CITY COUNCIL

SUBJECT: City Administrators Weekly Report DATE: April 18, 2014

INFORMATION
Following are the key activities to be highlighted this week:

City To Host Two Public Workshops On Coliseum Area Specific Plan On Thursday, April 24 & Saturday,
April 26, the City of Oakland will host two public workshops on the Coliseum Area Specific Plan. The
Coliseum Area Specific Plan (CASP) serves as a roadmap for the transformation of the Coliseum district and
surrounding area into a dynamic sports, entertainment, residential and job-generating neighborhood. The Plan
will provide a strong vision for the area, linked to a comprehensive public-private development approach to
growth and change. The Plan is one of a number of City efforts to retain Oaklands three sports franchises.
Before the City of Oakland begins the formal public hearings associated with the CASP, two information
workshops will be held. The two meetings are scheduled for:

Thursday, April 24, 3 - 5 p.m., Red Lion Hotel, 150 Hegenberger Road
Saturday, April 26, 3 - 5 p.m., Oakland City Hall, Council Chambers, 1 Frank H. Ogawa Plaza

At the workshops, City staff will provide details to the public on the Citys vision for the Coliseum district and
surrounding area and solicit feedback and suggestions from the public. The input gathered at the two
workshops will be incorporated into a draft Specific Plan and draft Environmental Impact Report. Public
hearings at the Planning Commission and Oakland City Council will then be held in the next few months, and
a public comment period will begin, to review both the draft Plan and the Draft EIR. The final adoption of the
Plan and certification of the EIR is expected in fall/winter 2014. For members of the public who are unable to
make either meeting, there are three additional ways to share comments and concerns:

officers arrived on scene, the victim informed them that he had been robbed at gunpoint and assaulted by
three suspects who took his property. A witness helped to provide a description of all three suspects. The
preliminary investigation led officers to the 6800 block of Arthur Street where officers located and arrested
two of the suspects in connection with the robbery. Police are searching for the third suspect. A key part of
the Oakland Police Departments crime reduction strategy is to share information with the community. As a

CITY COUNCIL

SUBJECT: City Administrators Weekly Report DATE: April 11, 2014

INFORMATION
Following are the key activities to be highlighted this week:
Oaklanders Show Support For A Public Safety Measure That Reduces Gun Violence,
Supports At-Risk Youth On Wednesday, April 9, the City of Oakland announced efforts to
renew a special tax for public safety (known as Measure Y) in consultation with community
organizations like Oakland Community Organizations (OCO) and Make Oakland Better Now
(MOBN). This renewal would extend funding but change the policy framework of the measure
to focus on proven crime reduction strategies. Voter research commissioned by the City with
the input of community groups indicates that voters support the idea of a renewal of the parcel
tax with no increase in rate. Voters also indicated support for the key elements of this targeted
measure: reduction of gun violence and support for at-risk youth. To view a summary of poll
results, please visit http://www2.oaklandnet.com/w/OAK046498. To read the media release,
please visit http://www2.oaklandnet.com/w/OAK046525.

promises to shine a spotlight on Oaklands increasing attraction as a tech hub. As many as 1,000
attendees are anticipated to attend presentations, panels and fireside chats at the Jack London
Market building at 55 Harrison Street in Jack London Square. Participants will follow two tracks
of content designed to educate startup tech entrepreneurs as well as venture capital (VC) and
angel investors. Speakers include luminaries in the venture capital world as well as civic and
business leaders who will talk about how to start and scale successful companies and trends that
are shaping future tech investment. The extensive speaker slate includes Mitch Kapor, founder
of Lotus Corporation and Kapor Center for Social Impact; Sungevity co-founder Danny
Kennedy; Blue Bottle Coffee founder & CEO James Freeman and Brian Wong, of Kiip. Wong,

