatin
AmericanandCaribbeanregion.Aninformationexchangemechanismwillbeestablishedtodiscussissuesofcommon
interest.Cooperationinfloraandfaunainspectionwillbeintensifiedandagriculturaltradewillbeexpandedtojointlyuphold
foodsecurity.
(5)IndustrialCooperation
TheChinesesidewishestostrengthenexchangeswithLatinAmericanandCaribbeancountriesinindustry.Itisdesirableto
establishandimproverelevantcooperationmechanisms,sharebestpracticesineachother'sindustrializationprocess,and
promoteanddeepenpracticalcooperation.
(6)InfrastructureConstruction
TheChinesesidewillstrengthenpracticalcooperationwithLatinAmericanandCaribbeancountriesintransport,information
andcommunications,waterconservancyandhydropowerandotherareasofinfrastructuredevelopment,scaleupproject
contractingintheregion,andconductmutuallybeneficialcooperationinvariouswayssoastocontributeitssharetofurther
infrastructuredevelopmentintheregion.
(7)ResourcesandEnergyCooperation
TheChinesesidewishestoexpandanddeepenmutuallybeneficialcooperationwithLatinAmericanandCaribbeancountries
inresourcesandenergywithinbilateralcooperationframeworks.
(8)CustomsCooperation
TheChinesesidewishestostrengthenexchangesandcooperationwithLatinAmericanandCaribbeancountriesoncustoms
byincreasingexchangesbetweencustomsofficersofthetwosidesandpromotingtradesecurityandfacilitation.Exchanges
andconsultationwillbeincreasedonissuesofmutualconcern,suchassmugglingandbusinessfraud.Negotiationsaimedat
concludingdocumentsonmutualadministrativeassistancewithcustomsauthoritiesofrelevantcountrieswillbeheldindue
course.
(9)CooperationonQualityInspection
TheChineseGovernmentwishestostepupexchangesandcooperationwithLatinAmericanandCaribbeancountrieson
qualityinspection,technicalbarrierstotrade(WTO/TBT)andsanitaryandphytosanitarymeasures(WTO/SPS),andestablish
andimproveconsultationmechanismsonqualityinspectiontoensureproductqualityandfoodsafety.Thetwosideswill
strengthenexchangesandconsultationonissuesofmutualinterestsuchasproductquality,foodsafety,andquarantineof
entryanimalsandplants,leadingtothesigningofprotocolsonquarantineofentryproducts.Theywillalsoconductactive
exchangesandcooperationonmeasurementandstandardization.
(10)TourismCooperation
TheChinesesidewillexpandtourismcooperationwithLatinAmericanandCaribbeancountriestoenhancemutual

