A Question of Credibility of the Administration

The following message was e-mailed on 27th Nov’09 to the Anti Corruption Bureau (ACB) and the Commissioner,
GHMC for which no acknowledgement nor re-action is received. However, the website does not carry the name of the person
(in question) as an officer of the GHMC.

Sir,
Just to-day i.e. on 27th November, 2009, a G.O. is issued by the GOAP re-installing one Mr. Katta Purushottam Reddy as
Additional Chief City Planner, GHMC. From the newspapers, we understand that the same officer's palatial house was raided
on 16th July, 2009 and the ACB found assets worth more than Rs.15 crores. The rapidity with which the decision has been
taken by the Administration to re-install him, obliges the civil society either to be angry at the ACB for having wrongly
humiliated an honest officer or as an alternative to doubt the integrity of the people who have taken a lenient view of his
commissions, before the completion of the due process of law. We are rather inclined towards the second option.

Under these circumstances, we request you not to permit the officer to assume the charge of the same post, so as not to,
further, deteriorate the credibility of the Planning department of GHMC. This will give us the time to ensure ourselves, under
the Right to Information Act, etc. whether due procedures are being followed in this case or not. We are exploring all moral,
social and legal pressures to put upon the officers so as to deter from corruption.

The whole issue of Building Regularisation Scheme is mired in legal and administrative entanglements because of
lakhs of irregular and un-authorised constructions coming up in the city and for which nobody is found responsible.

Civil Society Consultation by the Administration on Ward Committees & Area Sabhas

A consultative meeting was held on 23 December, 2009 to discuss the Draft Rules for constitution of Ward
Committees and Area Sabhas in Urban Local Bodies by the Commissioner & Director of Municipal Administration in his office.
44 participants representing Heads of the departments, Municipal Commissioners, office bearers of Residents Welfare
Associations and NGOs have attended this meeting. At the outset, Sri. K. Siva Prasad, Addl. Director of Municipal
Administration welcomed the gathering. Later, Sri. M. Prasada Rao, UGE, PMU, APUFIDC made a power point presentation on
the draft rules proposed. From the civil society, the following have participated and conveyed views and suggestions: Dr.
D.Ravindra Prasad, Advisor, Administrative Staff College of India; Prof.V.Gynaneshwar, Director, Regional Centre for Urban &
Environmental studies; Sri.G.Satyanarayana, General Secretary, U-FERWAS; Dr.Rao Chelikani, President, U-FERWAS;

STANDING COMMITTEE OF TARNAKA RESIDENTS WELFARE ASSOCIATIONS (SCOTRWA)

Minutes of SCOTRWA MONTHLY MEETING:

The meeting was held on 26th December 2009 at the Nagarjuna Nagar Community Hall, Tarnaka, coincided
with Dist. Collector’s visit for the inauguration of Red Cross Society, Tarnaka Sub Branch and felicitation to Mayor
of GHMC, Smt. B. Karthika Reddy. It was largely attended and memorandums with citizens concerns were handed
over to her.

1. Inauguration of RED CROSS Sub Branch in Tarnaka:

The Opening of Indian Red Cross Society A.P. State Sub Branch in Tarnaka took place on 26th December 2009
by Sri. N. Navin Mittal IAS, Hyderabad District Collector who explained the role and necessity of such a society
in the community to do human service. A proposed action plan was presented by Sri. B. Om Prakash, Secretary
of the Sub Branch. The action plan includes adopting a few students from the schools located in and around
Tarnaka; train them to observe better hygiene and sanitation; hold health check up and blood donation camps
in the near by Colleges. Earlier Sri. Krishna Rao, Coordinator, IRCS – A.P. Chapter explained the objectives and
history of the movement. Sri. Rajesh Kota suggested for more involvement of youth and take up different
ways of community service in addition to the existing ones.