event website. Vator, the 6-year old online business publication and social network that produces
the event, has held successful, smaller Splash events, in San Francisco, Los Angeles, New York
and London. Vators founder, award-winning journalist Bambi Francisco, picked Oakland quite
intentionally as the launch pad for the inaugural two-day expanded conference. Another
highlight of Vator Splash Oakland will be on-stage presentations from finalists in two,
concurrent tech startup competitions that launched in January: the Vator Splash competition,
open to any US-based tech startup, and the Oaktown Tech competition, sponsored by Oakland
Forward, for Oakland and neighboring East Bay startups. Finalists must survive two rounds of
judging, competing for recognition and an estimated $40,000 in in-kind services and sit down
meetings with major VCs and angel investors. Past Vator Splash competition participants have
gone on to receive upward of $140 million in follow-on funding. To qualify for the competition,
startups must be under 3 years old and have under $2 million in outside funding. The City of
Oakland is among the growing list of major sponsors for the event. For more information, please

Telegraph Avenue Complete Streets Plan Progress In late April and early May, the Oakland
Public Works Department will host free open houses on the Telegraph Avenue Complete Streets
Plan. Telegraph Avenue from 20th to 57th streets is undergoing a joint City and community
planning effort. Complete Streets could include blub outs, bike lanes and improved pedestrian
crossings. Thanks to the over 1,100 survey respondents, the City of Oakland now has a much
richer understanding of community concerns and desires that will inform the development of
design options. To view the results of the online survey, please visit the Telegraph Avenue
Complete Streets website at www.oaklandnet.com/TelegraphAvenue. To view the summary
report for the survey, please visit http://www2.oaklandnet.com/w/OAK046218. Three public
open houses will be held to solicit feedback on the initial options. Each open house will cover
the same material. In planning the open houses, City staff wanted to offer a range of times and
locations to provide an opportunity for everyone to participate. The project team will be working
hard over the next few weeks to translate what they learned from the technical analysis,
stakeholder meetings and the public survey into specific design concepts for the open houses.
Open houses are scheduled for:

If this story is true, it sure seems extreme to fine a church for having a ceremony for Women

I would hope that there were other solutions offered and that fines were not the first resort.

Hi,
I'm an Oakland homeowner in Longfellow.
http://m.eastbayexpress.com/CultureSpyBlog/archives/2015/07/21/oaklands-humanist-halldeclared-a-nuisance
If this story is true, it sure seems extreme to fine a church for having a ceremony for Women
Against Rape councilors.
I would hope that there were other solutions offered and that fines were not the first resort.
Thanks,
Matt

Susan,
Thank you for your message. I just learned of this yesterday and reached out to Humanist Hall to find out precisely
what's going on. While they started an online petition, no one had previously reached out to our office for help. In
response to my inquiry I received an email from Florence yesterday and will begin to investigate the situation.
I too share your appreciation for Humanist Hall. We will look into the situation and work on a solution that honors
the legacy and purpose of this Oakland institution.
Kind regards, Lynette

Subject: NACTO Road Show/Telegraph Avenue Update

Olga and Oliver,

I'm trying to cover 3 items in a single email.

First, I wanted to follow-up on the invite Iris sent a couple weeks for our April 11 Oakland bike
program forum (attached). We're bringing a great set of national experts to town and I'm hoping for
an informative and engaging discussion on the future of bicycling in Oakland. Can you please
confirm whether you and/or CM Kalb are able to attend? Note that there is also a separate but
related event on the evening of April 10 that Bike East Bay is organizing. I'm happy to answer any
questions you may have about either event (e.g., what it is, why we feel it is important, etc.).

Second, I wanted to provide a quick update on Telegraph Avenue. We will have 3 public open houses
in late April/early May to collect feedback on preliminary design options:

April 24, Beebe Memorial, 3900 Telegraph (Thursday evening)

April 26, Faith Presbyterian, 49th/Webster (Saturday afternoon) - Pending confirmation from

venue
May 1, Humanist Hall, 27th St (Thursday evening)

Our survey got 1100 responses, and we saw overwhelming support for better bicycle and pedestrian
facilities even from current drivers (see attached graph). As discussed with Oliver a couple weeks
ago, we are looking at several options which we will present at these meetings. Please let me know
if you need any more information in advance of the open houses.

