The couple left their sixmonth-old daughter with Farooks mother in the morning,
saying they had a doctors appointment. Instead, authorities said, they attacked a centre for people with disabilities
close to where Farook, an environmental health inspector,
worked for nearly five years.
Some reports spoke of Fa-

after an argument in the morning before returning with his
spouse for the murderous
spree. A co-worker said he had
left his coat draped over the
chair on which he sat.
Officials said the couple
was dressed in tactical gear
and carrying assault rifles,
suggesting it was a pre-medi-

tated attack. There were also

reports that they planted explosives at the site and attacked cops with pipe bombs.
Authorities did not rule
out terrorism, saying the level
of preparation will be weighed by investigators as they examine a motive for the attack.

SC asks Centre to phase out

diesel cabs from entire NCR
Abhinav.Garg@timesgroup.com

New Delhi: The Delhi high

court on Thursday asked the
Centre to explore the option
of extending the ban on diesel cabs to the entire National Capital Region even if the
Motor Vehicles Act has to be
amended for the purpose.
Justice Manmohan said
he wanted the Union Cabinet
secretary to head a panel of
environment, transport and
petroleum secretaries to
hammer out a plan to make
NCR diesel-free for cabs.

A weeklong indoor study in

alarming levels of PM 2.5
pollution in six of them. P 5

Calling diesel a rich

mans fuel, the judge also favoured making private diesel cars a bit unattractive
to check vehicular pollution.
The entire fleet of cabs
must be shifted to CNG, the
court said, asking the Centre

and Delhi government to explore the feasibility of setting

up a committee. The judge
said an inter-ministerial panel must coordinate with Delhis chief secretary to find
ways to keep diesel cabs away
from NCR. While the court admitted it had to confine its orders to diesel cabs, Justice
Manmohan reminded the
governments it was high time
they revolutionised the transport sector by reducing diesel-run vehicles in general.
