Fauci sees end of the AIDS epidemic


U.S. Conference on
AIDS features record
attendance, trans takeover

More than 3,000 community leaders,
activists, government ocials, and others
involved in the ght against AIDS turned
out Sept. 10-13 for the 19th Annual
United States Conference on AIDS, which
was held at the Marriott Marquis Hotel in
downtown Washington.
Paul Kawata, executive director of the
National Minority AIDS Council, the D.C.based group that organizes the annual
event, said the turnout this year was the
highest the conference has seen in the
last ve years and one of the highest ever.
Kawata was praised for his response
to a decision by a group of transgender
activists associated with Trans Lives
Matter, to storm the stage at one of the
conferences main plenary sessions on
Friday, Sept. 11, startling more than 1,000
people in attendance.
The trans activists, led by Los Angles
transgender rights advocate Bamby
Salcedo, said their aim was to protest what
they said was the continuing inadequate
response by several federal agencies
to address HIV/AIDS in the transgender
community, especially the impact of the
epidemic on trans women of color.
In a development that prompted cheers
from the audience, Kawata welcomed
the trans activists to the conference and
stage, handing Salcedo a microphone
and inviting her to speak.
I thought it was absolutely great,
Kawata told the Blade during the
conferences closing session on Sept. 13.
And I think it was part of the power that
theyre coming into as a community to stand
up and say were not going to be second
class, he said. I thought it was amazing.
Salcedo told the Blade on Tuesday
that she and her fellow trans activists
wanted to make a strong statement
that the Obama administrations
recently
updated
National
AIDS
Strategy document falls short in its
coverage of addressing HIV/AIDS in the
transgender community.
She noted that the Trans Lives Matter
activists participating in what she called
a direct action event at the conference
plenary session released a formal
statement directed to the White House
Oce of National AIDS Policy, or ONAP,
that includes six demands seeking
improvement in the oces handling of
trans-related issues.

raises strong opposition to what it says

has been a policy of all federal health


related agencies except the U.S. Centers
for Disease Control and Prevention, to
classify transgender women as gay or
bisexual men, or MSM, in their HIV data
collection process.
We are not gay men, Salcedo and her
fellow activists shouted from the stage
during the protest. Many in the audience
joined them in that chant, according to
sources present during the protest.
Salcedo said the protesters were not
directing their complaints against the
conference and NMAC, which she praised
for being supportive of transgender
concerns related to HIV/AIDS.
They all came to me and said, no, it
wasnt about the conference, said Kawata.
It was about the federal government.
They are concerned that there isnt enough
funding and so their six-point demands all
talked to the federal government.
Among those attending the conference
was ONAP Director Douglas Brook.
Neither Brook nor an ONAP spokesperson
could immediately be reached.
I thought it was a very, very important
conference, Kawata said. We started to
talk about race in a very dierent way
around HIV and LGBT in all the dierent
communities. So I was very happy with it.
Kawata was referring to discussion
in many of the conference sessions and
workshops about how racial minorities,
including African-American gay and
bisexual men, continue to face disparities
in access to HIV/AIDS-related services
and programs by local, state and federal
government agencies.
Among the government ocials
speaking at the conference were Dr.
Anthony Fauci, director of the National
Institute of Allergy and Infectious Diseases,

whos considered one of the nations


leading experts on AIDS; and U.S. House
Minority Leader Nancy Pelosi (D-Calif.).
Fauci told the Blade in a phone interview
on Tuesday that his main message to the
conference was that an end to the AIDS
epidemic could come within the lifetime
of most Americans.
There is really now with our ability
to treat people, to prevent infection,
treatment as prevention, pre-exposure
prophylaxis and all of those things
if we implement it properly there is
absolutely no reason why we cant see
as an achievable goal the end of the AIDS
epidemic within a reasonable period of
time, he said.
I closed by saying we have within our
grasp the tools right now even though
we have the challenge of a cure and a
vaccine we have the tools now that if
we implement them aggressively we can
actually see the end of this epidemic,
Fauci said.
Conference ocials presented Pelosi
with the Elizabeth Taylor Legacy Award
in recognition of her longstanding
commitment to the ght against HIV/AIDS.
I am very, very honored. I am very,
very moved, Pelosi said. I accept this
award on behalf of so many people in my
constituency in San Francisco who have
taught our country so much about the
AIDS epidemic.
Pelosi noted that she participated in a
House Budget Committee hearing in the
1980s when Elizabeth Taylor testied on
behalf of eorts to boost government
programs to ght AIDS. It was at a time,
Pelosi said, when Taylors role as a movie
star and celebrity who at the time became
an AIDS activist drew needed attention to
the AIDS epidemic.

D.C. group displays


AIDS Heroes exhibit
In a Sept. 11 ceremony at the Walter
Washington Convention Center, where
several conference activities were held,
veteran D.C. AIDS activist and conference
host committee member Wallace Corbett
presided over the installation of 25 new
individuals and organizations designated
as D.C. AIDS Heroes.
Corbett said he and others founded
the AIDS Heroes designation in 1996 as a
means of building awareness of HIV and
AIDS among local communities of color.
The project has since become an exhibit
consisting of black and white photos and
short biographies of 230 individuals,
places, events, and organizations that
have made an impact in the war against
AIDS in Washington, D.C., over the past 32
years, a write-up about the exhibit says.
Among those installed as AIDS
Heroes at the Sept. 11 ceremony were
local transgender activist Dee Curry;
gay activist and community organizer
Courtney Williams; D.C. Oce of GLBT
Aairs Director Sheila Alexander-Reid;
former Whitman-Walker Health board
member Riley Temple; former WhitmanWalker Health ocial and lesbian
activist Pat Hawkins; and the D.C. LGBT
Community Center.
Corbett said the collection is being stored
at D.C.s Martin Luther King Library. He said
the part of the exhibit consisting of the 25
new Heroes is scheduled to be displayed at
the D.C. LGBT Center on Sept. 25.
The impact and the goal is that when
the epidemic ends people need to know
the history, he said. D.C. can tell their
story through this collection.

Gay leader of Delaware GOP to step down


The gay executive director of the Delaware Republican Party on Tuesday announced he plans to leave his post by
the end of the year.
John Fluharty told the Washington Blade during a telephone interview that he wants to move on and try new
things.
I have no specic plans, said Fluharty. Im casting my net far and wide.
Fluharty, 47, became executive director of the Delaware Republican Party in May 2012. He had previously directed
ballot access and delegate operations for former House Speaker Newt Gingrichs 2012 presidential campaign.
Fluharty told the Blade that he was able to make the Delaware Republican Party more open and inclusive during
his tenure.
Id like to think that Ive begun to send a signal theres this group of people for everyone, he said. We nd where
we do agree and work on those issues. Politics is like a train, some people get on at some stops, some people get o
at some stops, but were generally headed in the right direction.
Delaware lawmakers during Fluhartys tenure approved a bill that extended marriage rights to same-sex couples. A
second measure that added gender identity to the states anti-discrimination and hate crimes law took eect in 2013.

Clintons celebrate Foundrys bicentennial


Hillary and Chelsea Clinton were the invited speakers at a service culminating the yearlong bicentennial celebrations
of Foundry United Methodist Church on Sunday. It was a welcome home service for the Clintons, who were regular
worshippers at Foundry during the time Bill Clinton was in the White House. President Clinton was there to hear them
speak.
Foundry chapel was dedicated on Sept. 10, 1815 at 14th and G streets, N.W. The original church was a gift from
Henry Foxall, mayor of Georgetown, who promised to build a church as a gift to God if his Foundry wasnt burned to
the ground during the War of 1812.
Council members Jack Evans and Anita Bonds, both members of Foundry, presented the church with a City Council
proclamation celebrating the bicentennial. Members of the Foundry choir sang and the orchestra played. Meaghan
Mullins then read Scripture from Romans 12.
Chelsea spoke about what Foundry youth ministry meant to her growing up. She spoke about learning about diversity
and being involved in the community. I raced to get here this morning and now will race home because my husband is
Jewish and we will be celebrating Rosh Hashanah with our family this evening, she said.
Hillary spoke about being brought up as a Methodist and what it meant to her to be a part of the Foundry family.
She said she was proud Foundry became a reconciling ministry during the years she attended.

