Self-proclaimed tea party
demonstrators, infuriated by
President Barack Obama’s
health care legislation,
shouted “nigger” at Georgia
Congressman John Lewis
as he walked into the U.S.
Capitol building on March
20. Lewis is a civil rights
icon who was severely beaten
during an Alabama march in
the 1960s.
According to a report
from McClatchy Newspapers,
lawmakers said protestors
also shouted obscenities
at other members of the
Congressional Black Caucus
(CBC).
“They were shouting, sort
of harassing,” Lewis said in
an interview. “But, it’s OK,

reminded me of the ‘60s. It
was a lot of downright hate
and anger and people being
downright mean.”
Lewis said protestors were
also yelling, “Kill the bill, kill
the bill,” and he responded,
‘I’m for the bill, I support the
bill, I’m voting for the bill.”
Protestors were later heard
chanting, “Kill the bill, then
kill the nigger.”
Rep. Emanuel Cleaver,
D-Mo., told McClatchy
Newspapers he was a few
yards behind Lewis and
clearly heard the word
“nigger.”
“It was a chorus,” Cleaver
said. “In a way, I feel sorry
for those people who are
doing this nasty stuff. They’re
being whipped up. I decided
I wouldn’t be angry with any
of them.”

Mikki Taylor, ESSENCE
magazine’s longtime beauty
and cover director, recently
announced she will retire
after 30 years at the storied
publication, according to
a statement issued by the
magazine.
As of March 31, Taylor
will contribute to ESSENCE
as editor-at-large and will
work with Greg Monfries,
creative director, on
magazine cover concepts,
photo sessions and celebrity
projects.
“I am thrilled to continue
to serve women of color
in my new role as Editor-
at- Large, with innovative
platforms that showcase our
beauty,” said Taylor in a
statement. “Without a doubt,
this is the most exciting
period in the history of Black
women ever and I look
forward to this new threshold
in my career that will allow

Study: Blacks, Latinos
at Higher Risk for
Alzheimer’s Disease
According to a new study
released by the Alzheimer’s
Association, African
Americans and Hispanics are
at a higher risk for developing
Alzheimer’s disease.
However, African
Americans are more likely to
develop the crippling form of
dementia than any other race.
According to the report,
older Black Americans are
nearly twice as likely to
acquire Alzheimer’s than
Whites in the same age group.
Hispanics are roughly 1.5
times more likely than Whites
to develop the disease, the
study found.
However, study leaders
were unable to determine
why the disease has such
devastating effects on people
of color. The report said
existing conditions like
hypertension and diabetes,
which are also more common
in Black and Hispanic
communities, may contribute
to the prevalence and severity
of Alzheimer’s in these
groups.
“Likewise, lower levels
of education and other socio-
economic characteristics that
are associated with increased
risk for Alzheimer’s disease
and other dementias are more
common in older African
Americans and Hispanics than
in older whites,’’ the report
added.
Senate Seeks to
Lessen Crack, Cocaine
Conviction Disparities
The U.S. Senate approved
a bill to reduce the disparities
in sentences given to people
convicted of crack and
powder cocaine charges
last week. But according to
BlackAmericaWeb.com, some
legislators are questioning
whether the bill fully
addresses the problem.
“What we have is
progress, it’s not justice,”
Jennifer Bellamy, criminal
justice legislative counsel of
the American Civil Liberties
Union (ACLU), told the Web
site. There still is no reason to
say that crack and cocaine are
different.
A person convicted of
crack possession receives the
same mandatory jail sentence
as someone with 100 times
the amount of powder cocaine
under the Fair Sentencing
Act of 2009. However, crack
is more popular in Black
communities and the Fair
Sentencing Act has landed
a large number of African
Americans in jail for longer
periods of time.
Under the new bill, which
was approved by a voice
vote, the ratio would be
reduced to 18 to 1. The Senate
unanimously approved the bill
and according to Bellamy, the
move shows that Congress is
ready to address various racial
and economic disparities
facing the country.
The ACLU will lobby
House members to completely
eradicate crack and powder
cocaine sentencing disparities.
Howard Student
Drowns While On
Spring Break
The Howard University
family is mourning the death
a 22-year-old student from
Baltimore who drowned last
weekend.
According to a statement
issued by the university,
Davon Green Franklin died
in Cancun, Mexico, while
on spring break with friends.
“The student body, especially
those knew him well, is
particularly distraught,” the
statement read.
Franklin was a member
of Kappa Alpha Psi at the
university and was due to
graduate in May. He had
been looking to further his
education by enrolling in
divinity school. “He was a
young man, but he was very
responsible,” said Norman
Grant, who was Franklin’s
fraternity brother.

