Affordable housing preservation fund in works


Supervisors to decide whether to commit $10 million to create new program

The San Mateo County Board of


Supervisors will consider spending up to $10 million in Measure
A funds to create an Affordable
Rental Housing Preservation
Program at its Tuesday meeting.
The board will also hear a presentation on the progress made by

the countys
Closing

Jobs/Housing Gap Task Force,
which met for the last time
Thursday.
Later in the meeting, the board
will hold a study session on what
options are available to raise more
funds to address the countys housing needs.
The preservation program is

intended to provide loans through


the county Department of Housing
to experienced affordable housing
developers and operators to
acquire and preserve units and also
restrict rents.
According to a Housing
Authority Indicators Report, the
average rent for a one-bedroom
home in the county as of March 31

is now $2,590, a 37.6 percent


increase in four years.
While the preservation program
and a potential revenue generator
are requests of county leaders, the
concept grew from the work of the
Closing the Jobs/Housing Gap
Task Force, according to a
Thursday press release.
The task force is cochaired by

playing on their school team for
fear of missing out on the opportunity to land an athletic scholarship.
Trustee Marc Friedman, who supported the policy amendment as

could serve as an effective means
of encouraging district athletes to
play on their school team, and

Gay Mens Chorus: Biggest boy band ever


Peninsula couple has a home in wide-ranging singing group

Despite its moniker, members of the San


Francisco Gay Mens Chorus hail from a
range
of
locations
throughout the Bay Area.
During this years
LGBT Pride celebration
in San Francisco, the
group will take shape as
the biggest boy band
ever and congregate to
celebrate and embody
several decades worth of
Dan England prominent musicians.
Were doing Beach Boys, were doing
Beatles, were doing YMCA, were doing ...
you name it, were doing it, said Dan
England, singer, beatboxer and Peninsula
resident. The interesting thing about this
chorus is that 250 singers are on stage.
Were very diverse. We have singers that are
22 years old and singers that are 80 years
old.
As England notes, this range of ages is
instrumental in this weekends performance, helping the entire group capture and
express hits from heartthrob musicians
throughout the 20th and 21st centuries.
Although England and his husband,
SFGMC Artistic Director Dr. Timothy
Seelig, spend much of their time immersed
in the bustling world of the chorus, they
retreat to the relative tranquility of their
Daly City home at the end of the day.
We moved because we just like the quality of living in Daly City, England said.
Promptly after coming out of the closet in
1998, England became involved with the
gay mens chorus in San Jose. After several
years of experience, he was inspired to
move on to a more ambitious project and
joined SFGMC, where he met Seelig. The

Lengthy prison sentences for


San Mateo hatchet incident
Two alleged gangmembers have been
handed lengthy prison sentences for a 2015
shooting in San Mateo
that started after one of
them threw a hatchet and
missed the
victim,
according to the San
Mateo County District
Attorneys Office.
Daniel Tuuanga Nau,
20, was sentenced earlier
to 20 years in state

felony assault with a
firearm.
His accomplice, Jose
Pablo Ramirez, 20, was
sentenced to seven years
in state prison Friday
with credit of 984 days
for time served. Ramirez
Jose Ramirez pleaded no contest to
felony assault in April in
exchange for his testimony against Nau,
who had the gun, according to prosecutors.
Prosecutors allege that Ramirez threw a
hatchet at the victim, which missed, but
then Nau shot the victim three times in a

Police warn man to remove

Police told a man last week to remove
more than 25 chickens from his Daly City
apartment after a neighbor called to say the
chickens were diminishing his quality of
life, police said.

Officers were dispatched at 7:40 p.m. on


June 16 to the 400 block of 90th Street, just
west of Interstate 280, on a report that some
animals were causing a nuisance.
The person who called police told them
his neighbor was living with more than 10
chickens and they were creating a strong
odor and foul smell, according to police.
Officers told the 57-year-old chicken
owner of the citys codes regarding animals
on the property, the care of animals on the
property and the ban on roosters.
Officers warned the man and gave him a
deadline for removing the fowl, which consisted of chickens and roosters, police
said.

At least 20 dead in
West Virginia floods

was in the hospital with burns on 67 percent
of her body. The pets did not make it out
alive.
My wife was out there four and a half
hours hanging in a tree with a house burning
right beside her, flood waters running all
around her, said Scott, who was not at the
White Sulphur Springs home when the
waters rose.
Early reports indicate about 9 inches of
rain damaged or destroyed more than 100
homes and knocked out power to tens of
thousands of others, Gov. Earl Ray Tomblin
said.
About 500 people were stranded
overnight in a shopping center when a
bridge washed out, and dozens of other peo-

ple had to be plucked off rooftops or rescued


from their cars.
Our focus remains on search and rescue,
the governor said. He added: Its been a
long 24 hours and the next 24 hours may
not be much easier.
Greenbrier County Sheriff Jan Cahill
described complete chaos in his county,
one of the hardest hit.
Roads destroyed, bridges out, homes
burned down, washed off foundations, he
said. Multiple sections of highway just
missing. Pavement just peeled off like a
banana. Ive never seen anything like that.
In the towns of Rainelle and White
Sulphur Springs, rescue crews went door to
door to check on residents, a painstaking
task that could stretch into the weekend.
Once a residence was checked, a red or
orange X was marked on the home.
The state Division of Homeland Security
reported 15 people killed in Greenbrier
County and rescue efforts continue.
Currently 200 National Guardsmen were
assisting in eight counties, helping local
crews with swift water rescues, search and
extraction efforts and health and welfare
checks. The governor declared a state of
emergency in 44 of 54 counties and authorized up to 500 soldiers to assist.
The governor said he had planned to fly
around the hard-hit areas, but wasnt able to

roared through dry brush and trees in the
mountains of central California gave residents little time to flee as flames burned
dozens of homes to the ground, propane
tanks exploded, and smoke obscured the
path to safety.
Two bodies were found Friday near Lake
Isabella, a popular recreation area east of
Bakersfield that was ravaged by windwhipped flames, said Phil Neufeld, a
spokesman for the Kern County Fire

that spewed tens of thousands of gallons of
crude oil into a Southern California ravine
says it didnt detect the leak because the line
was down for maintenance.
Crimson Pipeline says its command center remotely monitors the pipeline for any
drop in pressure, which would signal a spill.
It said the line in Ventura was emptied earlier this week and re-filled with oil that was
lower than the usual amount. Company
spokeswoman Kendall Klingler said Friday
there wasnt enough oil in the line to detect
a drop in pressure.
Firefighters prevented the spill on
Thursday from reaching the ocean by building a dam. The cause is under investigation.
The spill was reported by a resident who

Barack Obama said Friday, and it is vital to
make sure they have the right tools to start
new businesses.
Obama addressed about 1,200 entrepreneurs and investors at an annual event, saying they can help fuel economic growth in
their local communities and countries.
People from more than 170 countries
attended the Global Entrepreneurship
Summit, including a contingent of 11 from
Cuba.
Turns out that starting your own business
is not easy. You have to have access to capital, you have to meet the right people, you
have to have mentors who can guide you as
you get your idea off the ground, Obama
said. And that can be especially difficult for
women and young people and minorities
and others who havent always had the same
access to networks and opportunities.
The conference gives those in attendance
the opportunity to get advice from

investors and to learn how to access capital


and lower bureaucratic hurdles.
Just 3 percent of venture capital-backed
startups are led by women, and only around
1 percent are led by African-Americans. In
advance of the conference, the White House
announced a list of 30 tech companies that
have pledged to increase the diversity of
their workforces, among them Airbnb, Intel
and SAP.
Obama said his administration is trying to
help people take risks by simplifying the
process for starting companies and equipping scientists and engineers with entrepreneurial skills.
Obama also said there will soon be a new
effort to funnel more investments to smallscale, clean-energy entrepreneurs from
developing countries.
The government will help identify promising projects and entrepreneurs for
investors such as Tom Steyer, Bill Gates and
Facebooks Mark Zuckerberg to invest in.
As part of the conference, Obama heard from
Zuckerberg and three aspiring entrepreneurs
about more the government could do to partner with individuals.