Like many other Baltimore residents, members


of the LGBT community were stunned by Mayor
Stephanie Rawlings-Blakes announcement on Sept.
11 that she would not seek re-election next year.
The news follows months of turmoil in the city in
the aftermath of the death of Freddie Gray and a
subsequent spike in violent crime.
The mayors handling of the crisis has been
widely criticized as was her decision to pay $6.4
million as a settlement to Freddie Grays family a
month before the trials of the six police ocers
accused in his death. As these developments were
unfolding, the eld of candidates seeking to defeat
her in 2016 was growing.
It was a very dicult decision but I knew I
needed to spend time, the remaining 15 months
of my term, focused on the citys future and not my
own, Rawlings-Blake, 45, said at a City Hall news
conference. The last thing I want is for every one of
the decisions I make moving forward at a time when
the city needs me the most to be questioned in the
context of a political campaign.
Rawlings-Blake took oce as mayor in 2010 and
prior to that as a City Council member, she had
endeared herself to LGBT residents in Baltimore.
From marching in Baltimores Pride parade each
year, to being the rst mayor to host a Transgender
Day of Remembrance at City Hall, Rawlings-Blake
made her mark on the community.
She was a staunch supporter of marriage
equality and spoke openly on its behalf when
other elected ocials were reticent. RawlingsBlake appeared at fundraisers during 2012 to help
nance the eort to defeat the ballot initiative that
would have overturned the Religious Freedom
and Civil Marriage Protection Act signed by Gov.
Martin OMalley in March of that year.
When same-sex marriage ultimately became
legal on Jan. 1, 2013, Rawlings-Blake ociated the
rst such ceremony in Maryland at the stroke of
midnight at City Hall in the same room in which
she made her announcement not to run where
several other couples also tied the knot.
Words cannot express my feelings. I was beyond
elated to ociate the citys rst ocial same-sex
marriages at midnight on New Years Day in City
Hall, said Rawlings-Blake in an interview in 2013.
During the Pride celebration six months later,
Rawlings-Blake performed a mass wedding
ceremony at Druid Hill Park in which 20 samesex couples were married in front of hundreds of
cheering witnesses.
Rawlings-Blake demonstrated her support in other
ways. She established an LGBT liaison who reports
directly to her. That person also sits on the LGBT
Police Advisory Council that was created by former
Police Commissioner Anthony W. Batts.
Rawlings-Blake traditionally celebrated her
birthdays by playing bingo at the Club Hippo,
Marylands largest gay bar. She recently honored
the Hippos owner by re-naming the intersection
where the bar is located Chuck Bowers Way. The
bar is due to close by the end of the year.

Student suspended for lesbian-themed T-shirt


CHESNEE, S.C. Administrators at a South Carolina high school earlier this
month suspended a student who wore a T-shirt that read, Nobody knows Im
a lesbian.
Briana Popour told WSPA, a local television station, that an administrator at
Chesnee High School where she is a senior told her that she had to change her
shirt or go home.
Popour said the administrator took her out of class and brought her to the
front oce where he said the T-shirt was disruptive. She told WSPA she pointed
out the student handbook contains no reference about clothing that refers to
sexual orientation.
The school district told the television station that Popours shirt was oensive
and distracting.
Popours mother told WSPA that the administrator who objected to the T-shirt
does not like people in his school wearing anything that says anything about
lesbians, gays or bisexuals.

USA Rugby to ght homophobia


BOULDER, Colo. USA Rugby has signed a memorandum of understanding
with International Gay Rugby to work toward ending homophobia in the sport.
USA Rugby in a press release said it plans to work with its aliates to improve
acceptance of LGBT members and provide tools to support the elimination of
perceived and institutionalized homophobia in the game. The governing body
also said it will support International Gay Rugby events.
USA Rugby is thrilled to be joining IGR in the advancement of diversity and
inclusion throughout the sport of rugby, as well to eliminate homophobia from
the game, said USA Rugby CEO Nigel Melville.
USA Rugby is the national governing body for the sport in the U.S.

Nursing home settles discrimination complaint


FALKVILLE, Ala. A transgender woman has reached a settlement with the
nursing home that red her because of her gender identity.
The Southern Poverty Law Center in a Sept. 10 press release announced that
Jessi Dye reached an undisclosed settlement with Summerford Nursing Home.
Dye, 28, last year applied for a job at a nursing home that is located outside
of Huntsville.
Dye alleges that her boss on her rst day of work on Nov. 26, 2014, red her
because he learned about her gender identity.
I was looking forward to my new position and heartbroken when I was red
because of my gender and not my qualications for the job, said Dye in the
Southern Poverty Law Center press release. No one should be discriminated
against and kept from employment because of their sexual orientation or
gender identity.
The Southern Poverty Law Center earlier this year led a complaint with
the Equal Employment Opportunity Commission. Summerford Nursing Home
agreed to immediately implement a non-discrimination policy as part of the
settlement it reached with Dye in July.

Rowan County Clerk Kim Davis returned
to work on Monday after being found
in contempt of court and thrown in jail
for ve nights, but remains deant and
declared any marriage licenses issued in
her oce wont be authorized by her.
In a news conference at the steps of her
oce, the Kentucky clerk who received
nationwide attention for defying multiple
court orders and refusing to issue marriage
licenses in the aftermath of the nationwide
ruling in favor of same-sex marriage, said
she wants to serve my neighbors quietly
without violating my conscience.
Eective immediately and until an
accommodation is provided by those with
the authority to provide it, any marriage
license issued by my oce will not be
issued or authorized by me, Davis said.
I want the whole world to know. Make no
mistake about it that if my deputy clerk,
who do not have my authorization or
the authority, they do not have authority
or authorization to issue any marriage
licenses whatsoever.
Davis added she understands if any of
her deputy clerks feels that they must
issue an unauthorized license to avoid
being thrown in jail that she will take
no action against them, but said those
licenses wont have her name and title
and instead will say they were issued
pursuant to a federal court order.
But Davis remarks dont seem to have
aected at least one of her deputy clerks.
According to tweets from the Kentucky-

based LGBT group called the Fairness


Campaign, lesbian couple Carmen and
Shannon Wampler-Collins obtained a
marriage license on Monday from Rowan
County Deputy Clerk Brian Mason.
The marriage licenses are dierent from
what Rowan County issued last week after
Davis was released from jail, but before
she came back to work, according to tweets
from Buzzfeeds Dominic Holden. Before,
the licenses had deputy clerks designated
by their title, but they now identify the
ocials as notary publics.
Also on Monday, the anti-LGBT Family
Research Council announced Davis would
be honored at the upcoming Values Voter
Summit in D.C. with the Cost of Discipleship
Award on the evening of Sept. 25.
Tony Perkins, president of the Family
Research Council, said hes pleased to
honor Davis at the summit after meeting with
her last week upon her release from jail.
After meeting with her last week, I can
tell you that Kim Davis wasnt looking for
this ght, but she is not running from
it either, Perkins said. What militant
secularists are almost certainly afraid of is
what is coming to pass: courage is breeding
courage. When other people might have
cowered in fear, Kim took a stand. And
today, millions of Americans stand with
her and for the religious freedom upon
which our nation was founded.
Last week, U.S. District Judge David
Bunning released Davis from prison
after she deed multiple court orders by
citing Gods authority to enforce a no
licenses policy in her oce. Republican
presidential candidate Mike Huckabee
stood with her at a rally in which she
was cheered by supporters and she
expressed solidarity with them over their
shared faith.

Houston is next battle in LGBT non-discrimination ght

The next major battle in the ght for
LGBT non-discrimination protections is
the campaignto pass the Houston Equal
Rights Ordinance, or HERO.
Thanks to opponents of the measure,
who collected nearly 18,000 petition
signatures to place the measure on the
ballot, and the Texas Supreme Courts
green light of the referendum, the
ordinance will go before Houston voters
on Nov. 3 at the same time they elect
their next mayor.
If passed, the referendum, known
as Proposition 1, would establish
comprehensive
non-discrimination
protections in Houston in employment,
public accommodations and housing
based on many characteristics, including
sexual orientation and gender identity.
With an estimated population of 2.2
million, Houston is the nations fourth
largest city. LGBT advocates see the
upcoming ballot ght as a key moment
in achieving the long-pursued dream of
enacting non-discrimination protections
throughout the country.
Matt McTighe, campaign manager for
Freedom for All Americans, said the Houston
ballot ght is extremely important in the
big picturefor the LGBT movement.
It has the potential to really show
our continued momentum in the fourth
largest city in the country, or potentially
present a real hurdle for us as we look
for more proactive non-discrimination
eorts in states that are largely in the
South, the Midwest, where were looking
for places to advance non-discrimination
ordinances like what was at the city level
in Houston. McTighe said.
The ordinance was initially approved by
the Houston City Council in May 2014 and
signed into law by Houston Mayor Annise
Parker, a lesbian. Although opponents of
the measure collected signatures to place
the measure on the ballot, they initially
were thought to have an insucient
amount based on a count from the city
attorney a decision upheld by lower
courts reviewing the matter.
But on July 24, the Texas Supreme Court
ruled the number of signatures exceeded
the necessary 17,269 names based on
a dierent count by the city secretary.
The justices suspended the measure and
ordered the Houston City Council to repeal
the ordinance or place it on the ballot. The
city took the latter option.
After the City Council initially produced
an initiative framing the question to voters
as whether they would want to repeal the
existing ordinance, the Texas Supreme

Opponents of the measure have


already aired a one-minute radio ad
against the measure drawing on an issue
that may be misconstrued by Houston
voters: Allowing transgender women to
use a public restroom consistent with
their gender identity.
This ordinance will allow men to freely
go into womens bathrooms, locker rooms
and showers, a young woman says in the
ad. That is lthy, that is disgusting and
that is unsafe.
In response to the ad, Houston Unites
aired its own radio spot featuring Rev.
Will Reed, pastor at Servants of Christ
United Methodist Church, who disputes
the bathroom argument.

icon Beyonce to come out in favor of the
Houston Equal Rights Ordinance.
By speaking out in defense of HERO
and opposing the eort to repeal the
law, she could dramatically change the
outcome of the vote in November, Maza
writes. She could help make sure that
LGBT Houstonians arent red, kicked
out of their homes or refused service at
restaurants because of who they are. And
she could rearm that her support for
the LGBT community isnt just talk its a
real commitment to the equal treatment
of all Americans.