understandingandfriendshipbetweenthetwopeoples.TheChinesesidewillmakevigorouseffortstopromotevisitsby
ChinesetouristgroupstoLatinAmericanandCaribbeancountries.ItalsowelcomescitizensofLatinAmericanand
CaribbeancountriestovisitChina.
(11)DebtReductionandCancellation
TheChineseGovernmentwill,basedonitsconsistentpolicyondebtreductionandcancellation,discusswithrelevantLatin
AmericanandCaribbeancountrieswaystorelievetheirdebtsasChina'sabilitypermits.TheChineseGovernmentwillalso
continuetocallupontheinternationalcommunity,developedcountriesinparticular,totakemoreconcretestepstoreduce
andcanceldebtsowedbyLatinAmericanandCaribbeancountries.
(12)EconomicandTechnicalAssistance
TheChineseGovernmentwill,accordingtoitsfinancialcapabilityandlevelofeconomicandsocialdevelopment,continueto
provideeconomicandtechnicalassistancetorelevantLatinAmericanandCaribbeancountrieswithoutattachinganypolitical
conditions.TheChineseGovernmentwillworkwithinitsabilityandgraduallyincreaseitsassistancetoLatinAmericanand
Caribbeancountriestomeettheirneeds.
(13)MultilateralCooperation
TheChineseGovernmentisreadytostrengthenconsultationandcoordinationwithLatinAmericanandCaribbeancountries
inmultilateraltradeandfinancialinstitutionsandregimes,withaviewtopromotingSouthSouthcooperation,bringingabouta
morejustandequitablemultilateraltradingregimeandensuringabiggersayandgreaterroleindecisionmakingfor
developingcountriesininternationaltradeandfinancialaffairs.
(14)ChamberofCommerceCooperation
TheChinesesidewilldeepenitscooperationwithchambersofcommerceofLatinAmericaandtheCaribbeanandpush
forwardexchangesbetweenbusinesscommunitiesofthetwosidesthroughtheChinaLatinAmericaEntrepreneurSummit,
ChinaCaribbeanEntrepreneursMeetingandothermechanisms,inanefforttoachievewinwinresults.
3.IntheCulturalandSocialAspects
(1)CulturalandSportsExchanges
TheChineseGovernmentwillworkactivelytofollowuponculturalcooperationagreementsandrelevantimplementation
programssignedwithLatinAmericanandCaribbeancountries,maintainregularexchangeofvisitsbetweencultural
authoritiesofthetwosides,andstrengtheninteractionandcooperationbetweenculturalandartinstitutionsandprofessionals
ofthetwosides.Tomeettheneedsforculturalexchangeandmarketdemand,thetwosideswillprovideguidanceforand
pushforwardavarietyofculturalexchangeprogramsamongvariouscommunitiesofthetwosides.
TheChinesesidewillkeepthemomentumofexchangesbetweenthesportsauthoritiesandnationalOlympiccommittees,
andencouragedirectcontactsbetweensportsassociationsofthetwosides.Guidanceandencouragementwillalsobegiven
tobilateralsportsexchangesinvariousforms.
(2)CooperationinScience,TechnologyandEducation
TheChinesesideisreadytoenhancescientificandtechnologicalexchangeswithLatinAmericanandCaribbeancountries
throughthemixedcommitteeonbilateralscienceandtechnologycooperationandhighlevelcoordinatingmechanism.The
ChinesesidewillalsostrengthencooperationwithLatinAmericaandtheCaribbeaninaeronauticsandastronautics,biofuel,
resourcesandenvironmenttechnology,marinetechnologyandotherareasofsharedinterest.TheChinesesidewillpromote
widerapplicationofChinesetechnologiesonenergyconservation,digitalmedicaltreatment,smallhydropowerandother
resultsofscientificresearchandadvancedappliedtechniquesinLatinAmericaandtheCaribbean.TheChinesesidewill
provideLatinAmericanandCaribbeancountrieswithtechnicaltraining,servicesanddemonstration,andstepupcooperation
andexchangesontheeducationalfrontwithLatinAmericanandCaribbeancountriesthroughbilateralandmultilateral
cooperationmechanisms.TheChinesesidewillworkfortheconclusionoftheagreementonmutualrecognitionofdiplomas
andacademicdegrees,andincreasethenumberofChinesegovernmentscholarshipsforLatinAmericanandCaribbean
countries.
(3)CooperationinMedicalandHealthCare
TheChineseGovernmentwillvigorouslypromoteexchangesandcooperationinthemedicalandhealthcaresectorwithLatin
AmericanandCaribbeancountries,andshareexperienceandcarryoutcooperationinsuchareasasdiseasecontrol,
responsetopublichealthemergencies,andcontrolofHIV/AIDSandbirdflu.TheChineseGovernmentwillcontinuetosend
medicalcontingentsequippedwithnecessarymedicinesandmedicalequipmentstorelevantcountriestohelpimprovelocal
medicalfacilitiesandtrainlocalmedicalprofessionals.
(4)ConsularCooperationandPersonnelExchanges
TheChineseGovernmentwilldevelopanddeepenconsularrelationswithLatinAmericanandCaribbeancountries,and
strengthenandexpandexchangesandcooperationbetweentheconsulardepartmentsofthetwosides.TheChinese
GovernmentwillcarryoutbilateralormultilateralfriendlydiscussionswithLatinAmericanandCaribbeancountrieson