Born in San Francisco in the 20s, Mom left us a bit shy of her next decade. There are
so many adjectives to describe Mom - loving, ercely independent, feisty, quick witted,
always bringing laughter to family and friends, adventuresome and a huge cheerleader
to her childrens academic and religious schooling, sporting events and daily life. She
taught her family to ght for what you believe in and that Family is the most important
thing in life.
Starting from her most signicant loss of her Mom at the age of twelve, Mom
graduated from Cal Berkeley in 3 years, headed off to teach high school Math and
English on a US Air Force Base in Japan, returned and married Joe McKeon who
preceded her in death in 2007. Her Aunt Helen (replacing her mother) was her loving
support through high school, college and the early raising of Moms four children.
Mom provided such amazing experiences and our summer adventures will never be
forgotten. Mom then became an accomplished and naturally gifted real estate agent,
world traveler and life master of bridge.
The Family would like to express their heartfelt thanks to the staff at B & B Care

After Orlando, slight cracks in


gun-rights grip on Congress

WASHINGTON How has the Orlando


shooting slaughter affected the politics of
gun control in Congress? A bipartisan
House measure barring firearms sales to
some suspected terrorists nicely captures
the mix of new and familiar forces in play.
The mere introduction Friday of a proposal backed by five Republicans and four
Democrats highlights the post-Orlando,
election-year pressures some lawmakers feel
for action. One sponsor said that when the
House returns from its July 4 recess, they
will push GOP leaders for a vote.
The pressure will be continuous, it will
be respectful but were not going to let go of
this, said Rep. Scott Rigell, R-Va.
Yet Rigell also said to get a vote, they
must show that their support from colleagues eclipses that of the NRA an
acknowledgment of the National Rifle
Associations formidable clout in Congress.
No one expects lawmakers to broadly
tighten gun curbs, even after the June 12
Orlando attack that left 49 dead, the worst
mass-shooting in modern U.S. history. Yet
a few small cracks are showing in the grip
that Republicans and the NRA have long had
on the issue.
A look at the crosscurrents:

WHATS DIFFERENT
The new House bill is identical to a bipartisan compromise by Sen. Susan Collins,
R-Maine, that the Senate sidetracked with a
procedural vote Thursday. The NRA-opposed
measure would block gun sales to people on
the governments no-fly list and to those
required to be extensively examined before
boarding a plane.
Most Republicans voted no, saying it
inadequately protected people erroneously
on those lists.
Yet seven Republicans joined Collins in
backing the bill, an unusually high number.
One of her co-sponsors was Sen. Heidi
Heitkamp, D-N.D., who often supports the

NRA and faces re-election in 2018.


Three Republicans backing Collins have
tight re-election fights this year. One, New
Hampshire Sen. Kelly Ayotte, also voted
this week for a more sweeping measure
resembling one shed opposed just seven
months ago.

WHAT ABOUT DEMOCRATS?


Emboldened Democrats have taken the
offensive on guns, an issue theyve often
avoided during campaign seasons. Though
the GOP controls Congress, Democrats
commandeered both chambers with a 15hour Senate filibuster and a nearly 26-hour,
old-fashioned sit-in on the House floor that
won massive social media coverage.
Its a sea change for Democrats to challenge the powerful NRA deep in an electionyear, says Arkadi Gerney, gun policy expert
at the liberal Center for American Progress.
While liberals are happy to attack the
firearms lobby, Democratic leaders have
often avoided the issue during election years
to protect candidates in swing states with
numerous pro-gun voters.

WHY THE SHIFTS?


Besides the sheer number of casualties and
recent years spate of mass shootings, a
political door has been opened by Omar
Mateen, the Orlando perpetrator killed by
authorities. An American, Mateen pledged
solidarity to the Islamic State extremist
group and was once on the governments
terrorist watch list.
Thats let proponents cast the issue as one
of national security an easier political
lift than gun control. Its also invited a
bumper-sticker, common sense-sounding
appeal: No-fly, no buy, shorthand for keeping people on the no-fly list from purchasing guns.
Also politically enticing: Mateen targeted a nightclub popular with gay Hispanics.
Latino and LGBT voters are enthusiastic

Orlando gunman Omar Mateen was gay or
pursuing gay relationships, according to
two government officials familiar with the
investigation.
The FBI began looking into that possibility after media reports last week quoted men
as saying that Omar Mateen had reached out
to them on gay dating apps and had frequented the gay nightclub where the June 12
massacre took place. One man claimed to be
Mateens gay lover in an interview with
Univision that aired this week, while anoth-

er recalled Mateen as a
regular at the Pulse club
who tried to pick up men.
But the officials say
the FBI, which has conducted about 500 interviews and is reviewing
evidence collected from
Mateens phone, has not

accounts nearly two weeks into the investigation. They also cautioned that the investigation is ongoing and that nothing has formally been ruled out.

WASHINGTON House Republicans led


by Speaker Paul Ryan unveiled a plan for a
simpler tax code, the sixth and last installment of a GOP agenda designed to be a policy counterpoint to the personality-driven
campaign of Donald Trump.
Ryan and other Republicans announced the
plan at a news conference Friday morning.
The proposal would lower tax rates for both
families and businesses, although it falls
short of the 25 percent top rate for individuals that Ryan promised not long ago.
Instead, the tax reform plan proposes a 33
percent top tax bracket instead of the current
top rate of 39. 6 percent restored by
President Barack Obama in a 2013 victory
over Republicans in the wake of his re-election.

The Ryan plan also lacks the detail


required to measure whether it maintains the
current distribution of the tax burden by
income range.
The plan wont face a vote this year but,
like other elements of Ryans agenda, provides a template for potential action next
year.
For families and individuals, the new tax
system will simplify and lower tax rates. It
also will provide for reduced but progressive
tax rates on capital gains, dividends and
interest income, the proposal reads. The
approach reflected in this blueprint will be
simple enough to fit on a postcard for most
Americans.
Individual filers would retain tax breaks
for mortgage interest, charitable giving and
retirement savings in a decision that
reflects the sweeping popularity of such
measures.

LONDON Britain has jumped. Now it is


wildly searching for the parachute.
The U. K. s unprecedented decision to
leave the European Union sent shockwaves
through the country and around the world
Friday, rocking financial markets, toppling
Prime Minister David Cameron and even
threatening the ties that bind the United
Kingdom.
Britons absorbed the overwhelming realization that their anti-establishment vote
has pushed the British economy into
treacherous and uncertain territory and
sparked a profound crisis for a bloc founded
to unify Europe after the devastation of
World War II.
Leave campaigners hailed the result as a
victory for British democracy against the
bureaucratic behemoth of the EU.
Conservative former London Mayor
Boris Johnson said the British people
have spoken up for democracy in Britain
and across Europe, while Nigel Farage,
leader of the hard-right U.K. Independence
Party, said the dawn is breaking on an
independent United Kingdom.
But for the 48 percent of British voters
who wanted to remain and for the 2 million EU nationals who live and work in

Britain, but could not vote there was sadness, anger and even panic.
At a London train station, commuter
Olivia Sangster-Bullers called the result
absolutely disgusting.
Good luck to all of us, I say, especially
those trying to build a future with our children, she said.
The decision launches a yearslong
process to renegotiate trade, business and
political links between the U.K. and what
will become a 27-nation bloc, an unprecedented divorce that could take a decade or
more to complete.
Cameron, who had led the campaign to
keep Britain in the EU, said he would resign
by October and left it to his successor to
decide when to invoke Article 50, which
triggers a departure from European Union.
I will do everything I can as prime minister to steady the ship over the coming
weeks and months, a somber Cameron said
outside 10 Downing St. But I do not think
it would be right for me to try to be the captain that steers the country to its next destination.
He also said he had spoken to Queen
Elizabeth II to advise her of the steps that
I am taking.

