BLAKE Kevin F Dass =e Pelie Commissoner October 10, 2015 To: Our Friends in the Media: Subj: Reports Involving Dr. Benjamin Carson, Popeyes Chicken Restaurant 300 Broadway ‘The Baltimore Police Department has received numerous requests for “an armed robbery” or “all robbery reports at the Popeyes Chicken Restaurant at 300 N Broadway”, “any robbery or aggravated assault reports for Dr. Benjamin Carson”. Some requests have no date ranges. Others include date ranges anywhere between 1977 to 1986. One requests a report from August 23, 1993. Most police reports prior to 2001 are on microfilm. ‘The Baltimore Police Department has not been able to accommodate these requests. I will attempt to explain the reasons. The Baltimore Police Department has several databases where police offense reports are logged and can be searched. ‘The most current database is a Records Management database called Inpursuit. The BPD staff members familiar with this database can run inquiries using such categories as names, dates, UCR reportable incidents and other types of incidents, persons arrested, officers involved and other inquires. The Records Management Section has populated this database going back to about 2000. The Arrest Viewer database has arrest information of persons booked at the Baltimore Central Booking going back to 2001. Arrest viewer also has a tab for arrests from 1967 to 2001. However, this part of the database is not fully populated. A BPD staff members would need the name of the person arrested to pull any useful information form the Arrest Viewer database. Lotus Note is used by investigation detectives to store notes and synopsis of case investigations, Multiple investigation units use this database. This database can be search by police report number, investigation file number, and names. This database is most reliable for investigations going back to 2000. Archived robbery investigations has information going back prior to 1997Another database is called Incident Index. This database was created after 2000 but for information conceming incidents from 1987-1999. A member can inquiry by name, police report number (CC#) or date. This database has only the most basic information. The database will provide report numbers, names, dates of incidents and incident codes. The names in this database are mostly the victim or name of a victimized business. The name of the suspect is rarely found in the Incident Index. Once the BPD staff members identifies the report by CC#, the report would need to be pulled from the microfilm archives. ‘The most basic report databased is the index book for the microfilm reels. This book records the reports archived on microfilm from the 1920's to about 2000, ‘The microfilm index book has a list of all microfilm reels and their number. The book identifies the reel by offense report year, and the first incident report number and the last incident report number on the reel (Ex. 1981 Offense Report-Reel 4039- CC# 81D45800 to 81D48099). To pull any reports prior to 1987 a ‘member would need a police report number. “All robbery reports for 300 Broadway from 1980 to 1983” could not be searched without pulling over a 100 reels and reviewing over 50,000 reports. conducted Inpursuit database January 1, 2000 to September 8, 2015 — No reports for a Dr. Benjamin Carson DOB 9/18/1951, Dr. Carson, Benjamin Carson or Ben Carson were located in reference to a armed robbery, aggravated assault or any other singular incident. One report referencing Benjamin Carson DOB 9/18/1951 was located. This is accident report, CC # 123C09383, for March 20, 2012 A search of Inpursuit database using the 300 Broadway was conducted. There are approximately 200 incidents. Arrest Viewer database cannot be query for responsive records without the name of a person arrested, Lotus Notes database ~ No criminal investigation was located where Ben Carson was identified. Incident _Index database 1987 to 1999 - No reports identified for a Dr. Benjamin Carson, Dr. Carson, Benjamin Carson or Ben Carson. There were multiple reports identified for Popeyes. No database search of any reports prior to 1987 can be run without a police report number.