Court weighed in once more, saying the


referendum should be framed in terms
of yes or no on whether to pass the
ordinance. The City Council complied last
month, producing new language for the
question posed to voters.
With less than four months from the
Texas Supreme Court ruling to the time
the measure would appear on the ballot,
LGBT advocates say they took action as
soon as it became apparent the measure
would appear on the ballot this fall. After
a conference call with national allies as
well as LGBT advocates in Texas, an initial
campaign and steering committee was
formed to ensure the measure is passed.
Known as Houston Unite, the
campaign to pass the ordinance is led
by a combination local and national
LGBT advocates, including the ACLU of
Texas, Equality Texas, Freedom For All
Americans, Human Rights Campaign,
NAACP Houston Branch and Texas
Freedom Network.
Heading the eort is Richard Carlbom,
who in 2012 successfully led the
campaign to defeat the anti-gay marriage
amendment at the ballot in Minnesota.
Were doing our best to pull together
a really talented campaign team that can
help us make sure that Houston voters
understand whats at stake, which is their
city is a city that doesnt discriminate,
Carlbom said.
A successful campaign would cost a
couple million dollars, Carlbom estimated,
but he wouldnt put a rm price tag on the
cost, orsay how much was already in the
bank for the eort.
McTighe
said
hes
cautiously
optimistic about success, but warned the
national LGBT community and its allies
seem unaware of the campaign amid the
post-marriage equality euphoria.
I talk to people all the time that are kind
of surprised, McTighe said. Theyre not
even aware of whats going on down there.

Sanders also brought his up his prochoice views and support for LGBT
rights when he said addressing individuals who disagree with him is important
for public discourse, even though it may be dicult.
I understand that the issues of abortion and gay marriage are issues that you
feel very strongly about, Sanders said. We disagree on those issues. I get that.
But let me respectfully suggest that there are other issues out there that are
of enormous consequence to our country and, in fact, to the entire world that
maybe, just maybe, we do not disagree on. And maybe, just maybe, we can try
to work together to resolve them.
Drawing on the schools emphasis of morality, Sanders closed his speech to
question whether the United States can morally allow billionaires to increase
their wealth as others in the country lack access to necessities like health care
and education.
I would hope very much that as part of that discussion and part of that
learning process some of you will conclude that if we are honest in striving to
be a moral and just society, it is imperative that we have the courage to stand
with the poor, to stand with working people and when necessary take on very
powerful and wealthy people whose greed, in my view, is doing this country
enormous harm, Sanders said.

Ahead of the visit from Pope Francis
II next week to the United States,
progressive activists are embracing his
views on climate change and income
inequality. LGBT rights, however, are a
dierent story.
After touching down at Joint Base
Andrews on Tuesday, Francis whos
making his rst trip ever to the United
States is set to meet Wednesday with
President Obama at the White House.
On Thursday, Francis will address a joint
session of Congress from the House oor,
where his remarks will be broadcast on
the West End of the U.S. Capitol to allow
onlookers to watch on the National Mall.
According to guidance from the White
House, Obama intends to continue
discussions with the pope on shared
commitments, including care for the
marginalized and the poor; being good
stewards of the environment; protecting
religious minorities and promoting
religious freedom around the world; and
welcoming and integrating immigrants
and refugees into our communities. The
White House didnt respond to a request
for comment on whether LGBT rights
would be on the agenda.
Climate
change
and
income
inequalityare major issues that progressive
activists are highlighting ahead of the
visit. Francis has called climate change
a principal challenge for humanity and
inequality the root of social ills.
Nearly 100 U.S. House members led
by Rep. Rosa DeLauro (D-Conn.) draw
on these issues as well as the continued
plight of the poor in an Aug. 12 letter to
the pope ahead of his visit.

widening gap between the rich and the poor,
climate change, immigration, and increased
racial tensions, just to name a few.
But no where in the letter do LGBT
rights come up, even though the missive
was signed by openly gay members of
Congress, including Reps. Jared Polis
(D-Colo.), David Cicilline (D-R.I.), Mark
Pocan (D-Wis.) and Mark Takano (D-Calif.),
as well as other LGBT allies.
Francis has a reputation for striking a
moderate tone on LGBT rights and once
said who am I to judge when asked about
gay priests, but the bottom line is the
church remains opposed to LGBT rights.
An opponent of same-sex marriage,
Francis endorsed a referendum against
gay nuptials in Slovakia, although the
referendum failed. The U.S. Conference
of Catholic Bishops has opposed the
Employment Non-Discrimination Act,
saying it rejects the biological basis of
gender, equates sexual orientation with
race, undermines marriage and threatens
religious liberty.
Sally Steenland, director of the faith
and progressive policy initiative for the
Center for American Progress, said its
hard to say whether Francis will bring up
LGBT issues during his visit.
I think we look at what hes done in the
past to say that probably he will continue
to
be
non-judgmental,
inclusive,
Steenland said. Hes not going to change
doctrine next week, but we know that
change in tone and actual language has
had real changes in terms of welcoming
LGBT folks back into the church and
perhaps changing policy.
Steenland is moderating an event at
the Center for American Progress ahead
of the popes visit on his shared values
with progressives, such as the importance
of the climate change issue.
Although she noted the pope has struck
an inclusive tone, she said she doesnt
think its wise for progressives to pick and

Cruz, who now lives in Philadelphia and is the head of global communications
for DuPont Crop Protection in Delaware, is among the hundreds of people who
Rev. Fernando Karadima sexually abused in his parish in El Bosque, a wealthy
neighborhood in the Chilean capital, over more than three decades.
Jos Murillo in 2003 said that Karadima had abused him, but Errzuriz ignored
the allegations. The former Santiago archbishop in June 2010 notied the
Vatican of the claims after Cruz, Murillo and James Hamilton, another man who
Karadima abused, went public.
Errzuriz during the proceedings acknowledged he did not investigate the
allegations against Karadima because he did not believe them, but a Chilean
court ruled the priest could not be prosecuted because the statute of limitations
had expired. A judge that a Chilean appeals court appointed upheld the
aforementioned ruling, but concluded in an 84-page decision the abuse against
the three men had taken place.
The Vatican in 2011 sanctioned Karadima to what the Associated Press
described as a lifetime of penance and prayer for the abuse he committed.
Cardinal Sean OMalley of the Archdiocese of Boston chairs the commission.
Marie Collins, an Irish sexual abuse victim who is a founding member of the
commission, last year nominated Cruz.
Errzuriz in an April 21, 2013, email to Ezzati referred to Cruz as the serpent
after they learned of his nomination.
He is going to falsify the truth, wrote Errzuriz.
Cruz told the Washington Blade during a telephone interview from
Philadelphia before boarding a ight to Chile that he did not know that Collins
had nominated him to the commission until El Mostrador published the emails
between Errzuriz and Ezzati.
Thats how shrewd and sneaky that they are, Cruz told the Blade.
The AP reported the Santiago archdiocese has conrmed the emails
authenticity.
The emails between Errzuriz and Ezzati that El Mostrador published have
sparked widespread outrage throughout Chile.

LGBT Catholics hold out hope for papal meeting


Philadelphia gathering may
present opportunity for visit

A group of LGBT Catholics and their
families continue to hold out hope that
Pope Francis will meet with them during
his upcoming trip to the U.S.
Marianne Duddy-Burke, executive
director of Dignity USA, a group for LGBT
Catholics, her wife and their two children
are among the 21 people who are
expected to travel to Philadelphia next
week with Equality Blessed Families, a
coalition of groups within the church that
support LGBT-specic issues, to attend
the World Meeting of Families.
Francis on Sept. 26 is scheduled to visit
the World Meeting of Families upon his
arrival in Philadelphia from New York.
The Argentine-born ponti on Sept. 27 is
slated to hold a Mass at the triennial event
and meet with organizers and volunteers
before returning to Rome.
Observers with whom the Washington
Blade has spoken in recent weeks indicate
it is likely Francis would meet with the
LGBT Catholics and their families while in
Philadelphia, if he accepts their invitation.
Rosa Manriquez of Los Angeles, who
has two lesbian daughters, is among those
who hope to meet Francis in Philadelphia.
She told the Blade on Monday during a
telephone interview that she still plans

to attend the World Meeting of Families,


whether I see the pope or not.
Its very important that he, just like
any other person, puts a face on another
human being, said Manriquez.
Lui Akira Francesco Matsuo, a
transgender man who was born in Japan,
works for the Call to Action Vision Council,
a Catholic organization that seeks to create
what he described to the Blade as a more
inclusive environment for all people.
Matsuo said on Tuesday during a Skype
interview from Detroit where he lives that
he would like to meet with Francis on behalf
of trans Catholics who cannot be out yet
because of their families or concerns over
their personal safety. Matsuo during the
interview repeatedly referenced St. Francis
of Assisi, the founder of the Franciscan
Order who abandoned his life of auence
in order to live and work among the poor
and marginalized.
Francis the former archbishop of
Buenos Aires who was then known as
Jorge Bergoglio took the name Francis
after the College of Cardinals in 2013
elected him to succeed Pope Benedict XIV
who stepped down.
I truly believe that our Creator did not
only give us the gift of this physical body,
Matsuo told the Blade. I believe that the
mind is the most precious gift that was
given, and mine just happened to be a
transgender mind.

