REGULATIONS GOVERNING THE AWARD OF


D.Litt. - Vidyavachaspati DEGREE
TITLE: These regulations shall be called the Regulations governing the award of Degree of Doctor of Letters (D.Litt)
Vidyavachaspati of Karnataka Samskrit University 2014 (Revised regulations).
COMMENCEMENT: The Regulations shall come into force from the date of assent of the Chancellor of Karnataka
Samskrit University, Bangalore.
DEFINITION:
a) University means Karnataka Samskrit University.
b) Candidate means any eligible candidate for the degree.
c) Fee means fee prescribed by the University for the Degree offered.
d) Degree means D.Litt Vidyavachaspati degree of this University.

The following shall be eligible to apply for the award of the Degree.
1. Any Ph. D Degree holder of Karnataka Samskrit University or of any other University equivalent thereto provided the
candidate has obtained his / her Masters degree in M.A in Sanskrit with a specialization in any one of the
concerned/allied disciplines at least 10 years prior to submission of application. He will be eligible to apply for this
degree if he has obtained his Ph.D degree five years before applying for D.Litt. According to UGC notification in Gazette
of India 5, July 2014, Ph. D is qualifying examination for D.Litt.
2. Candidates shall apply to the Registrar, Karnataka Samskrit University, Bangalore along with the prescribed fees for
consideration for the Degree irrespective of the Faculty/ Subjects in which they have passed the qualifying Degree
Examinations provided they have done adequate work in the new subject /area or discipline as evidenced by the
published works in the same field of studies (minimum five publications in the form of [1] research papers or [2] books
published in international/national journals/books published by National/International agencies or institutes, [3] policy
papers, [4] written speeches published etc.)

Ph. D Degree. Without such publications in the last ifve years application becomes invalid. Further Process shall be
done by the Director (Research and PG Studies).
3. The University may invite any work/thesis/collection of research papers written in Sanskrit deemed to be considered
for the award of the degree. The Deans of the university may recommend the name of the scholars for the award of the
degree provided candidate has obtained Ph. D at least five years before. They shall submit the recommendation letters
to the vice chancellor by giving sufficient justifications.
4. Such candidate should not be the nominated member of the University Authorities viz., Syndicate, Academic council
and Finance committee.
5. The Degree may be offered either on the basis of published book or on the basis of a thesis specifically prepared for
the purpose in connection with published research papers subject to the following conditions:

a. In the case of book or thesis, submitted for consideration for the degree, they shall embody exclusively
original research findings of the candidate clearly indicating the nature and period of such research.
b. Text book and such other books collected or edited shall not be accepted for the purpose.
c. Original Samskrit Commentaries comprising original research or any other such studies will also be
considered.
d. No [1] edited volume of recent or old articles/papers [2] edited volume of seminar proceedings [3] modern
translation will be considered for award of D.litt. Modern Samskrit literature like poetry, novels and dramas etc.
will not be considered.
e. Descriptive and critical editions of unpublished Samskrit works edited from original manuscripts
accompanied by detailed study giving scope of understanding of the subject/Shastra will also be considered
for D.litt.
f. working knowledge of modern languages like English etc. is expected.
g. Presentation of research papers at national and international conferences are also expected.

a. Candidates who apply for consideration for the award of the degree shall submit one copy each of their
previously published works in the same field.
c. They shall submit six copies of the synopsis of book / thesis at the time of submitting the application.
d. Such an application shall be accompanied by declaration duly signed by the candidate to the effect that
such thesis / book / work (s) is original and that it has not / they have not previously formed the basis for award
of any degree/diploma or any other similar title of any University.
e. The candidate must also send the DD for the application Fee amount prescribed by the University for the
Degree along with the application. After obtaining the acceptance letter by university they can send the fee for
Degree through DD. However, scholar invited by the university is exempted from the fees.
f. Fees will be decided by the university with the approval of the VC from time to time.
b. They shall submit six copies of the published work / book / thesis for evaluation.
7. The Director (Research and PG Studies) shall refer the application and synopsis along with the enclosed
documents/works/research papers/book /thesis to the committee, consisting of all the Deans, chaired by the VC for the
opinion. After its approval by Deans council, Director shall send the acceptance letter to applicant scholar to submit the
thesis in stipulated time of five years (in case the thesis is to be prepared). Candidates may apply for extension if he
desires so. Candidate can submit the already published book/work in six copies after getting the acceptance letter.
8. While approving the research proposal/synopsis the council shall recommend five subject experts in the concerned
subject (s) / area to constitute a Committee to evaluate the said thesis / book(s). The Director (Research and PG
Studies) shall thereupon (after submission of thesis in stipulated time in case of thesis) send the thesis/book to the
members of this committee. Members after strict evaluation shall forward recommendations to the Director. The panel of
examiners shall consist of scholars of high repute in the subjects / area concerned either from within the country or
outside the country or both.

9. The Board of five examiners to whom the work(s) / book(s) / thesis submitted shall be referred, shall evaluate and
give specific opinion on the academic merit of the works / books / research papers / thesis and their suitability for the
award of the degree or its rejection.
10. The report of five examiners shall be collected separately by the Director (Research & PG studies) and submitted to
the VC.
11. The work/book/ thesis shall be considered further for the award of the degree sought only if it is approved and
recommended for award by at least three from, out of the five examiners.
12. The names of evaluators will be publicised in the notification of the University declaring the award of Degree.
13. The Director (Research & PG studies) shall consolidate all the reports and conduct a meeting for open defence.
This meeting will be chaired by the VC. Deans, Heads of Departments, and other faculty members also should be
invited. One (or two in case of interdisciplinary subjects) external examiner/s appointed by the VC out of five evaluators
or others must also be invited.
14. The Director (Research & PG studies) shall, after such open defence, forward to VC for the consideration, a
consolidated report along with the report on the Open defence by the Expert and individual examiners reports.
15. The Director (Research & PG studies) thereupon shall submit the report for the consideration of the concerned
authorities along with the recommendation of the Deans council.
16. The reports shall be considered by the Syndicate or by the Vice-Chancellor as authorized by the Syndicate and
results declared accordingly.
The decisions taken by VC and Syndicate shall be final.
