This Section includes data Networking Equipment system. Work


includes:

Performing a needs analysis to determine exact requirements of

Vendor professional services for the assistance and verification


in preparing the Low Level Design Documentation, Network
Ready for Use, Network implementation plan.
Installing and testing data communications circuits for
administration service needs and Tenants as determined through
the needs analysis. This includes providing and installing
category 6a patch cords and station cables.
Providing training for Employer's Staff in the administration and
use of the "Data Networking Equipment" including the "Network
Management System."
Providing a warranty and maintenance service for the "Data

SYSTEM DESCRIPTION

The Data Networking Equipment: State-of-the-art, fully managed,


data communications system designed to meet current and future
requirements.

QUALITY ASSURANCE
A

Manufacturer: Companies specializing in the manufacture of digital


data communications equipment.

Installer Qualifications: Engage an experienced installer with


minimum five years of successful installation experience on
projects utilizing Data Networking Equipment similar to those
required for this project.

All materials and equipment supplied by the Contractor shall be


new and shall meet or exceed the latest published specification of
the manufacturer in all respects. The Contractor shall submit a
letter from the manufacturer with each proposed software and
hardware component grunting that the Equipment are not end of
sale or near an end of sale. All equipment shall be supported for at
least five years from the manufacturer from the day of purchasing.

All equipment shall be UL listed, or equivalent.

The Owner shall have the authority at all times, until Final
Completion and acceptance of the Work, to inspect and reject Work
and materials which in their judgment are not in conformity with
the Drawings and Specifications, and their decision in regard to
character and value of Work shall be final and conclusive on both
contracting parties. If the Owner permits said Work or materials to
remain, the Owner shall be allowed the difference in value or shall
at their election have the right to have said Work or materials
repaired or replaced, as well as the damage caused thereby, at the
expense of the Contractor, at any time within one year after the
completion of the entire project, or within such longer period as
may be covered by any guaranty and neither payments made to
the Contractor, nor any other acts of the Owner, shall be construed
as evidence of acceptance, waiver or estoppels.

Any expense incurred by the Owner in connection with the


foregoing shall be borne by the Contractor, and the Owner may
withhold money due to the Contractor or recover money already
paid to the Contractor, to the extent of such expense.

Compliance with Local Requirements: Comply with applicable local


regulations/code requirements of authorities having jurisdiction.
This will have precedence over other codes/standards nominated
for the project, unless otherwise approved in writing.

The Contractor shall comply with all of the legal regulations,


including all regulations of municipal, city, local, and other
government agencies having jurisdiction concerning the Work of
the Contractor. The Contractor shall give all notices and comply
with all laws, ordinances, codes, rules, and regulations bearing on
the conduct of the Work. If the Contractor performs any Work,
which is contrary to such laws, ordinances, codes, rules and
regulations, he/she shall make all changes to comply therewith and
bear all costs arising there from.

The Contractor must state if he intends to utilize a subcontractor,


and provide said subcontractor's name and address. The
subcontractor shall comply with all the same rules, regulations,
laws, codes and licenses, etc. as required by the Contractor and as
specified herein. The Owner reserves the right to approve or
disapprove any subcontractor proposed by Contractor.

Prior to ordering equipment/materials, the Contractor shall field


verify all conditions, with respect to dimensions and placement of
equipment/materials. Any and all discrepancies from the contract

documents shall be brought to the attention of the Technology


Consultant and Owner.

The Contractor shall generate all as fitted drawings and information


for the complete installation and configuration of the system. The
Contractor shall provide (or sub-contract for) the on-site installation
and configuration and shall provide on-going supervision and
coordination during the implementation phase.

The Contractor shall be responsible for the initial adjustment of the


systems as herein described and shall provide all test equipment
and software necessary for the system commissioning and
acceptance tests.

The Contractor shall utilize good housekeeping practice with


respect to their Work including the cleaning up of all packaging, dirt
and debris created by the Contractor during his installation
operations on a daily basis.

TESTING AND REPORTS


A

Test all components and circuits of the "Data Networking


Equipment" after installation to ensure functionality and
performance within industry approved guidelines.

A written report will be submitted describing testing procedure and


detailing test results.

RECORD DOCUMENTATION
A

Operation and maintenance manuals:

Submit full system documentation for the installed "Data


Networking Equipment" and all ancillary equipment such as the
"Network Management System".
System documentation shall consist of:

A complete set of product data for all component pants.

A complete set of operations manuals for all components of
the system such as the network switches, CAUs, LAMs and
any modular cards used in the system.
c
Maintenance manuals for all components of the system and
for the system as a whole.
Test procedure, data and results from acceptance testing.