Duddy-Burke in July wrote a letter in
which she, GLAAD President Sarah Kate
Ellis and other groups urged Francis to
meet with LGBT Catholics while in the U.S.
The Cuban Foundation for LGBTI Rights,
an independent advocacy group on the
Communist island, also sent a letter to the
pope ahead of his visit to their country.
We hope that you will give us the
chance to explain our situation to you, to
speak about our rights in order to begin a

historical approach between the Catholic


church and the LGBTI community in
Cuba, wrote Nelson Gandulla Daz, the
groups president, in a July 29 letter from
the Cuban city of Cienfuegos. This would
be gratifying and signicant for us.
Advocates have welcomed the Vaticans
more moderate tone on marriage rights
for same-sex couples, homosexuality and
other social issues since Francis became
pope. They are nevertheless quick to point
out that church doctrine has not changed.

The Washington Blade has learned


the White House has invited a number
of LGBT people to attend an event with
President Obama and Pope Francis.
Family Equality Council board member
Frank Bua, Diverse Elders Coalition National
Managing Coordinator Ben de Guzman
and gay Garden Grove (Calif.) Mayor Bao
Nguyen are expected to attend what
the White House describes as an arrival
ceremony that is scheduled to take place
at the Executive Mansion on Sept. 23.
Harry Knox, president of the Religious
Coalition for Reproductive Choice,
received an invitation for the event.
Frank DeBernardo, executive director of
New Ways Ministry, a Maryland-based
group that ministers to LGBT Catholics,
and Sister Jeannine Gramick, executive

coordinator of the National Coalition


of American Nuns who has publicly
supported marriage rights for same-sex
couples and other LGBT-specic issues,
are also expected to attend.
DeBernardo described the invitation to
attend the event with Obama and Francis
as a great honor and thrill that has left
him nervous, excited and humbled.
The presence of a number of LGBT
Catholics and advocates at the White
House reception sends a strong message
that LGBT people are a great concern of
this administration, DeBernardo told
the Blade. It also shows that the White
House thinks Pope Francis is concerned
about this community too.
Bua expressed similar sentiments.
The pope and the president appear
to be kindred spirits, visionary leaders
playing the long game, working
incrementally to move the needle with
otherwise recalcitrant institutions, Bua
told the Blade earlier this week. It will
be humbling to be in the presence of two
men whom history will undoubtedly view

as transcendent reformers.
De Guzman, who is the former codirector of the National Queer Asian
Pacic Islander Alliance, pointed out
to the Blade that he is an American of
Filipino descent and that Catholic roots
run deep in my community.
I recognize the privilege I have been
given to be able to attend an event like
this, he said.
Team D.C. board member Miguel Ayala
had a similar childhood, recalling to the
Blade that he attended the Maanitas Mass
for the Virgin of Guadalupe, the patron
saint of Mexico, each year on Dec. 12.
As my gay identity evolved it was
dicult for me to pair that with what the
church taught on various social matters,
said Ayala. Pope Francis has transformed
how many people see the Catholic Church
and helped me feel welcomed to the
church. I am humbled at the opportunity
to be a part of welcoming him to D.C.
LGBT Catholic organizations and their allies
have welcomed the Vaticans more moderate
tone towards homosexuality, marriage rights

for same-sex couples and other social issues


since Francis became pope in 2013. They are
quick to note that church doctrine on these
issues has not changed.
Knox told the Blade on Tuesday
during a telephone interview that his
organization is always ready to stand
with Francis on economic justice-related
issues. Knox added the Religious Coalition
for Reproductive Choice is also willing
to be a voice for change and greater
compassion within the church.
This popes tone is dierent, but
behind this tone is still condemnation,
Knox told the Blade.
De Guzman said he thinks the
president during the event will discuss
LGBT-specic issues as they relate to
church teachings. DeBernardo told the
Blade that the Obama administration is
building a bridge between LGBT people
and the Vatican hierarchy.
President Obama and the White
House are doing what Catholic bishops
should be doing and should have been
doing for a long time, said DeBernardo.

LGBT Catholics to greet Pope outside HRC building


Motorcade expected to
pass HQ of nations
largest LGBT group

LGBT Catholics say they plan to greet
Pope Francis in a friendly, dignied way
during his visit to the nations capital
Sept. 22-24, with the expectation that the
papal motorcade will drive past them on
Sept. 23 as they assemble in front of the
Human Rights Campaign building.
HRC, the nations largest LGBT civil
rights organization, owns an eight-story
oce building at 17th Street and Rhode
Island Ave., N.W., which it uses as its
national headquarters.
The building is located less than two
blocks from Saint Matthews Cathedral,
where Francis is scheduled to lead an
11:30 a.m. prayer service for as many as
200 Catholic bishops.
At the conclusion of the prayer service
the bishops were expected to travel in the

papal motorcade past the HRC building

LGBT Catholic group Dignity Washington,
said the group has been working with HRC
over the past several weeks to organize
a visible contingent of LGBT Catholics
and their supporters to greet the papal
motorcade.
We expect to have about 30 Dignity
Washington members on the lawn
outside the building, and well be holding
our banner, Barutta said.
He said the professionally designed
banner reads, Pope Francis: The Spirit is
Speaking Through Us LGBT Catholics
Dignity Washington.
HRC spokesperson Elizabeth Halloran
said HRC was organizing its own
contingent of supporters to welcome the
ponti.
HRC will certainly have a signicant
presence outside our building, which, as
you know, is just up the block from the
Cathedral of Saint Matthews where Pope

welcoming the Pope, and urging him to
fully embrace the LGBT faithful.
Halloran said HRC planned to hang
its own banner greeting the Pope from
the faade of its building. She said
HRC was planning other events and
announcements associated with the
papal visit, including the release of HRC
commissioned polling data on Catholic
attitudes toward LGBT people.
Among other things, the group was

The reception was scheduled to begin
9:15 a.m. on Sept. 23.
Others invited to attend the White
House reception were Sister Jeannine
Gramick, co-founder of New Ways Ministry,
a suburban Maryland group that ministers
to LGBT Catholics; the groups executive
director, Francis DeBernardo; Marianne
Duddy-Burke, executive director of the
national LGBT Catholic group Dignity USA;
and Dignity Washington members Bob
Miailovich, Lauren Carpenter, Ray Panas,
and Allen Rose.
Gramick said that through her religious
order she received an invitation to attend
the Mass led by the Pope at the National
Shrine scheduled for 4 p.m. on Sept. 23.
Dignity Washington Treasurer Tom
Bower said Dignity members, like most
LGBT Catholics, have mixed feelings
about Franciss positions on LGBT people
and the Catholic Church.
They are happy the Pope is coming to
town, said Bower. On the other hand
some feel hes largely a disappointment
thus far. He has a very good tone. But I
dont think theres much anticipation of a
real, true change, Bower said.
D.C. gay activist John Klenert, whos
been a member of the Saint Matthews
Cathedral parish for more than 20 years,
said he jumped at an oer by Saint
Matthews to allow parishioners to apply
for one of 50 tickets made available
to enable them to stand in a roped o
area next to the cathedrals entrance at
the time of the Popes arrival on Sept.
23. Klenert received one of the tickets
and is looking forward to joining fellow
parishioners in welcoming the Pope.
Somehow I think when you see
somebody in person you get a dierent
impression of the person, even if its for
just a eeting moment versus what
you get when you see them on television,
said Klenert. He is the Pope.
Added Klenert, Im hoping maybe
that before he goes into the cathedral
that hell come over to shake hands or
something like that.
Asked how he feels about Franciss
positions on LGBT equality and LGBT
people in the church, Klenert said that
like many of his fellow LGBT Catholics, he
was encouraged by Franciss welcoming
comments about gays, including his
reported statement that gay men and
lesbians should not be marginalized or
judged.
The church is over 2,000 years old,
said Klenert. If the church teaches us
anything, it does things at its own pace.
Look at how long it took them to declare
Galileo was correct, he said.

Malcolm Turnbull has ocially been sworn in as the 29th prime minister of
Australia, making it the rst time both the leader of the Australian government
and the leader of the opposition are supporters of marriage equality.
However, it is understood that for the immediate future, Turnbull will stick
with his partys policy on pursuing a plebiscite on marriage equality rather than
allow his MPs to have a conscience vote.
The Wentworth federal Liberal MP whose Sydney electorate includes some
of Australias most LGBTI-centric suburbs became Australias new leader
overnight after a successful leadership challenge that saw him oust Tony Abbott
in a Liberal party room ballot of 54 votes to 44.
Turnbull has been a long-term vocal supporter of marriage equality, and
stated his support for the Liberals to adopt a conscience vote on the issue in the
lead-up to the Coalition party room meeting in August that rejected it.
Since that meeting, Turnbull has stated it was his preference for a plebiscite to
be held at the next federal election.
Last week, the Victorian and NSW (New South Wales) gay and lesbian rights
lobbies released the results of a joint survey that conrmed 70 percent of
respondents were against a plebiscite.
At a press conference after his leadership ballot victory, Turnbull dodged
a question about marriage equality and since then he has not yet publicly
commented on the issue as the new prime minister.
Since his ascension to the countrys highest oce, Australian Marriage Equality
(AME) has called for an urgent meeting with Turnbull.
Our preferred path forward remains a free vote in parliament this year which
can be achieved by a vote on Warren Entschs co-sponsored bill, AME National
Director Rodney Croome said in a statement.
In a Facebook post, AME indicated that it was still early days to see what the
future will hold but highlighted Turnbulls comments about a leadership that
he said would be thoroughly consultative with a cabinet government that
ensures that we make decisions in a collaborative manner.
Turnbull later in the week re-armed his commitment to the Coalitions
policy on a marriage equality plebiscite during question time in the House of
Representatives.