Following word of the
drowning, many of Franklin’s
fellow students cut short their
break to return to campus in
his honor. According to his
mother, who was interviewed
by a local TV station, at the
time of the incident Franklin
had been on some type of
floating device and had gotten
a cramp in his leg.
“And he basically went
underwater,” she said, adding
that, “I will remember his
smile. I will remember his
wisdom that was measured
beyond his years.”

Franklin drowned March 14
in the ocean in Cancun.
Franklin’s funeral took
place March 23 at Morning
Star Baptist Church in
Catonsville, Md.
Howard students are also
in the process of planning a
memorial service.

recent report. But, it needs
to be better, given that the
number of documented
cases still hovers at
epidemic proportions, said
the spokesman for a local
advocacy group.
“What the city emphasized
surrounding the reduction
in new AIDS cases is a very
good sign of progress,” said
James Jones, an official with
D.C. Appleseed. “But, when
you look at the numbers – 3.2
percent of the population
[having contracted] HIV or
AIDS – we still have a very
long way to go.”
Jones added that many
of the people who are at risk
have been difficult to reach.
“Or at least we haven’t done
a great job of reaching them,”
he said. “And their numbers
are clearly unacceptable.”
According to the report,
which is an update to the
city’s 2009 epidemiology
disclosure, the number of new
HIV/AIDS cases diagnosed in
2009 fell by 33 percent.
The U.S. Centers
for Disease Control and
Prevention has defined an
HIV/AIDS epidemic as severe
when contraction of the
disease among residents of
a specific area has exceeded
1 percent. But District of
Columbia Health Department
Director Dr. Pierre Vigilance
said AIDS cases in the city
have been in the decline
since last year, resulting in
a decrease in the number of
related deaths.
“[The decline] is indicative

of people who are progressing
from HIV to AIDS, which is
a testament to the fact that
many more people have been
able to gain access to better
treatment and are potentially
more compliant with their
medications,” Vigilance said
in a recent interview.
He said however, that the

over the age of 12 are living
with HIV or AIDS – is the
increase of AIDS cases among
young people, particularly
victims as young as 12.
“It’s definitely an

County Executive Candidates Spar Over Campaign Finance

Controversy over Rushern Baker’s campaign finance has
become the first big issue of this year’s election season. While
Baker may have formally announced his candidacy for Prince
George’s County executive on March 17, controversy had been
following him well beforehand.
In January, Baker posted a $206,000 campaign contribution,
but at the time there was no explanation given as to where the
money came from. It has since been disclosed that the funding
came from Renters Finance Corp., an extension of Southern
Management Corp.
The money came from a slate set up by Baker called County
1 Now. According to Maryland’s Board of Elections, the slate
was formed in conjunction with Del. Barbara Frush (D-Dist. 21)
and Tawanna Gaines (D-Dist. 22), both seeking re-election.
Unlike individual and business contributions, slates aren’t
bound by the same restrictions. However, $206,000 was seen
as a large chunk of money by some candidates.
“When I received the campaign finance reports I was
shocked,” said Del. Gerron Levi (D-Dist. 23A), one of Baker’s
opponents in the race for county executive. “That’s a lot of
money, more than we typically see in Prince George’s County.”
However, the bigger issue according to Levi, was the timing
of when the sum of money was disclosed. She believes Baker
found a loophole in the election law. She says the slate was
set up two days after campaign committees were required
by law to receive a reminder notice to file their campaign

money to Baker without reporting the source of the money until
the next campaign finance reporting period in August.
Levi says she believes it was a deliberate attempt to get
around disclosing where the money came from. But Baker
denies those claims. “We formed the slate so that I would be
able to reach more people with my message,” Baker told the
AFRO. “My goal is to run a transparent campaign. I’m not
hiding anything.”
However the controversy has led Levi to introduce a new

Baker released a statement last week in support of the
legislation saying, “I have always supported disclosure of
campaign finance information and I believe the citizens of