White Cliffs of Dover gleamed,
the clamor of construction rumbled across London and bathers in
the Hampstead Heath park took a
dip in a murky pond while the rare
sun lasted.
Yet Britons woke up to a different country, after a historic referendum which is set to upend the
islands relationship with Europe.
The question raised for this kingdom of 65 million with a long and
proud history: Who are we, and
who do we want to become now?
Slightly over half of voters
backed a call to leave the European
Union, and their delight spilled
onto the streets in a display of
emotion usually reserved for football victories. Some waved Union
Jack flags, while others sported
more discreet badges and stickers
signaling their pleasure.
At Billingsgate market, Allen
Laurence, said the result was
absolutely wonderful. Best news
ever.
We want England or Great
Britain to come back how it
was years ago, the 65-year-old

between 2013 and 2014 alone.

with motivational speaker Tony Robbins have been treated
for burns after Robbins encouraged them
to walk on hot coals as a way of conquering their fears, Dallas fire officials said.
Five people were taken to a hospital
Thursday night, while the rest were treated at the scene for burns to their feet and
lower extremities, Dallas Fire-Rescue
spokesman Jason Evans said.

heal, he told the Associated Press on Friday from a burn
unit. It was the second time hes walked on hot coals; the
first he described as a very good experience at a Robbins
seminar a few months ago in Florida.
He said the difference Thursday was that it appeared staff
members didnt allow the coals to cool enough before
adding more to the pile, which was about 3 to 4 feet wide
and about 20 feet long. He realized halfway through his
walk over the coals that hed suffered burns.

Global stocks tumble after Britain votes to leave EU

NEW YORK Stocks plunged


in the U.S. and worldwide Friday
after Britain voted to leave the
European Union. The result
stunned investors, who reacted by
rushing to the safety of gold and
U.S. government bonds as they
wondered what will come next for
Britain, Europe and the global
economy.
U.S. stocks gave up all their
gains from earlier in the year. The
Dow Jones industrial average tumbled 610.32 points, or 3.4 percent, to 17,400.75. The Standard
& Poors 500 dropped 75. 91
points, or 3. 6 percent, to
2, 037. 41. Both indexes took
their biggest losses since August.
The Nasdaq composite suffered its
biggest loss since mid-2011,
down 202.06 points, or 4.1 percent, to 4, 707. 98. Indexes in
Europe and Asia took even larger
losses.
The British vote brought a massive dose of uncertainty to financial markets, something investors
loathe. Traders responded by
dumping riskier assets that
appeared to have the most to lose
from disruptions in financial
flows and trade: banks, technology companies and makers of basic
materials. More shares were traded
than on any day since August

Treasury note dropped to 1.56 percent from 1. 75 percent on

The pound fell dramatically, to
$1.3638. At one point the British
currency hit a 31-year low.
Oil prices sank. Benchmark
U.S. crude declined $2.47, or 4.9
percent, to close at $47.64 a barrel in New York. Brent crude, the
international benchmark, fell
$2.50, or 4.9 percent, to $48.41 a
barrel in London.
In addition to bonds, other safe-

ty assets also soared. Gold jumped

$1, 322. 40. Thats its highest
price since July 2014. Silver rose
44 cents, or 2. 5 percent, to
$17.79 an ounce, its highest in

Newmont Mining rose the most in

The vote only begins the
process of Britains departure from
the EU, and it also begins years of
negotiations over Britains trade,
business and political links.
Observers wonder if other nations
will follow in Britains footsteps
by leaving the EU.
This is a negative in economic
terms for the UK, said David
Kelly, chief global strategist at
JPMorgan Asset Management.
The EU will be very tough negotiators with them.
Investors had sent stocks higher
this week as they gradually grew
more confident, based on polls
and the changing odds in the betting market, that Britain would
stay in the E.U. They sent the
pound to its highest price of the
year and sold bonds, pushing
yields higher.

getting the expedited screening
they paid for because of clerical
errors with their reservations.
The most common problem is
that their date of birth or government known traveler number
has been entered incorrectly into

a reservation. Other times, the


name on the itinerary doesnt
match the name used to enroll in
PreCheck, Global Entry or one of
the other government programs.
This is particularly a problem
when bookings are made through
travel agents who might transpose information, airlines say.
There have always been issues

Midway through his career at Woodside,

Karl Arvidsson had a choice to make.
Through his sophomore year, the twosport athlete had followed in the footsteps
of two of his family members. His father Par
is a Swedish swimming legend who captured
gold for his native nation in the 1980
Olympics while concurrently competing for
the Cal-Berkeley mens team. His brother
Erik is a world-class skier currently anchoring the U.S. Ski Team.
While the choice echoes that of the fictional Matt Cushmans cinematic pitch-line
Ill either surf or ski, the down-to-earth
Arvidsson couldnt be a more polar opposite personality than the egomaniac quarterback portrayed in the 1996 film Jerry
Maguire. And while Arvidsson loved the
world of junior competitive skiing, he ultimately exercised his genuine desire to follow in the footsteps of his father by focusing year round on swimming.
Arvidssons choice to hit the water fulltime his junior year thrilled Woodside head
coach Laura Reynolds who, with the varsity
standouts decision, got two Arvidssons for
the price of one. Arvidssons father has
since taken up as an assistant coach for the
Wildcats. And Arvidsson decided to follow
in his fathers footsteps in more way than
one, as the path paved through swimming
lanes by the breaststroke specialist led to a
full scholarship to Cal, where Arvidsson is
set to compete next season.

pair of wins in his sprint car. He knocked off
several podium finishes during Ohio Sprint

Now its time for Larson to produce in his
full-time job.
He wouldnt mind doing it at Sonoma
Raceway on Sunday.
Larson is riding a wave of momentum into
NASCARs first road course race of the season, and he believes it could translate into

two relievers pitched a four-hitter, Arizona
had 14 hits against what had been the best
pitching staff in the NCAA Tournament, and
the Wildcats beat Oklahoma State 9-3 at the
College World Series on Friday.
The Wildcats forced a Saturday rematch,
with the winner advancing to the best-ofthree finals beginning Monday.
Bannister was dominant until he had to
leave with an apparent injury with two outs
in the third inning. Kevin Ginkel (5-1) and
Cameron Ming held the Cowboys mostly in
check the rest of the way. Jensen Elliott (93) took the loss.
JJ Matijevic and Zach Gibbons had three

Al-Jazeera America reported allegations
by Charlie Sly, who worked as an intern at
an anti-aging clinic. But Sly later recanted
his claims.
In his letter, Birch wrote that the players
were further advised that, with their full and
timely cooperation, the investigation
would be conducted expeditiously and with
minimal disruption.
While the investigation has proceeded,
he continued, we have yet to interview the
players. We have attempted since early
April to work through the NFLPA to schedule them, but despite multiple requests the
NFLPA has failed to respond, except to seek
reconsideration of the basis for the investigation. This continuing delay and avoidance has obstructed our ability to conduct
and conclude the investigation.
The NFLPA said Friday it had contacted
Birch about the nature of the investigation.
The NFLPA represents its players in conjunction with any investigation by their
employer, the union said in a statement.
On behalf of its players, the NFLPA made
numerous inquiries of the NFL through
Adolpho Birch asking whether the basis of
the NFLs investigation of players is entirely predicated upon recanted statements to a
person used by Al Jazeera to make secret
recordings. The NFL has not provided any
other evidence, nor has it informed the
NFLPA or players that any such evidence
exists.
As of today, the only additional response
from the NFL has been to demand interviews, and apparently to provide correspondence to the media. The NFLPA will continue to represent and advise its players of their
rights, and to communicate the players
decisions to the NFL.