Ugandan President Yoweri Museveni last week said an anti-gay law he signed last year was
not necessary because his country already bans consensual same-sex sexual relations.
The Associated Press reported that Museveni told reporters in Tokyo that the AntiHomosexuality Act was not necessary because we already have a law which was left by
the British which deals with this issue.
Museveni in February 2014 signed the statute under which those convicted of
repeated same-sex sexual acts faced life in prison.
His decision to sign the Anti-Homosexuality Act sparked outrage among LGBT rights
advocates in Uganda and around the world.
The Obama administration in June 2014 announced the U.S. had cut aid to Uganda
and imposed a travel ban against ocials responsible for anti-LGBT and other human
rights abuses in the East African country. The Constitutional Court of Uganda less than
two months later struck down the Anti-Homosexuality Act on a technicality.
Museveni last October acknowledged to a Ugandan newspaper that the AntiHomosexuality Act could have an adverse eect on his countrys economy. Wade
McMullen of Robert F. Kennedy Human Rights noted to the Washington Blade on
Monday that Musevenis latest comments come less than a week after a Ugandan court
convicted Chris Mubiru, the former manager of a Kampala soccer team, of sodomy.
The Daily Monitor, a Ugandan newspaper, reported that Mubiru faces up to 18 years
in prison.
Theres going to be a lot of people who will rush to take (Musevenis) comments to be
a good sign, McMullen told the Blade, referring to the Ugandan presidents comments
about the Anti-Homosexuality Act. In a relative manner of speaking of course its a good
thing to say that we dont need harsh anti-LGBT laws that amount to persecution, so yes
that is a good thing. Its denitely true that those laws are not needed or even welcome
anywhere in the world. However the underlying rationale to say that its not needed is to
cite the existence of a colonial-era sodomy law that also violates international norms.
This isnt some old law thats not been used, added McMullen.
State Department spokesperson John Kirby on Monday during his daily press brieng
acknowledged to the Blade that he had seen Musevenis comments.
We place great importance on the protection and promotion of the human rights
and fundamental freedoms of all people, including lesbian, gay, bisexual, transgender,
and intersex persons around the world, said Kirby. No one should face violence or
discrimination for who they are or whom they love. Human rights, as you know, remain,
in our view, universal rights.
Kirby told the Blade in response to a question about whether Musevenis comments
would have any impact on the U.S. restoring the aid to Uganda that he currently knows
of no decisions on the issue.
Its something were constantly evaluating, constantly looking at, said Kirby. We
have lots of tools at our disposal, but no decisions to announce today.
Ugandan lawmakers earlier this month debated a bill that would increase oversight
of non-governmental organizations in the country.
It remains unclear when debate will resume on the Non-Governmental Organizations
Bill of 2015, but LGBT rights advocates contend it would further hinder their advocacy
eorts in the country.
This law, if passed, will ultimately mean institutionalization of discrimination towards
LGBT organizing in Uganda, Clare Byarugaba of Chapter Four Uganda, a Ugandan
advocacy group, told the Blade in a previous interview.

their deathstyle and that passage of marriage equality violates Gods law.
His opponent in the last election, David Armstrong, who is gay, charged that
he was a victim of robocalls engineered by Peroutka that mocked Jennings
support for the Fairness for All Marylanders Act.
Peroutka did not respond to a request from the Blade for comment.

Another study reports PrEP effectiveness


NEW YORK A study published last
week oers more evidence that preexposure prophylaxis (PrEP) is an eective
prevention strategy for keeping sexually
active gay men HIV-negative.

clinical trials unit at University College London, sought to investigate this issue.
The randomized trial, which was conducted at 13 sexual health clinics in
England, involved HIV-negative gay men who had had anal sex at least once
without a condom within 90 days.
The researchers randomly assigned 275 of the men to receive Truvada right
away. Another 269 men received the treatment after a delay of one year. The
researchers conducted a follow-up with the men every three months. The
participants and the researchers were aware of their assigned treatment group,
U.S. News & World Report reports.
Based on early ndings suggesting that PrEP is highly eective, the trial
steering committee recommended in October 2014 that all participants in the
delayed-treatment group be oered the preventive treatment.
Among the men who received treatment right away, three HIV infections
occurred, compared to 20 in the delayed-treatment group, the study found.
The researchers calculated those in the immediate-treatment group had an 86
percent relative reduction in their risk for infection with the virus compared to
the group that received delayed treatment, U.S. News & World Report reports.
Meanwhile, the prevalence of sexually transmitted infections, such as syphilis,
gonorrhea or chlamydia, was similar in both treatment groups.
This nding is highly encouraging for PrEP implementation, although
quantifying the likely demand in the U.K. remains challenging.The impressive
reduction in HIV incidence in people taking PrEP, without a measurable increase
in other sexually transmitted infections, is reassuring for clinical, community and
public health stakeholders, McCormack and colleagues concluded, according to
U.S. News & World Report.

NEW YORK Gay and bisexual men test for HIV more often when rapid tests
are available at clinics according to a new study from Australias Kirby Institute
at the University of New South Wales, presented this week at the World HIV
and STI 2015 Congress and Australasian HIV and AIDS Conference in Brisbane,
HealthCanal reports.
In a study of 4,889 men attending eight sexual health clinics and a private
general practice in New South Wales, the availability of rapid HIV testing at the
point of care was associated with a signicant increase in HIV testing among gay
and bisexual men, particularly among men at increased risk of HIV.
Men in the study were oered a 10-minute rapid HIV test using blood from
a nger-prick, and were given their test result at their clinic visit. They also had
conventional HIV tests, with the results available a few days later. The study was
run from June 2013 to Dec. 2014. Researchers measured the number of HIV tests
during a 12-month period among men who had rapid tests, compared to men
attending the same clinics who had conventional HIV tests only, HealthCanal
reports.
Overall, men who had rapid HIV tests tested more often over a 12-month
period. On average, men who had rapid tests had 1.8 tests in twelve months
compared to 1.4 tests among men who had only conventional tests. Among
men with high numbers of partners, those who had rapid HIV tests had an
average of 2.2 tests in 12 months compared to 1.6 tests among men having only
conventional tests. Men who had rapid HIV tests were three-and-a-half times
more likely to have more than two HIV tests over 12 months compared to men
who only had conventional tests, HealthCanal reports.

Victory doesnt end at our
national borders

When Marriage Equality USA was
founded almost 20 years ago it was
based on a belief that locally based,
grassroots organizing was a key component in changing hearts, minds and laws
in our ght for marriage. In each campaign we tried to engage rst with local
people in those communities, listen to
their expertise, share what we knew and
had learned and then work together to
achieve victory.
Today, we have the same opportunity as we enter one of the next frontiers in our ght for equality, equity and
liberation for all lesbian, gay, bisexual,
trans and queer people. From Sochi to
Sydney, Kampala to Colombia, and Dublin to Damascus, an awakening to the
struggles of LGBTQ people outside of
our own borders is happening across
the United States. Many are recognizing
that even though our ght here is far
from over, we cannot turn a blind eye
to our global family and ght for justice.
If our quest for freedom ends at only
our personal or national borders, then
we will have done a disservice to what it
truly means to be free and liberated. As
Nelson Mandela once said of the intersectionality of our many ghts for free-

dom, ... to be free is not merely to cast


o ones chains, but to live in a way that
respects and enhances the freedom of
others.
But how we approach this work is
just as important as the fact that we
are doing this work. While many regions around the world lag the United
States and Western Europe in legal and
lived equality, we would be remiss to
confuse that lack of victories for a lack
of vibrant LGBTQ communities and advocates doing the hard work in those
places. When we engage, it is critical
that we start by listening and learning from those whose communities we
are asking to be a partner in. While we
know what has worked for us here (and
we have learned a lot), our local partners have experiences and a local perspective that is critical to building their
own successful movement.
We must also work to draw back our
super hero mentality in the execution
of international work. While countries
like the United States and its organizations have a leadership role to play, our
goal must always be to support, sustain
and grow local LGBTQ organizations. We
have seen the hate that Western anti-LGBTQ organizations are exporting, growing
their partners in countries around the
world. Our strategy must be to grow our
own, not just by exporting ourselves but
by also growing the local organizations
and advocates who will remain long af-

ter our funding, attention and resources


wane.
This month, I have the honor of joining other LGBTQ leaders from around
the world in Sarajevo, Bosnia-Herzegovina and Belgrade, Serbia for a series of events and conferences related
to Belgrade Pride. Last year was the
rst Pride after being banned for several years and the rst peaceful one in
recent years thanks to a heavy security
presence. Many in the United States and
around the world hear Balkans and
only conjure images of war, violence and
genocide. But so much has been accomplished by brave individuals across this
region both for LGBTQ liberation and
for the intersectional liberation that all
communities deserve.
As part of these events, I have been
asked to speak in multiple forums,
both large and official as well as small
and more local. There are many stories and lessons I am looking forward
to sharing with my brave counterparts
operating in a very difficult environment. But like every speech I am asked
to give, before I utter my first word I
will spend a good deal of time listening and learning from those who live
and work on the ground locally every
single day.

