and property values, the State of the Basin reveals conditions and trends, as well as residents perceptions, about
the state of our rural region.
2015 marks the fifth release of the State of the Basin,
an initiative of the Columbia Basin Rural Development
Institute (RDI) at Selkirk College. The State of the Basin
monitors indicators of economic, social, environmental
and cultural well-being in the Columbia Basin-Boundary
region.
The RDIs research aims to help our region improve its
overall well-being and the State of the Basin is our flagship program, said Lauren Rethoret, researcher at the
RDI. Many of our local government and non-profit partners look to our annual State of the Basin reports for a
comprehensive check-up on the diverse issues facing their
community.
Regional statistics are the focus of the annual State of
the Basin Snapshot Report, while a trends analysis for
each indicator breaks down regional findings to smaller
geographic scales. For example, the snapshot report indicates that, at the regional scale, residential property values
remained relatively stable from 2014 to 2015, while the
trends analysis provides details for individual communities, which show rates of change from +3.9% to -4.3%.
The regional focus of State of the Basin draws attention
to the fact that many of our communities experience common opportunities and challenges. It also encourages collaboration in finding solutions and celebrating successes.
In addition to monitoring the status of our well-being, the
State of the Basin makes data on regional priorities more
accessible to decision-makers. Reports are supported by
an online data portal, the Digital Basin, which was custom
built by the Selkirk Geospatial Research Centre, also at
Selkirk College.

The Borealis String Quartet

Plays Kaslo
The Borealis String Quartet plays at St. Andrews United

Church in Kaslo on Sunday, January 17 at 7 pm. This is
the third visit to Kaslo by this outstanding quartet whose
artistry demands that we not only listen, but also become
visually engaged with their music. This concert consists of
quartets by Beethoven, Shostakovich and Dvorak three
contrasting pieces that demonstrate the artistic capabilities of the four musicians. This is a concert not to be
missed. Tickets are $22 available at the door on the night
of the concert. School age children are admitted free when
accompanied by an adult patron.
On Monday, January 18, Borealis will also play for the
students at JV Humphries School. This appearance is
made possible by a generous Grant from the BC Touring

NOTICE is hereby given that a second Public Hearing will be held at
the date and location as noted above to receive representations
from all persons who deem it in their interest to make
representations regarding proposed Electoral Area D
Comprehensive Land Use Bylaw No. 2435, 2015.
Argentine Tango Workshop
Hardy, Montana folks, Patrick Marsolek and Lori Mitchell, will once again brave winter roads to visit the local tango
community the weekend of January 15 through 17 to share
their skills. The weekend event will be held at the lovely
Taghum Hall, 10 kilometres west of Nelson starting with a
welcoming potluck dinner on Friday evening followed by
a Fundamentals workshop then Practica (practice dance).
There will be six workshops throughout the weekend
increasing in complexity, newcomers and singles are
encouraged to enroll in the first three workshops, everyone is welcome to attend the Friday potluck and Practica
and the Saturday evening Milonga.
Marsolek and Mitchell will be sharing their latest inspirations from training with Tomas Howlin and Fabian
Salas and their recent expedition to Buenos Aires.

Central Kootenay and to
incorporate a new zoning
bylaw for the community of
Ainsworth.
The Official Community Plan
portion of the Bylaw was
adopted in 2010 as the
Kootenay Lake and Lardeau
Valley portion of Electoral
Area D Official Community
Plan Bylaw No. 1996. The
content of the community plan has not been changed with the
exception of administrative changes made as a result of
incorporating zoning regulation for the community of Ainsworth.
Zoning regulation has been in place within the community of
Ainsworth since 1997 under Ainsworth Rural Land Use Bylaw No.
1189, 1997. Zoning regulation has not been extended as a result of
this review.
The Public Hearing on Bylaw 2435 is to be held by Director Aimee
Watson, Electoral Area D, as a delegate of the Board. A copy of the
Board resolution making the delegation is available for public
inspection along with copies of Bylaw 2435 as set out in this notice.
Written submissions for or against the proposed amendment can be
read, or verbal submissions made, at the Public Hearing. If you are
unable to attend the Hearing, written submissions must be delivered
to the Regional District of Central Kootenay, prior to 4:00 pm on the
day before the Hearing. All written submissions are public
information pursuant to the Freedom of Information and Protection
of Privacy Act.

In loving memory of Bill Hayward who

passed away peacefully at home on December 26, 2015 in Kaslo, BC after a battle with
Leukemia. We will miss him so much, and
want to celebrate the amazing, inspiring life
he lived and the legacy he left behind.
In his 68 years, our dad was a father, uncle,
husband, partner, friend, grandfather, brother, a millwright, entrepreneur, carpenter,
logger, mechanic, business man, real estate
investor and an amazing human being.
Dad was born in Chilliwack, BC and raised
in the Lower Mainland. He worked as a millwright in Vancouver until the mid 70s, where
he met his wife Kathy. Looking for a change
and in response to a newspaper ad they adventured to Yahk BC where they bought their
first business, a truck stop and restaurant.
In 1978 they moved to Ainsworth, BC
where they settled and would soon start their
family of four daughters. Dad had a true pioneering spirit. While living in a travel trailer
on their undeveloped property, Dad and Mom
built their family log homes from the ground
up. Dad was a jack of all trades. He logged his
own logs, hand peeled the logs, drafted the
floor plans and gathered landscape rock from
the Duncan Lake area. During this time he
shared in the construction of a 40 foot floating replica of the SS Moyie paddlewheeler on
Kootenay Lake.
In the late 1980s, he and his family moved
to Kaslo, BC. He owned and operated the
Kaslo Marina and Motel; Beachcombers. He
worked tirelessly to keep his family-run business successful and taught his daughters the
value of hard work.
After selling the marina in the mid 1990s,
he continued on with his entrepreneurial
spirit and for the next 10 years he worked