Baker told the AFRO that he would be releasing campaign
finance reports every 60 days on his own accord.
“My only issue is that if I have to disclose my finances,
everyone else should too,” he said. “I challenge my
competitors to join me in disclosing their finances every 60
days. Every candidate should undergo the same scrutiny.”
Baker says he just wants to get back to the task at hand,
which is running his campaign.
“Throughout all of this I’ve still been visible in Prince
George’s County,” he said. “I’m not just saying what I will
do; I’m showing people what I will do. I’ve been working to
improve education; I was out there helping seniors dig out of
the snow. These are the types of things I’ll be doing as county
executive.”
Baker and Levi are being joined in the county executive
race by Prince George’s County Council members Samuel
Dean (D-Dist. 6) and Tony Knotts (D-Dist. 8); Sheriff Michael
A. Jackson and Henry C. Turner Jr., chair of Prince George’s
County’s Commission for Veterans.
Only Jackson has agreed to take Baker’s 60-day pledge thus
far.

evaluated 30- to 60-year-old
patients with Type II diabetes.

plaguing Americans today, it is essential for
senior citizens to protect their bodies against
age-related illnesses that could stymie their
golden years.
“It is so important for seniors to take
care of themselves,” said Tianna Feaster, a
personal chef and blogger for Essence.com.
“I recently lost my father to heart disease,
so senior health is an issue that hits close to
home.”
Diet is an essential part of good health,
she added. “The proper diet can not only
help fight off some of the various ailments,
but it can also provide extra nutritional
benefits which are important later in life.”
Here, Feaster shares some of her very
own healthy recipes that seniors can try at
home:
Lemon Herb Tilapia
Ingredients
1 lemon
1/4 tsp. lemon zest
1/4 cup chopped fresh herbs (parsley,
cilantro, thyme)
4 skinless tilapia fillets (about 4 oz each)
Kosher salt and freshly ground black pepper
2-3 tbsp. extra-virgin olive oil
Directions
Mix the herbs and lemon zest on a plate.
Sprinkle the fillets with salt and pepper and
coat both sides of each fillet with herbs,
pressing them onto the fish.
In a large (12-inch) nonstick skillet, heat

in securing the 219-212 vote that turned dream into reality,
Vice President Joe Biden praised Obama for his willingness to
pursue change despite opposition.
“Mr. President, you’ve done what generations of not just
ordinary, but great men and women, have attempted to do,”
Biden said. “You have turned the right of every American to
have access to decent health care into reality for the first time in
American history.”
Later, in more succinct terms, Biden whispered to the
president in comments not meant to be overheard, “This is a
big [expletive] deal.”
And it is a big deal—for the president, Democrats and the
American people, said political analyst Ron Walters.
“It’s a huge victory in terms of the scope of the legislation
and politically,” Walters said. “When you look at the forces
arrayed against the president and the Congress—the emergence
of the tea party, unanimous disapproval of the Republicans in
Congress, the sliding scale of the president’s approval rating—
he faced some extremely formidable odds.
“To get something like that passed in this kind of political
environment is truly remarkable. It gives the president
something to campaign with.”
More importantly, it gives the more than 30 million
uninsured Americans—especially African Americans who
disproportionately lack access to health insurance as well as
quality health care—hope.
“This isn’t radical reform,” the president averred in his
remarks after the bill was passed Sunday. “But it is major
reform. This legislation will not fix everything that ails our
health care system. But it moves us decisively in the right
direction. This is what change looks like.”
That change will take place in phases, according to
administration officials.
“The cracks in our health care system have
been widening for a long time and they’re
not going to be closed in one day or even
the first year.”
“All these changes don’t happen overnight,” Health
Secretary Kathleen Sebelius told reporters in a March 22
teleconference. ‘The cracks in our health care system have been
widening for a long time and they’re not going to be closed in
one day or even the first year.” But, she added, the department
will be moving “quickly but carefully” now that the bill is
signed.
Some reforms effective this year are:
• Tax credits of up to 35 percent of premiums to small
businesses who offer coverage to employees.
• Adults, uninsured because of pre-existing conditions, will
have access to affordable insurance through a temporary high-
risk pool.
• Beginning closure of Medicare Part D donut hole with
a $250 rebate to Medicare who hit the gap. In 2011, the bill
institutes a 50 percent discount on prescription drugs in the
donut hole.
• New private plans have to provide free preventive care: no
co-payments and no deductibles for preventive services. By
Jan. 1, 2011, Medicare will do the same.
• Insurance companies banned from excluding children with
pre-existing conditions from coverage.
• Young people can remain on their parents’ insurance
policy until they’re 26.
• Discrimination based on salary outlawed.
• Insurers banned from dropping sick people from coverage,
and from implementing lifetime caps on coverage.
For African-Americans, health advocates say, the laws’
benefits are profound. Blacks are 19 percent uninsured (7
million); bear a disproportionate toll of chronic illnesses (48
percent compared to 39 percent in the general population) and
suffer from health care disparities despite spending a higher
percentage of their income on health care costs (16.5 percent)
compared to their White counterparts (12.2 percent).
Increased funding for community health centers and new
investments to increase the number of primary care doctors,
nurses, nurse practitioners and physician assistants—both
beginning in the next fiscal year—will have the biggest impact
on disadvantaged communities in rural and urban areas such as
Washington, D.C.
In the District, the bill provides up to $54.6 million to 42
community health centers and relieves uncompensated care by
$69 million at the city’s health facilities.
Additional benefits for the District include: lower costs
for the 62 percent of D.C. residents who have insurance and
for the newly insured due to capped out-of-pocket costs and
other cost-saving means; access to health care for the 134,000
uninsured families and 17,300 small businesses when the
health insurance exchanges are established; 67,000 youths can
share their parents’ insurance; 5,600 residents with pre-existing
conditions cannot be denied coverage; and free preventive care
and prescription drug discounts for the 75,000 seniors receiving
Medicare.
The city will also be relieved of a $50 million tab used to
fund the D.C. Health Alliance for people who don’t qualify for
Medicaid but cannot afford insurance.
These end results justified the effort invested in passing
health reform, Norton said in a statement.
“The many hours I put into the health care bill have been
more than worth it.”

