PHMSAsregulationsinpart192havecontributedtoproducinganadmirablesafetyrecord.
Nevertheless,incidentscontinuetooccur,someofwhichinvolvesignificantconsequences,including
deathandinjury.Itisnotpossibletosignificantlyreducehighconsequencepipelineincidentswithout
reducingthelikelihoodoftheiroccurrenceondistributionpipelines.PHMSAusedanintegrity
managementapproachsimilartothatusedfortransmissionpipelines,withappropriatemodificationto
reflectthedifferentnatureofdistributionpipelines,toaccomplishthissafetyimprovement.These
incidentsofteninvolveuniquecircumstancesorcharacteristicsofaparticularpipelinesystem/segment
oritsoperation.

ThePipelineIntegrity,Protection,Enforcement,andSafetyActof2006(PIPES)mandatedthatPHMSA
prescribeminimumstandardsforintegritymanagementprogramsfordistributionpipelines.Thelaw
providedforPHMSAtorequireoperatorsofdistributionpipelinestocontinuallyidentifyandassessrisks
ontheirdistributionlines,toremediateconditionsthatpresentapotentialthreattopipelineintegrity,
andtomonitorprogrameffectiveness.Insteadofimposingadditionalprescriptiverequirementsfor
integritymanagement,PHMSAconcludedthatarequirementforoperatorspecificprogramstomanage
pipelinesystemintegritywouldbemoreeffectivegiventhediversityindistributionsystemsandthe
threatstowhichtheymaybeexposed.

Theintegritymanagementrequirementsfortransmissionpipelinesarefocusedonportionsofthe