RIO DE JANEIRO Just weeks before


the Olympic Games open in Rio de Janeiro,
the citys accredited anti-doping laboratory
has been stopped from conducting tests.
The World Anti-Doping Agency said
Friday it has suspended the labs accreditation due to non-conformity with the
International Standard for Laboratories. It
did not give details of the non-conformity.
The suspension is an embarrassment to
Brazil and Rio so close to the games, which
will open Aug. 5 after months of political
turmoil and financial crisis for federal, state
and city authorities.
This is another severe blow, Mario
Andrada, the spokesman of the Rio Games
organizing committee, told The Associated
Press.
We might not resolve this lab situation
before the games. We might have to choose
another lab outside Brazil to do the tests.
But this will be under the instruction and
guidance of WADA.
If the Rio lab is not reinstated in the next
six weeks, other testing centers with WADA
accreditation include: UCLA in Los
Angeles; Salt Lake City, Utah; Bogota,
Colombia; Havana, Cuba; and Mexico City.
In a statement, the International Olympic
Committee said the suspension would not
affect either the integrity or the scope of
the testing program at the games.
The IOC said it will decide which accredited laboratory to use after the assessment
by WADA, which is the body responsible
for the accreditation of anti-doping laboratories.
However, officials at the Rio lab believe
the conformity issue can still be solved in
time.

The lab expects its operations to return


to normal in July after a visit from WADAs
technical committee, the laboratory said
in a statement.
That view was shared by Brazils antidoping authority, known as ABCD and run
by the sports ministry.
The authority said it was confident that
the institution will take all the necessary
procedures to have the provisional suspension lifted.
Its not the first time that the Rio lab has
been suspended by WADA. It was also
brought to a halt in 2012 after a false positive test result.
The agencys latest move prohibits the
laboratory from carrying out all anti-doping analyses on urine and blood samples,
WADA said in a statement.
Samples collected from athletes in Brazil
during the interim ban will be transported
to a lab in another country for testing, it
added.
This will ensure that there are no gaps in
the anti-doping sample analysis procedures; and that, the integrity of the samples
is fully maintained, WADAs incoming
director general Olivier Niggli said.
Niggli added that the agency will work
closely with the Rio Laboratory to resolve
the identified issue.
The laboratory can appeal against the
suspension to the Court of Arbitration for
Sport within 21 days.
FIFA found a solution to being without a
lab during the 2014 World Cup in Brazil
that cost hundreds of thousands of dollars.
Then, samples taken from soccer players
were flown to be tested at a WADA-accredited lab in Lausanne, Switzerland. No blood
samples missed the deadline of being tested
within 36 hours of being given by an athlete.

than $222 million. It was outpaced by the nearly 11 percent
growth in local revenue to $186 million.
Overall, the publicly owned Packers are ninth in the

the sensation hes used to in a sprint car,
where Larson honed his racing skills.
Im getting more experience, but still I
probably ran only a little over 10 road
course races in my life, Larson said Friday.
But I like them because you can feel the car
kind of move around a lot more. You can feel
the suspension, so it feels more similar to
kind of a dirt track.
I dont know if its the dirt track, but just
sprint cars and stuff the suspension moves
around a lot and you can feel the balance of

the car. On this stuff you can, too, where on


the ovals our cars are so stiff and rigid you
cant really feel a whole lot with them. I
think that is why I can feel a little bit better,
and these tracks get really slick and you
have to hit your marks every lap, which is
something I feel like Im OK (doing).
He wasted no time showing how comfortable hes become by leading the field after
Fridays first practice session, followed by
Ganassi teammate Jamie McMurray. Both
Ganassi drivers are competing this week
under the watchful eye of team owner Chip

Although hes shown bursts of promise,
Larson has yet to string together any consistency, and hes currently being challenged by Austin Dillon and rookies Chase
Elliott and Ryan Blaney to become the
newest face in victory lane.

Chase is probably realistically got the best
chance. He has been so close week after
week now. Austin started the year out really
strong, but I like road courses a lot. So, we
will try and get it this week.
A win would lock Larson into the Chase
for the Sprint Cup championship, which
teammate McMurray made last year. There
are 16 slots available in the field, and
Larson thinks hes got a shot at qualifying
on points even if he doesnt get a win.
He was penalized 15 points by NASCAR
for failing post-race inspection at
Michigan, a race which crew chief Chad
Johnston missed because of suspension for
a different infraction. That leaves Larson
22nd in the standings with 11 races remaining to set the Chase field.

Legends eager for Thurman-Porter bout

NEW YORK When Ray Leonard and Thomas Hearns start


talking up a fight as if they were in it during their prime, boxing fans listen.
The two champions like what theyve seen from Keith
Thurman and Shawn Porter, who meet Saturday night at
Brooklyns Barclays Center for Thurmans
WBA welterweight title.
Both guys are at the top of the welterweight division, Leonard says. The only
thing thats different is that me and Tommy
were so well known by sports fans. We
were on TV a lot, and thats what built our
names and gave people the chance to see us
so much.
And thats what theyre doing now with
Ray Leonard
the (Premier Boxing Champions) and the
shows being on network TV (CBS). This
could be a fight like ours. Who knows? But
I do know that the fans are waiting on this
fight.
Adds Hearns, who lost a brutal bout to
Leonard on a 14th round knockout in
1981, then drew with Leonard in 1989: I
know Thurman and Porter have the ability
to get each other out of there. Its going to
Thomas Hearns be a matter of who gets to who first. Im
definitely watching. I hope to be there in
person.
Thurman-Porter will be the first main event on CBS since
get this Muhammad Ali fought Leon Spinks in February
1978.
Thurman brings a spotless record (26-0, 22 knockouts) and
substantial power into the bout. Porter, a former IBF welterweight champion, is 26-1-1 but hasnt fought in nearly a year
since impressively handling highly touted Adrien Broner. Not
by choice.
You know what, thats not what I wanted, he says. Thats
not what I expected. I expected to come out of that big fight

and go right into another. But, boxing is business and you got
to do what you got to do.
So when Keith Thurman ... became the next fighter for me
to fight against, it just became a matter of time.
Thurman also has been idle for a while; his last outing was a
win over Luis Collazo last July. He was in an auto accident that
forced postponement of this fight, originally set for March.
You know, me and Shawn both could have probably put
another performance in, Thurman says. But were happy to
be making, instead of just a normal performance, putting on a
great performance, even if we both had to wait for it. Were
both really getting what we wanted out of this fight. It was
worth the wait.
The layoffs mean two particularly eager boxers are going at
it. That doesnt necessarily mean they will be at their sharpest,
though Thurman (27) and Porter (28) are in their primes.
Thurman has held either the interim or full-fledged WBA
world crown since stopping Diego Chaves in July 2013. Hes
had have five successful defenses.
Porters blemishes are a draw with Julio Diaz in December
2012 he won a rematch nine months later and his majority decision loss to Kell Brook in 2014 that cost him the IBF
belt.
But his unanimous decision over Broner turned heads.
Now, Thurman and Porter get to headline a prime-time card
on free TV. That, Thurman notes, is a big deal.

Fury says he is injured, heavyweight

LONDON World heavyweight champion Tyson Fury says
his rematch with Wladimir Klitschko has been postponed after
the British fighter hurt his ankle in training.
Fury didnt give a new date for the fight, which was scheduled
to take place on July 9 in Manchester.
Speaking Friday in a video posted on his Instagram account,
Fury says he sprained his ankle 10 days ago while running, and
that doctors said to keep off it for six-to-seven weeks.
Fury says the fight will be postponed. Sorry to all fans, to let
you all down, but injuries do happen.
Fury won a decision over Klitschko in November.

the fourth time in five months when the
United States plays Colombia on Saturday
night for third place in the Copa America.
Howard started in his second straight
World Cup two years ago and had 16 saves
in the 2-1, extra-time loss to Belgium in
the round of 16. He took a one-year sabbatical from the national
team, then returned last
fall and alternated with
Brad Guzan. But Guzan,
who started in last years
CONCACAF Gold Cup,
also earned the job for

America.
Guzan has started in
Tim Howard nine straight games, but

Klinsmann said Friday that Howard will be
in goal against Colombia because he has
been outstanding to help the team go all
the way through in this tournament, helping Brad Guzan wherever he could, keeping
the spirit very positive and pushing from
behind.
Hes totally on board the fact to give
Tim this game, the coach said.
Speaking to the media for the first time
since Klinsmann picked Guzan over him in
May, Howard was asked if it had been a
long wait to get this chance.
Uh, yeah, he said.
And he said it didnt matter to him that it
was a third-place game against a Colombia
team coming off a 2-0 semifinal loss to
Chile. The U.S. was eliminated with a 4-0
defeat to Argentina.

