REDISTRICTING PLAN UPDATE

Wilmington Education
Improvement Commission
State Board of Education
October 15, 2015

Redistricting Authority
Senate Bill 122 authorizes the State Board of

Education to alter boundaries of NCC school


districts:
Consistent with the recommendations made in the

WEAC final report, and


Based on a transition, resource, and implementation

plan prepared by the Commission and submitted by


December 31, 2015.

Reconfiguring Wilmington School Districts


Redistricting Action Agenda from WEAC Final Report
1.

The Christina and Colonial School Districts should no longer serve


Wilmington.

2.

The Red Clay Consolidated, Brandywine, and New Castle County


Vocational-Technical (NCC Vo-tech) School Districts should
continue to serve Wilmington children.

3.

Red Clay should take responsibility for all Wilmington schools


currently under Christina.

4.

Red Clay or Brandywine should take responsibility for Wilmington


Students now served by the Colonial School District

Redistricting Deadlines
November 17, 2015: Commission releases draft
plan for public comment
December 15, 2015: Commission submits final
plan to State Board
January 21, 2016: State Board acts on
Commission plan as a package
March 31, 2016: Authority of the State Board to
act under the provisions of SB122 terminates

The Redistricting Plan will be submitted to

the State Board as a package.


For redistricting to occur, the Plan must

then be:
Approved by the State Board as a package

Confirmed as a package by Joint Resolution of

the General Assembly


Confirmed as a package by the Governor by
signing the Joint Resolution

Reassignment of students affected by the boundary change
Reassignment of governance responsibilities
Implications for educators, administrators, and other personnel
Resources required from state, district, and local sources for

redistricting and for effective support of schools with high


concentrations of low-income students

Distribution of capital assets
Engagement of educators, staff, parents, district personnel, and

community members throughout the transition
