The Confederation of Private Sector Workers (CTSP ) is one of the largest labor forces in the

country . For nearly 20 years, it is fighting tirelessly against the exploitation of private sector
workers. Confederation Des Travailleurs du Secteur Prive was created in January 2009 when
Fron Travayer Sekter Prive has reshaped itself in a Confederation. Fron Travayer Sekter Prive
was created in January 2003 with the hunger-strike that 6 White Sand Tours drivers and their 2
negotiators namely Jane Ragoo and Reeaz Chuttoo made for nine days. At that particular time,
the management of White Sand Tours decided to change the terms and conditions of the contract
of the drivers without their authorization. With this change, the salaries of the drivers were
reduced by half and 30 drivers lost their jobs. With the hunger-strike, the 30 drivers obtained
their compensation. Its important to remember that since this date workers in the services sector
for tourists (Travel Agents and Tour Operators) have fought to obtain a remuneration order. Fron
Travayer Sekter Priver has systematically brought the demands of private sector workers before
the government and international institutions. The office of CTSP is found in Rue Elias in RoseHill.

Aims and Objectives:


CTSP has the mission to educate workers on the importance of defending their rights. It
campaigns for decent work, for better social protection of workers and the strengthening of
social dialogue in order to allow citizens of Mauritians to live in a vibrant democracy. The main
objectives are to promote rights of workers, encourage decent employment creation, develop
social protection and strengthen dialogue in the workplace. Amendments to the Employment
Rights Act and Employments Relations Act to better protect the interests of workers, the
introduction of the Portable Severance Allowance Fund and that of the minimum wage are other
important issues that CTSP is fighting for.

Achievements:
Airmate LTd.
The Ministry of Labour officially wrote to the management of Airmate Ltd. ordering it to freeze
the dismissal of the workers working in Airmate Ltd. This is the main decision taken at a meeting
between the CTSP and the Minister of Labour Soodesh Callichurn.

Compensation for former employees of Courts.


A solution was found for the former employees of Courts who demanded a revision of the scale
of compensation as many ex-employees considered the 15 days per year of service being
insufficient. According to Reaz Chuttoo (CTSP) , the Minister of Financial Services has given
the guarantee that the scale for compensation will be increased from 15 to 30 days per year of
service for ex-employees of courts who were at the bottom of the pay scale.

The salaries of cleaners of primary and secondary schools.


About 500 women were earning only about Rs 1500 per month compared to the Rs 8303 which
was prescribed for them in the Remuneration Order. The situation of these primary and
secondary schools cleaners has been regularized after a meeting between Reeaz Chuttoo and the
Minister of Finance.
NRBCounter Proposal of CTSP: Rs 7 400 monthly and harmonization of working conditions.
As part of its Counter - proposals following the National Remuneration Boards
recommendations for the revision of 14 Remuneration Orders for workers earning a monthly
salary of less than Rs 6500, CTSP demanded a monthly salary of Rs 7400 and harmonization of

conditions of employment for the 100,000 workers concerned based on the addition of salary
compensation of Rs 600 in January 2015 and Rs 300 in January 2016.
HEALTH AND SAFETY: The CTSP bargains for a copy of the Risk Assessments for workers
In a letter to Minister of Labour, Industrial Relations, Employment and Training, Soodesh
Callichurn, CTSP calls for amendments to the Occupational Safety and Health Act (OSHA) to
force employers to provide a copy of the Risk Assessments to the Ministry of Labour, the
workers and their union. This will help to locate responsibilities in case of accident at work.
"Since the enactment of the Occupational Safety and Health Act (OSHA) in September 2007, the
CTSP has consistently called on the government to amend this law urgently in order to oblige
employers to submit a copy of all Risk Assessments to the Ministry of Labour, the workers and
their union, "said the two leaders of the trade union confederation, Jane Ragoo and Reeaz
Chuttoo in their letter to the minister.

Unpaid wages: Mauritours ordered to pay its employees


Employees of Mauritours from Mauritius and Rodrigues did not obtain their salaries and end of
year bonuses in December 2015. CTSP approached the Ministry of labour which ensured that the
employer will have a timeframe of 1 month to pay the employees. Failing to do so, the acting
Minister Soodhun stated that the operational licence would be cancelled and the matter would be
brought before the Cabinet.

Salary compensation of Rs.150:


The Minister of finance announced a compensation of Rs 150 which was considered as derisory
by employees and trade unions in Mauritius. CTSP militated for a rise in the salary
compensation for poor people and thus the Government agreed to increase the salary
compensation from Rs.150 to Rs250 for people earning less than Rs 10 000.
Minimum Wage proposal:
CTSP proposed a quantum of Rs.8500 as minimum wage based on the calculation of 50% of
Medium Wage which is about Rs 16 000 .
