METECSAT AND MSI3 - STATUS

METEOSAT- 5 is at 63 deg east, is reaching end of life and will be de­


orbited after the spring eclipse in 2007

METEOSAT- 6 is at 10 deg east, future position in 2007 will be 67,5 deg


East

METEOSAT- 7 is drifting to 57,5 deg East, will arrive by middle October


2006
Both satellites will support the Indian Ocean Data Continuation (IODC)
mission

METEOSAT- 8 (2nd generation) is positioned at 3,4 deg West, remains


primary source of service

METEOSAT- 9 (2nd generation) is positioned at 0 deg

MSG -3 and -4 will guarantee access to geostationary data until 2020

EPS: STATUS OF COOPERATION WITH NCAA

Issues resulting from NOAA- N' "mishap" were solved and amendments to the
Joint Transition Activities (JTA) Agreement were signed early 2006

NOAA operationally flies MHS since summer 2005

Data Denial Implementation Plan (DDIP) was signed in February 2006

EUMETSAT routinely acquires NOAA POES data using its EPS ground system
since months

NOAA and EUMETSAT are actively working on a common data dissemination


system (GEONETCast) in support to GEO activities

~These facts demonstrate the robustness of the NOAA - EUMETSAT

EPS STATUS, LAUNCH OF METCP A

MetOp-A Launch Campaign

Following a final review in spring 2006, the EPS system was declared
ready to support the launch on 17 July 2006

Satellite campaign started in April 2006 and proceeded nominally

3 attempts to launch the satellite were made on 17, 18 and 19 July

All the attempts were automatically stopped by the Ground Control


System during launch countdown:

EPS STATUS, LAUNCH OF METCP A

It was clearly identified, that the aborts were caused by non thoroughly
validated procedures used during the launch in handling the automatic
launcher check out system.

MetOp Satellite, ESA LEOP system and EUMETSAT Ground System


had a green status during all three launch attempts

A plan of actions was agreed with the launcher authority to correct the
observed anomalies and to prevent the re-occurrence of the problems

A new launch date was set to 7 October 2006.


10 October: Hand Over ESOC to EUMETSAT (end of LEOP)
Satellite In Orbit Validation: 10 weeks
Calibration and Validation: 4,5months

IMPLEMENTATION OF THE ..JTA AGREEMENT

JTA foresees that:

a) a number of technical issues needs to be addressed by the partners

b) partners should plan for the future cooperation.

Mechanisms will be set-up or reactivated to prepare for this:

Regular coordinated technical meetinQ.§. to assess technical issues


and plans for future systems
Reports in the context of lligh Level Working Groups meeting§

In parallel, broader issues of current cooperation will be addressed in annual


bilateral meeting§.

Policy exchanges will continue in EUMETSAT Council and SUAG.

IMPLEMENTATION OF' THE &.ITA AGREEMENT

A first step in this direction ...

A EUMETSAT/NOAA Technical meeting was organised on 30th August


2006, identified three major areas for evolution/enhancement:

- Improvement of Metop data / products timeliness by adding an


Antarctica Receiving Station for Data Dump

- Re-introducing the NOAA Space Environment Monitoring


instrument (SEM) on MetOp C

- Reviewing requirements for a future imager flying on Post EPS

TOWARDS A .JOINT POLAR SYSTEM (.J PS)

JTA also foresees that necessary steps should be taken to prepare for
the signature of a Joint Polar System (JPS) Agreement at the latest 8
years after signature of JTA, i.e. in 2011.

In this context, it is proposed to outline a Concept Pa~ on future


cooperation in the course of 2007.

CONCLUSIONS (1 /2)

Cooperation between U.S. and EUMETSAT is and remains a must as


confirmed in the EUMETSAT long-term strategy approved by Council
in June 2006 (www.eumetsat.intlpublications)

In October 2006, Metop A will be launched and become the sole long-
term source of data in the mid-morning orbit. EUMETSAT wants to
keep this role on the long-run.

After a period focused on achieving the first tangible result of the IJPS
cooperation (Metop A launch) on our side and on reshaping the
NPOESS programme on the U.S. side, EUMETSAT believes that more
attention can now be paid to the preparation of the future.

CONCLUSIONS (2/2)

New issues are raising such as:

- The continuation of the cooperation in polar orbit


- The continuation of the cooperation in operational
oceanography
- Possible common approaches in the E.U./ U.S. dialogue on
space

I will personally keep SUAG regularly informed of any development in


EUMETSAT and in our cooperation with U.S.
