Section 2: Company Organisation


2.1 Organisational Structure
As you can see from the statement of intent above, health, safety and welfare is everyones concern. However,
we feel that it is important that there is a formal structure to ensure that everything that needs to be considered
is looked at properly and that we do not miss anything.
The person responsible for Health and Safety is David Connaway, and can be contacted at any time on: 07710
992267.
The implementation of the arrangements for health, safety and welfare will be overseen by the SAFETY
TEAM, This is a group of employees from different parts of the company that collectively and with the help of
outside specialists as necessary, will be responsible for creating and implementing the safety system within the
business. The make-up of this team may change from time to time, as the business requires

All employees have a responsibility to ensure their own safety and of other persons who may be affected by
their actions. As soon as you become aware of any circumstance or situation which could give rise to the risk of
injury or is otherwise dangerous, safely stop the activity and immediately bring it to the attention of your
Supervisor or if visiting, to the attention of your host.
It is essential that everyone understands that, whilst you should always raise such matters with your supervisor
or manager, any of the above named persons will listen to your query and refer it back to the team for comment
and action.
All of the team are aware that such communication pathways are available to all employees or visitors, and that
such communication is actively encouraged by the company.
If you feel that the action taken is insufficient to allay any reasonable fears regarding health, safety or welfare at
work, then you must refer the matter in writing, immediately to the Health and Safety Co-Ordinator.

2.2 Responsibilities of the Managing Director


To ensure that health and safety is effectively managed, David Connaway shall:
Be responsible for ensuring the establishment of an effective Health and Safety Policy within the Company,
including the review and updating of the Policy and for publicly supporting all persons carrying out the policy
and its objectives.

Ensure that a strategy plan is prepared for the continual management of health and safety within the Company,
including a system for the regular monitoring, review and development of the plan.
Appoint suitable and adequate 'competent persons', and provide the necessary time, finance, materials and other
assistance to enable the effective carrying out of the associated functions and implementation of the health and
safety policy.
With the assistance of the competent person/s, measure, appraise and where necessary, correct the safety
performance.
Ensure that the Health and Safety Policy and the programme of implementation are understood at all levels
through the commitment of adequate training sources to that programme.
Ensure that responsibility for health and safety is properly assigned and accepted at all levels and that these
areas of responsibility are periodically reviewed.
Ensure that systems are in place to provide adequate levels of safety, organisation and welfare/first aid facilities
on all sites.
Attend safety committee meetings or arrange for a senior manager to act on his/her behalf.
Personally undertake health and safety training and where necessary, periodically review and update his/her
level of awareness of health and safety.

2.3 Responsibilities of managers and supervisors


Our Managers and Supervisors shall:
Familiarise themselves with the Health and Safety Policy and their responsibilities under the relevant health and
safety legislation.
In conjunction with the SAFETY TEAM identify and assess all risks to health and safety within their
department or section and take suitable and adequate measures to eliminate, reduce or control those risks.
Ensure that employees and other persons within their department or section are provided with suitable and
adequate information, instruction and training for the tasks they are required to perform.
Ensure that all employees in their department or section are fully aware of the procedures in the case of fire or
other emergency.

Ensure that all employees in their department or section know the whereabouts of first aid facilities and the
names of first aiders.
Ensure that safe practices in their department or section are continually developed to ensure maximum safety
for all employees and other persons.
Ensure that adequate supervision is provided or available at all times, particularly where young or
inexperienced workers are concerned.
Carry out the investigation of all accidents promptly using the Accident Investigation Procedure to discover the
causes and take immediate action to eliminate a recurrence.
Complete accident report forms for their department or section for all accidents involving injury, damage to
company property or lost time.
Ensure that any required safety equipment / safety devices are always used, properly adjusted and maintained.
Ensure that all defects in their department or section are promptly recorded and rectified. Where the defect
involves the safety of machinery/office equipment, that it is immobilised until repaired.
Ensure that any relevant health or safety targets set are made known to employees and that achievements of
targets are identified.

2.4 Responsibilities of Employees


So we can manage health and safety effectively within our business all our employees shall:
Familiarise yourself with and conform to the Health and Safety Policy at all times.
Follow all relevant company rules and procedures made in the interest of health, safety or welfare.
Not misuse any equipment issued in the interest of health, safety or welfare, e.g. remove guards, bypass
interlocks, or fail to wear Personal Protective Equipment (PPE) such as goggles, hearing protection, protective
clothing and footwear where appropriate .
Ensure that accidents and incidents are reported promptly and fully to the appropriate person such as your line
manager or supervisor.
Keep all work areas clean and tidy.
Comply with any instructions issued by your line manager or supervisor.
If supervising trainees, ensure the trainee is capable of undertaking any task required of them and are aware of
the health and safety elements of those tasks. If in doubt, you should contact your line manager or supervisor
immediately for guidance.

If you become aware of any circumstance or situation which could give rise to the risk of injury or is otherwise
dangerous, stop the activity and immediately bring it to the attention of your supervisor.
The health and safety policy and programme is there to help us manage our business safely and to meet the
requirements set down in legislation. Failure to follow the policy, procedures or to deliberately engage in
reckless or unsafe practices will be considered a gross breach of your responsibilities and may render you liable
to dismissal.

