Voting hours extended at 4 out of 117 voting locations
The 2014 Municipal Election in the City of Vancouver has had a very significant turnout in voters. We have
received a number of questions in regard to the closing of polls. The Vancouver Charter and the City Election
By-law governs these procedures.
The Vancouver Charter provides that at the close of polls a8pm) everyone that is in line either inside or
outside the voting station will be permitted to vote. The poll will close when the last person has voted, no
matter how long that takes.
The Chief Election Officer reviews all polls to assess whether there has been any adjournment ainterruption)
of voting. In four voting stations today where there was a very heavy turnout, there was a short period of
time during which voters had to wait for ballots to be restocked. The Chief Election Officer has authority to
extend the voting period if there has been an adjournment of proceedings at any voting place.
In this situation, the short adjournment will be associated with a delayed closure of 4 out of 117 polls to
compensate for the adjournment.
As a result the Chief Election Officer has directed that Killarney Community Centre will remain open a
further 15 minutes to 8:15 pm, Britannia Community Centre and Oakridge Centre voting stations will remain
open a further 30 minutes to 8:30pm, and Hastings Elementary Community School will remain open a further
45 minutes to 8:45 pm.
This will delay the communication of early unofficial results as counting of ballots cannot occur until all the
polls close.

Thank you for your correspondence regarding the omission of three voting areas in the Vancouver
Quilchena electoral district (commonly referred to as the Musqueam Lands) from the Voters List
provided by Elections BC to the City of Vancouver.
I appreciate being kept informed of the City of Vancouvers actions to ensure the integrity of the
election process. As you are aware, local governments are responsible for administering local
government elections, this includes deciding by bylaw whether or not to use and adapt the
provincial list of voters as the basis for the local governments register of resident electors. Further,
as Chief Election Officer you have the discretion do all other things necessary to ensure that the
election is conducted in accordance with the legislation.
According to your correspondence, once you became aware of the omissions from the list of
registered electors, you took immediate and necessary steps to ensure that all affected electors
were added to the supplemental electors list and to ensure the individual unable to vote due to
the omission would be able to vote on Saturday, November 15, 2014.
I appreciate your quick response to rectify the situation. As a result of your actions, the election
should proceed with the inclusion of these electors without impacting the integrity or validity of the
election. As the election is proceeding appropriately, I have no further direction to provide at this
time.

We are concerned that a number of polling stations are experiencing extending delays as people line up to vote.
Our scrutineers report wait times of up to 40 minutes aStrathcona, West End) at some locations where other
locations appear to be underutilized aWosk Centre).
I am concerned that voters will be discouraged to vote if arrangements are not made to reassign staff and
reduce wait times.

Thin wall between databases of incumbent party and City Hall: In more than one case, we
know that the incumbent party has aharvesteda data from petitions to contact citizens. The
public has no assurance that personal data did not end up into the database of the
incumbent party. Likewise, the public has no way of knowing about about the separation of
data between some contractors, such as the firm Vision Critical (which provides aTalk
Vancouvera public survey/consultation services online under contract with the City of
Vancouver), and the incumbent party.
Voting without being required to show identification - In some instances, people have been
permitted to vote without showing identification.
Candidate videos: Despite original plans to host candidate videos, the City abruptly cancelled
the plans. If you analyze the situation, it is another of many examples that produce a bias in
the election, favouring incumbents and the larger parties with the biggest budgets.
Candidate promotion/advertising on election day: We have heard reports that suggest
banned activities have been occurring today.
These are just some of the concerns that have come to our attention. We would like to correspond
with you after the election to address these in further detail.

Good morning,
I have been contacted by voters who have concerns about the addresses of the three-closest recommended voting stations listed on their voter information cards.
The voters live in apartments and they say the proximities are calculated by the city using their unit number, not the street address of the building they call home. If the street
address of the building was properly used, the voting cards would show voting stations that are closer than the ones that appear. There is an apparent incorrect use of the
unit number to calculate proximity.
Was this a mistake or intentional? Is this connected to the contractor aprinter or database) or Canada Post?
Can you please comment on this as soon as possible?