hard in numerous business ventures to provide for his family. Dad always made his
family a priority, attending his daughters
basketball games, going on camping trips and
boating on Kootenay Lake. During this time
his marriage came to an end, but Mom and
Dads collaboration in raising their children
continued.
In 2006 he hand-built his dream home in
Kaslo. Soon after, he met his partner Michelle.
Over the next decade, he and Michelle lived
each day to the fullest. In the summer months
they enjoyed the Kootenays and in the winter
they chased the sun, and travelled the world
from Southeast Asia, to Africa to Antarctica.
He created years of memories with some of
his best friends in Mexico. He climbed his favourite mountain, Mt Loki, enjoyed boating
on Kootenay Lake and camping in his motor home. He enjoyed his flower gardens, his
home and his lighthouse near the water. Our
dad was a storyteller and loved to entertain
friends at his home and on his boat.
He was proud to walk his four daughters
down the aisle at our weddings, welcoming
his sons-in-law into the family with an open
heart. He soon embraced four grandsons,
the biggest joy of his life, all of whom loved
grandpa so much.
Dad, your smile was so infectious, your
presence always lit up a room and you loved
your family unconditionally and always encouraged and supported your daughters to
fulfill their dreams.
We would like to thank Dr. Fen Smit of
Kaslo, Dr. McIntyre and Zoe for providing
such close support during our dads last few
weeks. Thank you to all his friends and fam-

home and to his sweetheart Michelle, who
was an angel by his side.
Bill Hayward left all of us who knew him
with so many wonderful memories and life
stories. You will always be in our hearts, Dad.
Bill was predeceased by his parents, Dolly
and Don Hayward.
He is survived by his partner Michelle
Grondin, his daughters Ginia Jmieff (Lucas),
Kristy Danby (James), Angie Spence (Jonathan) and Karri Pea (Adrian), Kathy Hayward, his sister Lila Hayhurst, his brothers
Donny, Tim and Terry Hayward and grandchildren, Dallas, Will, Henry and Hudson.

Jobs Grant program.
Incentive for Employers

to Invest in Training
Employers in the West Kootenay-Boundary can access

government funding to help bolster a trained workforce
and prepare their sectors for the future.
The Canada-BC Jobs Grant provides eligible employers access to two thirds of training costs in an effort to
increase participation of British Columbians in the labour
force. With grants of up to $10,000 per employee trained,
the goal is to help individuals develop the skills necessary
to find and keep a job.
This is a key program that helps enhance the competitiveness and efficiency for employers in our region, says
Carol Currie, Kootenay Workforce Development coordinator. In 2015, the funds were exhausted quickly so its
important that those interested in taking advantage of the
funding act quickly.
Applications for the construction and high priority sectors are open now. High priority sectors under this program include: agrifoods, Aboriginal peoples and First
Nations, forestry, manufacturing, mining and energy, natural gas, small business, technology and green economy,
tourism and transportation. Application forms are available online now at this link, http://tinyurl.com/z6wzn22
and training must start by March 31, 2016.
Selkirk College is one of the post-secondary options in
the region that offers programs and training in many of
the areas identified by the Canada-BC Jobs Grant. There
is a multitude of programs and courses at the regional college which would fit well into this funding, says Currie.
Selkirk Colleges Community Education and Workplace
Training (CEWT) has many different options and other
programs at the college provide exceptional training
which employers can investigate further.
While businesses can submit their applications directly
to the province, there are also a number of contracted
delivery partners who can assist in the application process. In the West Kootenay-Boundary companies can
also obtain assistance in creating comprehensive training
plans through local colleges. Those interested in options

STORIES in Concert is the Nelson Storytelling Guilds

first foray in inviting the public to an evening of storytelling surrounded by music.
On January 17 at 7:30 pm, Bigby Place at 509 Front
Street, Nelson will be alive with excitement, magic and a
bit of mystery. The evening will feature Barry Gray who
has been telling stories all his life, but has been practicing the art of oral storytelling since the mid 1980s. Other
performers include John and Ali Galm, both veteran
entertainers of myths and legends, often mixing with
drums and other sounds. Barrys son, Tobias Gray, a tiny
house builder, is also a singer-songwriter and QuinnColumba whos background is in theatre, writing and
dance is now happily enchanted by storytelling. This is
not a childrens event.

years of service, the Friends of Kootenay Lake has become
an official society. Under the diligent facilitation of Claire
de la Salle, the hard work of our active Steering Committee and the hundreds of dedicated members and volunteers, the Friends of Kootenay Lake has evolved into the
Friends of Kootenay Lake Stewardship Society.
Since its inception in 2012 the Society has devoted its
efforts to improve the health and stewardship of Kootenay
Lake through monitoring, habitat restoration, capacity
building and the empowerment of local communities and
stakeholders.
The Society has delivered many successful projects and
events around our many lake communities, that have
inspired folks to be true stewards of this vast and integral
body of water.
Every lakeside community member has a role to play