I think its pretty special that Im following in the footsteps of some of the best
athletes ever, Arvidsson said of the decision to swim for his fathers alma mater.
But its also cool to be part of a special
community.

Shines in postseason
Arvidsson earned his scholarship through
two standout years in the pool for
Woodside. Qualifying for the CIF state
championship meet in each his junior and
senior seasons, his Wildcats career culminated in his bringing home two bronze
medals from this years state meet in
Clovis.
After qualifying for California high
schools grandest stage by virtue of his performance at the Central Coast Section
championships he took CCS gold in the
100-yard breast (55.23 seconds) and silver
in the 200 individual medley (1 minute,
49.38 seconds) Arvidsson took bronze
in both events in Clovis. His high school
swan song saw him finish third place in the
200-yard IM with a time of 1 minute, 50.51
seconds; he backed that up with a trip to the
podium with third place in the 100 breast.
At first I was a little disappointed but
now that I look back on it Im really pleased
with that, Arvidsson said of the dual
bronze medals. I kind of peaked at CCS
and swam faster at CCS. I was honored to be
at a high-quality meet with better competition. I swam a little slower but just to do
that in the course of two weeks, all that
pressure, it felt nice to still have good
results in those situations.

Multi-faceted
While two individual events, by rule, is
the most in which a swimmer can compete
in the postseason, Arvidsson proved an
ironman en route to the state podium.

During the Peninsula Athletic League regular season, the senior often competed in
eight events at dual meets. Its a feat rarely
seen. Woodside head coach Laura Reynolds
used to do so during her high school career.
But since becoming a coach, Arvidsson is
the first of her athletes to endure the workhorse approach.
Hes the first kid Ive had do it since Ive
been coaching here, Reynolds said.
Arvidsson went on to total four events at
the CCS championships. He also swam as
part of two relay teams, taking the second
leg of the 200 medley relay along with
Trevor Collet, Max Untrecht and Thomas
Goldberg to place eighth with a time of
1:37.96; Advidsson also anchored the 400
free relay team, with the same personnel, to
take 14th place with a 3:18.12.

Out-touched
Still, in dropping the two relay events at
the state meet, Arvidsson was frustrated he
didnt swim a better time in the 100 breast.
His specialty event, he marked the secondbest time in the preliminaries, topped only
by San Ramon Valley senior Hank Poppe,
whose prelim time broke the state meet
record with a smashing 54.72 seconds.
In the finals though, Arvidsson was bested not only by Poppes gold-medal swim of
54.97, he also got out-touched at the wall
for second place by Sierra senior Scott
Tolman, who finished nine one-hundredths
of a second better. The kicker for Arvidsson
in terms of frustration was Poppes finals
time matched Arvidssons personal record,
which Arvidsson tabbed in the CCS prelims.
In the 100 breast I was most disappointed, Arvidsson said. [Poppe] went my best
time for the CCS in the preliminaries. I was
just touched out for second. Whenever
youre in a close race like that it always
stings at first because you know if youd
just had a tiny bit better of a turn it could
have made the difference.
Arvidsson could well get the chance to
rematch against Poppe in the near future, as
the San Ramon Valley superstar is commit-

ted to swim at Stanford next year.
Its just fun for the future that these guys
who are seniors, Im probably going to see
again in my college career, Arvidsson said.
Its just exciting for my future.

Competing for an Olympic spot


And while Tolman is headed to the
Division II ranks of Cal Baptist, Arvidsson
hopes to rematch with the Sierra star as
well, albeit on a larger stage. With Tolman
having qualified for the U.S. Olympic Trials
in the 200-meter breast, its Arvidssons
hope to position himself to someday swim
against the U.S. National Team at a future
Olympics.
While those who qualified for the U.S.
Olympic Trials shuffle to Omaha, Nebraska
to decide the roster for the U.S. team over
the next week, Arvidsson will be flying to
Sweden to compete in the Swedish National
Championships in July. While he is a
Swedish citizen by virtue of his father being
born there, this will actually be Arvidssons
first voyage to Mother Svea.
Its just so I get the experience,
Arvidsson said. And since Im a Swedish
citizen, I could get the chance to represent
Sweden in the future. Its kind of what Im
hoping for and its way easier because its a
smaller country so they dont have a ton
of great swimmers.

Simplythe best
In terms of Woodside swimming,
Arvidsson has left his mark as the greatest
the program has ever seen. He broke most
every individual boys swimming record.
The only two in which he fell short were the
100 backstroke and 100 butterfly. But it
was his performance at the state finals
the two top finishes in Woodside history
that earned Arvidsson (in the words of Rod
Tidwell from Jerry Maguire) the quan as
a high school competitor the entire
package.
As a senior, Arvidsson said, that was a
really fun way to represent my school for
one last time.

IS captures 900 Kurdish civilians


in north Syria in three weeks
BEIRUT Islamic State militants
abducted about 900 Kurdish civilians in the
northern Syrian province of Aleppo over
the past three weeks, forcing the captives
to build fortifications for the extremists in
retaliation for a Kurdish-led assault on a
nearby IS stronghold, activists said Friday.
Reports also emerged Friday that at least
26 of those abducted have been killed for
refusing to follow IS orders.

turn to more government intervention and

A new set of economic circumstances has
been created, which the world will have to
deal with, said Indias Finance Minister
Arun Jaitley. Volatility is the new norm.
And therefore, economies have to learn to
live with crisis after crisis.
The global economy isnt in crisis at the
moment, but growth is muted and uneven
among countries. The International
Monetary Fund forecasts growth of 3.5 percent for this year. The Chinese economy is
slowing, the U.S. recovery has hit a slower
patch, major emerging economies like
Brazil are in recession, and Europe and
Japan are stagnating.
Thats not good enough to bring people
out of poverty or get them jobs.
Unemployment remains at a high 10.2 percent in the 19 countries that use the euro; in
the U.S. its a lower 5.5 percent, but the
labor participation rate has not recovered
since the recession of 2008-9, indicating
many workers have not benefited from the
stronger U.S. recovery.
Heres a look at what the vote means for
the world economy.

ECONOMIC GROWTH
The most direct economic pain will be felt
by the U.K., while the direct consequences
for the world economy are likely to be more
moderate. Moodys Analytics estimates that
global economic output would be 0.25 percent smaller after five years than it otherwise would have been, while the EU would
be a full percent smaller and the U.K. 4 percent.

Many big companies use the U.K. as a
base for their European operations.
Londons strength as a banking center is in
part based on easy access to financial markets in Europe. Regulatory approval to do
business in the British capital means an allaccess pass to the other 27 EU countries, a
process called passporting.
Global banks like JP Morgan Chase have
already said that they would have to move
jobs from London to the European mainland
if Britain leaves the EU.

CONSUMERS, TRAVELLERS
The pound and euro both dropped Friday,
which should make British and eurozone
exports cheaper overseas. American travelers heading to Britain and the rest of Europe
are going to find cheaper meals, hotels,
souvenirs and museum admissions because

On Friday, the mostly Kurdish SDF battled IS militants inside Manbij after having
encircling the stronghold in a weekslong
offensive that has been backed by U.S.coalition air strikes.
The Britain-based Syrian Observatory
for Human Rights monitoring group
reported that coalition jets struck targets
around the town. The SDF has lost 89
fighters since launching its campaign for
Manbij on May 31, according to the
Observatory. Also, 463 IS militants have
been killed.

The push by the SDF into Manbij has


been slow as the U.S.-backed fighters first

farms near the town in the past weeks.
The town lies along the only IS supply
line between the Syrian-Turkish border to
the north and the IS extremist groups selfstyled capital of Raqqa, which lies to the

If Manbij is captured, it will be the
biggest strategic defeat for IS in Syria since
July 2015, when the extremist group lost
the border town of Tal Abyad.

If the U.K. takes a tougher stance on
immigration, for businesses this will be a
disaster as the EU will retaliate, said
Christian Stadler, professor of strategic
management at the Warwick Business
School in Coventry, Britain. Access to the
EU will become difficult. For some companies this means doing business in Europe
wont be attractive anymore.
Others will have to deal with complicated bureaucracy, he said. In short: a nightmare.

