Civil Air Patrol member Cadet Neil Brooks (right) from the Capital
Composite Squadron was awarded the General Billy Mitchell Award
and promoted to Cadet Second Lieutenant recently. Colonel
Richard A. Lizzari, the Vermont Wing Commander, presented the
award and his parents pinned on his shoulder boards. Brooks
joined the Civil Air Patrol in November 2013 and has been an active
cadet leader within his squadron. Most recently he has been
appointed as the Cadet Commander and he serves as the Chairman
for the Vermont Wing Cadet Advisory Council. He is in the ninth
grade at Whitcomb Junior/Senior High School in Bethel,
Vermont. Brooks also serves on the Board of Directors for the town
library and is the President of his class.

ELEANOR B. (COCHRAN)
BEEDE, 82, of Baptist Street,
passed away peacefully on
Friday, December 4, 2015, with
her family by her side in the
comfort of her home. Born on
January 2, 1933, in East Barre,
Eleanor was one of four children of Raymond
and Evelyn Cochran. Later, she became the
stepdaughter of Coleman Nutbrown Sr. and
stepsister to his children. On June 23, 1951,
Eleanor married Robert E. Beede, of Barre.
They made their home at 52 Websterville
Road in Barre Town where they resided for
50 years. They then built a new home adjacent to their sons in Williamstown. Eleanor
was previously employed by the former Rock
of Ages Capacitor Plant and Sprague Electric
Co. for over 30 years and then was co-owner
of Beedes Pit Stop. After her retirement, she
got bored and went to work at the Barre Town
Elementary School cafeteria for several years.
Her absolute greatest achievement was her
family, which provided her with much pride
and joy. She was a doting wife, mother, mimi
and great-mimi. She always looked so forward to the numerous family gatherings and
took tremendous pride in providing her great
feasts, which were always big enough to feed
the entire town.

KAY
DAILEY, 85, of Jefferson
Street, passed away unexpectedly on Wednesday, Dec. 2,
2015, at Kindred Birchwood
Terrace in Burlington. Born on
April 25, 1930, in East St.
Johnsbury, she was the daughter of the late
Leslie Morse and Alice (McGaffey) Splann.
Kay attended Williamstown High School,
graduating in the class of 1949. She attended
her 65th class reunion in 2014. She was married to Norman Dailey in 1950, and they later
divorced. She was a homemaker for many
years and worked outside the home when her
children were in their teens. Kay loved to
read. She also enjoyed watching NASCAR,

More than 100 lenders from financial institutions throughout Vermont gathered at the Capitol Plaza in Montpelier last
week for the Small Business Administrations Annual Meeting
and Awards event.
The event recognized the leading SBA lenders based on
total SBA loan volume by dollars and numbers of SBA
backed loans made during fiscal year Oct. 1, 2014 through
Sept. 30, 2015.
SBA loan volume by dollars increased in Vermont by 58
percent from $33.9 million in 2014 to $53.5 million in 2015.
Vermont experienced the third highest percentage dollar volume increase in the nation behind Delaware and Arkansas.
The number of SBA backed small business loans in Vermont
increased 26 percent from 262 loans in 2014 to 330 loans in
2015.
During the event today, the Vermont District Office recognized Berkshire Bank, Community Capital of Vermont,
Community National Bank, Opportunities Credit Union,
Vermont Community Loan Fund, Peoples Trust Company,
Peoples United Bank and Granite State Development
Corporation for their various efforts supporting SBA loan
programs.
Berkshire Bank made the most SBA guaranteed loans in
Vermont during FY15 with 68 loans. Peoples United Bank
was the SBA lender with the highest loan dollar volume in
Vermont at $8.2 million.
Vermont local investment proposals are now being accepted by the State Treasurers Office. The Local Investment
Advisory Committee or LIAC is soliciting financing proposals in the areas of housing and energy, transportation, municipal infrastructure, and financing post-secondary education.
I am pleased to announce that we have up to $7 million for
the second round of our Solicitation for Local Investment
Financing Proposals, said State Treasurer Beth Pearce.
During the first round of proposal solicitations, $3.75 million
was obligated for housing, energy, and neighborhood revitalization projects. We look forward to working with interested
parties to put our Vermont dollars to work, while also spurring
local economic growth.
The funding of local investments is part of an ongoing
process managed through the State Treasurers Office. In
2014, the Vermont State Legislature passed a law that established a Local Investment Advisory Committee to provide
input to the State Treasurer. The local investments initiative
aims to invest a portion of Vermonts operating funds in
Vermont communities, while earning a competitive rate of
return. The initiative redirects funds that were invested primarily in out-of-state government agency securities and
money market accounts at large financial institutions to local
investments. The Treasurers office has committed approximately $30 million since 2014 in energy improvements in
residential housing, commercial energy projects, and in the
rehabilitation of State office buildings for energy efficiencies.
Municipalities, school districts, social service providers,
State agencies and authorities, regional planning commissions
and similar organizations are eligible to apply. Proposals are
being accepted between December 5, 2015 and May 13, 2016.
Using a rolling application process, proposals will be considered when submitted and funds obligated prior to the May
closing date.