Transitions and change are a part of


life. They can be voluntary and happen
smoothly or involuntary and create havoc
in your life. We in the LGBT community often go through personal transitions related
to our sexual orientation or gender identity
both publicly and privately. From dealing
with transitioning or acknowledging to ourselves we are gay or lesbian. Then we must
deal with the response of others when we
make that knowledge public. It is often a
dicult process. Caitlyn Jenner recently
said, sexuality is about who we go to bed
with, gender is about who we go to bed as.

These arent issues of choice and we can


just hope our friends and family accept us
as who God intended us to be.
Then there are transitions and changes
we choose to make. Those related to who
we partner with and what career we pursue choices crucial to our lives and ideally producing a positive result for ourselves
and how we relate to the world. Contrary
to gender identity and sexual orientation
they are choices and we have the ability to
make good ones. I have been lucky in my
life and career enjoying my jobs and having
the most amazing friends and a sister and
sister-in-law who are always supportive.
My career was never planned it just fell
into place. I dont recommend that for everyone but for me it worked. Now I am
making another transition of choice. I am
leaving my job as a non-prot CEO and
starting a new career and small consulting company, PDR and Associates, just as
thousands of other Blade readers who
will change their job and career.
So it is an honor to be asked to write
a new column in the Washington Blade
called Comings and Goings. The column will chronicle important life changes
of Blade readers. It may have a little gos-

sip occasionally so if you have some juicy


tidbits, let us know. Are you leaving a job
or taking a new one? Joining the board of
a business or non-prot? Do you lead a
non-prot or have a business looking for
new board members? Let us know. Are
you starting a new business or closing one
down? If you are a business looking for the
perfect employee let us know and we will
share that information with a community
with experts in every eld and profession.
Our goal is to chronicle the transitions
of individuals and businesses in our community and by sharing them, make them
easier and more successful. After all isnt
that what community is all about?
The LGBT community is blessed with creativity and knowledge in every area of life. We
are lawyers, doctors, artists, actors, accountants, bartenders, business owners, nonprot executives, nurses, personal coaches,
tness trainers; we are everything and, as the
saying goes, We are everywhere.
More than 10 years ago, I wrote a column
in the Blade suggesting we need a Gay and
Lesbian Chamber of Commerce. Today,
through the hard work of two incredible
guys, Chance Mitchell and Justin Nelson,
the National Gay and Lesbian Chamber of

Commerce exists and has been making a


positive impact for the LGBT business community around the world. The local chapter
of the organization, the Capital Area Gay
and Lesbian Chamber of Commerce (CAGLCC), which morphed from its inception
as the Potomac Executive Network (PEN) is
growing and successful.
The Comings and Goings column will
help individuals and businesses share
their transitions with the community.
The success of the column will be based
on you letting us know what changes you
and friends are making in your lives. You
can do that by sharing information with

D.C. bar owner: Its time to x city liquor licensing

One thing, however, has become clear to
the well-regarded District bar operator: Its
time for the D.C. Council and Mayor Bowser to x the citys liquor licensing system.
Brown had invested more than four
months in proactively reaching out to
residents adjacent and near his planned
cocktail bar Left Door when a small citizens association opposing area liquor
licenses suddenly walked away from a
consensus agreement, despite strong
support among neighbors for the new
business. He had long-ago contacted
the group to meet over coee to initiate

discussions of any concerns they might


have, even before going to the areas
advisory neighborhood commission to
allow the ANC to weigh-in with the citys
alcohol board.
It was a sneak attack, says Brown in
describing the groups last-minute email to
U Street ANC-1B demanding more operating restrictions moments before a scheduled vote to support the liquor license
application for a 35-seat bar with a total
occupancy of 49. The group didnt even extend the courtesy of appearing in person
to raise their newfound objections.
Whats happening is these small
groups are taking hold of the system in
a way that is downright undemocratic,
Brown laments. A minority with an agenda are exploiting a loophole in the process, he hastens to add, saying theyre
above everyone else and get to make decisions for all the serfs and peasants.
This time its about prohibiting shared
trash pick-up with adjoining hospitality
businesses and being forced to store refuse inside the small bar space. After that,
who knows? The group, a gaggle whove
waged battle with bars and restaurants
for over two decades, might attempt additional delay utilizing a new serial objection.
The small 900-square-foot establish-

ment is to be located on the second oor


at 1345 S St., N.W., a few feet o the 14th
Street commercial corridor a couple of
blocks south of the intersection with the
bustling U Street entertainment zone. Similar to Browns eagerly awaited re-located
opening of locals socializing spot The Passenger in the adjacent Shaw area, closed
due to site development, Left Door is designed to be an intimate neighborhood bar
specializing in attentively concocted drinks.
Brown discovered there is little rhyme
or reason, and certainly no reward, for
neighborly engagement when dealing
with a so-called citizens group determined to thwart his enterprise.
The oddly named Shaw Dupont Citizens
Alliance claims fewer members than live
on a single side of a short stretch of street
in the densely populated and vibrant Logan Circle/14th-and-U mixed-use district.
SDCA became notoriously unpopular two
years ago when the group unsuccessfully
proposed that the city government impose a liquor license moratorium throughout the MidCity area against overwhelming neighborhood opposition.
It seems like what theyre trying to do
is stie small businesses and encourage
big-box operators who have the ability to
stock a war-chest to ght them. Do they

want a TGIF instead? asks Brown.


These groups put local operators at
a competitive disadvantage, Brown explains, noting the costs of lengthy opening
delays and expensive attorney fees for ongoing series of meetings, negotiations and
city agency hearings that force concession
to arbitrary operating restrictions.
Three years ago, the D.C. Council took
modest steps to reform the citys outof-balance liquor licensing protocols,
limiting the ability of ad hoc gangs of 5
or more and citizens associations to
mount independent license protests.
They promised to re-visit the issue and
consider further xes.
License protests by gangs of 5 are now
automatically dismissed when a business
negotiates a Settlement Agreement with
the elected neighborhood ANC. Not so in
the case of citizens associations.
Community input should be reserved
for open ANC forums and recommendations. No longer should self-appointed
arbiters have legal standing to directly
intervene. Make your case publicly and
persuasively or hide at home.
Its time for D.C. Council members to
move forward on implementing these
overdue additional reforms.
Its no surprise that Tom Brown agrees.

It seems everywhere you look in the
District, transformation is going on, as
large, luxury developments are being
built, creating not just places for people to
live, but full live-work-play communities.
Take
the
Wharf
for
instance.
Construction is underway for phase

one of a one-mile-long development


site on the Southwest waterfront, which
comprises 27 acres of land and 50 acres
of water. The development is one of the
largest projects under construction in the
U.S. today.
Monty Homan, managing member

HomanMadison
Waterfront,
the developer on the project, saw an
untapped, underutilized area that could
draw residents, visitors and businesses to
the area.
As an example, the American
Psychiatric Association, which took the

Bustling Northwest corridor a


magnet for D.C. Realtors

Fourteenth Street wasnt always the
hub of restaurants, retail, bars and coee
shops that it is today. In fact, there was a
time when it typied the before photo
of a neighborhood makeover.
Back in 1992, 1993 it was always a
concern of mine at night or in broad
daylight to cross 14th Street, says
Brett West, a Realtor for McEnearney
Associates. Now its become more
than a main street. Its like a boulevard
of commerce with a great nightlife scene
and great retail scene.
The change is something some of the
top real estate movers and shakers in the
District have noticed. This year, several
real estate agencies are making the move
to 14th Street, including McEnearney
Associates, Washington Fine Properties,
Coldwell Banker and Compass (see
Page 28). They will join several other
brokerages already in the neighborhood,
including Tutt Taylor Rankin, Long &
Foster and McWilliams Ballard.
Washington Fine Properties (1604 14th
St., N.W.) is well aware of the market interest
in downtown D.C. these days. Realtor Daryl
Judy says that Washington Fine Properties
has had a presence in the 14th Street and
Logan Circle area for a while now because
they know how hot the market is.
There are so many things going on
and restaurants and gyms and people
want the walk-ability and to have the
convenience, Judy says. They dont want
to be in a car driving for a long time.
Judy also says that Washington Fine
Properties, which made the move to 14th
Street earlier this year, has had the most
upper-end sales in the 14th Street and
Logan Circle neighborhood. So despite
not previously having a brick-and-mortar
oce in the area, it was visible in sales.
He attributes their success to not limiting
themselves as a company.
We like to do the nest homes at any
price range. We do it all, Judy says.
Realtor Kevin McDue works for
Coldwell Banker. The brokerage, which
will make the move to 1617 14th St., N.W. in
the next four to ve weeks, works with both
residential and commercial properties.
McDue says the market for buyers has
been somewhat frustrating recently.
Its been very heated. It has made it
frustrating for a lot of people, McDue
says. We need more listings, everybody
needs more listings.
Judy said the market has been strong
in recent months.
The market is very healthy, its robust.
Some of it is driven by the economy with

good about it. Part of it is the rush back
to living downtown, Judy says.
West noted that the market hasnt
been an easy one.
The market has been highly competitive
for buyers. Its pretty complicated by the
lack of inventory, West says. Its going
to be really easy to get your home sold if
youve prepared and priced it correctly.
Its going to be a little more challenging to
nd the property that you want and get
it under contract just because theres so
much buyer competition.
West says that McEnearney Associates,
whose grand opening is this week at
1803 14th St., N.W. in the old Pulp
building, has been rolling with the
punches on the real estate frontier since
1980. John McEnearney, who started the
company, decided that he needed to
educate buyers on what the changes in
the economy really mean for the market.