MARKETS
Stock markets plunged on Friday, with
Germanys DAX falling almost 7 percent,
the Dow 2.6 percent and Britains FTSE 3.2
percent. The pound hit a 31-year low.
Outside of the U.K., however, that turmoil
may not last. Analysts at Oxford Economics
think the global market reaction and fears
of an EU breakup are exaggerated.

the likely long-term impact on the U. K.
at worst a few percent of GDP in the
long run in an economy that is only 3. 5

POLITICAL DOMINOES
The British vote have a much broader
impact if becomes a political turning point
away from trade and economic integration.
In economic terms, free trade is considered a
plus for growth. It should mean bigger markets, lower consumer prices and more competition. Yet those advantages can quickly
be forgotten if people feel that the benefits
are not fairly distributed, or that their jobs
are left unprotected and move to other,
lower-cost countries.
Many think a British exit could embolden
anti-EU, anti-immigration political movements such as the Front National in France.
Its leader, Marine Le Pen, is already considered likely to make the final round of presidential elections next year. Geert Wilders,
head of the anti-Islam, anti-EU Freedom
Party in the Netherlands, called Friday for a
referendum on the EU there, too.
And it goes beyond Europe. Donald
Trump, the likely Republican nominee for
U.S. president, has described the free trade
agreement among Canada, the U.S. and
Mexico as a disaster. Likely Democratic
nominee Hillary Clinton has said the U.S.
should renegotiate deals that are not working for Americans and if necessary reject a
proposed trade deal with Asian countries if it
doesnt show clear benefits for raising
wages and jobs.
In the U. S. there is a clear parallel
between the rise of Donald Trump... and
what is going on in the U.K. and the rest of
Europe, said Rob Carnell, chief international economist at ING Commercial
Banking. The recovery has left large
swathes of the population behind, and this
is their protest.
I think this vote has been a vote against
open and integrated societies, quite
frankly, said Guntram Wolff, director of the
Breugel think tank in Brussel. And I think
the sentiment in many other European countries...would be to say, we will not counter
that, we are so fearful, that we will basically
try to counter populism by following the
same road and be more protectionist.

Aragon High School, said he too
believed the restriction was sound policy, as many of the coaches from private clubs are well compensated to
prey on the fear of teen athletes and
their families that playing for a high
school team could cost them a college
scholarship.
I have some real questions as to
what their true motive is, Sell said of
those who organize the private clubs.
As an additional incentive for the
restriction, Sell added studies show
specialization in sports at a young

age, which is the focus of many private


clubs, can pose health risks for high
school athletes due to repeated overexertion of growing muscles.
The board meeting was lightly
attended, and no one from the private
athletic club community was present
to express their concerns with the proposed policy amendment.

wo weeks ago, I finally began to


understand one of the modern terrors plaguing the Bay Area: traffic.
The mere thought of jam-packed freeways,
incessantly glowing brake lights, and cars
moving slower than me
strolling around in flipflops is now enough to
drive me crazy.
Since starting a summer internship at a San
Francisco company two
weeks ago, the amount
of my time spent sitting
inside a car has increased
magnitudes. My daily commute coincides
with none other than the famed rush hour
(both to the city and back, unfortunately)
and so, this summer, besides getting some
real-world work experience, I suppose I will
also be getting some real-world traffic
experience.
But as bad as being stuck in traffic for
two or so hours daily may sound, it may
not be all that bad after all.
Sure, sitting in a car for an hour in the
morning and then another hour in the late
afternoon is hardly ideal. Yet, even so,
there are some valuable lessons to be
learned. My patience has certainly been
tested while inching along the highway,
where the posted 55 and 65 mph speed
limit signs seem to be laughing at the 10
mph mark to which the speedometers
arrow is pointing. And together with the
lethargic pace for which rush hour is
famous, the antics and habits of some drivers have caused me to better appreciate the
commute struggles that my parents and
thousands of others working and living in
the Bay Area face daily.
It is only now that I really understand
why my parents sometimes need to call
home to explain that they will be home
significantly later than planned (and Ive
discovered the answer is not as simple as
just leaving work earlier). Now instead of
giving half-hearted nods of assent, I can
truly empathize with those who involuntarily grimace at the mere mention of traffic.
And there are the slightly more practical
benefits that come with driving so much

Independence Day: Resurgence. Its silly,
light-as-air popcorn entertainment.
Director Roland Emmerichs conceit is
simple and hilariously dumb: What would
happen if 20 years after aliens invaded, they
came back in a 3,000-mile-wide ship? Its
both a redux of the first film and also not.
The world has changed in the two decades
since those hovering ships destroyed the

White House and most major cities around


the globe, and alien defense is now basically a subset of every military outfit not
just some shadowy undercover operation in
an undisclosed base in the middle of the
desert.
Misunderstood genius David Levinson
(Jeff Goldblum) is now the first guy they
call, not the one knocking at the door trying to persuade everyone to listen. His dad,
Julius (Judd Hirsch), wrote a memoir about

screenwriting professor whose life is a
series of escalating disappointments. Its
one of the vignettes in the film, which
chronicle the pups time with different owners (the others are Julie Delpy and Tracy
Letts, Greta Gerwig and Ellen Burstyn).
DeVito, 71, is seated in his trailer on the
Fox Studios lot where hes filming season
12 of the FXX comedy Its Always Sunny
in Philadelphia. Hes had the trailer for 20some years its his second and its a
reminder of the stark contrast between a
well-oiled sitcom and an indie.
It was a no budget film. It wasnt even a
low budget film. There was no money. Im
used to ... I mean, look at where I am, he
says gesturing to the lived-in trailer thats
easily as big as an apartment. This is
where I go between takes. I have a bathroom. I have a bedroom ... On WienerDog, we peed in bodegas.
He loves the film, Solondz and the experience, even if his canine companion proved
to be a little trying at times. Their first
scene together was supposed to be a simple
shot taken from two angles of DeVito picking out the yellow dress at a store and showing it to the dog.
The dog did not stop moving. Never ever
looked at the costume. Never looked at me.
Looked at the trainer, went over here, went
over there. I think I showed the costume to
the dog 40 times. We finally got it, but the
dog was, you know, DeVito said laughing.
Ive worked with dogs and cats! In The War
of the Roses, we had a dog chasing a cat. A
lot of the times it works out. This dog? This
dog was tough. After about a half hour I said
to Todd, note to self, first find dog that listens to you, then write the script!
And then theres his character, whose
name even sounds like a downer Dave
Schmerz. His students dont respect him.
His agent wont return his calls. And his life
is just one painfully banal blow after anoth-

er. Its an unexpected dramatic turn that will


punch you in the gut, and from an actor that
we thought we all knew pretty well by this
point.
DeVitos a little more hopeful than Dave.
I always thought of the guy who won the
Oscar for The Kings Speech when I was
looking at Dave, DeVito said of David
Seidler, who was in his 70s when he won his
first. You cant give up!
Hes also not giving up on Bernie
Sanders, who hell stick with until the convention, or the country for that matter.
Gripping his well-worn Democracy Now!
baseball cap, he talks passionately about
the power of the people to change things.
I marched in the street not to go to
Vietnam. Ultimately they didnt take me.
But the only way you can stop things is
people. People have to get together, he
said.
DeVito is still as curious and engaged as
ever, dropping theories and facts from
books like Jared Diamonds Gun, Germs,
and Steel, Yuval Noah Hararis Sapiens: A
Brief History of Humankind and a recent
Fresh Air episode about gerrymandering.
Hes got other projects brewing too, like
The Comedian, a Taylor Hackford comedy
with Robert De Niro, Cloris Leachman,
Patti LuPone and Edie Falco, thats in postproduction, and the long gestating
Triplets, which would be a sequel to
Twins. The one hes most excited about,
however, is Asbury, which would take him
back to his hometown in New Jersey and
into the directors chair again.
Its basically the story about getting
out. Its timeless, he said. Im not sure
exactly when Im going to shoot it, but I

Free State of Jones bares forgotten Civil War tale

Newton Knight was a poor Mississippi


farmer and Confederate soldier who deserted
the Army in early 1862, waged a rebellion
against the Confederacy and ended up forming a little colony of exiles, which they
referred to as the Free State of Jones. Their
numbers rose with deserters as the
Confederate effort floundered. They even
took over Jones County and raised an
American flag at the courthouse. Its a fascinating slice of forgotten history. Coming
after three years after 12 Years a Slave made
sure wed never forget the name Solomon
Northup, its not unreasonable to expect that
maybe Free State of Jones could do that for
Newton Knight or his fellow rebels.
The film, out Friday, might teach you the
name Newton Knight (played by a scruffy,
gaunt
and almost
feral
Matthew
McConaughey), but it is far too sprawling
and too unfocused to be placed in the canon
of forgotten Civil War-era stories alongside
12 Years a Slave.