and we say they really don’t
mean it because, God forbid,
how dare they disagree

the left and right are guilty
of doing that. If you look
at my record over the last
seven years in Congress, I’ve
consistently been one of the
most moderate Democratic
members of Congress.”
But political analyst and
University of Maryland
professor emeritus Ron
Walters said Davis’ “no” vote
is “plain and simple politics.”
“He’s running for governor
in a conservative state that is

point,” Walters said.
Despite claims that Davis
is asserting his stance as a
moderate Democrat only
to appease the statewide
electorate in his bid for
governor, the Alabama

independent judgments, and
sometimes that puts me in the
political center and not on the
left or right,” he told FOX6.
For other constituents,
opposition to the bill may
be motivated by factors
other than political gain.
With no Republican support
and numerous Democrats
rejecting the bill, some
political pundits believe
congressional leaders are
making decisions based on
their own biases.
“A lot of this opposition
is—it’s racially motivated,”
Walters added. “This health
care bill is going to be good
for a lot of Republican
districts.”
In Maryland, only
Roscoe Bartlett (R) and
Frank Kratovil Jr. (D) voted
against the health care
measure.
Other congressmen
changed their vote days
before the House passed the
historic health bill.
While Congressman Jim
Cooper, D-Tenn., supported
the Senate version of the bill,
which passed the House on
Sunday, he voted against the
Reconciliation Act, an add-on
to the bill.
Rep. Daniel Lipinkski,
D-Ill., voted against the
Senate bill, claiming it would
fund abortion and raise
the deficit, but supported
the Reconciliation Act.
Meanwhile, Massachusetts
Democrat Stephen Lynch also
voted against Senate bill but
supported the Reconciliation
measure.

ACORN’s board decided
to close remaining state
affiliates and field offices by
April 1 because of falling
revenues, with some national
operations will continue
operating for at least several

For years, ACORN could
draw on 400,000 members to
lobby for liberal causes, such
as raising the minimum wage
or adopting universal health
care. ACORN was arguably
most successful at registering
hundreds of thousands of
low-income voters, though
that mission was dogged by
fraud allegations, including
that some workers submitted
forms signed by ‘Mickey
Mouse’ or other cartoon
characters.
“[Conservatives] have
really devastated this 40 year
old organization,” Lewis said.
“We are going to continue
to be the voice that we have
been. We can certainly call
it like we see it in terms of
issues that affect poor and
Black people in the country.”