consularissuesofsharedinteresttoaddresseachother'sconcernsthroughtheestablishmentofaconsularconsultation
mechanism.TheChineseGovernmentwilltakeeffectivemeasurestopromoteandsafeguardregularpersonnelexchanges
betweenthetwosides,facilitatenormaltrade,investmentandbusinessactivitiesandupholdthelawfulrightsandinterestsof
peopleofthetwosides.
(5)MediaCooperation
TheChineseGovernmentencouragesandactivelypromotesexchangesandcooperationbetweenthemediaofthetwosides
atmultiplelevelsandinvariousformstoincreasemutualunderstandingandensurecomprehensiveandunbiasedreportsof
eachother.Itwillworktoincreasecommunicationandcooperationbetweengovernmentinformationdepartmentsofthetwo
sidesandprovideconvenienceformediainteractionandcooperationbetweenthetwosides.
(6)PeopletoPeopleExchanges
TheChineseGovernmentencouragesexchangesbetweennongovernmentalorganizationsandacademicinstitutionsofthe
twosidesandgivesfullplaytotheroleofthemechanismforpeopletopeoplefriendlyinteractioninadvancingfriendly
relationsbetweenChinaandLatinAmericanandCaribbeancountries.Itwillstrengtheninteractionwithyouthorganizations
andinstitutionsofLatinAmericanandCaribbeancountries,anddeepenfriendlycooperationwithwomen'sorganizationsat
thenational,regionalandnongovernmentallevelsinLatinAmericanandCaribbeancountries,soastobuildupmutual
understandingandmutualtrustandworktogetherforgenderequalityandtheadvancementofwomen.
(7)CooperationinEnvironmentalProtection
TheChinesesidewillstrengthenexchangeswithLatinAmericanandCaribbeancountriesinlaws,regulationsandpolicies
relatedtoenvironmentalprotectionandpromotecooperationinpersonneltraining,educationandcapacitybuildinginthe
fieldsofbiodiversityconservation,aswellaspreventionandtreatmentofpollutionanddesertification.
(8)CooperationinCombatingClimateChange
TheChineseGovernmenthighlyvaluesitscooperationwithLatinAmericanandCaribbeancountriesincombatingclimate
changeandisreadytodevelopandconsolidatebilateralcooperationundertheUnitedNationsFrameworkConventionon
ClimateChangeandotherrelevantmechanisms.Itwillactivelypromoteconsultationandcommunicationbetweenthetwo
sidesoncombatingclimatechangeandcooperationinrelatedprojects.
(9)CooperationinHumanResourcesandSocialSecurity
TheChinesesidewillstrengthenexchangesandcooperationwithLatinAmericanandCaribbeancountriesinemployment
promotion,establishmentofgoodlaborrelations,improvementofthesocialsecuritysystem,humanresourcesdevelopment
andreformofthecivilservicesystem.Itwill,throughthesigningandimplementationofmemorandaofunderstandingon
bilateralcooperation,deepenandexpandbilateralexchangesinsocialaspects,andenhancecoordinationandcooperation
betweenthetwosidesininternationalorganizationssuchastheInternationalLaborOrganization.
(10)DisasterReduction,DisasterReliefandHumanitarianAssistance
TheChineseGovernmentwillenhanceinformationsharing,experienceexchangesandtechnologicalcooperationindisaster
reductionandreliefwithLatinAmericanandCaribbeancountriesandfacilitatetheestablishmentofregularbilateraland
multilateralmeetingmechanismsbetweenrelevantdepartmentsofthetwosides.Itwillcontinuetorespondpositivelytothe
needforurgenthumanitarianassistanceofLatinAmericanandCaribbeancountries.Itwillencouragenongovernmental
organizationssuchastheRedCrossSocietyofChinatoconductexchangesandcooperationwithrelevantLatinAmerican
andCaribbeanorganizationsinthisregard.
(11)CooperationinPovertyAlleviation
TheChineseGovernmentwillstrengthenexchangesandcooperationwithLatinAmericanandCaribbeancountriesin
reducingpovertyandnarrowingthegapbetweentherichandthepoor,andwillencouragepovertyalleviationinstitutionsof
thetwosidestoestablishbroadcooperativerelationstoshareinformationandconductjointresearch.Moretrainingprograms
designedforpovertyalleviationpersonnelinLatinAmericanandCaribbeancountrieswillbelaunched,whilemoreinteraction
onpovertyreductionwithinterstateorregionalorganizationsinLatinAmericaandtheCaribbeanwillbestrengthened.The
twosideswillalsoenhanceexchangeofvisitsandmutualparticipationinconferencesandforaonpovertyalleviationheldby
theotherside.
4.OnPeace,SecurityandJudicialAffairs
(1)MilitaryExchangesandCooperation

provideassistanceforthedevelopmentofthearmyinLatinAmericanandCaribbeancountries.

TheChinesesidewillsteadilyexpanditscooperationwithLatinAmericanandCaribbeancountriesinjudicialaffairs,judicial
assistanceincriminalandcivilmattersandextraditioninparticular.Cooperationininformationsharing,penaltyenforcement
andlegalserviceswillbestrengthened.Concertedeffortsinlawenforcementinvolvingtheinteriorandpolicedepartmentsof
relevantcountrieswillbesteppeduptojointlycombattransnationalorganizedcrimesincludingdrugcrimesandeconomic
crimes.Intelligenceandtechnologicalexchangeswillbestrengthened,withbilateralandmultilateralexchangemechanisms
putinplace,soastoshareinformationonillegalimmigrationandimprovethecapacityforitsprevention.

TheChineseGovernmentwillfurtheritsexchangesandcooperationwithLatinAmericanandCaribbeancountriesonnon
traditionalsecurityissuesbyincreasinginformationsharingandpersonnelexchangesandexploreeffectivewaystodeepen
cooperationonnontraditionalsecurityissuessuchascombatingterrorism,soastojointlyimprovethecapacitytorespondto
nontraditionalsecuritythreats.
V.China'sRelationswithLatinAmericanandCaribbeanRegionalOrganizations
TheChineseGovernmentappreciatestheimportantroleofLatinAmericanandCaribbeanregionalandsubregional
organizationsinsafeguardingpeaceandstabilityintheregion,andpromotingregionalsolidarity,developmentand
integration.Itsupportstheseorganizationsinexertingtheirinfluenceinregionalandinternationalaffairs.TheChineseside
willcontinuetostrengthencommunication,consultationandcooperationwithrelevantorganizationsinvariousfields.