West says McEnearney believed that


personal circumstances outweigh the
economy. This belief has held strong at
McEnearney Associates ever since and
the company still practices it today.
According to West, McEnearney
Associates goal is to use the knowledge
they have to educate buyers.
We tap into market knowledge
because we use that knowledge to make
our clients the most powerful consumers
in the real estate market, West says.
All of the real estate agencies also
hold a rm presence in the LGBT
community. Judy, McDue and West are
all gay Realtors who happily include LGBT
buyers among their customer base.
McDue, who has spent 25 years in
real estate in D.C., says that Coldwell
Banker has been committed to including
LGBT buyers and sellers for a long time.
He says that about 20-25 percent of his
clients have been gay.

Weve been supporting the LGBT


community for years. Ive serviced the
community since 2002, McDue says. I
moved my oce into Dupont Circle when
there was no other real estate oce
there and now everybody is moving in.
But I was sort of a pioneer.
Being openly gay is another facet to
working in real estate that contributes to
the LGBT community. West says he was
outed at his public relations job where
he worked before starting in real estate
in 2007. Ever since he began selling real
estate, he has been out in his professional
life. West is married to his partner and
they have a 21-month-old daughter.
What I learned was being out at work, as
long as I kept doing good work, it was just a
part of me, West says. It has never been
a hindrance in any of what I have done, in
any of my career choices. What mattered at
work was what I delivered at work. Its more
a note of personality and qualications.

Tips for crafting a winning


escalation clause

As we enter the fall real estate season
of September and October, when home
prices rise from the previous month and
the number of both new buyers and new
properties increases, its a good time
to talk about strategies for buyers and
sellers in a competitive bidding situation.
Competitive bidding occurs when there
is more than one oer on a property, and
each oer is accompanied by an Escalation
Clause that states the maximum price the
buyer is willing to pay over their oer
price and by what increments the oer
will increase. For example, lets say the
listing price for a home is $500,000 and
Buyer A is willing to pay up to $550,000
in increments of $5,000 in order to match
and exceed any competitive oers. Lets
say there is another oer of $500,000
from Buyer B, but this buyer only has an
escalation cap of $525,000 that they are
willing to pay in increments of $5,000 over
any competing oers. All other contract
specications being equal in this situation,
Buyer A would be invited to change the
oer to $530,000 in order to match the
next lowest price cap ($525,000) plus
one increment of escalation ($5,000), and
Buyer A would be awarded the contract.
(The listing agent is required to show
proof of the other oer.) Of course, the
scenarios can get more complicated when

there are 10 or 15 oers, each with their


own escalation caps and price increments.
This is why God invented Excel.
So whats a good strategy for buyers
creating an Escalation Clause?
1. Set your contract oer at the list
price.
2. Set your escalation cap higher
than you would be willing to pay for
the home.
3. Set your escalation increments at
1 percent of your oer price.
The purpose of setting a really high
escalation cap is to blow the other
competitive bids out of the water.
Chances are good that you will not
have to increment to that limitand
remember, the Escalation Clause is not a
binding clause in the contract; its simply
an oer to negotiate with the seller. The
seller does not actually sign that clause,
only the nal price adjustment of the
winning contract.
Whats a good strategy for sellers in a
competitive bidding situation?
1.
Set your list price at a fair
market value that you would be willing to
accept for the property if no competing
oers are submitted.
Be careful. Ive seen the sellers pricing
backre when they set too low a price,
but did not receive any competitive
oers. In one particularly bizarre case,
my buyer client submitted an Escalation

Clause along with a list price oer and the


seller came back with a counter-oer of
their original price plus 50 percent of the
Escalation Clause capbut there were
no competing oers. Needless to say, we
declined. So sellers, dont be greedy.

buyers and sellers should be able to
successfully compete in this fall season

Theres the couple that lives next door
to a house of worship that for months
wouldnt remove a tree that had fallen from
the church lot onto theirs. Then there are
the people whose neighbor snuck onto
their property to poison their bamboo so it
wouldnt grow into her yard.
Everyone has heard a story about the
homeowners association or condo board
member who begins the new business
section of each meeting by quipping, I dont
like to complain, but which translates to,

neighborhood gardener who smashed into

who would-be Kings (or Queens) of the

neighborhood has a rich history that
dates back to early settlement. As the
maritime front porch to the nations
capital, the redevelopment of the Wharf
will embrace a clean and active river;
eliminate barriers and provide public
access; produce an active urban riverfront
and park system; showcase distinctive
cultural destinations; and build a strong
waterfront community, Chase says. The
redevelopment of the Wharf will set a new

standard for waterfront environments.


Then theres the Yards, in Southeast D.C.,
near the Navy Yard, being developed by PN
Homan. The neighborhood itself consists
of 500 acres and is considered the fastest
growing residential neighborhood in D.C.
Over the next year, ve condos
are planning to break ground in the
neighborhood, and the Yards is one of
those ve, with more than 142 residential
units currently planned and 7,000-squarefeet of retail.
Located at 401 Tingey St., S.E., the
Yards condo will break ground next year
with an anticipated completion sometime
in early 2018.

The neighborhood has the largest


concentration of millennials next to
Dupont Circle, so it will have a broad
appeal, says Tammy Shoham, vice
president of planning and development
for Capitol Riverfront. It will have a direct,
unobstructed view of the river and it has
a lot of character and context.
A third large project being planned
is St. Elizabeths East, a mixed-use
development located near the Congress
Heights Metro Station, which is on its
way to becoming a reality, despite some
changes in developers along the way.
This month the groundbreaking on the
project occurred and when completed,

716,000 square feet of commercial space,
425,866 square feet of innovation uses,
122,000 square feet of retail, 1.1 million
square feet of residential and a 150- to
180-unit hotel.
Its close to downtown D.C. and the
National Harbor, so it will appeal to

principal broker for Anacostia River
Realty. This is an important development
because it will transform neighborhoods
that have been neglected for so long.
The development will bring sit-down
restaurants, much needed oce space as
well as entertainment venues.

Max-Arthur Mantle will speak and sign
copies of his debut novel Batty Bwoy at
Busboys and Poets (2021 14th St., N.W.)

Mantle, who was born in Jamaica,
graduated from Howard University in
1997 and now splits his time between
Miami Beach, Fla., and New York working
most as a fashion photographer. He says
time he spent recovering from an attack
at a New York fashion show, inspired him
to explore his writing.
Its title is a common anti-gay slur in
Jamaica. Mantle says the book, the rst
part of a planned trilogy, gives him a
chance to reclaim the expression.
Batty Bwoy is for anybody black,
gay, immigrants across the board, he
says. Its for anybody whos ever searched
for yourself. Its relatable because it has a
universal theme and a million layers to it.

Manager Chris McNeal has the Shaken &
Stirred Lab ready for students. McNeals
aim is to get people comfortable with
the tools of his trade, saying at a recent
class, Ill teach you how to rock a shaker
without spilling liquor all over your table.
The bar will host a class each month on
rotating themes, which may range from
punchbowl cocktails to hot toddies to the
perfect martini, with McNeal peppering
the lesson with pearls of wisdom

the quality of the vodka.
For $50, participants not only get to
learn what kind of vodka they may want to

revived for Rebel Heart Tour

The rst questions posed when the
subject of a new Madonna tour comes up
are typically what was the controversy,
how dark was it and did she skimp on the
hits?
Im an odd duck among Madonna
fans and always have been. The thing
Im most interested in is how were the
arrangements? After years of toying with
her live renditions, Madonna and her
creative team are masters at tweaking her
hits usually by playing with percussion
beds and chord progressions while
keeping melodies and tempos (mostly)
intact. Although rare, these experiments
occasionally backre (Like a Wirgin
anyone?).
The incarnations this time out for the
Rebel Heart Tour, which touched down
in Washington Saturday night in a glitchfree performance (remarkable as it was
only the third show of the tour), were as

eectively fresh as any Ive ever heard


her use. Even more satisfying, though,
was that this was applied to a bumper
crop of second-tier hits she pulled out.
It was actually nice, for a change, to get
a reprieve from oft-performed stalwarts
such as Like a Prayer and Express
Yourself (or even the oddly perennial
Human Nature) in favor of several she
hasnt sung live in decades.
Having toured consistently her last
ve albums (in the new music paradigm,
its where all the money is especially
for veteran acts), shes more inclined
to plunge deeper for material. For the
faithful and this was no less a gay high
holy day than its ever been that was a
real treat.
Burning Up was thrashy and spare;
True Blue found Madonna plucking
out the accompaniment on a ukelele
(trust me, it worked); Love Dont Live
Here Anymore was woven in beautifully
with HeartBreakCity, a cut from the
new album; Deeper and Deeper was
thankfully rescued from the torchy
makeover it had on the Re-Invention
Tour to its original tempo; while a sparse

over a blisteringly syncopated beat, felt
like it rocked the Verizon Center rafters.
Although not averse to the occasional
mash-up, Madonna has for years
eschewed the hits medley approach. So
it was a delightful surprise when what
started out sounding like a Latin-infused
(and slightly slower) rendition of Dress
You Up turned out to be an 80s medley
that seamlessly wove in Into the Groove,
Everybody and Lucky Star before
returning to Dress. Equally fun was
the next song, an acoustic sing-along of
Whos That Girl, another early-career hit
thats been out of rotation too long. La
Isla Bonita, Material Girl and encore
Holiday were oered in more faithful
renditions.
Twelve Rebel Heart tracks were
represented in some capacity (a few were
interludes). While not career-dening by
any means, the new cuts meshed well
with the classic material and the show
was expertly paced. Oddly MIA were
Ghost Town and Joan of Arc.
Holy Water, with gyrating nuns, was
naughty fun, much like Body Shop.