I am writing to announce that Toy Joy 2015 has begun. We
are looking for new and used, good condition toys and items
for area youth newborn through 15. The collection will happen between Thanksgivings until December 18. Toys and
items will be then dropped off at Bethany Church at 155 Main
St. in Montpellier. Volunteers will then sort the donations by
age of the child and by item of toys. It will be a fun-filled day

The last time I was in Paris, the temperature was unbearable. The country was suffering through a record-setting heat
wave that caused the deaths of over 100 people. Needless to
say, our visit to this beautiful and historic city was cut short,
but strong memories of the trip stayed with me. Such deadly
heat waves, as well as floods, fires and droughts, have become
common across the globe. The impacts of climate change are
already here, and cities, states, and countries are struggling to
address the consequences.
This week, there is a different kind of heat in Paris. Tens of
thousands of people have converged to strengthen our global
response as part of the 21st annual United Nations climate
conference (called the COP21 or Conference of the
Parties). Negotiators are working to establish a new set of
commitments to sharply reduce worldwide emissions; commitments well matched to address the degree of risk we face
from climate disruption. The energy and hope here are palpable.
The negotiations at COP21 are advancing a process that
began in Durban, South Africa in 2011 to establish a new
agreement by the time the Kyoto Protocol (the first international climate treaty) expires in 2020. The new agreement in
development in Paris seeks to reduce emissions to the level
needed to hold global warming to an absolute maximum of
two degrees Celsius above pre-industrial levels, the level at
which many scientists agree that impacts will become intolerable.
Some remember the Copenhagen Climate Conference in
2009 which fell flat because of resistance to top-down mandates that didnt account for the particular challenges facing
each country. The U.N learned a valuable lesson that year;
countries are now being asked to bring their own individual
pledges forward as part of a bottom-up approach that offers
more flexibility to developed and developing nations alike.
However, it is not yet clear whether the commitments, when
combined into one international package, will deliver enough

o many of you have asked me
about my furry loved ones that I
decided to sit right down and let
you know who is who and what is what.
First, I should tell you that we still have two dogs and only two
cats. You might remember that our beloved James, our first and
wonderful boy Siamese cat, passed away in 2013. The only
thing that was good about his passing was it couldnt have been
more peaceful. He simply walked across the room, laid down
by my feet and went to sleep. And that was it. We took him
down to the Cape and buried him in the same lovely area where
all of our animals are buried.
Now, we still have Jamess brothers, who are both alive and
well. And it is interesting to know that it seems that James was
the alpha cat, which we never knew. And now Victor and Yul
seem to be sashaying back and forth to decide who is to take
Jamess crown as head boy! But let me tell you about these
boys. Yul is our boy who we rescued about 5 years (or so) ago.
When we got him, he was the biggest and fattest cat I had ever
seen. It seems that those who cared for him were a group of
farmers, and he went from milk house to milk house and had all
the cream he wanted. Well, we never put him on a diet but he
never got anymore cream. And now he is still a very big boy
but he has lost about 5-6 pounds over the years. He also went
from being very standoffish to now he is right there to demand
as much attention as we can give. And what is very funny about
him, you would think that a cat that is that big would have a big
voice, but he doesnt. He has a very little and very soft meow
which really sounds strange from such a big body!
I have saved Victor for last because he is the most amazing
cat I have ever known. He is also Siamese and is gorgeous. And
where he is different from every other Siamese that we have
had is he has no idea that he is a cat! I dont really think he
thinks he is a dog either. Oh no, I think he thinks he is a person
who is just trapped in a cat body! And he appears to understand
every single word we say. Just like the dogs, when we go out,
he mopes around and when we come home, he is the head of
the pack that meets us at the door. And if you (or a guest or
friend) arent careful, he will leap up and land on our shoulder
where he will immediately lay down and begin purring. Which
isnt too bad for us, but it is a tremendous shock for an unsuspecting visitor. And once in a while as he is sitting and waiting
on the bathroom sink, when Malcolm comes out of the shower,
he will do his thing and land on his bare shoulders. Oh, I should
mention that you can prepare yourself for his leap if you look
at his face because his eyes have a certain twinkle in them
which is a definite clue that he is preparing to jump. He is
amazingly affectionate and insists on joining any and all gatherings that we might have. This summer we had a dinner type
party and all of Malcolms Cape relatives came, one of whom
hates cats. Of course he was the first one that Victor decided to
befriend. And we have pictures of Jim not only holding Victor,
but petting him and talking to him throughout the entire evening. And believe me, there is no party or gathering to which
Victor doesnt come and participate in. A cat? Absolutely not.
Just a very small person in a cat suit!
And I dont want to forget our wonderful dogs. Lily, our
older Yorkshire Terrier is now blind. But after all her injuries
and accidents, she doesnt appear to find blindness much of a
handicap, She also loves everyone and finds Victor a very tolerable partner. She revels on being known as the miracle dog
and has never had any problems after her fall from my speeding
car and landing on Rt. 3 in Massachusetts. I have been told that
her recovery was in fact a miracle and that we found her after
her fall was even more miraculous! She is our baby and she is
loved by allespecially every little girl who is fortunate
enough to spend any time with her.
I never thought that we would get another dog after our
beloved Oliver died on Cape Cod in 12. But life is strange and
after Malc said that he always wanted a standard poodle,
Sebastian and I found one about four miles from our cottage.
Somehow I remembered a breeder that I once knew and we
went to see if she was still there, and wonder of wonders she
was. And not only that, but she had a 4-month old male that she
had intended to keep for herself. But after chatting with her for
a while, she agreed to sell him but we had only to 2:00 to come
back and seal the deal. So we gave her a small deposit and
raced home to find Malc. When we told him about this puppy
he said he wasnt interested! But this lasted about 10 minutes
and we were in the car; and not only us, but a carload of Sarah
and her three kids, too. Malcolm got there and the woman
brought the big fluffy out, Malcolm sat on the ground and the
puppy rushed over and sat in his lap! And within minutes, we
pooled our money and puppy and all were in the car and heading for home. And no one has ever looked back. Rufus is an
exceptionally beautiful boy and he and Malcolm are inseparable. Who would have guessed? Oh, and he loves Lily and both
cats as long as they arent sitting in Malcolms lap. Then he is
so sad he is almost unable to bear it. This is truly a man and his
dog story (although he does love the rest of us too, especially
Sebastian). I think if Malc had to choose between Rufus or me,
you would find me sitting on the curb with my suitcase!
So, that is the story of the Reiss menagerie for 2014. We are
so fortunate to have cats and dogs to round out the family, and
I cannot imagine life without them. If you are considering a pet,
dont hesitate, especially if you want unconditional loveand
are willing to give it, too.