2.5 Health and Safety Policy Statement


We are committed to ensuring the health, safety and welfare of our employees and will provide whatever
resources are required to ensure that we can meet this commitment.
We also accept our responsibility for other people who may be affected by our activities and we will take steps
to ensure we meet our duties.
You will be given such information, instruction and training as is necessary to enable the safe and effective
performance of your work.
We will ensure that all processes and systems of work are assessed, designed to take account of health, safety
and welfare and will be adequately supervised at all times.
Arrangements and facilities will be maintained to enable everyone to raise issues of health, safety and welfare.
Where necessary, competent people will be appointed to assist us in meeting our duties, including where
appropriate, specialists from outside the company.
We will require the co-operation of everyone to ensure the compliance of our duties and this will require the
total commitment from all levels.
It is important that everyone appreciates that we all have a legal obligation to take reasonable care of our own
health, safety and welfare, and that of other people who may be affected by our acts or omissions.
Full details of the organisational structure and the implementation arrangements for health, safety and welfare
will be set out in separate sections.
This policy will be regularly monitored to ensure that the objectives are achieved.
It will be reviewed and, if necessary, revised in the light of future changes.

3.1 Managing risk within our business


We know we have a responsibility to provide a safe and healthy working environment and to ensure all
significant risks arising from work activities are adequately managed.
This will be achieved by a programme of hazard identification and risk assessment of all our business activities
in order to eliminate, reduce or control any harm or danger to employees or other affected persons.
The risk assessments and controls will be fully documented and recorded and all employees and where
appropriate other persons, will be informed of the significant findings of risk assessments that relate to their
work activities or which otherwise may affect them
The risk assessments and control measures will be reviewed on a regular basis at a frequency determined by
and stated within the assessments, or if there is reason to suspect that an assessment is no longer valid or if
there has been a significant change in the matters to which it relates.
A risk assessment will be reviewed and amended, where necessary, following an accident or incident arising
from the related activities, or when the results of monitoring reveals problems of compliance or effectiveness.
Safe systems of work and safe working procedures will be developed by the relevant manager / supervisor in
conjunction with the SAFETY TEAM and will be documented in an approved format.
These will be brought to your attention and that of other persons that may be affected and regular monitoring of
compliance with, and the effectiveness of, all safe systems of work and safe working procedures will be carried
out.
Like the risk assessments, the safe systems of work and safe working procedures will be reviewed and
amended, where necessary, on a regular basis or when significant changes in the activities or other matters to
which they relate occur.
In addition, they will be reviewed and amended, where necessary, following an accident or incident arising
from the related activities, or when the result of monitoring reveals problems of compliance or effectiveness.
Your assistance in the process of risk assessment and creation of safe systems of work is very important and
expected. Where you feel that your input is not being sought or views on safety not being listened to, you can
speak to any member of the SAFETY TEAM who will investigate the matter and report back to you with their
findings

3.2 Fire, first aid and other emergencies


IF YOU DISCOVER A FIRE:
1. Activate the nearest alarm.
2. Summon the fire brigade.
3. Attack the fire if possible, BUT WITHOUT TAKING PERSONAL RISK.
ON HEARING THE FIRE ALARM 1. Leave the building immediately by the nearest fire exit, DO NOT STOP TO COLLECT ANYTHING. Take
any visitors you may have with you.

2. Report to your fire Assembly Point - This is at: Across the road outside Express Lube Workshop
3. Do not re-enter the building until told it is safe to do so.
IF SOMEONE IS INJURED 1. Summon a First-Aider to the scene
2. Do not move the casualty
3. Follow the first-Aider's instructions concerning the casualty
4. Take care not to become a casualty yourself while helping
IF THERE IS A SERIOUS AND IMMINENT DANGER TO PERSONS TO PERSONS AT WORK 1. Stop the task you are undertaking and turn off any machinery.
2. Tell those who will be immediately affected by it, and move with them, out of the danger area.
3. Tell your Line Manager or supervisor of the danger and follow any instructions given to you.
4. Do not re-commence working until told it is safe to do so.
You are required to report all accident/incidents to your manager/supervisor immediately. This is any event
which may give rise to injury, ill health, and property or plant damage including near misses.
All accidents/incidents must be recorded by the appropriate manager/supervisor. Full details for this are set out
in the Accident Investigation Procedure

3.3 Training, consultation and wellbeing


We recognise that a safe and healthy working environment needs a competent workforce and we are committed
to the provision of suitable information, instruction and training.
We will not require you to perform any work activity unless you have received suitable information, instruction
and training, or are working under the supervision of a trained and competent employee.
We will provide training upon induction, vocational training in respect of the activity and/or equipment,
supervisory or management training upon any change of responsibilities and refresher training.
Your training needs for you and your related work activities will be evaluated, reviewed periodically and
updated as required. Records will be kept of all training provided.
We also recognise that this cannot be achieved without the co-operation and commitment of employees. This
will be achieved by the creation of a SAFETY TEAM and by having a health and safety element within the
regular work meetings.
The SAFETY TEAM will review the performance of the health and safety programme and will make enquiries
of employees to ensure your input is reflected in the operation of the health and safety programme.

