INTRODUCTION

Far West Laboratory for Educational and Research Development (FWL) has issued a
request for proposal for evaluating its Determining Instructional Purposes (DIP) training
program. This is a response from The Evaluators, LLC to this request for proposal
(RFP). The goal of this request for proposal is to determine the marketability of the
Determining Instructional Purposes (DIP) training program.

OVERVIEW OF DETERMINING INSTRUCTIONAL PURPOSES (DIP)

DIP consists of one coordinators package and three training units: setting goals,
analyzing problems and deriving objectives. Within each unit, there are four to six
modules with instructional objectives within each module. Training time in Units 1 and 3
range from 10-15 hours while training time in Unit 2 is longer and ranges from 12-18
hours. Workshops may be concentrated or span over several days or weeks.
There are several configurations whereby a school district can purchase the program.
Modules can be purchased individually or together based on the requirements of a
particular school district. The trainings can be self-guided or offered in a workshop
setting facilitated by a coordinator. It is recommended that a coordinator facilitate the
meetings by presenting the material and functioning as a subject matter expert. This
individual can be a district employee who has successfully completed trainings and
thoroughly comprehends the units. All training materials are available in hardcopy.

EVALUATION METHOD

The Evaluators, LLC has decided to evaluate the success of DIP using three
quantifiable measures. By using three measures, we can determine marketing
channels, school administrator goals, and recommend product improvements.
First, we will contain our efforts to K-12 academic institutions. We will also limit our
research to the major metropolitan regions on the east coast. Due to the dense
population and variety of academic settings, we can gain a considerable amount of

perspective about national initiatives by examining this a sample academic institution


population. The regions we will assess include: Wilmington Delaware, Philadelphia
Pennsylvania, and Princeton New Jersey. Each of these regions has varying
demographics.
Marketing Channels: Within these three major regions, we will initially take a survey of
500 school districts within 20 miles of the epicenter of each of these metropolises.
These school districts include traditional public schools, private and parochial schools,
charter schools and cyber schools.
School Administrator Goals: Next, we will send a separate survey to each school
administrator and professional development coordinator in each of the 500 school
districts to determine their specific needs within the DIP training program. After
inquiring about their needs for in-house professional development, we will create a list
of school districts who show initial interest in DIP.
Upon analyzing the results of the survey, we will offer one Coordinator handbook and 10
Unit 1 trials (with two modules) to 50 districts to those who show interest in DIP. We
conservatively anticipate 10% interest in DIP. These materials will be sent free of
charge for further assessment. After the staff complete the units, we will compare the
reviews about the units and goals of the administrators.
Recommend Product Improvements: Based on the responses we receive, we will
determine the best markets for DIP. We can also determine other marketing strategies
such as offering individual modules and volume discounts. We will also discuss using
Internet technology to further reduce future costs and to improve program quality.
Finally, the reviews and comments will show the true marketability of DIP and if the
modules achieve all of the Districts goals as well as those of the faculty and staff. In
order for FWL to have successful market penetration with DIP, these elements should
be full explored.

easily. There will be four junior partners who will be assigned to your project. Each
junior partner will work in various capacities of your project to ensure excellent quality
control and fact checking. Each junior partners rate is $400 per day. One senior
partner will be assigned to the project to review the results with the junior team after
they have completed their analysis. The senior partner rate is $1,200 per day.

used with maximum. We were able to arrive at our projected costs under budget. Our
total costs were $49,600 and bid below the $50,000 budget allotted by FWL.