2. Felicitation to the First Mayor of GHMC by SCOTRWA:

SCOTRWA felicitated Smt. Banda Karthika Reddy, Tarnaka Corporator on becoming the First
Mayor of Greater Hyderabad Municipal Corporation on 26th December 2009. A memorandum highlighting
critical issues in Tarnaka area was handed over to her by Smt. Seetaramani, General Secretary for appropriate
action.

Critical issues identified are:

1. Setting up a Rythu Bazar


2. Providing play equipment in the parks at Siddartha Nagar Colony and Gokul Nagar
3. Covering of Open Drains with slabs which are passing through the colonies
4. Clearing of the land meant for the construction of library in Kimtee Colony
5. Laying a Link road between Nacharam and Moula Ali
6. Rehabilitation of Hut dwellers from Gokul Nagar Park area
7. Reconstruction of Yerrakunta Tank as a useful water body (mini Tank bund)
8. Setting up a Foot Over Bridge at St. No.1 crossing and near St. Ann’s high School for pedestrians
9. Replacement of Water line and conversion of pipes from 2cc to c1 in Nagarjuna Nagar and other colonies
of Tarnaka
10. Establishment of Post office in Tarnaka
11. Formation of a Coordination Committee with various departments at ward level
12. Providing public Toilets (Sulabh Type) at Habsiguda

3. Tarnaka Welfare Association:

Tarnaka Welfare Association, St.no.1, felicitated Smt. Banda Karthika Chandra Reddy, Mayor, G.H.M.C. on
25th January in a grand manner. It was well attended. She was received with great honour and tradition. Sri. Y. L.
Narasimha Rao, Jt. Secretary welcomed the gathering. Sri. Chinnaiah a Committee member presented bio data.
Sri. Y. Bharadwaja, the President submitted a memorandum requesting to sanction some minor needs of the
Association and other issues of the city for making Hyderabad a model City. The Mayor appreciated the
suggestions.

4. GOKULNAGAR WELFARE SOCIETY (GWS):

The Society has celebrated the 24th January as “National Girl Child Day”, as proposed by UNICEF. In this
connection, Prof. B. N. Reddy, A. P. State President; Sri. M. Adinarayana, Hyderabad City President; Sri. Sarveswara
Rao, Hyderabad City General Secretary of Jana Vignana Vedika and Dr. (Smt.) Rama Devi, Convener of
Samata, Women’s wing of Jana Vignana Vedika have given their valuable messages on the need to protect the Girl
Child. Dr. Rama Devi also spoke about the current and prospective imbalance in the sex ratio and the dangers the
society will face due to such imbalance. Smt. Vani, Sri. T. Kotaiah, Sri. Sastry T. R. and some residents of
Gokulnagar have given their respective messages for the protection of Girl Child.

As part of the 61st Republic Day Celebrations, GWS has conducted Cultural and Sports Meet for various age
groups of the Residents of Gokulnagar. All the residents of Gokulnagar have enthusiastically participated in all the
events and competitions.

The Gokulnagar Welfare Society has felicitated the Mayor Smt. B. Kartika Chandra Reddy in the Republic
Day Function held on 26/01/2010. The Mayor gave away the prizes to the Winners in the Cultural and Sports meet
held on 24/01/2010.
5. 61st REPUBLIC DAY CELEBRATIONS:

Observing the 61st Republic Day, flag hoisting was done on 26th January 2010 at Siddartha Nagar, Gokul Nagar,
St. no.1 Tarnaka Welfare Association, Auto Stand Centre Nagarjuna Nagar and other colonies of Tarnaka. Prof. B.
Kodandaram hoisted the flag.

In Nagarjuna Nagar Community Hall the flag was hoisted by Prof. G.V.S.R.K. Somayajulu, founder member: Sri.
M.Seshapani, Sri. S.Radha Krishna, Secretary, Dr.I.Satya Rani, Org. Secretary and Sri. B.Om Prakash, Ex- Secretary
spoke on occasion and requested for more involvement and participation of residents in all future events.
Colourful Students from OYSTER School participated in cultural events and sweets were distributed.

