Dear Ms. Bailey:
I refer to our letter dated December 24, 2015, regarding the release of certain
Department of State records under the Freedom of Information Act (the "FOIA"),

Hi, Cheryl:
I hope the information in the memo and the slig tly expanded background paper help with your decision re: whether to

pursue use of BlackBerries in the suite.

Sometimes the distinction between what can be one and what is, or is not, recommended to be done differ; this is one
of those instances. OS's response illustrates thei level of concern based on their extensive professional expertise.

Options (as I see the_m_,_):_ _ _ _ __ __ .__

85

I hope this additional info is useful and I apologiz if offering it is presumptuous - please let me know what else NSA can
do to help, either in the decision-making process or in the decision-implementation process. I can identify with your
statement that we as a community of technical a d security experts should have done a better job of anticipating the
need for expanded use of personal electronic d tees- if that's an area where the Administration and the Secretary
need us to focus and drive harder, I'll do my utm st to turn that message into reality.

Hi, Cheryl:
I hope the information In the memo and the sfig Uy expanded background paper help with your decision re: whether to
pursue use of BlackBerries in the suite.

Sometimes the distinction between what can be one and what Is, or Is not, recommended to be done differ; this Is one
of those instances. OS's response Illustrates thel level of concern based on their extensive professional expertise.

0 tlons as I see them):

85

I hope this additional info Is useful and I apologiz If offering it is presumptuous- please let me know what else NSA can
do to help, either in the decision-making process or in the decision-implementation process. I can identify with your
statement that we as a community of technical a d security experts should have done a better job of anticipating the
need for expanded use of personal electronic de !ces- if that's an area where the Administration and the Secretary
need us to focus and drive harder, I'll do my utm st to turn that message into reality.
Very respectfully,

LJ
