INVESTIGATION RESULTS: Per DSCC, all depot stock under contract SP0750-04-M-C096 stock has
been frozen. An alert has been issued requesting the customer to screen Army stock for co
ntract SP0750-04-M-C096 and to issue a PQDR for all products found. The vendor has correct
ed the process by implementing changes to the process instructions. The vendor has accepte
d responsibility for the nonconformance and has agreed to repair or replace nonconforming
parts at no cost to the government. There are two related PQDRs (P15M00232 and P15M00261)
from the same originator, identifying the same part number, deficiency, and contract numbe
r. PQDR P15M00232 was closed on 3/17/05 and the relevant closing information in that PQDR
is being used to close this PQDR. This PQDR was forwarded to Defense Supply Center Columbu
s (DSCC) on 1/6/05 for investigation. These three exhibits along with 50 exhibits from PQD
R P15M00261 were shipped to the DLA Product Test Center in Columbus and the lab confirmed
that some of the exhibits had points under the minimum hardness. DCSS then returned the 53
exhibits to the contractor for testing. The heat-treating process used by the vendor allo
wed sections of the part to be softer than the minimum hardness allowed by the drawing.
