Council promises assistance and
action in stemming property crime

A rash of home burglaries plaguing Millbrae drove frustrated residents to a council meeting where they shared their
safety fears and concerns with city officials Tuesday.
Residents turned out in droves to the City Council meeting Tuesday, June 28, to learn more about what can be done
to stem the recent string of property crimes believed to be
committed by gangs from out of the area.
Home burglaries have become increasingly more common, posing a serious threat to the quality of life in
Millbrae, unless law enforcement and the community work
together toward developing an effective crime prevention
strategy, said city officials.
Councilwoman Gina Papan said the cries of residents were
heard clearly by the council during the most recent meeting,

the Coyote Point Shooting Range renovation. Our current facility is over 50 years old.
This renovation will create an indoor facility
that will provide enhanced training while
significantly reducing noise pollution to
park visitors. At its completion this will be
a state of the art building that will train law
enforcement for many years to be better prepared as they serve our communities,
Undersheriff Carlos Bolanos wrote in a statement.
The range is used primarily by law enforcement but is open to the public three nights a
week.
The indoor shooting range at the facility
will only be used by law enforcement,
according to the Sheriffs Office.
The remodel contemplates building an
indoor range on the southwest side of the
grounds with an outdoor pistol range and the
outdoor rifle range on the remaining portions of the property at the county-owned
Coyote Point Recreational Facility.
The public would have access to the outdoor ranges.
The donations are expected to cover the
costs of the entire project.
The new configuration of the range is
expected to reduce noise by up to 66 percent,
according to the Sheriffs Office.
Siebel also donated $100,000 to support
law enforcement training programs as well as
the position of the San Mateo County
Sheriffs Office Firearms Training Facility
Range Master.
The project is exempt from competitive
bidding requirements since Siebel and
Arrillaga will complete the project at no cost
to the county, according to the Sheriffs
Office.
The countys six independent sanitary districts need to consolidate operations and
cover their costs with user fees rather than
property taxes, according to a report released
Wednesday by the San Mateo County Civil
Grand Jury.
The report took particular exception to
issues related to the districts boards of directors. Although directors are publicly elected,
the report finds that most elections are uncontested, voter turnout is low and there are no
term limits.
The civil grand jury recommends establishing term limits, eliminating employment
benefits for directors, educating the public on
how the districts are governed and encouraging new candidates to run.
Although the civil grand jury found no evidence of fiscal corruption, it noted there are
many opportunities for overspending,
because of inefficient operations and questionable management practices at the sani-
tary districts.
Its report states that the sewage systems
themselves are aging yet there are insufficient plans for modernizing. The report predicts that users will face sharply rising rates
as the need for upgrading becomes crucial.
There are 45 separate agencies in the county responsible for collecting and treating
sewage.
The report studied the six special districts
that have boards of directors elected by voters, five of which rely on countywide property taxes to subsidize their operations.
The districts studied were the Bayshore
Sanitary District, East Palo Alto Sanitary
District, Granada Community Services
District, Montara Water and Sanitary District,
Westborough Water District and West Bay
Sanitary District.
Together, the districts serve 115,000 residents and cover small areas scattered along
the northern coast and the Bay.
The civil grand jury is also recommending
that the San Mateo County Local Agency

Allegedly unlicensed
contractor arrested
A Daly City man was arrested Tuesday on
suspicion of defrauding a San Francisco
family of $110,000 by pretending to be a
licensed contractor, according to prosecutors.
Patrick Otsuki, 57, has been charged with
grand theft by false pretenses, diversion of
funds and fraudulent use of a license. All of
those charges are felonies, according to
prosecutors.
Hes also been charged with misdemeanor
contracting without a license.
Otsuki allegedly told the family he was a
licensed contractor, and included a false
contractor license number on his invoices.