This tale follows Newt from his last days


in the service to his near-accidental establishment of a rogue state in a swamp as the
war rages on, all the way to emancipation
and reconstruction. If 14 years sounds like a
lot of territory to cover, it is, and the movie
takes its time doing so, running nearly two
and a half hours. And yet it still feels hurried.
It begins promisingly enough, with the
requisite war is hell reminder fast-cutting
between horrific injuries on the battlefield
and then in an overrun makeshift hospital.
Newt grudgingly participates, mostly by
helping the wounded, but then something
happens that rattles him personally and he
heads home to his wife Serena (Keri Russell,
looking very concerned) and their young
child. Things are bleak there, too, where
Confederate soldiers regularly rampage
homes and take anything they might need
and want corn, livestock, blankets for
the war effort. Theres also the deplorable
Twenty Slave Law which allows members
of the Confederacy to opt out of conscription if they provide 20 slaves. Its a law that
benefits only the rich and that is not lost on

Newt or his poor friends, none of whom own


slaves or support the Confederate cause
either.
Being a deserter, Newts mere presence
endangers everyone. Serena even packs up
the kid and leaves. When they literally send
the dogs after him, he retreats to the swamp
where he meets some runaway slaves, and
they begin to grow their community. Its
here where things get a little murky and
rushed.
Director Gary Ross (Seabiscuit, The
Hunger Games) wants badly to present a
lyrical epic, and there are some moments of
grace, but mostly its just labored, propelled
only by the passage of time, pages worth of
printed exposition on the screen and the
hope that Newts journey is a good enough
engine. And yet with all of those years covered, Newt is as defined as vapor, and his supporting characters even less so.
Theres also a jarring cut early on to a trial
in 1948 in Mississippi where one of Newts
decedents is suspected of having AfricanAmerican ancestry, despite looking white.
While you get used the back and forth, it

doesnt ever drum up the suspense of a courtroom drama or achieve its intended poignancy.
Newt does in fact take up with Rachel (a
powerful, if underused Gugu Mbatha-Raw), a
former house slave to a plantation owner.
The question being asked in 1948 is whether
or not they had any kids, thus starting a line
of mixed race ancestors. Its certainly an
interesting thread, that this fight could continue so many generations after the war, but
as with most things here, in execution its
just more pasta thrown at the wall.
Rachel is one of the more compelling
characters in the film, as is Moses
(Mahershala Ali), who we meet with steel
claws around his neck and see progress into a
true protest leader by the time the war is over
when, despite emancipation, little has
changed for the former slaves and actually
seems to be getting worse.
The Civil War and reconstruction were
messy, and Free State of Jones wants to
tackle it all. In the end, its too much for any
one film to handle compellingly with such
specificity.

that some booed when The Neon Demon
premiered at the Cannes Film Festival last
month. Its a reaction, after all.
The more divisive, the better, he said.
The way he talks about his work has a
similar effect. Hes used the 16-year-old
girl line a number of times, for example,
including to Fanning before he cast the then
16-year-old as his lead, Jesse. Refn is 45.
She was cool with it, so I said lets make
this movie, he said.

hyper masculinity for most of his career,
like in Drive, Only God Forgives, the
Pusher series, Bronson and Valhalla
Rising. In his personal life, though, hes
surrounded by women his wife, filmmaker and actress Liv Corfixen, and two daughters.
The world of women is so much more
interesting, because its just more complex.
Guys are pretty dumb usually, he said.
Women are, in a way, more science fictionlike. They are so much more about the
future. Men to me very much represent the
past.
The future, for Refn, is narcissism, which
he explores in Neon Demon.
As a slimy character says in the film,
beauty isnt everything. Its the only
thing.
The sentiment didnt just stay on the page

either. When Fanning first met Refn, he


asked her if she thought she was beautiful.
Thats something that people just dont
ask. I dont know if its being a woman, but
youre taught not to answer that. Youre not
supposed to. You cant, said Fanning, now
18. But its hypocritical. People say you
should love yourself and say youre beautiful, but then its crossing that line into narcissism.
Fannings character Jesse, fresh off the
bus from Georgia, exemplifies that idea.
She knows she is beautiful. She even says
it, and no one can touch her because of that
not even the ravenously jealous models
(Abbey Lee, Bella Heathcote) who try to cut
her down.
I kind of looked at her as this creature.
She was definitely not a normal human
being, said Fanning of Jesse. Theres this
aura around her, but in reality, shes the poi-

general (Deobia Oparei); and a hunky fighter pilot (Liam Hemsworth) whos engaged
to Patricia.
The plot is a big jumble of story lines,

for. This aint much, but it knows what it is,

ticketed yet (which I count as a major
accomplishment), and I can now parallel
park even during morning rush hour traffic.
The daily traffic certainly wont cease to
be a nuisance, but at least it gets me to
work and back home again (albeit quite
slowly sometimes), while allowing me
some firsthand insight into the headache

Theres also Keanu Reeves as a seedy


motel manager, blood and glitter soaked
fashion shoots, a sleazy photographer
(Desmond Harrington) and an even sleazier
designer (Alessandro Nivola), a suffer-nofools makeup artist (Jena Malone), and even
some necrophilia. But The Neon Demon
is better experienced than explained.
Before Refn heads off to his Prada and premieres, though, he pauses to offer some
advice: Narcissism is a virtue. Tell yourself
that every day.
Is he agitating? Is he sincere? Its probably some combination of the two. In the
end, maybe its better not to know.

So grab some popcorn, turn your brain


off, and hoot and holler along with the
crowd.
Independence Day: Resurgence, a
Twentieth Century Fox release, is rated PG13 by the Motion Picture Association of
America for sequences of sci-fi action and
destruction, and for some language.
Running time: 120 minutes. Two stars out

When aliens attack, real news


anchors are the ones on scene

NEW YORK Godzilla is rampaging.


Aliens are invading. Batman and Superman
are having a tiff.
Quick, turn on CNN.
To explain extravagant disasters and
superhero showdowns to awed moviegoers, Hollywood relies on the men and
women who frame breaking stories for
real. Increasingly, the summer big-budget
movies resemble a media scrum, full of real
TV news anchors who give their gravitas
to fictional broadcasts, lending a dose of
authenticity to blatantly implausible
events.
Pat Kiernan, the friendly face of New
Yorks 24/7 regional network NY1, has
watched in wry bemusement as his IMDB
page has swelled to a list of credits that
would be the envy of most actors. Among
them: The Avengers, Jack Ryan:
Shadow Recruit, 30 Rock, Iron Man
and the upcoming Ghostbusters.
His (and his networks) main stipulation
is that he stay true to his manner of reporting, however absurd the action. Kiernan
usually tapes his cameos directly from his
home studio, before making actual news
reports.
I like to cling to this idea that its sort
of how we would actually react to those circumstances, says Kiernan. This was
never truer than in 4:44 Last Day on
Earth when I literally had to pronounce
the end of the world and sign off.
Though some chafe at real journalists
giving fake bulletins, the summer blockbuster has never been more dependent on
them. Among the fictional reporter ranks
of Clark Kent and Lois Lane in Batman V
Superman: Dawn of Justice was a parade of
news personalities, from Anderson Cooper
to Charlie Rose. Its common on television, too, nowhere more so than on
Netflixs Beltway drama House of Cards,
which has stuffed its deck with nearly
every political reporter in town, from
Rachel
Maddow
to
George
Stephanopoulos.
Though there have been numerous clever
cameos, most are utilized as talking heads
of exposition who duct-tape over a gap in
the plot or provide the most straightforward of background summaries. Theyre a
camera-ready Greek chorus for todays
media-saturated world.
Im often acting as the narrator who, in
20 seconds through the audience looking
in on this news report, can explain something that might have taken two minutes
through dialogue, says Kiernan.
Since first appearing in the original
Ghostbusters, Larry King estimates that
hes been in about 24 movies. Hes mostly
played himself, with the exception of

