DISTRIBUTION COMMISSIONING WORK INSTRUCTION
2.7 STEEL STANDARD STREETLIGHTS

Purpose: This instruction covers the testing and commissioning of all replacements or new installations of steel standard
streetlights. The testing ensures that cables are installed correctly and that the steel standards do not become energised.
Note: The following tests must be carried out after installation and before the streetlights are put into service.
Note: Bolts and screws in all electrical connections across the Western Power network must be properly tightened.

Ensure no person makes contact with the steel standard streetlight or the temporary earth electrode while the testing procedures are
being undertaken.

2. VISUAL INSPECTION AND SAFETY CHECK


DESCRIPTION

Ensure the point of supply has been isolated and tagged.

Install an independent earth more than 2 metres from the steel


standard. Ensure there are no underground services where
the independent earth is to be located.

Before removing the metal inspection cover, test between the


steel standard and an independent earth to confirm that no
hazardous voltage exists. If a voltage greater than 6 V is
recorded on the test instrument, cease testing, investigate the
source of the voltage or report this to your supervisor. Proceed
if the voltage recorded is less than 6 V.

Check that the streetlight is correctly installed as per the works


package requirements, Distribution Construction Standards
Handbook HB01 and applicable design drawings, and that
there are no signs of damage.

Check that there are no loose connections or unconnected


cables in the streetlight standards.
(Double insulated streetlight installations do not have a MEN
connection.)

3. INSULATION RESISTANCE TEST


DESCRIPTION

Remove the cut-out which isolates the light from the line phase
and line neutral.

Check that all the cables and streetlight standards are


correctly installed as per the work package and that there are
no signs of damage.

Check that there are no loose connections or unconnected


cables in the streetlight standards.

Disconnect the MEN links and N-E connections on each


Class I streetlight standard where applicable.
(Double insulated streetlight installations do not have a MEN
connection.)

Use a 1 kV insulation resistance tester for 1 minute at the point of


supply between phase to neutral, phase to earth, and neutral to earth.

If a reading is unacceptable, cease testing, investigate the problem or report this to your supervisor. Values greater than 10 M for
new cables and 1 M for existing cables are acceptable. Ensure that all persons are clear of the circuit before testing.
Note: If energisation occurs more than two weeks after these commissioning tests, conduct a final insulation resistance test to ensure
the cable is safe to energise.

4. REINSTATEMENT OF ALL MEN LINKS AND N-E CONNECTIONS

Reinstate all the MEN links and N-E connections which were
disconnected as per item 3.4. (Double insulated streetlight
installations do not have a MEN connection.)

6. POLARITY TEST (USING A VOLTMETER)


DESCRIPTION

Ensure the cut-outs which isolate the lights from the line phase
and line neutral are removed.

If there is a loop-in loop-out, remove the loop-out phase and


neutral from the cut-out, links or red spot fuse terminals and
separate.

Ensure all streetlight standards are safe to energise and that


each standard is safe for other workers and members of the
public.

Energise the streetlight supply cable at the point of supply.

For testing purposes, use an effective earthed reference point spaced more than 2 meters from any electrically conductive
object embedded in the ground.

Reinstate the MEN and N -E at each Class I streetlight standard


after testing has been completed satisfactorily and ensure
everything is secure and safe from third party access.
(Double insulated streetlight installations do not have a MEN connection.)

If there is a loop-in loop-out, safely reconnect the active and


neutral in order to carry out the testing of the next streetlight
standard.

Insert a fuse into the cover of the cut-out or red spot fuse (or
similar) and reinstall.

Test between the steel standard and an independent earth to

Ensure the work area is left tidy with no hazards to the public.
Hand over responsibility to the operating authority.
Return this form to the project file as a record of the commissioning/handover certificate.
After the on-site project officer signs off on the DCWI, send a scanned copy to the relevant manager: the construction manager (for
work performed by Western Power employees); the service manager (for contractors); or the project manager (for the Future Grid).