WARRANTY
A

General Warranty: Special warranty specified in this Article shall


not deprive Employer of other rights Employer may have under
other provisions of the Contract Documents and shall be in addition
to, and run concurrent with, other warranties made by Contractor
under requirements of the Contract Documents.

Manufacturer's Warranty:
Provide written warranty, signed by
manufacturer and Installer agreeing to replace Data Networking
Equipment devices and equipment that fail in materials or
workmanship within specified warranty period.

Warranty Period: Two years from date of Substantial Completion.

Where a manufacturer's warranty is longer than one year, the


Contractor shall offer the extended warranty. The Contractor shall,
upon notification of any defective items, repair or replace such
items within 24 hours without cost to the Owner and to the
satisfaction of the Owner's representative.

To maintain the manufacturers warranties, equipment shall be


installed, commissioned and serviced by those installers authorized
by said manufacturer to perform those duties. If the contractor is
not authorized, by the said manufacturer, it is his sole responsibility
to make the appropriate arrangements and bear all cost and
consequences thereof.

The contractor shall include a statement of warranty on the entire


system and on the individual pieces of equipment. This warranty
shall obligate the Contractor to provide all equipment, material and
labor at no charge to the Owner, during the warranty period, in the
event of a system or equipment malfunction.

All manufacturers equipment warranties shall be activated in the


Owners name and shall commence on the date of system
acceptance.

Project Management
A

After the award of contract, the Contractor shall provide to the


Owner, as a part of the pre-installation submittal, the name of the
Project Manager that will provide all duties and responsibilities as
specified herein, during the term of the project.

The Owner reserves the right to approve or disapprove the


individual that shall be designated as the Project Manager.

If at any point during the term of the project, and for any reason,
the Project Manager is replaced, it shall be the responsibility of the
Contractor to submit such information to the owner expeditiously
for approval prior to any position replacement.

The Project Manager shall maintain the ability of making all


managerial decisions on behalf of the Contractor on a day-to-day
basis and shall retain the authority of accepting notices of
deduction, inspection reports, payment schedules and any other
project related correspondence on behalf of the owner.

The Project Manager shall schedule and attend weekly project


management meetings, during which time all system related issues
are discussed, scheduled, confirmed and/or resolved.

The project management meetings shall continue weekly until such


time that the Contractor and Owner schedule otherwise. The
scheduling of the project management meetings shall be approved
by the Owner prior to commencement of the Works.

The Project Manager shall be available during normal business


hours within two (2) hours by phone during the term of the project.

In the event that the Project Manager is not available within the
allotted time frame, the Contractor may designate another
employee to temporarily act as the Project Manager in all
correspondence with the Owner.

The Contractor shall ensure that any individual temporarily


assuming the duties of the Project Manager is equal to or at a
higher level within the Contractor's organizational structure.

Upon notification by the Owner, of any project related installation


issue, or issue that may contradict the system specifications as
stated herein, the Project Manager shall verbally respond to any
issue within an eight (8) hour period.

Responses to such issues as stated above shall include a clear


understanding of the issue, the consequences of the issue, any
remedial action required along with a tentative plan of action,
reflecting milestones and/or deadlines to resolve the issue.

The Project Manager shall follow-up their initial response with a


written response to the issue within twenty-four (24) hours of
identification of the issue.

The Project Manager shall provide a Gantt chart/scheduling plan


indicating the pertinent project milestones after award of contract,
for the completion of design, pre-installation work, on-site
installation work, commissioning and acceptance testing on a per
phase basis.

The Project Manager shall update the Gantt chart/scheduling plan


on a weekly basis to reflect the status of each key milestone as the
project installation progresses. These reports should include
information on the work completed during the week, the work to be
completed during the upcoming week and any potential scheduling
issues. The following shall be included in this status report:

Expected date of project submittals, including equipment cut


sheets, shop drawings, system interface designs, etc.

Anticipated completion date and percentage complete of system


build, configuration, testing and programming, prior to shipping
to the project site.

Schedule and percentage complete of on-site installation,


configuration, testing and commissioning.

Schedule for user and support training.

Schedule for systems

Installation of the converged network system shall be


performed under the direct supervision of a specialist
trained and authorized by the manufacturer. Submit the
following:

Specialist Technicians name.

A list of three projects of comparable size and
complexity to that of this project, which were directly
supervised by the proposed specialist Technician.

For each project list: the name of the project, location,
project description, construction cost, name and
telephone number of the Owners representative, date
installation started and date installation was
completed.

