Oshkosh Police Chief Finalists Selected


Meet and greet planned; Interviews scheduled
(Oshkosh, WI) The Oshkosh Police and Fire Commission have selected five finalists to interview
for its impending Police Chief vacancy. After a nationwide search, the city received
approximately 20 applicants for the position. They selected the following five candidates as
finalists (listed alphabetically):

Aaron Goldstein
Aaron Goldstein, currently Captain of Police for the Fond du Lac Police Department, Fond du
Lac, Wisconsin, has over 17 years of law enforcement experience with 10 years as a
supervisory and command level officer. Mr. Goldstein earned a Bachelors Degree from Ripon
College, a Masters Degree from Silver Lake College, has attended the National Fire Academy
and the Penn State Police Executive Development Program.

Kurt Leibold
Kurt Leibold, currently Assistant Chief of the Milwaukee Police Department, Milwaukee,
Wisconsin, has 25 years of law enforcement experience with 19 years as a supervisor and six at
the executive level. Mr. Leibold has earned a Bachelors degree from Concordia University, has
attended the Senior Management Institute for Police, as well as Northwestern University School
of Police Staff and Command.

Aaron Raap
Aaron Raap, currently Captain of Police for the Milwaukee Police Department, Milwaukee,
Wisconsin, has 23 years of law enforcement experience, with 14 years as a supervisory and
command level officer. Mr. Raap earned Bachelor and Masters Degrees from Marian University,
has attended the Senior Management Institute for Police, Northwestern Universitys School of
Police Staff & Command, as well as Northwestern Universitys Senior Management Leadership
Program.

Dean Smith
Dean Smith, currently Deputy Chief of Police for the Suffolk Police Department, Suffolk Virginia,
has 27 years of law enforcement experience, with over 16 years as a command level officer.
Mr. Smith has earned Associate and a Bachelors degrees from Herzing University, has
attended the University of Richmonds Professional Executive Leadership School, and is a
graduate of the FBI National Academy.

Jeffrey Trotnic
Jeffrey Trotnic, currently Chief of Police for the Onalaska Police Department, Onalaska
Wisconsin, has 27 years of law enforcement experience as a command level officer. Mr. Trotnic
has earned a Bachelors Degree from Missouri Southern State University, a Masters Degree
from Central Missouri State University, has attended the FBI National Academy as well as the
Southern Police Institute.
The Commission has planned a meet and greet for November 16th from 5-7 p.m. in the
Oshkosh Convention Center Riverside Room. The meet and greet is designed to be an open
house and will be an opportunity for the candidates to meet and interact with Oshkosh citizens.
An extensive interview process has also been scheduled for November 17th. In addition to
interviews they will conduct, the Commission plans to hear from three additional panels of
interviewers representing diverse and pertinent backgrounds. Those panels will include a
Community Panel, a Technical/Peer Panel, and an Employee Panel.

It is the Commissions goal to secure a candidate that will be able to begin their assignments in
