Rules and regulations

NPD / PTIL: Gives rules and regulations for offshore
oil activities.
But:
Does in general not regulate transportation or transfer
of installation.
Exception: Final positioning of platform. Gives main
consent for development and operation.
NMD: Safety on sea in general.
ISO/ NORSOK/ API / DNV: Standards,
recommendations, rules. Combine Authority and

EXECUTION OF MARINE OPERATIONS (1996)
DESIGN PRINCIPLES
The design shall be such that acceptable
safety is achieved. Considering:
Loss and damage of property
Loss of human lives or injury of human
health, and
Pollution or other damage to the environment
SAFETY LEVEL
Probability of structural failure < 1/10000 per
operation

y Identify relevant regulations, rules, company specifications, codes and
standards.
y Identify physical limitations.
y Overall planning of operation,
y I.e. evaluate operational concepts, available equipment,
limitations, economical consequences, etc.
y Develop a design basis.
y Describing environmental conditions and physical limitations
applicable for the operation.
y Develop design brief.
y Describing activities planned in order to verify the operation, I.e.
available tools, planned analysis including methods and
particulars, applicable codes, acceptance criteria, etc.
y Carry out engineering and design analyses.
y Develop operational procedures.
