Social- it is a covenant between God and the people on the Mayflower; as a group they decided
to make this compact together
Political- they are now making their own law and are going to appoint their governors and
leaders

Political- they stated that establishing a government to order and dispose of the affairs of people
is necessary; they will be joined together in a combination and confederation