The biggest showstopper came about


half-way through with an expertly
choreographed rendition of Living for
Love. The dancers, sets, video screens
and costumes were all as top-level as
weve come to expect from a Madonna
tour. This is a woman who never coasts.
Overall, this outing had a lighter, less
gritty feel than the MDNA Tour.
Only one moment felt slightly o
the oddly at false exit at the end of
Unapologetic Bitch. It was redeemed by
Holiday, (itself a surprise as Madonna
almost never gives an encore) but still felt
abrupt and anti-climactic.
For me, the biggest surprise was how
strong Madonnas vocals were. For all
her bluster, stamina and innovation, her
vocals, pleasant enough, have never been
the calling card. During several of the
evenings quieter moments, especially
a late-in-the-show and out-of-nowhere
cover of La Vie en Rose, you almost
could imagine a whole evening of that
working without all the sets and bombast.
Her range, tone quality and interpretive
abilities have improved with age. It was a
nice surprise on a pitch-perfect evening.

The New Girlfriend (Une nouvelle amie)
is a small movie that tackles big themes with
grace, sensitivity and gentle humor.
Wickedly inventive French director
Franois Ozon (Swimming Pool, 8
Women and Water Drops On Burning
Rocks) turns the 1985 short story by
mystery author Ruth Rendell from a
violent tragedy into a modern melodrama
about changing social and sexual mores.
In French with English subtitles, its playing
now at Landmark Bethesda Row Cinema.
The movie opens with a stunning
montage that traces the friendship
between the beautiful blonde Laura (Isild
Le Besco) and redheaded tomboy Claire
(Anas Demoustier) from their rst meeting
as schoolgirls through their weddings to
two men with very similar looks to Lauras
untimely death. The montage contains
snippets from Claires moving eulogy to
her best friend, including her vow to look
after Lauras husband David (Romain
Duris) and her infant daughter Lucie.
Deep in her own grief, Claire neglects her
vow until her supportive husband Gilles
(Raphal Personnaz) urges her to look in
on Lucie and David.
The next morning, Claire jogs over to
Davids house, but gets a surprise when
she slips in through the unlocked front
door. She nds David feeding a bottle to
his infant daughter, but he is dressed in his
dead wifes clothes. Calmly, he tells Claire

his story. He used to cross-dress before his


marriage to Laura, but only did so rarely
after they were married (and did so with his
wifes knowledge). When the fussy baby is
calmed down by a piece of Lauras clothing,
David begins to dress in her clothes to
soothe the infant and soon remembers
how much he enjoyed cross-dressing.
Claire is initially repulsed (she calls
him a pervert), but quickly becomes his
accomplice. She covers for him during
a surprise visit from his mother-in-law
and takes him on a wild shopping spree.
The two become close friends, although
they are both are still haunted by their
memories of Laura.
As usual, Ozon (who is openly gay)
creates an intriguing movie that freely
and thoughtfully plays with conventional
notions of gender expression and sexual
identity. His work as screenwriter is
both the greatest strength and greatest
weakness of the movie. He creates
interesting three-dimensional characters
and places them in fascinating scenarios.
But, the leap to the nal scene leaves
some key questions unanswered and
plot points are left unexplained. Ozon
generally moves the story forward with
condence and verve, but the second half
of the movie occasionally loses steam.
The three lead actors turn in powerful
performances.
Duris
creates
two
compelling characters and his transition
from David to alter-ego Virginia is
fascinating.
Demoustier
eectively
captures Claires moving journey through
grief and awakening. Personnaz has fun
with the role of Gilles, the compassionate
husband and friend who may have a few
secrets of his own.

hometown of Fairmount, Ind., didnt care
they loved James Dean because he was
a local boy whod done well.
No one was surprised that Dean ended
up in Hollywood or that he became a star.
Hed always loved to act. Hed entered and
won contests, performed in church plays
and had eschewed prelaw classes in favor
of a coveted spot in a UCLA production of
Macbeth. It was obvious where his career
path was taking him.
And it took him there quickly. In just a
short time, Dean was a heartthrob movie
star, had performed on the new medium
of television and had gained a anc and
enough money to indulge in the hobby
of auto racing. When a guy signed movie
deals for six gures, $7,000 wasnt much
for a car and he had his eye on a Porsche
550 Spyder, one of just a few made. Hed
almost gotten arrested just looking at the
car one night. What else could he do but
buy it?
Overjoyed with his prize, hed started

to break the car in but some doubted


that it was a good purchase. Others told
Dean to be careful in that car, that it was
dangerous, that it could kill him, that it
would kill him.
And on Sept. 30, 1955, it did.
Though its subtitle indicates a small
focus of subject matter, Too Fast to Live,
Too Young to Die is more comprehensive
and expansive than merely a few hours.
That has its plusses and minuses.
A little background is always a good
thing, especially when youre reading
about a star who made only three movies
and died six decades ago. Author Keith
Elliot Greenberg nesses that backstory
including Deans childhood, his rumored
bisexuality, his odd on-set genius and
his rapscallion attitude. But Greenberg
unfortunately combines it with fangushing from folks who traveled to
Fairmount to partake in a James Dean
festival. Thats charming at rst but it
becomes orid and quite overdone.
Still, if youre a fan and can ignore
that, youll appreciate this book and its
marking of a sad anniversary. If you own
the iconic poster or T-shirt and want to

know more, youll nd that here, too. In

While the Scion xB looks like a fusty Frigidaire


on wheels, the Kia Soul looks more like a stylish
Subzero. And now that theres an EV model,
the Soul gains eco-cred, as well. As with other
electric vehicles, this one scoots quickly from a
standing start (after that, though, accelerating
to 60 mph takes a while). Cornering and
braking also are impressive for a vehicle this
utilitarian and boxy. As for range anxiety with
the battery, the operating range of 93 miles
(the equivalent of 105 mpg) is second only to
the Tesla Model S. And recharging at home or
work (which is easy) becomes second nature.
But compared with the $22,000 gas-only
model, the Soul EV is pricey. Rebates help,
of course, but so does having so much newfangled gear: power-folding mirrors, heated/
ventilated seats, Bluetooth, a nav system with
rear camera and as in those hip hamster
commercials funky speaker lights that
pulse to the music.

Ah, 2012 the year of Psy (Gangham


Style) and sci- (The Hunger Games). Thats
also when hybrids were showroom sizzlers,
often ying o dealer lots as gas prices hit
all-time highs. But with todays fuel prices
scrapping the bottom of the (oil) barrel, many
consumers arent even giving green cars a
once-over. Yet pump prices wont stay low
forever and many of todays eco cars are more
stylish and tech-loaded than traditional gascombustion models.

Hyundai upped its game in 2014
with the sleekly restyled Sonata sedan
(the gas-only model). But this year the
hybrid version goes even further, with a
more aggressive grille and snappy rear
spoiler. Theres lots more headroom,
legroom and trunk space than in other
midsize hybrids, including the popular
faves: Ford Fusion, Honda Accord and
Toyota Camry. And steering, while not
quite Audi-like, is still plenty sporty.
Two trim levels: base SE and luxe-like
Limited, with larger wheels, manual
rear sunshades, panoramic sunroof and
extra safety gizmos (blind-spot monitor,
lane-departure
warning,
forwardcollision alert and more). Because
hybrids can be almost too quiet, a sound
system (with front-mounted speakers,

let pedestrians know the car is there.

quiet cabin boasts faux wood trim, lots
of padding and optional nine-speaker
Innity stereo, with Pandora, Apple and
Android functionality. For $12,000 more,
theres also a Sonata plug-in hybrid.

Launched a decade ago, the redesigned
Lexus RX Hybrid now with bold,
Transformer-like styling and the latest hightech features remains the benchmark for
glam green crossovers. Sure, the Audi Q5
Hybrid and Porsche Cayenne Hybrid may be
faster and friskier on switchbacks, but the RX is
more aordable, reliable and fuel-ecient. Its
also quiet and roomy, with ample cargo space
and power reclining/folding rear seats. The
long list of features includes a power liftgate,
heated steering wheel, panoramic sunroof,
dual-screen rear-entertainment system and
15-speaker Mark Levinson surround-sound
stereo. The big news, though, is how the cabin