6. JOINT FREE MEGA HEALTH CAMP ORGANISED BY RED CROSS AND LIONS CLUB:

It was organized on Sunday 24th January 2010 in collaboration with Lions Club, Sneha Nagar (324-C5);
Indian Red Cross Society, Sub Branch Tarnaka; Nagarjuna Nagar Welfare Association and Forum for Senior Citizens,
Tarnaka. The Panineeya Dental Hospital staff and Dr. Md. Gaffur Chanda have participated in this event.

In the camp, Mediplus have arranged and conducted Diabetic, Blood Pressure tests, Body Mass index and
Body fat percentage count analysis. It was well attended and people from slum areas have also availed these
medical services. The President - Lions Club opined that even in the future Lions Club and Red Cross Society must
conduct such joint events in the Old Age Homes and Schools.

As The Things Stand (Still)

The much hyped Building Penalisation Scheme (BPS) seems to have ended as a dud as it has failed in
making builders of high rise structures provide fire safety equipment in their buildings and get them regularised.
As per the technical approval of the HUDA, it’s builders who are supposed to bear the costs, and not the flat
owners.

The residents are reluctant to comply with the rules as they cannot bear the expenses for providing fire
fighting equipment in their buildings which costs about Rs 5 to Rs 10 lakh and it is an additional burden to the
residents of newly formed circles of the GHMC because they have to bear same range of amount towards drinking
water connection to the building. The rule should have been one like of the Building Regularisation 2007 of
Karnataka, wherein the flat owners have asked to form an association and asked them to apply for the
regularisation of the deviations. But, the GHMC had asked the individual flat owners to apply and get their flats
regularised. This rule has created a divide among the flat owners and every body started applying for his/her flat
regularisation without consulting others in the building.

The Fire Safety department has filed cases against several buildings in various Metropolitan Courts in the
twin cities in late 2007, the cases are still pending. There are cases of regularisation of flats against the background
of pending cases in the courts between the welfare associations and the GHMC. But, the GHMC issued such orders
without consulting the Fire Safety department or without responding to the cases.

In several apartment buildings there are flat owners who have not applied for the regularisation. There are
no further notices to them or no clear cut policy for such structures from the municipal administration. The GHMC
is collecting taxes from the regularised and non-regularised structures. Also, the GHMC is silent on the issue of
cellar unauthorised constructions?

Legal Heir Certificates

The Executive members of UFERWAS meet Sri. Dharmana Prasada Rao, Hon’ble Minister for Revenue,
Relief, Rehabilitation, U.L.C., Govt. of A.P. and handed over a representation on the hardship faced by the public in
getting the legal heir certificates from MROs in Ranga Reddy Dist.

The MRO offices are not accepting applications for issue of legal heir certificate. In some cases the MRO is
issuing these certificates to the people if the deceased person were to be government servant. But obtaining a
legal heir certificate even for deceased government employee is also difficult and can be possible if his application
is submitted through brokers.

All this is because of misinterpretation of Hon’ble High court judgment on legal heir. UFERWAS prepared a
note for his perusal and requested him to take necessary action in this matter.

Pursuant to the decision of the Hon’ble High Court in Syed. Abdul Majeed and others Vs. Joint Collector-II
R.R. Dist., 2006 (5) ALD 348, the Mandal revenue officers (Revenue authorities) have dispensed with the system of
issuing legal heir ship certificate to the needy public on the premise that they have no authority. However, it is
clear that such an embargo has been contemplated in case of the issuance of succession certificate for the
protected tenants but not in case of others. Similarly it has to be understood that any dispute with regard to the
legal heir ship of the deceased person has to be adjudicated by a civil courts, but not by the Mandal Revenue
Officer. But it does not mean that the power of the revenue authorities have been taken away from conducting
the necessary enquiry to determine the legal heir ship of the deceased persons.
Further, in a recent decision of the Hon’ble High court, the said practice of granting exparte decrees of
declaration of legal heir ship as against “the all concerned” in deviation to the settled norms, has been
deprecated.
From the aforementioned judgment, it can be said that the practice of registration of suits for declaration
of legal heir ship by the civil courts has to be deprecated and it is high time that the revenue authorities shall
bestow their attention for issuance of legal heir ship certificates in case of the deceased persons by conducting
necessary enquiry, except in case of disputes arisen regarding protected tenancy.
The revenue minister appreciated the efforts of UFERWAS and promised to take up the issue immediately.