Finally, we are working to install a 1-day, 1-block demonstration protected bikeway (i.e., cycle track)
on Telegraph Avenue for Bike to Work Day (May 8). It will be located from 27th to Sycamore in the
southbound direction and will showcase some of the open house concepts in real life. We are
working with Bike East Bay on the logistics.

I'm happy to discuss more and provide additional information if it would be helpful. I'll also let you
know when the open house announcement is ready, and hopefully your office can help spread the
word.

Best,
Jamie

Councilmembers Kalb and McElhaney:

Our two most favorite Councilmembers, would you be able to send out to your email lists the
official announcements of upcoming Telegraph Avenue Complete Street Project Open
Houses April 24, April 26 and May 1, attached from Jamie Parks' email. Jamie has previously
sent similar information to you. So, I am giving you this friendly reminder. We are also
reaching out to all the businesses on Telegraph Ave to let them know about the open houses.
We plan to inform more people about this project than any other project we have ever worked
on.
In connection with this, we are setting up a 'protected bikeway' demo on Telegraph Ave at
27th St on Bike to Work Day Thursday May 8 to show the public what the preferred design
option is for a new Telegraph Avenue bikeway, from our perspective. We would love for you
to hop on your bikes and ride down Telegraph Ave, through our protected bikeway. The
location for the demo is Telegraph Ave & 27th St, on the in-bound side of Telegraph, in front
of the Telegraph Lofts. Save the date and plan to stop by. This will be a great media
opportunity for you as well.
Let me know if you have any questions and thanks again for your support.

All,
This is a quick reminder that the first of our 3 Telegraph Avenue open houses is only 3 weeks
away. The open houses will be an important opportunity to get feedback on our initial design
concepts for the corridor and I hope you are able to attend. The open houses will be held at
the following locations:

April 24, 6pm - 8pm, Beebe Memorial Cathedral, 3900 Telegraph

April 26, 10am - 12pm, Faith Presbyterian Church, 430 49th Street

May 1, 6pm - 8pm, Humanist Hall, 390 27th Street (accessible entrance at 411 28th
Street)
We'll be distributing flyers throughout the corridor over the next week and doing other
outreach as well, but we'd also appreciate you passing this information to any email lists,
groups, or others who you think would be interested. I've attached a flyer that you can send,
which is also posted on our website at:

Hope this message finds you great! J

Thank you for always keeping our office in the loop! Councilmember Kalb is going to attend April
24th and Oliver May 1st meetings.

Unfortunately, April 26th falls on the Earth Day and our office is going to be working at multiple
locations for that event. It would be great if you could mention to the attendees that we regret to
miss that meeting. Thank you!

Oakland Elects
Column Recipients; Column Recipients Alternate
This Week In The Oakland Mayoral Election
Monday, September 08, 2014 11:56:02 AM