plan for increasing jobs:
funneling funds to local
governments and other
entities to hire unemployed
persons, providing low-
interest loans to businesses
located in high unemployment
areas, creating green job
zones in areas of high
unemployment; expanding
the youth summer jobs
program and creating urban
job academies to train and
employ the chronically
unemployed.
The seminal report, which
is often cited by lawmakers,
scholars and journalists,
also featured its Equality
Index, which measures
Black-White progress on five
factors: social justice, health,
education, civic engagement
and economics.
In its first one-year
uptick in the past four years,
the overall Black-White
comparison moved from
71.2 percent in 2009 to 71.8
percent, a change driven
by the increase in civic
engagement (97.6 percent
in 2009 to 102.2 percent in
2010) mostly due to the Black
voter turnout in the 2008
presidential elections. The
other four indices remained
largely unchanged. Social
justice (57.2 to 57.1 percent)
and economics (stagnant
at 57.4 percent) topped the
categories with highest
inequality. Health (76.8 to 77
percent) and Education (77
to 77.6 percent) followed in
terms of inequality.
The biggest change was
the first-time inclusion of a
Hispanic-White index. “It
was in high demand,” said
Morial of the reasons for
including the statistics. He
added, “They’re (Latinos)
such an important part of
the population of the United
States that you can’t give a
complete picture of equality
anymore simply looking at
Blacks and Whites.”
The 2010 Hispanic
Equality Index stands at
75.5 percent. The indices for
each of the categories are
economics, 61 percent; social
justice, 62.4 percent; civic
engagement, 71.9 percent;
education, 76.5 percent and
health, 103.4 percent.
The inclusion of a
Latino assessment is not
that surprising given the
challenges they share with
African Americans, including
joblessness.

Winning The Good Fight
There is something almost mythic about winning the good fight. Seeing our new president
going against the fire-breathing GOP with attacks coming likes waves against a beach and
coming out the victor is awe-inspiring. Almost like his election …
On March 23, President Barack Obama signaled the trouncing of the GOP dragon by signing
into law, the most comprehensive public health care legislation since Medicare was established
in 1965. And while the dragon is not dead, it is no doubt stunned that its tactics of fear,
divisiveness, hate and threats didn’t derail the Democrats from a massive movement to ensure,
as the president said in his remarks at the bill signing, “the core principal that everybody should
have some basic security when it comes to their health care.”
The Patient Protection and Affordable Care Act, now law, changes the landscape of health
insurance in this country, protecting the American people and guaranteeing all citizens have
access to affordable insurance coverage.
With this act, the president has made good on his promise to the American people and has left
his mark of significant and historic change on the landscape of American life.

Navy, Union Allow Discrimination
Below you will find a list of discriminatory
practices allowed by both the United States
Naval Academy and the Federation of the
Government Employees Union 1923.
1. Failure to allow these employees to join a
labor union without being retaliated against.
2. Failure to offer equal opportunities to
these employees. The chains are not visible but
they are there.
3. Sexual harrassment to both female and
male employees by management and tolerated
by the Naval Academy.
4. Extortion by Officer Club management
selling Naval Academy shirts to employees
when they were supposed to receive them for
free.
5. The use of insulting language by
management to address certain employees.
6. Tolerating a hostile and dangerous work
place by allowing employees to bring a deadly
weapon to work and allowing this employee to
threaten to cut another employee.

History Can Be Yours ...
Democracy in action! The Democratic Party
(Congress) can make history, not Obama, if they
pass health care reform. However, the GOP has
used fear and suspicion again (Democrats in
Congress told they will lose their job if reform
is passed) with warnings and predications of a
November 2010 “wipeout” at the polls. If the
Democrats in Congress think and know that the
reform bill is good for the country (and I do),
they should vote for it regardless of the GOP
so called predications. Why can the GOP use
reconciliation to pass their bills but its wrong
when the Democrats want to use it?
The Democrats have been “caving in” to the
GOP for the last two years. Democrats should
let the country know about one important fact
- the federal government operates a managed
system called Veterans Affairs which provides
one of the best health care systems in the
country. The VA in terms of quality, innovation,
efficiency, safety, cost effectiveness and patient
satisfaction is far above many other systems in
the country.
Polling has caused Congress to do only
legislation that will sell in the next election.
Democrats in congress stop your “self-
preservation” and do what you promised in the
last election.

to what defending the US Constitution means.
We have men and women dying over seas
supposedly bringing freedom to others while

to the fact that Obama was elected because

mandatory health insurance. Now you will be
looking down the barrel of a gun if you don’t
have the kind of health insurance strategy some
unelected person deems appropriate. Obama