HABSIGUDA VANI / VOICE OF HABSIGUDA (VOH)

The Senior Citizens Forum has highlighted the absence of public toilet facilities along the St.no.8, and
on the main road of Habsiguda. To this demand, Corporator agreed to provide the same.

The Forum of Senior Citizens has addressed a letter to the Dy. Commissioner, GHMC, requesting him to
provide accommodation and facilitates to the Senior Citizens in order to run a Day Care Centre, holding health
camps, etc. The Forum has, immediately, received the positive response from the Dy. Commissioner as well as
from the newly elected Corporator, Sri. Harivardhan Reddy.

Nizamabad District Senior Citizens Forum

Police personnel sacrifice their lives for us! Late Sri. Kistaiah a constable in Biknoor mandal shot himself
with his service revolver instead of surrendering himself to the Naxalites. This act was duly recognized by the
senior citizens of Nizamabad District and in gratitude, they have collected Rs. 30,000/- and handed over the
money to his wife and the minor children. In addition to Rs. 5,000/- each from the S.C. Forum and Dr. Bhupathi
Reddy, former M.P. Sri. M. Narayana Reddy gave Rs.20,000/-.
VASAVI COLONY SENIOR CITIZENS ASSOCIAITON

On 3rd January 2010, 9th Annual General body meeting was held to confirm the results of the elections held
for 2010-2011, on 20-11-2007, under the Chairmanship of Sri. K.Bal Raj.

Vice Presidents: Sri. D. Krishna Murthy, Sri. T.Radha Krishna, Secrateries: Sri. T. Subhakar Rao, Sri. N.Harishchandra
Rao. Members : Dr. K. Venu Gopal , Dr. K.Krishnaiah, Dr. V.Ram Kishan, Sri. V.Raja Lingaiah, Sri.V.Nageshwar Rao,
Sri. S. Jagannatham, Sri.P.Pulla Rao, Sri. B.Rama Swamy.

Some highlights of the meeting:


1. The total membership of the Association came to 145.
2. In the last General Body meeting Dr.K. Krishnaiah suggested to start a Old Age Home in our Colony for that
Sri.G. Chandra Sekhar suggested in the last M.C. Meeting to give an application to the Chief Minister and
GHMC Aasara for the allotment of land to “ Vasavi Colony Senior Citizens Old Age Home” nearer to our
colony. 3. Dr.K.Venu Gopal requested for the removal of cell towers in our colony and the V.C.R.W.A, has
sent notices to the concerned residents.
3. Sri. T.Radha Krishna suggested to have an Education Fund and gave a donation of Rs.5,001/-. 4. Dr. K.Venu
Gopal has conducted games before General Body meeting and prizes were distributed.
4. We have conducted Bhagavat Geetha Pravachanam for (18) weeks on (18) Adhyams from 09-05-2009 by
Sri. Nageshwar Singh on Saturdays and concluded on 10-10-2009. We have felicitated him and his wife.
We also conducted Geetha Jayanthi on 28-11-2009.
5. We have donated an amount of Rs. 3,000/- towards flood relief on 27-10- 2009 and also our members
Sri.B.D.Damodar, Sri.T.Subhakar Rao, Sri.S.Jagannadham, Sri. T.Krishnaiah, Sri.N.Harischander Rao and
sri.K.Ranga Rao, visited Alampur for distribution of relief packets
6. V.C.R.W.A has felicitated 5 senior members on August 15th 2009, they are Sri.B.Damodhar, Sri.
N.Harischander Rao, Sri. T.Subhakar Rao and two members Sri. G.Bal Narsaiah , Sri. S.Simmaiah did not
turn up. We thank V.C.R.W.A. for the same.
7. Our members participated in the Kartheeka Bhojanam conducted by V.C.R.W.A and Arya Vysya Sangam
on 08-11-2009 at Chintapally.
8. Our members visited Old Age Homes on 22-01-2009 Shameerpet Arya Vysya old age, on 13-05-2009
Ibrahimpatnam, free old age home and Abhaya Old age on 10-11-2009 at Sai Nagar.
9. We have visited Komaravally temple on 08-02-2009 as pilgrimage tour with 50 members.
10. We have conducted a mega medical camp on 05-04-2009 at Adyamika Kendram, where more than 200
members availed of the facility.
11. We received a Colour T.V. as donation and a free cable connection.
12. We have purchased three revolving cushion chairs for the Association.
13. Our members have attended several meetings conducted by Helpage India at Osmania University, Aasara
(G.H.M.C) , APSCON of Secunderabad, FAPSCO of Tarnaka and CADRE of Dilsukhnagar.
14. A new Chit was started from February -2009 for Rs.12,000/- with 12 members and got Rs. 5,730/-, as a
commission for the Association, so far we have conducted two more other chits in the year of 2006-2008
with 20 members got Rs. 10,250/-.
15. Our members have attended the funeral ceremonies of Smt. Vajramma on 21-01-2009 Smt. N.Lalithamma
on 7-06-2009 Sri.M.Narasimhulu on 04-07-2009, Sri. M.Laxmi Narayana on 19-07-2009 Sri.M.Venkataiah
on 16-09-2009 and rendered all help the bereaved families needed.
16. We are highly thankful to Sri. P.Srinivas, C.A, of our colony for auditing the accounts without charging any
remuneration.
17. Our members Dr.V.Rama Kishan as Vice- President and Sri. B. Damodar as Executive Member became the
members in the co- ordination committee of Senior Citizen’s Associations and Forum, Nagole for the year
2009 to 2011.

RED CROSS sub branch, Tarnaka
In the regular monthly meeting, held on 9th January, 2010, it was decided,
1. To involve the seniors, school children of Johnson Grammar School, Vaidehi Dolphin High School, and
Government School at Lalapet and Amberpet for carrying out health camps and forming Junior Red Cross
Clubs for educating about health and sanitation habits.

3. To hold blood donation camp and to form Red Ribbon Youth Clubs in Sanghi College, Railway Degree
College, etc.
Memorandum to the District Collector on 26th December:
Three long pending issues of Tarnaka area were explained to the Dist. Collector and also a memorandum
was handed over for action on war footing.
1. Encroachment of
2. Yerrakunta open tank, where a request was made for conducting the survey and fencing the water
body as per the Supreme Court directive.
3. The Government land earmarked for Library which has been grabbed by brokers. Since the
authorities were not a Party, the MRO can initiate action for library building construction which
would benefit the entire community of Tarnaka.
4. Rehabilitation of Hut Dwellers illegally occupying the open space in Gokul Nagar area which is
meant for development of park.

New Year Eve

On 31st December 2009 at Nagarjuna Nagar Community Hall, senior citizens gathered in large number to
celebrate the New Year eve. Through a variety of entertainment programmes, they exhibited their hidden talents.
Mono-acting by Sri. Y.R.K. Paramahamsa was very much appreciated. The seniors have taken a pledge to work for
the betterment of the society bestowing their experience and expertise.
SENIORS RETIRED NEVER FEEL TIRED FOR SOCIAL WORK

In the “Numaish’ at the Exhibition Grounds in Nampally, Hyderabad from 1st January 2010, the seniors are
taking part to promote eco-friendly concepts like REDUCE, REUSE and RE-CYCLE plastics, water, paper, etc. and GO
GREEN campaigns.

For two days, both men and women volunteered and made the APEC ( ANDHRA PRADESH ENVIRONMENT
CONNECT) youth group, wonder about the vigor and enthusiasm of the elders in preserving the future for the
youth. The APEC stand, near the Ajanta gate can be visited till 15th February’10.
