4.0 STANDARD PRICE PROPOSAL (RFP REFERENCE E.3.4.2.4.1; E.6.4.1)

Carlson welcomes the opportunity to provide comprehensive business eTravel services to the Federal Government. Our
proposed rates are competitive in the travel and expense management marketplace and reflect cost-effective and creative
solutions to service that provide the best overall value for GSA and its Federal travelers.
Our pricing proposal reflects the calculation of actual expenses, direct and indirect, as well as reasonable expectation of
profit. Carlson projects that expenses will rise at an annual inflation rate of three percent to four percent during the life of the
contract. These costs are also based on the information provided in the Solicitation, particularly the estimated number of
annual transactions.
The pricing proposal includes:

4.3 Detailed Price Narrative


Carlson has thoroughly analyzed its proposed services and the costs of providing those services in relation to similar
products and services it currently provides to existing clients.
4.3.1 eTS Initial Operational Capability (IOC) Pricing Approach
Our pricing for IOC and the first 800 vouchers found in CLIN 1 reflects a standard implementation of one agency and
processing of 800 vouchers for that agency. Included in OIC are all standard implementation functions; agency exploration
meetings, setup and training. It does not include our development to date nor does it reflect costs associated with our
existing staff but rather those incremental costs directly associated with achieving IOC. It includes utilizing our existing data
warehouse and reports.
Specific staffing included in our IOC price includes a dedicated account manager, implementation manager, training
manager, technical support manager, and operations manager. These staff members will dedicate a minimum of 480 hours to
IOC.

Our pricing for these CLINs are consistent with similar items within existing GSA contracts handled from our central
reservation sites and reflects the significant discounts to be received by GSA for its volume commitments. At the point an
agent is required to perform work on a self serve reservation the fee reverts to the normal Domestic or International Fee.
The TMC workload associated with booking the majority of international travel is no different than booking a domestic
reservation. Recognizing that fact Carlson has proposed our international fee at the same rate as our domestic fee and will
charge an international rate desk surcharge of $25.00 when the desk is used. International rate desks are typically used when
the itinerary encompasses a market for which there is no GSA city pair awarded.
A significantly discounted price for self-serve reservations is presented based on projected volumes driving down our
operating costs. For CLINs 2AA, 2AB, 20AA, 20AB, 40AA, 40AB, 60AA, and 60AB, there is a supplemental fee of $5.00
for each booking over 110 percent of fulfillment. Our experience shows that bookings generally occur at a rate of 106
percent of fulfillment with no applied surcharges.
Pricing in CLINs 2, 20, 40, and 60 AF and AG include the cost of the online booking tool, online booking help desk,
maintenance of the agency online policy profile, and placement of reservations on the appropriate TMC queue.
4.3.3 eTS Authorization and Voucher Services Approach

4.3.5 Business Data Warehouse Approach


Business data warehouse pricing found in CLINs 5, 30, 50, and 70 includes online user access to the business intelligence
and data warehouse systems, processing of all incoming agency business system and commercial data warehouse extracts,
generation of outgoing data warehouse extracts, and all data transformation services. Pricing also includes the establishment
of a data warehouse infrastructure comprising servers, data storage, database management systems, data transformation tools,
and associated software to provide business intelligence capabilities.
4.3.6 Standard Implementation Services Approach
Implementation fees found in CLINs 6, 23, 43, and 63 reflect a portion of the costs to set up each agency. It includes a
dedicated implementation team, work flow analysis, agency specific customization of the look of screens and forms system
administration design, loading of agency data, training of agency personnel as described in our training plan, and testing.
Travel associated with discovery trips, meetings, and training will be billed under CLINs 8aa, 25aa, 45aa, and 65aa.

Our pricing reflects incremental savings to be achieved by organizations that choose large scale implementations. For
example: Our pricing for Level B is twice our pricing for Level A while the users are five times those in level A.
4.3.7 On-Site Reservation and Fulfillment Services Approach
On-site reservation services, priced in CLINs 7, 24, 44, and 64 includes a senior travel counselor and the GDS equipment
necessary to perform reservation and ticketing services and are based on ordering in increments of 2,080 hours per year.
4.3.8 Supplementation Services Approach
Hourly prices for Customer Support Services, Supplemental Training Services, and Supplemental Security Services are
significantly less than current commercial charges for these services. Customer Support Services include functions such as
travel modeling and analysis, benchmarking, and strategic sourcing. We have resources based in the U.S., Europe, Asia
Pacific and Latin America that allow us to apply regional expertise to global programs to ensure an optimal return on
investment. Traditional customer support services such as handling complaints against an airline, hotel or other travel
partner is included in the fulfillment transaction fee and would generate no additional cost.
Supplemental training includes any additional on-site or instructor led web-based training that the agency might request.
Pricing is in accordance with our existing contracts where this service is priced at $1,500 per day.
Supplemental Security services include assistance with security risk analysis, enhanced security access and transmission,
additional encryption and other Agency specific requirements.

Carlson will be responsible for information technology security for all
systems supporting the eTS that are connected to a Federal Government
network or operated by the Carlson for the Federal Government, regardless
of physical location. This requirement will apply to all information
technology resources or services in which the Carlson has physical or
electronic access to the Federal Government’s sensitive information that
may be contained within the eTS. The term “information technology” as Requirement Yes x Yes

The eTS will interface with and authenticate eTS user credentials via the
eAuthentication Initial Operating Capability (IOC) Gateway by the time of
eTS IOC task order completion. Carlson will refresh technology as

the price for which will be included in the applicable transaction fees.
Carlson will expand customer support as the eTS is implemented by