Need Gang Crackdown, Blame MD
Officials
Lawmakers in Annapolis are scrambling
to pass a series of bills attempting to stem the
growing tide of gang violence across Maryland.
This mad dash for legislation to strengthen the
ability of law enforcement to identify, arrest
and prosecute Hispanic MS-13 and other gang
members begs the question, where have our
elected officials been on this issue?
Gang-related violence and rape, drug
dealing, prostitution, and crime are no strangers
to the law-abiding citizens of Maryland.
Seemingly new to the issue however are the
political leaders and law enforcement authorities
in Montgomery and Prince George’s counties.
No surprise that these two jurisdictions are
also the playground for the majority of illegal
alien Hispanic and other gang problems.
Unfortunately for surrounding Maryland
counties, the gang members do not respect
county lines.
Montgomery County Executive Leggett
and PG County Executive Jack Johnson have
taken a remarkably dishonest approach to public
safety, relying on illegal alien support groups
like CASA de Maryland to dictate the terms
for handling and arresting illegal alien gang
members. CASA has even lobbied Annapolis
against legislation implementing the screening
of all foreign nationals in our jails for fear of
possible “Hispanic discrimination.”
Jurisdictions in Virginia, with lower rates
of gang violence and fewer CASA-like groups,
have instead successfully partnered with federal
immigration and law enforcement authorities.
As with economic development and lower taxes,
its time for Maryland to learn from our Virginia
neighbors.

Shouldn’t Claims of Racism Be
Gone?
We live in a nation that has a Black
president. His election was made possible due
to a large number of White voters who chose to
vote for him. In fact, without the White vote,
Obama could not have been elected. This should
have put to rest the constant cries of racism in
America. But, it hasn’t. If we disagree with our
president we are immediately labeled racist.
There is an old saying to the effect that
if you can’t stop the message, then shoot
the messenger. When people come up
with legitimate objections to our present
administration’s policies, there are those who
will shoot them down with the cries of racism.
Martin Luther King’s most famous dream
was that there would come a day when people
would not be judged by the color of their skin,
but by the quality of their character. The policies
of an administration represent the character of
that administration. The constant cries of racism
are doing more to destroy King’s dream than to
bring it to reality. In fact, if we are not allowed
to disagree with someone’s policy because of
his race, then King’s dream has died. It has
been shot down by the very people who will
support a person because of his race with no
consideration of his character.

The State of Black America 2010: Responding to the Jobs Crisis
(NNPA) - This week,
the National Urban League
released the 34th edition of
the State of Black America,
our annual assessment of
the economic and social
progress, or lack thereof,
within the African-American
community. The highlight of
the 2010 report is our yearly
Equality Index, measuring
the status of African
Americans, and for the first
time, Hispanics, relative to
Marc Morial Whites in five key areas:
economics, health, education,
social justice, and civic engagement. While this year’s report
appropriately focuses on the job crisis that has been especially
devastating to communities of color, I want to first take a few
moments to applaud the passage of the most important health
care legislation since the creation of Medicare in 1965.
Because of Sunday’s historic “Yes” vote in the House of
Representatives, 32 million Americans will be added to the
ranks of those who will finally have the protection and dignity
afforded by health insurance. That includes 1 in 5 African
Americans, 1 in 3 Hispanics and 1 in 10 Whites who don’t have
health insurance today.
But health care reform cannot be viewed in a vacuum. Most

that the victory was a narrow

deserting their party on this
vote. Never mind that not a
single Republican voted for
health care reform. It was
about time that the myth of
bipartisanship bit the dust,
about time President Obama
shrugged of the role of
Julianne Malveaux conciliator and healer and
embraced his mandate as
change agent instead. The passage of health care reform is the
first improvement in the social contract in a generation. It is
a victory for President Obama, House Speaker Nancy Pelosi
(D-Calif.), Majority Whip James Clyburn (D-S.C.), but mostly
for the American people.
To be sure, the legislation is imperfect. To paraphrase
the president, it is not radical reform, but it is reform.
While we will not have universal health coverage, about
95 percent of the population will be covered, up from 83
percent now. Congress will have the possibility of amending
current legislation to expand it, so that, in time everyone
will be covered. This compromise reflects compromises
in other social contract legislation, such as the minimum
wage, which excluded private household workers and farm
workers. Eventually, these workers were also covered by labor
Broadband Access Needed For African Americans’ Advancement
More Black Americans

