Article1 TheseEnforcementRulesareinaccordancetothestipulationsin
Article41oftheUNIVERSITYACT(hereinafterreferredtoasthe
Act)Article31.
Article2 UniversitiesreferredtoinArticle2oftheActshallinclude
independentcolleges,whichmaysetupdepartmentsor
independentgraduateschools.
Independentcollegescomplyingwiththestipulationsinrelated
educationallawsandregulationsmayapplytorenamethe
universitiesinaccordancewiththestipulationsinParagraph2of
Article4oftheAct.
Article3 InteruniversityresearchcentersreferredtoinArticle6oftheAct
shallmeanresearchorganizationsestablishedbymorethan2
universitiesjointlyinordertodevelopkeyresearchfieldsandto
centralizehumanresourcesandequipment.
Article4 Aftermergerofuniversities,thenewlyestablisheduniversityor
thesurviveduniversityafterthemergershalltakeovertherights
andobligationsoftheoriginaluniversities.
Aftermergerofauniversityandaacademicinstitutionwith
prevocationalclassesforprevocationaleducation,tomaintainthe
featuresandfunctionsoftheoriginalprevocationalclasses,
departmentsmaybeestablisheduponapprovaloftheMinistryof
Educationifnecessary.
Fornewlyestablisheduniversitiesaftermerger,incaseofpublic
universities,theMinistryofEducation,shallappointacting
presidents,foruniversitiesofmunicipalities,counties(cities),the
governmentsofmunicipalities,counties(cities)shallappoint
actingpresidents,incaseofprivateuniversities,theboardsof
directorsshallappointtheactingpresidentsinaccordancewith
Article10oftheActtilltheuniversitiesappointtheirpresidents.
Article5 Universitiesshallappointpersonneloutoftheiruniversitiesas
DeputyPresidentsreferredtoinParagraph1,Article8oftheAct.
Article6 (Deleted)
Article7 Independentgraduateschoolsestablishedbyauniversityin
accordancewithParagraph1,Article11oftheActshallnotbe
similartocollegesordepartmentsoftheuniversity.

Graduateschoolsestablishedbyauniversityinaccordancewith
Paragraph1,Article11oftheActshallnotbethesameorsimilar
todepartmentsofthecollegeinnature.
Article8 CreditcoursesreferredtoinParagraph2,Article11oftheAct
shallmeanthedesignandcombinationofinterdepartmental,
interinstituteorintercollegecoursesinspecialfields;degree
coursesreferredtooftheActshallmeandesignandcombination
ofinterdepartmental,interinstituteorintercollegecoursesin
specialfieldsthatawarddegrees.
Tooffercreditcoursesordegreecourses,universitiesshallbe
equippedwithrelateddepartments,graduateschoolsorcolleges
asbasisandshallhaverecoursesliketeachers,teachingspace
andequipmentprovidedbythedepartments,graduateschoolsor
colleges.
Educationalcoursesshallbetransactedinaccordancewiththe
TeacherEducationActandrelatedlawsandregulations.
Article9 TooffercreditcoursesinaccordancewithParagraph2,Article11
oftheAct,universitiesshallholdmeetingsonacademicaffairsat
universitylevelforapproval;Establishmentofcreditcoursesof
specialfieldsinvolvingthecontrolmechanismfortrainingof
humanresourcesstipulatedbyrelatedagenciesofthe
government,universitiesshallbereportedtotheMinistryof
Educationforfuturereference.
Creditstocompleteforcreditcoursesshallbedefinedby
universitieswithregardtotheintegrityofthedesignofthe
curriculum.
Article10 Methodsforuniversitiestoofferdegreecoursesinaccordance
withParagraph2,Article11oftheAct,universitiesareasfollows:
1.Degreecoursesofrecruitmentoutwardsdirectlyorby
universitiesorcollegesshallbebroughtintothequotaplanof
addedandadjustedcolleges,departments,graduateschoolsas
wellastheplanningofcoursesandquotaofstudentrecruitment,
whichshallbereportedtotheMinistryofEducationforapproval
beforeimplementation.