y 1808, it became necessary to
have hard money to purchase glass
and nails to finish the building. At
this meeting, Montpelier voted to raise a
tax of 4 cents on the dollar for each inhabitant. Two-thirds of
this tax could be payable in grain, butter and cheese.
In 1807, Montpeliers grand list was $23,000, four percent of
which was less than $1,000. When the building was completed,
the owner of the land conveyed it to the state of Vermont. In
1810, Montpelier became part of the newly formed Jefferson
County. The Jefferson Party was in great disfavor because of
President Jeffersons embargo, which virtually forbade our
trade with Canada. (One of the exceptions was Smugglers
Notch in Jeffersonville, which was one route by which the
embargo was circumvented.) In 1814, local legislators put in a
bill which changed Jefferson County to Washington County.
It should be noted that Thomas Davis, the second son of
Jacob Davis, the first permanent settler of Montpelier, was as
generous as his father in enterprises for the public good. He
gave land for the state Capitol, which included the county jail,
and provided accommodations for the members of the legislature and those who conducted business with it. The large brick
house was the original Pavilion Hotel, which was described as
the largest, most thoroughly constructed, and the most elegantly finished and furnished hotel in the state. It was hardly
excelled in deed by any public house in New England at that
day, and equal but a few.
The Statehouse was constructed of wood, 50 by 70 feet on
the ground, 36 feet above the basement, with a belfry on the top.
The hall of the House of Representatives occupied most of the
first floor. There was no Senate until 1836. The seats of the
House were constructed of pine planks and in front of the
Speakers desk was a stove which warmed the hall and from the
ceiling was suspended a large chandelier. One legislator called
the chandelier foolery, but a woman who saw it as a young girl
described it this way: Its only ornament, suspended between
the ceiling and the floor, was a thing of wonderful beauty in my

MONTPELIER POLICE DEPARTMENT
The Montpelier Police Department is seeking applications
for the position of a part-time Community Service Parking
Enforcement Officer 20 hours per week, Monday - Friday.
This is a City position, which is non-sworn and not part
of law enforcement. This position enforces the Citys
parking ordinances by patrolling on foot timed parking
spaces in the downtown areas. This position will issue
vehicles parking violations, service parking meters and
collect revenue from meters and perform other related
duties as assigned.
The ideal candidate will be able to communicate
effectively orally and in writing. Must have the ability
to enforce parking regulations with courtesy, tack and
impartiality. Position requires a valid drivers license and
a good driving record. This position requires walking for
approximately 99% of the work day and working outside

DEAR JESSICA: You told them, and thank you! The holiday season, with plenty of parties, family and food, can be
hectic for everyone, but its important to monitor pets and
make sure theyre kept away from potentially harmful
items.
Many foods, not just chocolate but onions, grapes and
raisins, nuts, avocados and other common holiday foods
can cause house pets great harm. Store them well out of
reach and keep pets out of the kitchen when cooking, and
away from serving tables. A more extensive list is available
from the Humane Society of the United States.
Christmas tree ornaments can potentially be harmful.
Cats love knocking down glass ornaments and also may
accidentally ingest tinsel or other shiny strands. Dogs may
gnaw on interesting packages or break into gift boxes of
candy or fruit.
Even plants need to be kept out of reach: poinsettias, for
example, are toxic to cats.
To minimize risk, place breakable ornaments higher in
the tree and put plants well out of reach. During parties or
dinners, place your pets in a separate area of the house with
bedding, food and water, and check on them occasionally.
(This also is helpful in keeping pets stress levels down.)
