Plaintiffs oppose Retired Chief Sands motion for leave to file yet another paper
(Dkt. 1596) in response to Plaintiffs December 4, 2015 paper (Dkt. 1589), which was
a response to Retired Chief Sands unauthorized paper filed on November 20, 2015
(Dkt. 1573). Retired Chief Sands, in his earlier paper and during the November 20,
2015 closing argument, has already had a full opportunity to make any arguments he
thinks he needs to make. If Retired Chief Sands is allowed to file a paper commenting
on matters discussed during the November 20, 2015 oral argument, then in fairness
Plaintiffs would need to be allowed to do the same thing. But because all parties knew
that the closing argument would be on November 20, 2015, the best resolution would

be for no more papers to be filed (except of course, if the Court has particular