Friends,
If you didn't check in with the Oakland Elects website last week
(http://www.oaklandelects.com/), these are the stories you may have missed concerning the
Oakland mayoral election...and you may have missed quite a bit.
* Oakland blogger Zennie Abraham is reporting a new poll out that shows Kaplan, Quan, and
Tuman leading the mayoral race. Abraham released no details about the poll, other than that it
was commissioned by the Jobs and Housing Coalition, and that more information on the poll
is supposed to be released later this week.
* There were multiple stories on the proposed Coliseum City project, which Mayor Jean Quan
is hoping will be the solution to building a new stadium for the Raiders and keeping them in
Oakland.
* "Urban Shield" held its annual police training conference and police equipment vendor show
in Oakland, with several mayoral candidates taking positions on the controversial program.
* Bryan Parker released a lengthy statement criticizing the mayor and the City Council for not
responding to his call for an emergency meeting to address what Mr. Parker calls Oakland's
"current safety crisis."
* KQED released audiotapes of the opening statements of the seven candidates who
participated in the John George Democratic Club endorsement forum at Humanist Hall last
week.
* Dan Siegel announced he was starting a pro bono lawyers support group for undocumented
immigrant children, and challenged Oakland city officials to also provide assistance
* The campaign of Ken Houston complained about the way their candidate was portrayed in
the San Francisco Chronicle's roundup of Oakland mayoral candidates, in which Mr. Houston
was quoted as saying he liked Tequila, motorcycles, and women.
* The Oakland Public Ethics Commission released a new online tool to analyze campaign
contributions in the Oakland mayoral race
* Waste Management began a drive to collect signatures to put a referendum on the ballot in
an attempt to win back the new Oakland garbage disposal contract they recently lost in a vote
by City Council. The issue is important to the mayoral race because two candidates voted on
the contract when it came before the Council.
* Oakland Magazine published a new article analyzing the affect of ranked choice voting on
the Oakland mayoral race
* Rebecca Kaplan announced a proposal to require the city to recruit more Oakland residents

as police officers
* Oakland Local online newspaper looked at the affect of twitter on the Oakland mayoral race
* The East Bay Express reported on the candidate debate sponsored by the Alameda County
Democratic Party
* A new local website, Oakland Mayor 2014, released candidate responses regarding support
for the Oakland minimum wage ballot measure (Measure FF) on the November ballot
We urge you to check into the Oakland Elects website often, as stories change daily. But as
always, if you missed these stories, we archive them on our website so that you can continue
to stay informed and make an intelligent decision on who to vote for in the upcoming
Oakland mayoral race.
Oakland Elects is an independent, non-affiliated website monitoring the 2014 Oakland
mayoral election.

achieve a legally binding and universal agreement on climate, from all the
nations of the world.

Challenging climate catastrophe

the Northern California ClimateMobilization demands

A global agreement to implement

dramatic and rapid reduction in
global warming pollution

Keep fossil fuels in the ground!

100% clean, safe, renewable energy!

End all fracking, tar sands mining and pipelines, offshore drilling, arctic
drilling.

Stop expansion of the extractiveeconomy. Wind, solar, geothermal

power now.
No coal exports or crude-by-rail bomb trains in Northern California.

These conditions are necessary to create:

A world united to repair the ravages of climate

change
Industrial countries and polluting corporations of the global north need to
pay their ecological debt to society and to the global south by providing
funding for developing countries and vulnerable communities worldwide
to adapt to the impacts of climate change and convert to sustainable
economies.

A world with an economy that works for people and

the planet
Billions of dollars for energy efficiency and conservation. We need a just
transition to a sustainable, demilitarized economy based on renewable
energy, clean transportation, and jobs for all at union wages. Convert
water-wasting, polluting factory farms to sustainable organic agriculture.
End corporate personhood; end "money equals free speech"; end
billionaire purchase of elections.

A demilitarized world with peace and social justice

for everyone; where Black Lives Matter; where good

jobs, clean air and water, and healthy communities
belong to all
End all forms of oppression and discrimination. No to environmental racism and

pollution of indigenous, low income, and frontline nations and communities.

Respect all indigenous lands. No militarized police. No wars. No nuclear
weapons or power.A true ecological approach must integrate questions of
justice to protect biodiversity, honor all life on earth and lift all people out of
poverty.

Dear Friend,
Greetings. My staff and I are busy working to improve public safety in our
neighborhoods, protect tenants from exorbitant rent increases, craft and
institute strong government ethics reforms, grow in an environmentallyresponsible manner, and address specific neighborhood needs.
We also want to make sure you are aware of some exciting events that have

been organized for residents in North Oakland and beyond.

Hope to see you at some of these gatherings.
