Lhey were summoned by a eltlzen. The citlzerl infolmed Ehe officerE thaE an
lndividual had been Ehot, and wa6 lylng 1n a gragsy area ln the block. ttre
offlcers reEponded to this location oo Lhelr patrol mountain blcycles, and
locaEed the decedeoL, lying prone on Ehe grouod, sufferlng from apparent gunBhot
wounds, The decedenE had a slight Dulse, and shallow breathing. The decedent hras
transport.ed to WashingLon HoapiLal Center, MedSLar., by Dj"Btrict of Columbia Pi.re

eldewalk, in close proximity to the vehlcle. No casings we!e r.ecoveled.

about the decedent., who was ln a gray car, because he had been parked 1n front of
4733 FirsL StreeE, SouLhwest for about 30-40 minuteB. WitnesB-1 said that IT
conLinued ho look o\.rC tlEough ttre wlndow blinds at. Lhe vehicle, because iL raised
IT'a Euspl-cion, WiEnees-1 lnformed your Afllant that. IT had been looklng ouL of
IT,B erlndow, and obgerved three black maleE walking north 1r1 the 4700 block of
Flrst street, from the dlxectlon of llolleE SEreeE, SouthvJeEt.. The males looked at
the decedent'6 vehlcLe, and conEinued to walk norLhbound. wiLness-1 said that. Ehe
decealent wae sitting lnside of bhe vehlcle, Wi.thln a few nlnutes, Witness-1
obEenred the three malea return to the deeedent'9 car. One of lhe malee (Suspect1) opened bhe dilver elde of the vehlcle, while Suepect-2 opened Ehe front
passenger 6ide. Suapect.-3 Btood by the Erunk, and ultlmately began looklng
through it.. Witness-1 6aid that IT believed that suspect-1" and SuspecE-2 had
pi9to18. Witnese-1 observed Ehe suspects goiog through the decedeot,s vehicle,
