A RESOLUTION ADOPTING EXECUTIVE ORDER NO. ______ CREATING THE


UGNAYAN NG BARANGAY AT MGA SIMBAHAN (UBAS) BARANGAY ACTION
TEAM AS A MEANS TO PROMOTE TRANSPARENCY, ACCOUNTABILITY, AND
CITIZEN PARTICIPATION IN GOVERNANCE AT THE BARANGAY LEVEL
WHEREAS, it is recognized that faith-based organization are working towards the same goals of human
development through various efforts aimed at improving the social, environmental and economic situation
in their respective communities;
WHEREAS, the Sangguniang Barangay of __________________believes that Ugnayan ng Barangay at
mga Simbahan is a meaningful exercise in peoples participation to promote accountability, transparency
and responsiveness in local governance;
NOW THEREFORE, be it resolved by the Sangguniang Barangay of _______________________, in
session duly assembled, considering the foregoing premises, to recognize the UBAS Barangay Action
Team (BAT) as created by E.O. No. ________ as the implementing body of UBAS at the barangay level;
RESOLVED FURTHER, that the Sangguniang Barangay will extend all necessary support to the UBAS
BAT to enable it to achieve its goals.

CREATING THE BARANGAY ACTION TEAM FOR UGNAYAN NG BARANGAY AT


MGA SIMBAHAN
AS
A MEANS
TO
PROMOTE
TRANSPARENCY,
ACCOUNTABILITY, AND CITIZEN PARTICIPATION IN GOVERNANCE AT THE
BARANGAY LEVEL AND FOR OTHER PURPOSES

WHEREAS, Section 384 of the R.A. 7160 or the Local Government Code of 1991 states
that the barangay is the primary planning and implementing unit of government policies, plans, programs,
projects and activities in the community and a forum wherein the collective views of the people may be
expressed, crystallized and considered;
WHEREAS, faith-based organizations are working towards the same goals of human
development through various efforts aimed at improving the social, environmental, and economic
situation in their respective communities;
WHEREAS, Article 66 of A.O. No. 270 or the implementing Rules and Regulations of
the Local Government Code of 1991, states that LGUs may enter into joint ventures and other cooperative
arrangements with peoples organizations, NGOs or the private sector to engage in the delivery of
certain basic services; capability-building and livelihood projects; development of local enterprises
designed to improve productivity and income; diversification of agriculture; spurring rural
industrialization; promoting ecological balance; and enhancing the economic and social well-being of the
people;
WHEREAS, a Memorandum of Agreement was signed between the Catholic Church
representing faith-based organizations, the Liga ng mga Barangay representing all barangays in the
Philippines, and the department of the Interior and Local Government representing the national
government, stipulating the promotion of peoples participation for good governance, implementation of
programs, projects and activities to curb corruption and promote transparent, honest and effective
governance, and undertake other activities deemed necessary by the community such as but not limited to
Community-based Disaster Risk Reduction and Management, environmental protection, childrens
protection and development, and peace and order;
NOW THEREFORE, I, Kristine Lara E. Rizos, Punong Barangay of Barangay 115, Zone
14, by virtue of the powers vested in me, do hereby order and direct:
Section 1: The Barangay Action Team (BAT). The UBAS BAT is the implementing body of UBAS at the
barangay level, with the following characteristics:

COMPOSITION- the BAT, a multi-sectoral advisory body, shall be composed of:

2. Sangguniang Barangay Members

Local religious and lay leaders of faith-based organization
