IP Survey Report
June 17, 2015

2015 Market Connec1ons, Inc.

EXECUTIVE SUMMARY

About the Study

Technology is constantly evolvingbig data, the cloud and mobility are
fundamentally changing the industry. The New IP is the answer to managing these
changes. It is a networking paradigm with the primary objecCve of creaCng
networks that help organizaCons tap into the unlimited possibiliCes of cloud,
mobile, social and Big Data. It is the industrys recogniCon that tradiConal networks
inhibit organizaCons from achieving the unlimited possibiliCes of the cloud,
mobility and social known as the third plaHorm.
The New IP represents a fundamental change in mindset about the role of
networking and its ability to support the massive scale of todays powerful compute
and storage models.
Government market research rm Market ConnecCons, Inc. conducted this study to
determine federal agencies understanding, needs and propensity to adopt key
components associated with the New IP.

NEW IP SURVEY REPORT | MARKET CONNECTIONS, INC. | 703.378.2025

EXECUTIVE SUMMARY

Key Research Findings

Barely more than one in ten respondents feel their agencys network
infrastructure is fully able to support simple (12%), scalable (14%) and agile
(12%) soluCons to the movement and management of data.
o

Budget constraints, and limited internal resources and experOse are top challenges for
agencies looking to make improvements in these areas.

90% of respondents believe open standards are important, yet even though half
(47%) are considering it, or are planning to adopt it in the next few years, only
one in ten (11%) have actually done so.
o

Flexibility, reduced costs and speed of innovaOon are the top reasons for adopOon, while
security concerns dominate reasons for not considering open standards.

84% of respondents have either implemented (18%), are planning (28%) or are
considering (38%) integraCng Ethernet fabric technologies into their data center.
o

Ease of network management is a top reason, followed by scalability (grow with minimal
touch provisioning).

NEW IP SURVEY REPORT | MARKET CONNECTIONS, INC. | 703.378.2025

EXECUTIVE SUMMARY

Key Research Findings

Nearly 90% of respondents have deployed Network FuncCon VirtualizaCon (NFV)
technologies: rewalls, load balancing, virtual routers, and other soluCons.
70% of respondents are currently considering/planning or have already moved
to a so_ware dened network (SDN).
o

The most o[en menOoned advantages respondents feel SDN can deliver to a network are
greater performance (53%) and ease of management (51%). Security (44%) and ease of
deployment (41%) are other commonly perceived benets.

52% of respondents are considering higher level orchestraCon tools.

o

Among those considering or implemenOng, CloudStack, VCloud Director and OpenStack

are the most popular tools.

Respondents making the nal decision about network infrastructure soluOons are nearly
twice as likely to favor orchestraOon tools in general, specically CloudStack and
OpenStack.

Ability to Support Data SoluCons

The majority of agencies do not have the infrastructure in place to support the New
IP. Barely more than 10% rate their agencys network infrastructure as scalable, agile

RECOMMENDATIONS

16

RecommendaCons
The New IP is in its early stages, but agencies have already been adopCng some of
the enabling technologies that lay the foundaCon. However, the survey shows that,
overall, agency infrastructures are not ready for the New IP.
The New IP is exible, and agencies can transiCon incrementally as the needs arise.
AdopCng these components of the New IP will prepare your agency for the future:
RecommendaCon

BACKGROUND AND APPROACH

17

About the Survey

Market ConnecCons designed and
conducted a blind online survey among
200 federal government IT decision
makers and inuencers in April 2015.
200 completed surveys yields a +/-6.9%
margin of error.
64 dierent agencies parOcipated.
Six in ten agencies represented are
federal civilian, with the remainder DoD
or from the intelligence community.

Throughout the report, notable

signicant dierences are reported.
StaOsOcal analyses were conducted for
agency type (federal civilian vs. defense).

Due to rounding, graphs may not add up

to 100%.