Shrek (he voiced the ugly stepsister
Doris) and a bee-version of himself (Bee
Larry King) in Jerry Seinfelds Bee
Movie.
When I was a kid, I never saw Edward R.
Murrow in a movie. I never saw (Walter)
Cronkite in a movie. I never saw Mike
Wallace in a movie, says King. The
trend, I guess, started in the 80s. Now its
fairly common and I think its fine. It all
adds to the willing suspension of disbelief.
In the 2001 romantic comedy Americas
Sweethearts, Kings cameo took some
rewriting. In the script, John Cusack has a
dream of his actress wife (Catherine ZetaJones) not just getting berated on Larry
King Live, but physically assaulted.
CNN called the head of the film company and said Larry King cant hit anybody,
says King. Instead, he yells at her until she
cries.
Sometimes theres corporate synergy
behind the appearances. Time Warner, for
example, owns both Warner Bros. and
CNN. Overuse of the tactic has drawn criticism. After Robert Zemeckis cosmic 1997
drama Contact was stuffed with more
than a dozen CNN reporters, then-CNN
President Tom Johnson revamped the networks policy.
When I started working in TV news,
every news department had a different phi-

losophy. Every news president had a different philosophy, says Soledad OBrien,
whose credits just this year include
Zoolander 2, Whiskey Tango Foxtrot
and Batman v Superman. At CNN, under
one president, the rule was: Its absolutely
fine to be in a film. And then the next president was: Absolutely not.
OBrien, King and Kiernan say they relish their movie experiences. It can boost
their individual brands as well as their networks, and the residuals arent bad either.
I still get checks for 15 cents, 23 cents
from Ghostbusters, says King. They
enjoy playing small cogs in huge productions, even if they sometimes serve as collateral damage.
People were very concerned that I died
when the building exploded in Batman v
Superman, says OBrien, laughing. I
had to tell everyone: Listen, Im sure I didnt die. I feel confident I ran out of the
building.
While the actors playing newspaper
reporters in the best-picture winner
Spotlight won widespread praise from
the media, the industry has looked less
fondly on the real newsmen and newswomen playing themselves.
The Washington Post called it a danger
to the profession to treat journalists like
commodities. New York Magazine chastised reporters for (selling) themselves

out for a movie. The Los Angeles Times


lamented the loss of credibility to those
who turn themselves into live-action cartoons.
King maintains viewers arent confused:
You have to not be the brightest to think
its a real story, he says.
But some see the practice as another
example of news and entertainment overlapping. Robert Thompson, director of
Syracuse Universitys Bleier Center for
Television and Popular Culture, points out
that Cronkite appeared on The Mary Tyler
Moore Show and Murrow participated in a
fictionalized retelling of the War of the
Worlds panic. But he urges news organizations to reconsider their roles as pitchmen
for Hollywood-made disasters.
It might be even touchier right now in
that the trust factor among most Americans
of the mainstream journalism, television
especially, is so low, says Thompson.
None of this stuff helps.
Perhaps the cottage industry of pseudo
movie news speaks to a larger wish-fulfillment for the media: that when momentous
events occur, we turn not to social media or
our phones, but to those old standbys a
five-column newspaper headline, an
anchors live-breaking broadcast to
impart a sense of magnitude.
Twitter, shrugs Kiernan, doesnt make
for very good movies.

expected to make a significant financial contribution to do so possibilities could include offering the cityowned land at no charge or help with
subsidizing the cost with money from
its affordable housing fund.
With the housing crisis stretching
on, Belmont officials were thrilled to
be moving toward a project that could
offer 15 new homes for those making
lower incomes.
Im a firm believer that our society
needs to be open to every socioeconomic level out there. That we need to
make room for teachers as well as
entrepreneurs, supermarket workers
and gardeners as well as the VPs of big
companies, said Mayor Eric Reed. I
think this shows that this council really does care about the issue and puts its
money where its mouth is.
The city spent nearly three years
exclusively negotiating with Sares
Regis and the release of the proposed
terms highlights what officials envision for the site purchased with former
redevelopment agency funds and was
once home to one of Belmonts first
fire stations.
The mixed-use project at the corner
of El Camino Real and ONeill Avenue
could include 4,000 square feet of commercial space and up to 61 units spread
between townhomes and single-story
flats. Initially, the project will be
managed as rentals but Sares Regis
intends to eventually sell the units,
according to a staff report.
At least 15 units will be sold or rented to moderate and lower income families with four set aside for very-low
income earners, four units for lowincome workers, and seven units for

moderate-income earners, according to


the terms.
Community Development Director
Carlos de Melo emphasized negotiations with Sares Regis must continue
before specifics related to the citys
contribution as well as the terms of the
affordable units would be solidified.
However, a requirement would be for
the below-market-rate units to remain
affordable for a period of time, possibly 40 to 55 years, he said.
This is one of the first projects
where well be having inclusionary
units within the project. The term
sheet describes at least 25 percent of
the units are going to be affordable,
thats pretty significant, de Melo
said.
Neighboring San Mateo recently
updated the maximum price landlords
can charge for affordable units in the
city with a range of $1,080 for a very
low-income earner to rent a one-bedroom unit, and about $1,450 for a twobedroom unit. The numbers are based
on county income statistics. De Melo
noted the city might also turn to county data to determine the rental and sale
prices for the below-market rate portion.
Construction as well as planning
costs in San Mateo County are the second highest in the state when it comes
to housing, with a single unit averaging about $442,000 to build, according to the state. Negotiating with a
for-profit developer to build below
market rate units will likely require a
significant financial contribution
from the city.

force convened in September 2015 and
came together eight times over the last
nine months culminating in the June
23 final meeting.
The group will meet again in
September to follow up on its action
plan and launch public resources
including a website under the new task
force brand Home for All, according
to the press release.
The task force is a unique, coll ab o rat i v e o p p o rt un i t y t o p ul l a
variety of experiences and perspectives into the same room to develop
a suite of options. One size does
not necessarily fit all and the result
of this groups commitment is a

moderate-income housing, Reed said.


If the non-binding terms are
approved, it would require the developer to submit a planning application by
Dec. 1 with public hearings and design
review to follow.
Sares Regis opted not to comment
on the term sheet Friday, but representatives have previously expressed a
commitment to projects such as
Firehouse Square that improve blighted areas, are close to transit as well as
downtowns and are considered infill
redevelopments.
The company has turned significant
attention to Belmont recently, having
received approval to redevelop another
2-acre site on El Camino Real near
Davey Glen Drive into a 73-unit
mixed-use residential apartment complex. For that project, Sares Regis
agreed to contribute $1. 6 million
toward the citys affordable housing
goals in lieu of constructing inclusionary units.
But negotiations over the Firehouse
Square project took much longer with
two councilmembers at one point voting not to continue an exclusive contract to work only with Sares Regis.
Ultimately, they proceeded and Reed
noted the developer showed a commitment to the project.
As the city works to finalize the
Belmont Village Specific Plan, a zoning document that seeks to promote a
more centralized downtown, officials
are hopeful the Firehouse Square project will jump-start other investments.
Its going to be the catalyst to get
downtown Belmont going, Reed said.
Im very excited that we are making
progress in getting our downtown and
our El Camino Real corridor development in a sensible way. And I think its
just really a positive thing for the people of Belmont and it will also have a
positive impact on housing regionally.
