Dear Ms. Cross, Ms. Gardner, Dr. Robertson, and Dr. Dorsa,
We are sending this letter hoping that you would respond to our questions on behalf of the people of
Oregon. A legislative hearing was scheduled in the House Committee on Healthcare to address our
questions. However, the Speaker cancelled the hearing because she believed that it was the inappropriate
venue for us to gather the information necessary to do our work. As a result, we are sending our
questions to you in written form. Please respond to our inquiry as soon as you are able.
1. Cecile Richards, the President of the Planned Parenthood Federation of America delivered a letter to
Congress on August 27, 2015 in which she stated that Planned Parenthood currently provides Oregon
Health & Science University (OHSU) with post-abortion tissue from which researchers extract the
placental tissue that they are studying. Does the tissue that Planned Parenthood sends to OHSU include
the tissue of the deceased embryo or fetus? Where is the deceased human embryo or fetus separated from
the placenta? Who is responsible for this process? What happens to the deceased human embryo or fetus
after it is separated? How much money does OHSU provide to Planned Parenthood for facility fees and
other payment for direct service related to the studies?1 Are these payments per specimen received? If
so, how much money does OHSU provide to Planned Parenthood per specimen?

2. In the aforementioned letter to Congress, Ms. Richards admitted that physicians affiliated with Planned
Parenthood make adjustments that facilitate fetal tissue donations during abortion procedures. Have
abortion providers affiliated with Planned Parenthood in Oregon ever made adjustments during the
abortion procedure to facilitate fetal tissue donations to OHSU?
3. According to an article published in the Statesman Journal on August 12, 2015, data from the
Associated Press show that OHSU received money from the National Institutes of Health from 2011 to
2014 for research involving human fetal tissue. OHSU received $1 million in 2013 and 2014. Which
organization(s) provided OHSU with the fetal tissue? How much money did OHSU provide to the
organization for the tissue? Were fees paid per specimen? What type of fetal tissue did researchers
obtain?
4. Advanced Bioscience Resources, Inc. (ABR), is the oldest fetal organ company in the United States.
According to ABRs 2015 price list, it charges researchers $340 for a second trimester fetus and $550 for
a first trimester fetus. Has Planned Parenthood in Oregon ever provided fetal tissue to ABR? If so, how
much money did ABR provide to Planned Parenthood for each specimen? Has OHSU ever purchased
fetal tissue from ABR? If so, how much did OHSU pay per specimen? How many specimens has OHSU
purchased from ABR?
5. Has OHSU ever done research on fetal tissue obtained from aborted fetuses who were aborted during
the second or third trimester of pregnancy? If so, what type of fetal organs were obtained for this type of
research? Has Planned Parenthood ever provided fetal tissue from aborted fetuses who were aborted
during the second or third trimester of pregnancy? If so, which organization obtained them?
