Winter anglers in New Hampshire have had some trout stocked


especially for them this fall. The New Hampshire Fish and Game
Department stocks trout every year during the fall months, mostly
to bolster the winter ice fishery. This should translate into some
exciting action for winter anglers, according to Inland Fisheries
Division Chief Jason Smith.

biggest butternut trees I have

canker-disease. The butternut
were on the slopes of Mt.
Prospect which is an ancient
volcano, Im told. The soils are
enriched from this geology
which is why the butternut, and
other uncommon plants, are
growing there. Spotting the butternut was helped by the
learned eyes of the foresters on
the walk. But for most of the
walk we were looking down
since our task was to inspect the

So, as the years pass and fate


sees to it that Atticus is now
older than me, with his aches
and pains and various stiffnesses, our friendship continues to
evolve as we walk into the
future. Knowing all that I do
about him, and what excites
him, we will wait for winter to
pass and then hop in the car in
April for a two-month crosscountry trip. Im guessing it
will be up to twenty thousand
miles but we have no true agenda other than in hunting down
wonder in the ways we used to
when he could hike farther.
Most our time will be spent
west of the Rockies where the
land is open and the sky
abounds. Maps tell me of the
various national and state parks,

became so relaxed she did as
well. Within minutes, both she
and Atticus were snoring. We
stayed for forty-five minutes
and when we left she lifted her
eyelid one last time to watch us
go.

Christmas tree. Cutting your
own Christmas tree can be an
enjoyable adventure for the
entire family and just may
become a yearly tradition.
Bundle up, make a lunch, bring
your handsaw or ax and look
for that special tree. You will
need a permit, sharp saw, thermos of cocoa and a little
patience.

This past Wednesday the


Governor called the legislature
back for a Special Session to
address the heroin and opioid
crisis in New Hampshire. I
applaud the Governor for realizing the significance of this issue
and look forward to working
with her to implement a thoughtful, long-term plan. This plan
should work to eliminate the
drug
supply
into
New
Hampshire; implement aggressive prevention programs so that
our young people never enter
into destructive behaviors; and
increase treatment and recovery
services to help those who have
been caught in the cycle of
addiction.

Fortunately there is a plan thats


been in place since 2013 that
addresses these objectives.

As a member of the Governors


Commission on Alcohol and
Drug
Abuse,
Prevention,
Treatment, and Recovery for the
past three years, I was pleased to
endorse Collective Action
Collective
Impact,
New
Hampshires
Strategy
for
Reducing the Misuse of Alcohol
and Other Drugs and Promoting
Recovery 2013-2017.

In 2014, the Governor also


received the Commissions
Annual Report which included a
special section of recommendations and strategies tied to
addressing the emergent heroin

crisis.

As a Commission, we have
worked hard to bring awareness
of this problem to the attention
of legislators and the public.

As a member of the Senate


Finance Committee, I can tell
you that our committee has
advocated for additional funding
since the 2013/2014 budget. In
this past budget cycle, our committee fought hard for a 75%
increase in funds for drug and
alcohol programs. Across state
government, we will be spending nearly $70 million on this
issue.

Additionally in this budget, we


were successful in getting funding for a program that helps
women transitioning from incarceration with an integrated treatment program that addresses
substance abuse and trauma conditions. With this program,
these women will be better prepared for success once they
leave transitional housing.
In the legislature we have been
making progress, whether
through additional funding for
prevention and recovery programs, or legislation such as the
Good Samaritan Law or making
Narcan more available.

In October, multiple pieces of


legislation were filed to address
the drug crisis in New
Hampshire. I have filed several
pieces of legislation, including
one that looks to stop the supply
side of drugs coming into our
state. This bill calls for the creation of a grant program that
allows communities to follow
the successful partnership model
that the City of Manchester has
with the State Police.

This
partnership
model,
Granite Hammer, is based on
predictive analytics which identify high crime days or time
periods throughout each week.
These high crime days are countered with a high intensity police
presence comprised of state and
local law enforcement working
together.

In a short time, this program has


produced great results with a
significant number of arrests and
as a result, drug dealers being
taken off our streets. This is
exactly the type of bold action
we need by law enforcement to
let drug dealers know there are
no open markets in New
Hampshire. It sends a signal
that we are serious about stopping drug trafficking.

week of ever-shortening days.

comfort to Ryan and I - a halt to
the sunny pace is forced upon

read aloud, and creative
endeavors is effortlessly created.

The grey weather of this past


week, though, was not just
about wet weather and muddy
paths. It seemed to carry a
more turbulent energy in its
own right. Violent, destructive,
and disturbing realities cropped
up with every day. In national

acquaintances, of organizations
in which we are involved struggling with realities of sexual
harassment, a funeral to coordinate and attend, a students
friend dying forcing the realities of death upon youth, a deep
cut, a sick stomach, the challenge of land management designations and fair justice close
to home...and the two of us
apart, out of communication,
spanning two different states
while events unfolded in each
of our lives. Each new day
brought with it so many opportunities to re-enter the present,
to consider the highest principles of truth and justice, compassion and love, and how to
best live those principles
through challenging moments.

It was, really, a weird week.

inclined to say at first reflex,
despite the tension and the difficult waves of emotion. But
weird. A vortex of dark realities and challenging perspectives, with the world around us
remaining shrouded under a

on the success that Manchester
has had in producing impressive
results and employ the same tactics throughout the state.
Through thoughtful legislation
and increased funding, we have
been working on this issue and
we appreciated the Governors
desire to respond to the crisis.
However, we were concerned
that reactive legislation that
doesnt receive a transparent and
public process could cause unintended consequences. We also
want to assure that weve created an effective continuum of
care. We need to do the job once
and do it right.

So we were pleased that the


Governor agreed with the House
and Senate to introduce a resolution that establishes a joint task
force to assure input from
experts and stakeholders.

opportunity to review the
Commissions recommendations and move forward with
legislation in an expedited

Governors desk by the end of
January.

Early this fall a number of people described an odd sight: a


helicopter with a large suspended pouch flying in circles. They
couldnt imagine what it was
doing. I saw it too, and it did
look unusual. As it often is, the
answer was much simpler than
most thought. The helicopter
was seeding cover crops.

The project is actually a


statewide
collaboration
between the Natural Resources
Conservation Service (NRCS)
and farms to test the use of helicopters to plant cover crops.
Cover crops are used during the
off season when a field would
otherwise be left bare.
Primarily they are used to minimize the risk of erosion by

keeping the soil covered, hence


the name. However, they can
also be valuable because they
capture soil nutrients that might
be left over at the end of the
season, and because they add
organic matter to the soil when
they are tilled in prior to planting the cash crop. Depending
on the cover crop species used,
they might have additional purposes. For example, tillage
radish have large deep roots
that can be used to break up soil
compaction.

Granite State Bell Ringers At St. Kiernan Arts Center_______________________________________________


While the traditional ringing
technique is always expected,
the bells can also be played in a
variety of other ways. Some
ringers play with two bells in
each hand allowing the ringer to
play the bells separately or
together. Bass bell ringers will
often weave their bells.
Weaving allows the ringer to
play a succession of bells by
changing which bell is in each
hand. This season's concert
will also feature an arrangement
of Coventry Carol that will
have the bass and battery sections of bells running a wooden
dowel along the rim of the bell
to achieve a unique and beautiful tone.
