I would like to schedule a meeting between Salt River Pima-Maricopa Indian Community
(SRPMIC) President Ivan Makil and Secretary Norton.

By way of introduction, I worked for Congressman J.D. Hayworth (R-AZ) for six years-before
leaving his office on February I, 2001 to head a federal affairs office for a Phoenix-based .
lobbying/consulting firm. We represent many varied interests, including many tribal clients.

As you may know, President Maki! is on the seven member advisory board to look into the BIA's
lost trust funds. He wants to discuss the direction of the advisory board and, in particular,
Special-Trustee Tom Slonaker's stewardship ofthis office.

President M3JU1 is eager for a meeting and will accommodate the Secretary's schedule,
Obviously, since he would be flying in from Arizona, he would need several days notice.

the Sa g inaw Chippewa (see attached letters); FY 04, The Mississippi Choctaw
and Louisiana Coushatta. The Hopi Tribe of Arizona has also expressed an
interest in using this money within the 5-year demonstration programs-time
frame.
Some appropriations clerks are fighting this saying there is 'no interest.
This is completely untrue (see attached letters). The Dem Staffer On z,
Interior appropriations (Peter Keifhaber) is going to call aim McDivitt DAS
for Indian Affairs to see if there is a tribe that can use the 'cost share'
this year. He needs to.be told to say , -"yes.' He's received enough letters
to indicate that (see attached). If he says 'no' he's lying.
The other problem is Jeanette Hanna, over at • 13.1P- • She's-trying to kill the
cost share. She successfully knocked out the earmark last year and is
actively trying to kill this language that MAN Y members House and Senate
asked to be included in the final FY 03 hi11. including. Senate ChairrEd.Th

8 Just generally, what is Government's Exhibit Number

9 704 about?

10 A Generally speaking, this is a e-mail from a Congressional

11 staffer to what looks like a group of other Congressional

12 staffers. The subject line is, urgent, need your help. It

13 reads, "Representative Wolf added an amendment to the

14 interior appropriations bill that would create a commission

15 to study Indian gaming. Although this seems innocuous

16 enough, it is meant to kill Indian gaming, and it is the

17 first step toward doing that. The commission the amendment

18 sets up would be stacked with anti-Indian gaming members, and

19 tribes across the country are extremely upset about this.

20 We have drafted the following letter to the rules

21 committee, which will need to go out today since rules meets

22 to consider the rules for the interior bill at 5:30 today.

23 Therefore, please contact me by 3:00 p.m. at the latest to

24 let me know if your boss would like to sign the letter.

4 A It would be a commission, a group of people who would get

5 together to study the impact of gaming, gambling on a

6 community or on a tribe or something like that.

7 Q What is the dates of this e-mail?

8 A Monday, July 15th, 2002.

9 Q At this point in time, what position did you have?

10 A I was working as a lobbyist on Team Abramoff.

11 THE COURT: Who is the person writing it, what

12 office is he with?

13 THE WITNESS: Ryan Serote is from the office of

14 Congressman J.D. Hayworth.

16 Q And so, what is Ryan Serote asking to get done?

17 A Basically, there is a provision that has been put into a

18 bill that is getting ready to come to the House floor. He is

19 trying to mobilize members of Congress to pull that provision

20 out, or to -- well, yeah, there is some nuances in between

21 there. But fundamentally, he wants to get that provision

22 pulled out of the bill.

23 Q What was he, how was he trying to do that?

24 A He was trying to get -- by generating public support of

25 members of Congress who would sign a letter allowing for the

1 ultimate stripping of this provision.

2 Q If we could go back to the full e-mail, please. If we

3 could blow up the next two ones from Kevin Ring to William

4 Heaton and then also Ryan Serote. Yes, correct.

5 So, what happen in the bottom e-mail here, Ryan

6 Serote to Kevin Ring?

7 A I'm not sure. From Ryan to Kevin just says, "Subject,

8 urgent, need your help." So, I don't see anything else on

9 the screen.

10 Q So what happens, in your experience with e-mailing what

11 happens when there is a FW?

12 A Oh. He was forwarding the e-mail that he sent to the

13 Hill staffers to Kevin.

14 Q And then what does Kevin Ring do with it?

15 A Kevin e-mailed Will Heaton, Congressman Ney's chief of

16 staff, saying, "I was asked to share this with you, thanks

17 for your help."

18 Q Did you have a conversation with Kevin Ring about this?

19 A I did.

20 Q Can you tell us a little bit about the conversation?

21 A I asked Kevin to e-mail Will because I wasn't -- I was

22 supposed to be bound by my one-year ban and couldn't contact

23 Heaton or Ney or people in that office.

24 Q Can you stop and just explain to the jury what a one-year

25 ban is?
