Appointed by Governor Kitzhaber to craft liability
reform legislation 2012, served as co-chair of the
committee which took public testimony, and
ultimately wrote Senate Bill 483, passed by the
legislature, which offers early discussion and
resolution rather than lawsuits when medical errors
lead to injury. I have given public testimony, and
have met with federal and state legislators on

numerous occasions as a medical leader, on


matters pertaining to public health, payment
reform, and medical education.

1. To an outsider, how would you describe the
region you wish to represent -geographically, economically, politically and
socially?
A most beautiful region, with a wide range of
climates and habitats, an abundance of water and
trees, with a rugged and majestic coastline, and
tall mountain peaks, with air that is clean, fresh,
and crisp to the lungs. The economy is dominated
by agriculture, technology, manufacturing, and
natural resource use. The people are thought of as
liberal, but really just seek to be free. Most
Oregonians accept people as they are, and do not
seek to change them.
2. What are the positives and negatives of
this region (ward, district, county or state)
that you wish to represent?
The abilities of the people, and their potential, are
our greatest positive, and our greatest resource.
Our inability to optimally educate and train/retrain
our citizens, and to encourage them, and to give
them the authority and accountability to improve

our struggling institutions, and to form new


businesses, is our greatest weakness.
3. What specific skills and experiences do you
bring to the position, especially ones that
would help turn those negatives into
positives?
I have been a successful leader in many private
organizations. I have tremendous vigor and health,
and I am powerful positive motivator. I listen well,
and have good judgement in helping to determine
the best course of action. People trust me, and
respond to my leadership. I have spent 33 years of
my life in formal education and training, and I am
committed to excellent education/training for all
citizens. I also know how to help small businesses
be created and to succeed.
4. What separates you from your
opponent(s)? Be specific.
Health and vigor, and my ability to work 16-18
hours a day without fatigue. The experience of
arduous medical training, and challenging
professional work, will allow me to remain cheerful
and optimistic during the most challenging
political crisis. I have lived, and understand very
well, small business, which we must promote. I
grew up in a multi-ethnic/multicultural community,
the future of Oregon. My religious training has
taught me that all are equal in the eyes of God,

and are therefore equal in the eyes of man.


5. Please list five specific accomplishments
that you have achieved in politics or civic
affairs:
1. Physician leader in creation of the Early
Discussion and Resolution law (Senate Bill 483).
2. As part of fundraising for the KROC center,
encouraged/helped convince our IPA to donate $1.5
million dollars to obtain KROC funding.
3. Was President of the Salem Hospital Foundation
when we successfully raised $3.5 million dollars
and built the Community Heath Education Center.
4. One of the founders of the Medical Foundation
of Marion/Polk Counties, which has encouraged the
donation/provided over $50 million dollars of free
medicines/medical care for the poor and uninsured
in Marion/Polk counties.
5. Transformed the Oregon Medical Education
Foundation, the foundation of the Oregon Medical
Association, so that one of its core missions is to
raise money to help Medical/Physician Assistant
Students pay for their education. $48,000 of
scholarship money was donated last year.

8. Have you ever filed for bankruptcy, been
delinquent on your taxes or other major
accounts, or been sued personally or
professionally? If so, please give the details.
Thankfully no (no medical lawsuits yet!)
9. What are the three most important issues
you would address if elected, and how? (75
words for each issue)
A. Public safety. State government has a very
important role to play in the intersection of mental
illness and crime. We must develop robust
systems of prevention at the community (county
levels), coordinated and supported by state
government, to identify and treat mental illness
before lives are destroyed. State government must
coordinate federal, state, and local efforts to

protect us from the rare, but devastating potential,


of a terrorist attack in Oregon.
B. Prosperity. All efforts at creating and
abundance of private sector businesses that
can/will pay great wages/benefits. Regulatory
agencies with a "dual mandate"; enforcing
necessary regulations while aiding business
prosperity. Reform education by turning it over to,
and trusting the teachers. Lower the cost of living,
all while protecting the environment.
C. Freedom. When citizens have disputes, use
the State Government for mediation and
reconciliation as much as possible, rather that as
an authority/punisher. Try to solve disputes
amicably and peacefully, with minimum fines and
punishments as possible. Harsh penalties harden
hearts, and lead to hatred.
10. What do you see as other important
issues?
How we balance land use planning with adequate
land for housing growth. PERS reform. The
oversized influence of public sector unions in
Oregon politics.
11. What online and/or print publications do
you regularly read to keep abreast of issues

in the district you seek to represent?


Statesman, Oregonian, Bend Bulletin, and
summaries of news stories from around the state.
Will then commonly use google searches to obtain
more information regarding the issues at hand.
12. Any skeletons in your closet or other
potentially embarrassing information that
you should disclose before it comes up in the
campaign? Anything (including health issues)
that would affect your ability to serve your
full term? Any changes in your life situation
that are contemplated or expected before the
election or before you would take office?
No. I intend to continue to be a practicing doctor
who seeks political office, taking 3 weeks off before
the primary, and (if I win the primary) 2 months off
for the general election to campaign full time. If
elected, I will close my medical practice, but I
intend to return to practice after serving for 2, or 6
years as Governor of Oregon.
