Yesterday we celebrated the retirement of Inspector


Paulsen for his service to the Department for over 32
years. Inspector Paulsen, for the last 7 years of his
career, has been assigned to Central Stations
Investigations Team. He has been personally
responsible for the capture of hundreds of auto
burglars and has solved cases in our district from
robberies to burglaries and assaults. He has served as
a role model to our younger officers for an officer to
have that much time in the Department and still be one
of the most productive crime fighting officers at Central
Station. Inspector Paulsen was selected Investigator of
the year at Central Station in 2014. We wish him well
in his retirement.

Partnership with the Community


A true partnership is when officers and members of the community are working
together to come up with strategies to address crime and disorder and then put
that plan in place in order to accomplish our common goal.
I make it a point to be accessible to everyone and I enjoy meeting with the
community and listening to the concerns of the residents and merchants. Please feel
free to reach out to me via email or invite me to a meeting in the community. You
are also welcome to attend my monthly community meeting which is held on the 3rd
Thursday of the month from 6:00 p.m. to 7:00 p.m. The location varies as I believe
it is important to host the monthly meeting in the various neighborhoods. I had a
good turnout for the last two meetings. The next meeting will be held on Thursday,
April 21, 2016 at 6:00 p.m. at Hotel Rex, 562 Sutter Street. In addition to a guest
speaker, I will bring out the local beat officers or sector car officers for you to
meet.

On Saturday May 7, 2016 at around 2:00 p.m., I look forward to participate in
their dunk tank as part of their event. I will have more details in the coming weeks
and I look forward everyone coming out and to try their best in getting me to fall in
the water!

Central Police Station

Police Commission
The San Francisco Police Commission will have their meeting in the Central Police District on Wednesday,
May 18, 2016 at 6:00 p.m. The meeting will be held at the Gordon J. Lau elementary school located at
940 Clay Street. I will provide an overview of the Central District. I invite everyone to this important
meeting.
Distracted Driving Month
April is distracted driving month. We will continue our work to enforce laws around distracted driving.
Please be careful to not be distracted while driving. See the enclosed press release in this weeks
newsletter. Speaking of traffic safety, Central Station Officers last Saturday issued 7 citations at Broadway
and Powell Streets for vehicles failing to yield to pedestrians in the crosswalk.
Great Police Work
I would like to conclude this weeks newsletter by highlighting some recent outstanding police work:
On March 8, 2016 at approximately 2:28 a.m., Officers Srinivas, Battle, Johnson, Zamora and Williams
captured two burglars on the unit block of Green Street. The suspects were captured and were in
possession of wire cutters, a crow bar, a grinder and other tools. A great arrest!
On March 19, 2016 at approximately 7:25 p.m., a juvenile was robbed on the 800 block of Jackson. After
an extensive investigation lead by Sergeant Do, the Juvenile suspects were taken into custody a few days
later.
On March 22, 2016 at approximately 1:30 p.m., Officer Kimberly Ng arrested a robbery suspect on the
1200 block of Stockton Street. The suspect had taken the victims wallet and money.
Last, Officer Tiumalu, was made aware that an I phone was stolen. The victim was able to indicate via his
phone that it was stolen and how it could be returned. The suspect communicated with the victim and said
that for $200, the victim could get his phone back. The suspect attempted to be creative by telling the
victim to go to a particular ice cream store, buy an ice cream sandwich and place the $200 underneath the
sandwich. What the suspect did not realize is that the victim would be accompanied by Officers Tiumalu,
Clendenen and Kresley. The officers and the victim appeared at the store and placed the suspect under
arrest. Great police work!
Vacation

Crimes of Note
Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken
exceeds $950.
Petty Theft Theft where the value of the property taken is less than $950.

An unknown suspect approached the victim and reached in his


pocket, as if to simulate a weapon. The suspect demanded money
and fearing for her safety, the victim gave the suspect money. The
suspect fled away.
An unknown suspect pointed a gun at the victim and demanded the
victims cell phone and wallet. Fearing for his safety, the victim
gave the suspect his cell phone and wallet. The suspect fled away.
Four unknown suspects surrounded the victim and demanded the
victims properties. Fearing for his safety, the victim dropped his
backpack. The suspects took the backpack and fled away.
An unknown suspect struck the victim in the head with a stick and a
second suspect kicked the victim in the chest. The suspects took the
victims duffel bag and fled away.
An unknown suspect entered the store and stole eyeglasses. An
employee confronted the suspect, but the threatened to kill the
employee. The employee feared for her safety and told the
suspect to leave. The suspect threw bread at the employee as he
walked out.

Each month Central Police Station features a citizen


who represents the unique flavor of the Central
Police District. This month we interviewed Troy
Campbell. Troy is part of the Fishermans Wharf
Community Benefit District and co-chair of the
Central Community Police Advisory Board.

1) How long have you lived in San Francisco?


6 years
2) What is your favorite thing about the Central District?
Central District is quintessential San Francisco; it contains many of the iconic things that we
love about San Francisco.
3) What is your connection or involvement with the Central District?
I am part of the Fishermans Wharf Community Benefit District. I am also involved in a lot
of committee work, and co-chair of Captain Lazars CPAB.
4) What are some of the significant changes that you have noticed in the Central District in
the last 5 years?
I have noticed the steady increase of improvements and beautification projects around the
district.

Troy Campbell grew up in Eastern Washington and spent most of his adulthood in
beautiful Seattle, WA. While in WA, Troy worked as a National Park Ranger at Mount
Rainier and Badlands National Parks. Eventually work brought Troy down to San
Francisco, where he has been since July of 2010. Troy jumped right into his new
community and became very involved in community events. Troy works closely with
Captain Lazar as a co-chair on his Community Police Advisory Board.
Troy always has great ideas and shows his commitment to our community.

Each month Central Police Station features one


of its officers in an effort to learn more about the
men and women who police our neighborhood.
This month, we interviewed Officer Darla McBride,
an 2-year member of Central Police Station.

Officer Darla McBride was born in Butte County in Northern California, where she was
raised on a farm. She graduated high school from Tokay High School in Lodi, CA; after
graduating she traveled around the states. After traveling the US, she decided to build a
house in Murphys, CA before attending San Francisco State University where she received
a Bachelors Degree in Speech and Communication.
Officer McBride decided to become a police officer after being involved in a fatal head
on accident, where her boyfriend was killed. Due to the well trained and knowledgeable
medics who arrived on scene, they saved Officer McBrides life, which inspired her to
become a first responder.
Officer McBride entered the San Francisco Police Academy in 2001. After graduating from
the San Francisco Police Academy, Officer McBride was assigned to Tenderloin Station for
field training. After she completed field training, she was assigned to Richmond Station for
her probation. When she finished her probation, she was assigned to Southern Station,
where she joined the Homeless Outreach team with Captain Lazar. While at Southern
Station, Officer McBride worked several different positions, she was a School Resource
Officer, the station keeper, and on patrol.

In 2014, she decided to take her transfer to come to Central Station. She was assigned
to patrol and is currently our wagon Officer. As the wagon Officer, she assists the patrol
Officers on a daily basis, utilizes her homeless outreach training, and transports
prisoners to and from the station and County Jail. Officer McBride is very happy with
her position as the wagon Officer at Central Station.
Her ultimate goal is to remain happy and healthy for the duration of her career. Her
favorite saying is, When you smile, the world smiles with you. When youre sad, youre
sad alone. Kindness and laughter is contagious.
