This information is a result of the work in progress to identify solutions for border fencing. The
documents include the criteria used by the Boeing Contractors. Your staff, identified below, may have
been impressed in the meetings that the quality may be sacrificed for speed or cost. We will be able to
pick the best available after the testing, and be able to add attributes that also improve the final
version. For now we request your comments on the samples depicted. Responses, including no

Per Jeff's request, I am sending this email to you for review and dissemination. I extended the due
date on the action item and you may want to extend it further. OBP's comments will not impact the
Fence Lab project at this time (1st phase), but could have significant influence on future tests. (see
action items below)

It should be noted that OBP had minimal involvement in the Fence Lab project prior to 3/12/07. We
were not asked to provide input for the Statement of Work and were not consulted for Boeing's Request
for Proposal. Hopefully we have corrected this problem and will have more influence in the future.

performance criteria chart and the lessons learned/AAR created by the attending agents.

Boeing has been tasked to test and evaluate six of the COTS (commercial off-the-shelf) fence/vehicle
barrier designs received from their initial solicitation for primary fencing. In addition to these six
designs, Boeing will also be testing and evaluating two government developed fence/vehicle barriers
[CBP Rail (Normandy Style) Barriers and the M.J. Jersey Barrier].

During this past Monday and Tuesday’s Fence Lab Meeting, Boeing presented all (fifteen) received
designs and highlighted which six fence/vehicle barrier test designs were recommended. Everyone
agreed that based upon pre-established criteria, the six test designs recommended by Boeing were the
best solutions.

Many of the southwest border sectors were represented at this meeting. The representatives
reviewed/discussed with Boeing the advantages and disadvantages of each design, this information will
be used by Boeing for future design, testing and implementation.

For your information and review, we are forwarding a copy of the Fence Lab presentation. OBP is
requesting that each sector review the six recommended designs and evaluate whether any combination
of these fence/vehicle barrier solutions would address your individual station’s primary fencing needs.
As a reminder, these designs focus on the contractor’s ability to rapidly deploy an effective design at a
minimal cost.
We have also included the SBInet Fence Lab Project Overview, Fence Lab Project Performance Criteria,
and the after action report submitted by the attending sector’s subject matter experts (SME’s).

OBP is requesting input from the field regarding these designs and wants an end product that will
ultimately meet the needs of the field. Any recommendations and or responses will be needed by
C.O.B. on March 28 , 2007.