If you have any concerns with regards to health and safety these should be raised immediately with your line
manager or supervisor who should deal with the matter in a timely fashion and report back to you on the action
taken to resolve the concern.
However, if for any reason you are unhappy with the action or feel the concern still exists, we would ask you
raise this with the Managing Director as soon as possible.
We recognise that part of a good health and safety programme includes ensuring that employees work
activities do not place undue burdens upon them.
If you feel that you are being placed in a situation where you are unable to manage your work or where you feel
under pressure, then we need to know about it.
Whilst we constantly monitor both the work flow and the ability of our employees to manage what is being
asked of them, we may not be aware of other factors which may adversely affect how you are coping with your
work.
Asking for help is actively encouraged and any concerns should be raised with your Line Manager or
Supervisor. However, if you feel uncomfortable in doing so, then you should bring your concerns to the
attention of any member of the SAFETY TEAM, the HR team if available or the Managing Director.
Please remember. If we dont know you are having problems, we may not be able to tell just by looking at you
or your output. If you let us know, then we can do something to help.

3.4 Equipment, personal protective equipment and alcohol/drugs in the


workplace
We have a responsibility to provide a safe and healthy working environment by ensuring that all significant
risks arising from work activities are adequately managed.
The safety and safe use of any machinery, plant or other equipment supplied by us or otherwise available to you
is an important part of this process.
All such equipment will be maintained in efficient order and in good repair and you need to report any
defective equipment immediately to the appropriate manager / supervisor.
The equipment should only be used for the purpose or operations for which it is suitable or intended and you
should not use any equipment or machinery upon which you have not been trained.
If you need to use equipment belonging to someone else, always check to see that it is in good condition and
has been maintained. Where this cannot be confirmed, contact your Line Manager or supervisor for instructions
before use.
We will provide, where appropriate and necessary, personal protective equipment (PPE), to enhance the control
of risks identified by the assessment.
We will ensure that adequate supplies of suitable PPE are available, maintained and where required, suitable
and sufficient storage accommodation for PPE when not in use.
If you are required to wear PPE you will receive suitable and adequate information, instruction and training in
its use, maintenance, cleaning and storage, and the relevant risks it will avoid or limit.
All employees required to wear PPE must use it in accordance with the training and instructions provided and
must report any defects to PPE or loss to your manager / supervisor immediately.
As you will appreciate, the safety of any machinery, plant and equipment including vehicles may be adversely

affected if the operator is under the influence of illegal drugs or alcohol.


Consequently, employees should not bring alcohol or illegal drugs onto company premises or permit others to
do so.
You should not report for work under the influence of substance abuse (alcohol, drugs or solvent inhalation)
and, where the influence may arise from a prescribed drug, you should request advice from their GP for
possible side-effects of prescribed drugs e.g. drowsiness impaired reflexes.
Under no circumstances should you drive or operate machinery if under the influence of a substance.
Where you believe you have or are developing a substance dependency problem then you should seek
assistance. You should be alert to substance abuse symptoms and offer support and advice to colleagues if you
suspect that they have a problem - it is a misapprehension that turning a blind eye will protect them. Your
silence may cause you, them and others more harm.

3.5 Managing vehicle and mobile phone use


We recognise that we have a responsibility to provide a safe and healthy working environment and
acknowledge that this includes ensuring that the risks and other problems associated with the driving of
vehicles operating on company business is adequately controlled.
Only authorised personnel are allowed to drive company vehicles and such vehicles will only be available to
employees who hold a current and valid driving licence.
Any conviction for driving offences, driving licence endorsements and any fines incurred by employees who
drive on company business must be reported immediately.
Any employee who is considered to be acting carelessly or recklessly in the use of vehicles driven on company
business will be subject to disciplinary action.
Any accident or incident involving a vehicle driven during the course of company business must be reported
immediately, regardless of fault.
Company drivers must avoid the consumption of alcohol or drugs prior to or during the course of driving,
infringement of which could result in the employee's dismissal.
All vehicles including those belonging to employees and being driven on company business must be serviced in
accordance with the manufacturer's recommendations and have a current MOT Certificate. Any defects to
company vehicles must be reported immediately.
No vehicle must be driven in an un-roadworthy condition. Employees must generally ensure that their vehicle is
kept in good condition and this includes keeping it clean and ensuring that the tyre pressures, lights, oil, water
etc meet the required standard of roadworthiness.
All loads on vehicles must be properly secured at all times.
Drivers must not use mobile phones during the course of driving unless suitable hands-free devices are fitted to
the vehicle or otherwise available for use.
Drivers must not eat or drink during the course of driving.
Any company driver doing a long journey must plan the trip to ensure the tiredness factor has been considered.
If during a trip it is evident that to continue driving would constitute a risk, making a temporary stop or booking
overnight accommodation should be considered.
Any employee using a company vehicle or driving on company business must take with them a mobile phone
to ensure emergency help can be obtained.
