The Department of Homeland Security (DHS) and Boeing, lead contractor on the SBInet border security program, are in trouble
with lawmakers for not keeping them up to date on deployment slips for a virtual fence in Arizona.
SBInet, the network centric portion of the Secure Border Initiative (SBI), was supposed to kick off June 13 at a 28-mile stretch,
known as Project 28, along the Mexican border near Sasabe, Ariz. Officials from DHS, Boeing and the SBI made no mention of
problems with Project 28 when they testified before the House Homeland Security Committee June 7.

SASABE, Ariz.— If the effort to catch people illegally crossing the border here in the southern Arizona desert is a cat-and-mouse
struggle, the Homeland Security Department says it has a smarter cat.
It comes in the form of nine nearly 100-foot-tall towers with radar, high-definition cameras and other equipment rising from the
mesquite and lava fields around this tiny town.

The new 98-foot tower installed in the first section of the Homeland Security Department’s SBInet surveillance system is not on
the border: It is 11 miles north, just outside Arivaca, Ariz.
Residents of the small high-desert community — Arivaca is not an incorporated town — demanded at a May 15 meeting with
DHS and Boeing Co. to know why they were asked to host the tower. Mary Scott, who attended the meeting, said they were told
it was because mountains to the south hinder surveillance, and the tower’s closer proximity to roads in Arivaca will make it easier
to maintain.

SAN DIEGO -- Federal authorities have begun testing a sophisticated camera tower system along the Arizona -Mexico border,
the first phase of a plan that envisions a high-technology "virtual fence" instead of physical barriers to control much of the frontier.
The project, which began testing two weeks ago, consists of nine 98-foot towers -- bristling with camera, radar and
communication equipment -- along 28 miles of a busy immigrant corridor southwest of Tucson, Ariz. Part of the Homeland
Security Department's Secure Border Initiative, the closely watched project could take pressure off the Bush administration to
erect more fencing. The $67 million contract to launch the project, called SBInet, was awarded in September to Boeing Co.
Members of the House Subcommittee on Border, Maritime and Global Counterterrorism last week questioned why the system
was not operational as planned Wednesday. Russ Knocke, a Homeland Security Department spokesman, said Boeing is trying to
address some technical "glitches."

Some senators seem intent on resuscitating a compromise immigration bill. Recall that Senate majority leader Harry Reid earlier
pulled it from the floor so that the Senate could turn its attention to more substantive issues like a purely symbolic vote of no
confidence in Attorney General Alberto Gonzales. Actually, Americans would be better served by just letting it die. A misguided
effort to generate a comprehensive immigration reform bill that President George W. Bush will sign would only produce another
piece of legislation that will probably not be enforced and will, in any event, fail to correct the real problem just as “reform” bills
signed by Ronald Reagan and Bill Clinton failed to prevent the illegal alien population from swelling to over 12 million.
…better enforcement measures at the border including the construction of fencing and virtual fencing already authorized and
coordination between federal, state and local authorities, including school systems.

Southwest Border Fencing Update

September 2007

Prior to the Secure Fence Act, U.S. Customs and Border Protection's
Border Patrol had constructed a total of approximately 78 miles of fence
on the U.S.-Mexican border: approximately 40 miles in California, 30
miles in Arizona, and seven total miles in New Mexico and Texas. San
Diego sector alone built 25 miles of primary fence, significantly
reducing illegal cross-border traffic as well as crime and violence near
the border.

During fiscal year 2007, CBP will complete more than 70 miles of new
fencing, nearly doubling the miles of fencing on the border. In Arizona,
which experienced large increases in illegal cross-border activity after
San Diego sector was fenced, approximately 60 miles of new fence was
built. Approximately 10 miles of new fence were constructed in
California and New Mexico. No fencing was built in Texas during fiscal
year 2007.

Between October 2007 and December 2008, CBP will construct an additional
225 miles of fence. The 225 miles will complete the highest priorities
identified by the Border Patrol. Based on our initial assessments, about
70-90 miles of pedestrian fence will be constructed in Texas, an
additional 60-90 miles will be built in Arizona, 30-55 miles in
California, and approximately 25-30 miles are projected for New Mexico.
These additional miles will complete our current construction plan for
370 miles of border fence in the highest priority areas along the
Southwest border.

In addition to tactical infrastructure, SBI includes strategies to


develop and apply sensor technologies and increase the number of Border
Patrol agents.

We will break out the TI staff under (b) (6) shop with some civil engineers to support Loren.

We have a number of other changes we are going to make, which includes sliding(b) (6) into the
Business Financial Manager slot we had the PD out on the street for. This will solve the financial
disconnects between projects and planning and improve communications between SBInet and SBI. Rob
has been a BFM on systems programs before and is enthusiastic about the opportunity. That will take
place week after next.

I need to move forward on (b) (6) as Deputy, and would like to announce that on the 5th also. She is
taking up the slack in that area now.

My problem remains (b) (6) I will move her facilities group to (b) (6) (he does not know this
yet). Which leaves Environmental and Real Estate, which is a going concern – but one (b) (6) by her
own admission is not an expert in. We will write a PD and announcement for an Environmental and RE
Division Director, and she can apply.

I am ready to break-out the TI aspect of SBInet as we discussed. I see the logistics aspect staying
under you and (b) (6) , but having the PF225, VB200, and roads/lights being broken out as we
discussed. I am making some other changes in the Chief of Staff and Exec Sec work and would like to
roll all of them out at the 5 Oct all hands.

I see Loren as the acting lead for the TI, with a final selection will be made later on. Once they execute
the PF225 and VB200, we can evaluate whether to roll it back in or not.

It is strange to me that the 60’ Roosevelt Easement would not be reinstated in this case. The issue
makes sense to me in the case of private ownership, but not when the ownership is Fed. That may
be the way to approach this if it turns into a problem.

Please see attached map.

Refuge Manager (b) (6) of the Buenos Aires National Wildlife Refuge pointed out that
approximately ¾ of a mile in Section 34 of the Buenos Aires map does not have a 60’ Roosevelt
easement.

This location is in the heart of the east side of the Pedestrian Fence project. A meeting has been
scheduled with (b) on Tuesday to start a dialogue.