2.Degreecoursesprovidingtransferofstudentsduringtheterm
ofstudyordoubledegreesshallbeimplementeduponthe
approvaloftheacademicaffairsmeetingsandbereportedtothe
MinistryofEducationforfuturereference.However,degree
coursesofspecialfieldsconcerningthecontrolmechanismfor
trainingofhumanresourcesstipulatedbyrelatedagenciesofthe
governmentshallbereportedtotheMinistryofEducationfor
approvalbeforeimplemented.Creditsrequiredforgraduationof
degreecoursesaswellasotherproceedingstofollowshall
complywithstipulationsfordifferentlevelsofdegrees.
Universitiesshallpublishnamesofdegreecoursesornamesof
thedepartments,schoolsandcollegesthathavebeencrossedon

diplomasofdegreecourses.
Article11 Toaddoradjustcolleges,departments,graduateschoolsaswell
asdegreecoursesandquotaofstudentrecruitmentoutwardin
accordancewithArticle12oftheAct,universitiesshallreportto
theMinistryofEducationapproval;theplanningandresultsof
implementationshallbetrackedandassessedbytheMinistryof
Educationasbasisfortheapproval.
Article12 Definingstandardsforcolleges,departments,institutesand
degreecoursesofauniversityreachingacertainscalewithheavy
academicaffairsreferredtoinParagraph3,Article13oftheAct
shallbestipulatedintheorganizationregulationsofthe
universities.
Agenciesreachingacertainscalewithheavyacademicaffairs
referredtoinParagraph3,Article14oftheActshallmeanfirst
leveladministrativeunitsinuniversities;thedefiningstandards
shallbestipulatedbytheMinistryofEducation.
Article13 AnyuniversitiesequippedwithaMilitaryEducationOffice
accordingtotheorganizationprocedureshallallocateadirector
andseveralmilitarytraininginstructorsandnursingteachers;the
directorshallbeselectedbythepresidentfrompersonalwith
sufficientqualificationsorfrom2or3militarytraining
instructorsrecommendedbytheMinistryofEducation.
Article14 Universitiesshallformulatethestaffquotaplanforuniversity
teachersandstaff,nationalorprivateuniversitiesshallreportto
theMinistryofEducationforapprovalbeforeimplementation;
thatofuniversitiesofmunicipalities,counties(cities),the
governmentsofmunicipalitiesandcounties(cities)shallbe
transactedinaccordancewithstipulationsofthemunicipalities
andcounties(cities).
Article15 (Deleted)
Article16 TheacademicaffairsmeetingsreferredtoinArticle15oftheAct
shallbeheldandpresidedbythepresident.
Otherattendantsorattendantsasnonvotingdelegatesreferredto
inParagraph1,Article15oftheActshallincludeacademicand
executiverepresentatives;thedefiningmethodsandproportion
ofattendantsorattendantsasnonvotingdelegatesofthemeeting
shallbestipulatedintheorganizationprocedureofthe
universities.
Article17 ForthelongtermengagementstipulatedinArticle18oftheAct,
thetermofengagementshallbedefinedbytheuniversities,and
stipulationsfordismissal,suspensionandrefusalof
reengagementshallbespecifiedinaccordancewiththeTeacher
ActandArticle21oftheActonappraisalofteachers.
Article18 Basicteachinghoursoffulltimeuniversitiesteachersshallbe
stipulatedbytheuniversities.

Article19 Universitiesshallformulatestipulationsofrecruitmentin
accordancewithParagraph1,Article24oftheAct,whichshallbe
reportedtotheMinistryofEducationforapprovalbeforebeing
formulatedintotheStudentRecruitmentRegulations.
Stipulationsofrecruitmentreferredtointhepreceding
paragraphandproceedingsconcerningtheinterestsofthe
examineesshallbespecifiedintheStudentRecruitment
Regulations.
Toentrustacademicorganizationsorcorporatebodiesfor
carryingoutrelatedbusinessesofexaminationinaccordance
withParagraph2,Article24oftheAct,recruitmentcommittees
orjointboardsofuniversitiesshallsigncontractswiththe
aforesaidacademicorganizationsorcorporatebodies.