More of us have to get with
the “modernized infrastructure” priorities President Obama
classifies as “a national broadband plan” and “new healthcare
information technology.” These industries are bellwethers for
America’s long-term economic stability and prosperity. Being
Internet-enabled provides life-changing benefits. There’s a
nationwide push to get the nation connected to affordable
high-speed Internet. These new technologies are increasingly
allowing Americans of all backgrounds, and walks of life, to
access the Internet at a fixed location, or on the go, and for
machines to communicate with one another with no human
intervention. High-tech as it may sound; broadband is high-
speed Internet and data access and can be simply defined as a
fast connection to the Internet that is always on.
More Blacks have to get hooked into wireless broadband.
Benjamin Hooks, former NAACP head and Federal
Communications Commission (FCC) member says, “For
underprivileged communities, high-speed Internet service is
critical for their advancement: socially and economically.”
Wireless broadband is transforming education, healthcare,
energy conservation, social services, civic involvement and
entertainment; and bring abundant benefits to consumers
and businesses alike. Hooks says America “has spent over
$100 billion to deploy high-speed systems” but, “wireless
broadband can only reach its full potential where there is
access for all to adequate and appropriate radio frequency
spectrum.”
The FCC is in the process of releasing a broad-reaching
broadband plan. Across America Blacks are on the “low
side” of the digital divide. Households with Internet access

Americans will continue to get their health insurance at work
and with 15 million people unemployed, African-American
unemployment at 15.8 percent and the Hispanic jobless rate at
12.4 percent, tackling the jobs crisis requires as much focus,
commitment and courage as health care reform. That is why
we have made it the cover story of this year’s State of Black
America.

comparison stands at 71.8 percent, compared to the revised
2009 index of 71.2 percent. The overall Hispanic Equality
Index calculates at 75.5 percent.
The 2010 Equality Index comparing the economic status of
Blacks and Whites is considerably lower at 57.4 percent. This
reflects an unemployment rate for Blacks that is double that
for Whites, a widening of the median household income gap,
and the sobering facts that less than half of African-American
families own a home compared to three quarters of White
standards legislation, although the struggle continues to treat
these workers fairly.
It occurs to me that the very tea party protestors who so
strongly protested the passage of health reform might be prime
beneficiaries of it. After all, the racist and homophobic epithets
showered on Congressmen Emmanuel Cleaver, Barney Frank
and John Lewis were a reprehensible example of the biases
that many in the tea party bring to the table. They aren’t so
much against health reform as they are against folks they
chose to describe in words Congressman Clyburn says he had

not heard since the ‘60s. Their language reveals the origins and
intent of the tea party movement. It also suggests that these
folks need a health care intervention.
Racism is, after all, a disease. For these tea party members
it is a pre-existing condition. My tongue is only partly planted
in my cheek when I suggest that these folks need every
provision of this new health reform legislation to get the
mental health services that they need to overcome their racism.
It cannot be healthy for people to work themselves up into
such frenzy that they spit on legislators and shower them with
epithets. Congressman Emmanuel Cleaver (D-Mo.) is a more
magnanimous soul than I. From my perspective, the spitter
should have been prosecuted to the full extent of the law.
The tea party ugliness does not detract from Sunday night’s
have greater access to commerce, education, health care,
entertainment and communication. Tech-connected families
receive more health and life-style information. Individuals
with Internet access have more opportunities to work from
home. Small business owners with Internet access are better
able to reach and expand their customer base. Internet access
increases awareness and access to government services.
Questions abound as to whether broadband services
are being deployed in ways that allow all Americans to

More emphasis and attention are needed toward creating a
national broadband plan that recognizes the different social
and demographic segments, such as race and ethnicity,
educational attainment, income, and geography.
Do different population segments use different access
networks (wire line versus wireless) and devices differently?
An April 2009 survey by the Pew Research Center’s Internet
& American Life Project shows 63 percent of adult Americans
have broadband internet connections at home. Forty percent
of African American homes have broadband. A new study by
the Joint Center for Political and Economic Studies found that
94 percent of African Americans who have college degrees are

families and that Blacks and Hispanics are more than three
times as likely as Whites to live below the poverty line.
Our 2010 report reiterates our call for more attention to
the deepening unemployment crisis in urban America, the
centerpiece of which is our six point plan for Putting Americans
Back to Work. Our plan proposes targeted investments now for
direct job creation, job training for the chronically unemployed,
greater access to credit for small businesses, additional
counseling relief for those
caught in the backlog of the
foreclosure process, and tax
incentives for clean energy
companies who employ
individuals in the targeted
communities.
We are taking that
message directly to Capitol
Hill this week during our
annual Legislative Policy
Conference. Now that historic health care reform legislation
has finally passed, it is time to turn our full attention to the
health of our economy and jobs, jobs, jobs. To order a copy of

of the virulent tea party racism, some of the leaders attempted
to distance themselves from the worst of the nonsensical tea
party behavior. Republican National Committee Chairman,
the ambiguously Black Michael Steele, said the racism could
be narrowed to “just a few ignorant people,” not the whole
movement. Why is Mr. Steele making excuses for these
people? Does he doubt that they call him the “n” word, too,
when they can’t run roughshod over him?

