Introduction:

The purpose of this document is to standardize the procedure involved in BSS Planning from
Optimization Perspective.

Scope:

BSS level Optimization involves certain key parameters that involve BSS Planning inputs. The
Scope of this document is to highlight various BSS related parameters that have an impact on
Network Performance.
Performing paging analysis.
1. Performing LAC optimization.
2. Site Re-Parenting.
3. BSC Re-parenting.

Procedure:

Following is the step-wise procedure to cater for BSS Planning related issues from
optimization perspective.
Paging Analysis:

Paging stats from NSS are being monitored on monthly basis.


LACs having paging success rate less then 80% are filtered for further analysis.
LAC boundary areas with coverage issues are separated as paging success rate is
less for low coverage areas.
Cell level analysis are carried out initially and if required database parameter
changes related to channel configuration are carried out based on Traffic analysis.
Page related stats from the BSS are verified. (No. of repeats, time between
multiframes and Max Retrans Duration etc are fine tuned).
If no database discrepancy is being observed, then C7 signaling links are being
monitored for link occupancy and utilization.
NSS send the link utilization for each BSC on weekly basis. If the Link Occupancy
& Utilization is greater then 40%, immediate request is sent to NSS-Planning for
increased C7 links.
OMCR send the BSC CPU Utilization report weekly for Load Calculations.
If Radio parameters are already fine tuned & Links have proper utilization then
issue is raised with BSS/NSS teams.
For certain cases where pages per second is exceeding the Hardware defined
limits, a red flag is raised with the BSS planning.
Regular stats are being shared mutually between BSS Planning & Optimization to
have optimized pages per second and to have better paging success rate.
To prepare a benchmark report for the analysis and future reference.

Update the vector file of the entire central region and add a column of BSC name
in that file.
Plot it in MapInfo and create a thematic map based on the LAC values by using
contrasting colors.
Open a copy of the same vector file in Map Info and cerate a thematic map based
on BSC Names.
Search for any discontinuity in the color codes.
In such areas propose an appropriate LAC and BSC and update the vector field
according to your proposals and then plot it again to verify your recommendations.
To check the existing subscriber per LAC basis. If the subscriber exceeds 90K per
LAC, a new LAC is proposed within the same location.
Pages per second analysis are to be carried out. These should not exceed the
BSS hardware Limitations.
No ill logical LAC boundary should be assigned.
To monitor the SDCCH blocking and SDCCH usage due to location update on
regular intervals.
To monitor the impact of LU on the BSS performance and load evolution stats on
per BSC basis.
C7 links utilization per LAC to be monitored.
If any of the issues appear, NSS & BSS planning are informed for New LAC.
New LAC is re-designed based on Optimized signaling distribution while keeping in
mind subscriber mobility, Subscriber density & radio signaling resources.
An Optimization plan is sent to BSS-Planning for approval and implementation.
To prepare a benchmark report for the analysis and future reference.

Site Re-parenting:

Verify the BSC boundaries accordingly. The boundary should be in the form of a
cluster of sites for that BSC.
Perform LAC analysis and report for any discrepancies.
Create a thematic map on basis of LAC/BSC and point out the ill-logical BSC
Boundary or LAC boundary as justification for site re-parenting.
Pre-Post predictive traffic analysis for parent and target BSC.
Pre/Post count of TRX for parent/target BSCs.
Predictive count of Handover Analysis.
A-ter & Signalling load of the target BSC.
Target BSC Load evaluation analysis
On basis of LAC and BSC boundary analysis, forward any proposed re-parenting
of the sites.
The request to BSS-Planning for site re-parenting should follow the following form.