Resumes of key personnel. Resumes must reflect skills
relating to Voice over IP, converged network systems,
convergence technologies, system configuration,
programming, network management systems, project
management, etc

Product Data:

Submit manufacturers product data sheets for all materials


and equipment proposed for use on the project.

Mark each product data sheet to show applicable choices


and options. Where product data includes information on
several products, some of which are not required, mark to
indicate the applicable information.

Manufacturers Data: For each manufactured device submit


manufacturers specifications and print photograph of
proposed devices. Include engineering descriptions,

Construction Manager. It is not anticipated that these meetings will
be held more than once a week.

Installation Practices
A

The Contractor shall be responsible for delivering a turnkey system


to the Owner.

The Contractor shall be responsible for the initial adjustment of the


systems as herein described and shall provide all test equipment
and software for the system checkout and acceptance tests.

The Contractor shall install all equipment in accordance with the


manufacturers recommendations, this document and the drawings.

All accessories, including rack mounting hardware, power supplies,


etc., shall be obtained from the original equipment manufacturer.
Unless otherwise noted or specified, third party accessories shall
not be used.

If, in the opinion of the Contractor an installation practice is desired


or required which is contrary to these specifications or drawings, a
written request for modification shall be made to the Technology
Consultant. Modifications shall not commence without written
approval from the Technology Consultant. Every effort will be made
to respond to all written requests, in a timely manner, as to not
delay the installation or completion of the project.

Installation shall include the delivery, storage, setting in place,


fastening within the allotted spaces, interconnection of
components, alignment, adjustment and all other work, whether or
not expressly specified which is necessary to result in a tested,
commissioned and operational system.

All equipment shall be firmly secured in place unless requirements


of portability dictate otherwise.

All installation practices shall be in accordance with, but not limited


to, the specifications and drawings. Installation shall be performed
in accordance with the applicable standards, requirements,
manufacturers guidelines and any authorities having jurisdiction.

During the installation and up to the date of final acceptance, the


Contractor shall be under obligation to protect his finished and

unfinished work against damage or loss. In the event of such


damage or loss, he shall replace or repair such work at no cost to
the Owner.

All boxes, equipment, etc. shall be plumb and square. The


Contractor shall take such precautions that are necessary to
prevent and guard against electromagnetic interference.

During the installation of equipment consideration shall be given to


operational efficiency as well as the overall aesthetic factors.

The Contractor shall supply and install all fittings and accessories,
whether or not they are specified, required for proper, safe, and
reliable operation of the system.

The Contractor is to examine the areas to receive the work and the
conditions under which the Work would be performed. The
Contractor shall remedy conditions detrimental to the proper and
timely completion of the Work. Do not proceed until unsatisfactory
conditions have been corrected.

The Contractor shall keep all items protected before and after
installation, with dust and water proof barrier materials as required
and ensure the integrity of protective measures throughout the
duration of the project.

Equipment in the Main Communications Rooms and Technology


Rooms shall not be installed until such time as other trades have
completed their work in that area so that the equipment will not be
moved or damaged.

The Contractor shall ensure that safe ingress and egress from all
work areas are maintained during movement and installation of
equipment/materials.

Network Commissioning
A

Generally accepted industry standards, as well as manufacturer's


written installation instructions, will be used for in process quality
control and final acceptance of the Work.

When the Contractor has completed his own system tests and
when the system record documents, including drawings, operation
and maintenance manuals are complete, the Architect/Engineer

All acceptance tests are to be documented by the contractor and


the owner or his representatives.

The Contractor shall provide a test plan in a matrix format for the
converged network system including, but not limited to, the
following:

Layer 1 (physical) resilience testing.

Layer 2 re-convergence times.

Layer 3 protocol re-convergence times.

Link data rates: 10/100Mbps, 1Gbps, and 10Gbps, full duplex


configurations.

Round trip delay from an IDF to another going across the core.

Bandwidth utilization per uplink

Frame Errors shall not exceed 0.0001%: Amount of frames with


errors passing through switch ports.

Frame Sizes: Check for runt and giant frames.

CRC Errors: Ensure frames have correct CRC figures.

Packet Loss shall not exceed 0.01%: Amount of packets dropped


during transmission.

Any other tests deemed necessary by the manufacturer,


systems integrator, consultant or owner.

A punch list for correction of defective components or operational


failures shall be provided to the Contractor after the testing
procedure.

The Contractor shall correct any deficiencies noted on the punch


list and take corrective action to assure proper operation. Once
complete re-testing of the system shall be scheduled.

Final Acceptance Testing.

The Contractor shall verify that all record documentation is


complete.

The contractor shall demonstrate operation of all systems,


equipment and peripheral devices to be in compliance with the
contract documents and configuration specification.
