1.0 Objective
The objective of this procedure is to provide guidance for safe work during excavation
at VTKN CapEx Upgrade Project, Kandla.
2.0 Scope
All excavation related activities at VTKN Project.
3.0 Responsibility:
Project Manager:
He shall bear the overall responsibility of his team safety compliance to all excavation
work related to the Afcon project inside and outside the periphery of the terminal. He
shall provide with the resources required to conduct such job safely, monitor the risk
and safety measures and review performance for improvements.
Construction Manager:
He shall be responsible for the all the safety compliances of excavation work as
per the risk assessed and provide inputs during management walks to his team
for any deviations or any improvement.
He shall inform the risk assessment team on any new activities or last minute
changes or simultaneous operation (SIMOPS) for JSA review and shall not allow
any work on the same until the reviewed JSA is approved. He shall be
responsible to get his entire team of Engineers/Supervisors/Workers including
subcontractor trained for the job prior to start of the excavation work activity.
SHE Manager
He shall lead the risk assessment team to prepare JSA for the excavation work as per
method statements provided and monitor the effectiveness of the control measures.
He shall advise on the safety measures on fresh inputs provided by PM/CM/Engineers
on an activity and inform on the approved safety control measures. He shall arrange
for HSE trainings as required by the CM and keep a record of the same and lead an
investigation team on any reportable incident and present a report to management
with recommendation for HSE improvement.

They shall be responsible to get themselves trained and their work team. They
shall fulfil all the training, permit and JSA requirements before and in the
course of excavation work.
They shall report immediately on any unsafe conditions or unsafe acts to HSE
and their respective supervisors (Example: PM is the supervisor for CM) and
shall stop work until the condition is safe to work.
They shall inform or suggest to SHE any improvement required where there is
difficulty in adopting the safety measures or if any improvement required.
They shall conduct daily inspection and appropriate daily tool box talk prior to
start of work.
4.0 Procedure:
4.1 Safe Work Practices Excavation
Notification
a) No person shall carry out any excavation work without first notifying the
relevant authority and mandatorily follow work permit system approved by
VTKN project management.
b) Such notification shall be submitted in prescribed PTW.
c) Excavation work 1.2 mts and above shall be considered a confined space and
the confined space procedure along with permit requirement shall be fulfilled.
Warning Sign
a) Warning for deep excavation shall be displayed at all points of entry to the
excavation site where the depth is more than 1.5m.
b) All other excavation shall also be provided with appropriate warning sign
boards.
Illumination Level
a) All excavation shall be adequately illuminated and the power source shall be
decided with appropriate approvals
Communication
a). Reliable and effective means of communication such as telephone or walkietalkie or any other means approved by VTKN management shall be provided

f) Standard access shall be given to access the excavated area with proper fall
protection and after getting permit to work.
g) If water ingress is there then the area shall be assessed for any hazard by the
civil manger and precautions as per the hazard assessment and documented
risk assessment shall be taken.
h) Excavation shall be checked continuously for buried chemicals / dust and
fumes. In case of accidental encounter of such chemicals, work shall be
stopped immediately and same shall be consult with terminal to assess the
risk.
4.3Mechanical Excavation.
a) Excavator shall be inspected as per motorised vehicle procedure and the
inspection shall be done as per checklist specified.
b) Excavator shall be introduced after considering proper approach during
excavation with adequate barricading.
c) The slewing area shall be kept barricaded and no person shall be allowed in
the danger zone.
d) Excavator operator shall be holding proper licence and authorization for the
vehicle shall be competent to operate the machine.
e) The JSA for the excavation shall be followed and work shall be conducted
under the supervision of a civil engineer after taking proper permit and
underground utility condition.
f)
Operator shall wear the seat belt all the time and maintain all safety
requirements like extinguishers and other critical parts related to safe work.