without extreme resistance.
No doubt, epithets were tossed around when the Civil Rights
Act of 1964 was passed, and diversionary tactics were used to
attempt to sway votes. No step toward social justice has been
made without resistance. From that perspective, the tea party
resistance is completely consistent with history.
At the same time, the tone and tenor of tea party resistance
reminds us how much more work we must do before our
nation truly becomes “post-racial.” And it reminds us how
much help racists need. Perhaps, thanks to heath care reform,
they can get much-needed mental health assistance to help
with the fatal pre-existing condition – virulent racism.

over $50,000 are adopting broadband at the fastest rate of
any group in the country. The Joint Center’s report also noted
lagging broadband adoption for lower-income, older and less
educated Blacks and Hispanics. Internet access is important
to Blacks. The Joint Center report shows that low-income
people, in particular, are heavily reliant on public institutions
such as libraries, schools, and community centers to get
access to the Internet. While the report said that broadband
access has helped usher in social and economic gains for
many minorities, it shares
that “those Americans who
stand to gain the most from
the Internet are unable to
use it to break the cycles of
social isolation, poverty, and
illiteracy.” The digital divide
should continue to be a key
issue in discussions with policymakers as they make billions
of dollars of investments in broadband improvements.
A private-sector company that should be of particular note
is Cricket Communications. Cricket has entered the market
placing specific emphasis on reaching Blacks and Hispanics.
The company spent $1 billion three years ago buying wireless
transmission spectrum from the FCC that covers Chicago,
Philadelphia, Baltimore and Washington, D.C., and has

he Greater Washington Urban League (GWUL) held its
38th annual Whitney M. Young Jr. Memorial Gala March
17 at the spacious Marriott Wardman Park Hotel in
Northwest, D.C.
Under the leadership of Jerry A. Moore III, chair, board of
directors, and Maudine R. Cooper, president and CEO, the GWUL
presented an evening of networking, an exquisite cuisine,
superb musical performances, presentation of scholarship
winners and a robust silent auction.
Honorees who received the coveted community service

suspect it’s not that big a deal, but

Tiger Wood’s Return Deemed ‘Slap in

Golf superstar Tiger Woods may have regained the support
of many of his fans by answering questions from the media on
March 22 for the first time since being busted for adultery. But
according to USA Today sports columnist Christine Brennan,
he has also lost much support after choosing the Master’s
Tournament at Augusta National in Georgia as his first venture
back into the professional golf world.
It may still be difficult for women to view Woods in a
positive light, especially after another one of his alleged
mistresses released a series of x-rated text messages days after
he announced his plans to return. According to ABC News, the
texts suggest that Woods wanted to choke and urinate on former
porn star Joslyn James during sexual intercourse. If Woods’
allegedly bizarre sexual desires didn’t disturb Woods’ female
fans, Brennan said the golfer’s decision to make his return at
Augusta National on April 8 will.
Founded 76 years ago, Augusta National is one of the most
exclusive clubs in the country with a membership roster that
includes elite figures such as Warren Buffet and Bill Gates. The
club admitted its first Black member, Ron Townsend, in 1990,
but still restricts women from joining.
“Is there something tone-deaf about this decision? Sure,
there is. But the male-dominated golf world has never really
cared about the issue of discrimination against women at
Augusta National,” Brennan said in her column. “That is the
place that Tiger decides to come back with these apparently
well-documented issues that he has with women is ironic at
best, and, I guess you could say, a slap in the face of women at
worst.”
Brennan isn’t the only woman offended by Tiger’s choice.
“I only wish the press would get as outraged about women
being denied the clear opportunities that Augusta membership
represents—membership often purchased at taxpayer
expense—as they did about Tiger Woods’ dalliances,” National
Council of Women’s Organizations Chair Susan Scanlan told
ABC News. “If Mr. Woods is looking for redemption for his
transgressions, I find it odd that he would head to a men-only
club.”
Eight years ago, the club came under fire after a series
of protests led by NCWO’s Martha Burk. But Woods was
silent during that time and initially ducked phone calls from
the media about the uproar before speaking on the issue in
November 2002.
“I think there should be women members,” Woods told the
media at the time. “But it’s not up to me. I don’t have voting
rights; I’m just an honorary member. As I’ve said before,
everyone is entitled to their own opinion.”
For now, it appears Woods will remain in the “doghouse.”