Article20 Torecruitstudentswhohavealreadyobtainedthebachelors
degreeorassociatesdegreetostudyforthebachelorsdegree,
universitiesshallshortentheirtermofstudyinaccordancewith
Paragraph2,Article26oftheAct.
Studentsstudyingforthebachelorsdegreecompletingthe
creditsrequiredforgraduationwithexcellentgradeswithinthe
stipulatedtermofstudymaybeallowedbytheuniversitiesfor
advancedgraduationinaccordancewithParagraph2,Article26
oftheAct.
Article21 Termofstudyforeachlevelofdegreeaswellastherequirements
andapplicationprocedureforreductionorextensionoftheterm
ofstudystipulatedinParagraph1through4,Article26oftheAct
shallbelistedintheacademicrules.
Article22 Creditsrequiredforgraduationofabachelorsdegreestipulated
inParagraph5,Article26oftheActshallnotbelessthan128
creditsfora4yeartermofstudyforabachelorsdegree;for
termofstudyotherthan4years,thecreditsrequiredshallbe
extendedorreducedaccordingtotheterm.
Tocarryouteducationalexperiments,universitiesshallreport
theprogramstotheMinistryofEducationtoapprovethe
reductionofcreditsstipulatedintheprecedingparagraph.
Creditsrequiredforgraduationandconditionsforgraduation
shallbelistedinacademicrulesofuniversities.
Article23 ThecalculationofcreditsforuniversitiesreferredtoinParagraph
5,Article26oftheActshallfollowtheprinciplethat18teaching
hoursshallbeequalto1credit.
Calculationofpracticalcreditsshallbestipulatedbythe
universities.
Article24 Universitiesshallplanthecurriculumaccordingtotheirfeatures
ofdevelopment,whichshallbeapprovedbyrelateduniversity
levelmeetingsbeforeimplementationandshallbereviewedor
amendedregularly.

Whenuniversitiesholdmeetingsonplanningthecurriculum,
studentrepresentativesshallparticipateinthediscussionon
relatedresolutions;incasetheamendmentforthediscussed
curriculuminfluencesthecreditsrequiredforgraduationandthe
calculationofcreditsstipulatedinParagraph5,Article26ofthe
Act,itmustbepublishedtothestudents.
Article25 Universitystudentsminorstudyinotheruniversities,studyof
doubledegrees,courses,andinteruniversityoptionalcourses
shallbeapprovedbythestudentsuniversityorother
universitiestheystudy.
Universitiesshalldefinethechargingstandardforstudents
minorstudy,studyofdoubledegrees,courses,and
interuniversityoptionalcoursesindependently.
Article26 ThemembershipfeechargedbytheStudentUnioninaccordance
withParagraph3,Article33oftheActshallbelimitedtothat
relatedtothehandlingofthestudy,lifeofstudentsand
proceedingsdirectlyrelatedtotheirinterests.
ThemembershipfeechargedbytheStudentUnionorbystudents
inthenameoftheStudentUnionshallnotbeprerequisiteforthe
completionofenrollment.
Article27 Inordertoactivelymakeuniversityaffairsinformationpublicly
available,inaccordancewiththestipulationsofArticle39ofthe
Act,universitiesshallspecifywhichinformationcanbemade
public,inwhatmannerandform,andtheapplicationprocedure
foraccessingsuchinformation,andeachuniversityshallestablish
adedicatedpublicinformationareaontheuniversityswebsite
andshalldesignateauniversityofficeorstaffmemberto
regularlyupdateandmanageit.
Theuniversityaffairsinformationreferredtointhepreceding
paragraphincludesbasicstatisticsandtrends;informationabout
auniversitysgovernance,structureandprograms,anditslong
termdevelopmentvision;itsperformance,andtheresultsof
assessmentsandreviews;wheregraduatessubsequentlygo,and
achievementsofalumni;financialinformation,tuitionandother
fees;anddetailsoffinancialsupportavailable.
Article28 TheseEnforcementRulesshallbeeffectiveasofthedateof
promulgation.
