Proposed Terms of Reference for EIA studies


EIA/EMP report for the Sivalarpatti Lease - II (Extent - 129.72 Ha.) will be prepared in line
with the MOEF&CCs September 2006 notification and approved TOR.
Determination of TOR is largely dependent on
a)

The project activities,

b)

The Environmental settings of the project area

c)

The likely impacts on the environmental parameters due to the project activity and
statutory requirements, Environment standards and the code of conduct laid by Govt
of India.
Salient details of the project activity etc are given in Feasibility report enclosed along with

this form.
The generic structure specified in MOEF&CC notification of September 2006 with following
chronology will be adopted for preparation of EIA/EMP report.
1. Introduction.
2. Project description.
3. Baseline Data and description of various environmental components.
4. Anticipated Environmental impacts and mitigative Measures.
5. Analysis of alternatives.
6. Environmental monitoring programme.
7. Additional studies like Public consultation, Risk analysis & Disaster Management plan,
mine closure plan, etc.
8. Project Benefits.
9. Environmental Management plan.
10. Executive summary and conclusion.
11. Disclosure of consultants.
EIA Study report will be prepared based on Standard Terms of Reference for
EIA/EMP report for mining given by MoEF&CC in April 2015.

The proposed Terms Of Reference (TOR) for preparation of EIA / EMP report for this
Limestone mine project is given below:
1. The study area will cover an area of 10Km radius from the periphery of the core zone.
2. A study area map of the core zone and 10Km radius buffer zone clearly delineating the
major topographical features such as the land use (forest or otherwise), surface drainage of
the rivers/streams/nallahs/canals, location of human habitations, major construction
including railways/roads, pipelines, industries and mines will be provided;
3. All corner coordinates of the mine lease area, superimposed on a High Resolution Imagery/
toposheet will be provided.
4. Details of the mining operation will be provided.
5. Environment Policy approved by Board of Directors, procedures to bring into focus any
infringement / deviation / violation of the environmental or forest norms / conditions,
hierarchical system or Administrative order of the company to deal with the environmental
issues and for ensuring compliance with the EC conditions and the system of reporting of
non-compliances / violations of environmental norms to the Board of Directors of the
company and or shareholders will be detailed in the EIA report.
6. Existing environmental quality within 10 KM. radius of the project site will be assessed
based on secondary data collected from various sources supplemented by primary data
generated at site.
Baseline data will be generated for following environmental components (for one full season
other than monsoon season).
a) Meteorology: Meteorological data for wind speed, wind direction, relative humidity and
ambient temperature will be generated close to the site in one representative location.
Readings will be noted on hourly basis. Historical meteorological data will be obtained to
assess the climatic trend. Data on mixing height and stability class will be obtained from
CPCB publication.
b) Ambient Air: AAQ data of the study area will be generated by following the guidelines for
ambient air quality monitoring published by CPCB (Guidelines for Ambient Air Quality
Monitoring: Particulate matters (PM10& PM2.5), Sulphur dioxide and nitrogen dioxide will
be monitored for one full season (except monsoon). The baseline ambient air quality will
be monitored. The monitoring stations will be selected taking into account the predominant wind direction, population zone, sensitive receptors etc.

c) Water Quality: Surface and groundwater sampling locations within the study area will be
identified based on drainage pattern, water utilization and location of bore wells / dug
wells. Surface & Ground water samples will be collected and analysed covering 10 km
radius area during the study period. Parameters recommended by CPCB / IS 10500 will
be analyzed following the standard methods (APHA Procedure). Sampling will be done
once during the study period.
d) Soil: Soil samples will be collected and analyzed for the physico-chemical parameters.
Soil samples will be collected from the nearby fields that are likely to be impacted from
the project related air emissions, disposal of wastewater and solid wastes.
e) Noise: Baseline noise levels will be generated during the study period. Noise readings
will be taken on hourly basis for a day in each location using sound level meter once
during the study period as per CPCB procedure.
f) Flora and Fauna: A detailed biological study of the area will be carried out. Details of
Flora & Fauna, duly authenticated, separately for core and buffer zone will be furnished
based on field survey clearly indicating the schedule I fauna found in the study area.
Location of National parks, Sanctuaries, Biosphere reserves, Wildlife corridors,
Tiger/Elephant reserves, if any, within 10K.M. radius will be indicated.
g) Socio-economic Environment: Baseline information will be collected through secondary
sources, mainly District Statistics Handbook/Census Records/Taluk Office. Data on
population distribution, occupational pattern, agriculture and cropping pattern, educational
facility, health care facilities, literacy rate, infrastructure facility, etc will be provided.
h) Land Environment: Map showing the land use of the plant area & its surrounding
environ delineating the type of land will be given. Satellite imagery will be used for this
purpose.
7. Topography of the project site will be given with contours drawn.
8. Air quality modeling for quantification of air pollution load from the project will be done.
Potential environmental impacts will be assessed qualitatively and quantitatively. The
changes in the quality of the environment will be predicted using ISCST3/Aermod Model.
The isopleths will be drawn on the map clearly showing the sensitive receptors. Wind roses
showing the predominant wind direction will also be indicated in the map.
9. The water requirement for the project, its availability and source, details of competing users
will be furnished. Detailed water balance diagram and details of water conservation
measures will also be provided.

10. Necessary clearance from the Competent Authority in case of intersection of ground water
table will be provided.
11. Impact on the surface and ground water quality due to project operations and its
management scheme will be given.
12. The impact of the project on the existing drainage pattern will be addressed and mitigation
measures will be suggested to counter the adverse impact on the existing drainage pattern,
if any.
13. Quantity of solid waste generation and details for its disposal and management will be
provided.
14. Impact on local transport infrastructure due to the project.
15. Phase wise plan of green belt development, clearly indicating the area to be covered under
plantation and species to be planted will be given.
16. Rainwater harvesting strategies will be suggested as a measure to augment the available
water resources of the area.
17. Based on standard procedures prescribed by the National Safety Council and provisions
mentioned in the Factories Act, occupational health and safety aspects of the project will be
identified.
18. Environmental Management Plan will be drawn up to maintain and enhance the
environmental quality in and around the project area. A post-project monitoring plan will be
suggested to monitor the changes in the environmental quality after implementation of the
project. All necessary administrative measures will be incorporated in the EMP to achieve
the following objectives:
a) Reduction of adverse environmental impacts.
b) Improvement of environmental quality of the surrounding area.
c) Waste minimization, reuse and resource recovery.
19. Risk assessment study will be undertaken and Disaster Management Plan will be prepared.
20. Social impact assessment will be carried out by assessing the various developmental
potential of the project in the field of employment generation, improvement in physical and
social infrastructure base, etc.,