Laws limiting what can be done with
the remains of aborted fetuses are set
to take effect in Alabama, Florida,
Idaho, Indiana and South Dakota,
though some are under legal attack.
In Florida, Mississippi and Missouri,
new laws would stop tax dollars from
going to Planned Parenthood.
Many of those funding and fetal-tissue
laws came in response to undercover
videos released last summer that
alleged Planned Parenthood officials
were selling fetal tissue for profit. The
organization denied it, and two antiabortion activists who made the
videos face felony charges in Texas.
Typically, in a major election year, we
see a decrease in the number of
abortion restrictions enacted, said
Elizabeth Nash, who tracks state
policies at the nonprofit Guttmacher
Institute, which supports abortion
rights. But this year, weve seen a bit
of an uptick.
A lawsuit already is challenging a new
Indiana law banning abortions
because of the fetus race, sex or
genetic abnormalities, such as Down
syndrome.
Elsewhere, South Dakota will ban most
abortions at 20 weeks of pregnancy,
allowing misdemeanor charges
against providers but not pregnant
women.
Mississippi will prohibit a commonly
used second-trimester abortion
procedure, called dilation and
evacuation, in which the fetus is
dismembered.
And Florida will require abortion
physicians to have admitting privileges

attacks accused the Obama administration of lethal mistakes, but
produced no new evidence pointing to wrongdoing by the former
secretary of state.

An 800-page report by a special
House committee makes no direct
accusations of wrongdoing by
Clinton, who was secretary of
state during the Sept. 11, 2012,
attacks that killed four Americans,
including U.S. Ambassador Chris
Stevens.
Still, Republicans point to
Benghazi as a major failure by the
administration and by Clinton
during her tenure leading the State
Department. The issue is likely to
shadow Clinton as she continues
her bid for president.

Two years after it declared a caliphate
across large parts of Syria and Iraq, the
Islamic State is in crisis. In the last few
weeks, the group has suffered major territorial losses in Iraq, Syria and Libya, and is
fighting hard to defend major strongholds.
Iraqi forces have retaken the key city of
Fallujah west of Baghdad, and Libyan
forces have swept into the IS stronghold of
Sirte. In Syria, IS militants are fighting off
U.S.-backed forces in Manbij, a town on a
key supply line from Turkey to the groups
de facto capital, Raqqa. The losses can be
added to a growing list of defeats, including
the historic Syrian town of Palmyra in
March, the Syrian border town of Kobani
and the Iraqi city of Tikrit.
The tempo of international attacks has
increased with each military defeat, from
the Paris attacks in November and the
Brussels attacks in March to a suicide
attack on the Syrian-Jordanian border last

For the same reasons, IS has an interest
in taking credit for attacks carried out by
self-radicalized loners. Orlando gunman
Omar Mateen said he acted on behalf of IS,
which claimed him as a soldier of the
caliphate, but there is no evidence he was

Elias Hanna, a political studies instructor
at the American University of Beirut, said
the Istanbul airport attack follows the
groups modus operandi of using multiple
suicide bombers to attack soft targets, as
it did in Brussels earlier this year. Such random attacks against civilians instill fear in
the hearts of its enemies, something which
the group thrives on.
The Istanbul attack also comes during the
Muslim holy month of Ramadan, when radicals believe martyrdom holds special
significance. IS has ordered stepped up
attacks during Ramadan, calling for its supporters to strike wherever possible.

Andrew Luck has signed the richest contract in NFL history, a deal worth up to $140
million with the Indianapolis Colts that covers the next six seasons through 2021.
Colts owner Jim Irsay revealed the contracts maximum value on Wednesday for
Luck, the No. 1 pick in the 2012 draft who
missed nine games last year because of
injuries to his shoulder, ribs and kidney. Irsay
said Luck would be guaranteed $47 million if
the Colts were to cut him before the season.
Obviously a ridiculous hypothetical,
Irsay said.
According to NFL.com, the life of Lucks
contract includes $87 million guaranteed for
injury. There are many different ways to determine a deals value, but Lucks has topped
recent quarterback contracts for Baltimores
Joe Flacco and Green Bays Aaron Rodgers. It
also gives the 26-year-old Luck another
chance to cash in with a big-money deal
around age 32.
Before last season, the Colts exercised the
fifth-year option on Lucks contract to guar-

Last year was a struggle, though. After leading the Colts to 11-5 records in each of his
first three seasons, plus a 3-3 mark in the
playoffs, Luck endured the worst season of
his pro career and missed the final six games
with a lacerated kidney and a partially torn
abdominal muscle. He missed nine games in
all, finished with the lowest completion percentage since his rookie season (55.3), and
threw 15 touchdowns and 12 interceptions in
going 2-5.
The Colts werent concerned, though.
We never even suggested it as leverage,
Irsay said.
Luck helped hand Super Bowl champion
Denver its first loss in what became his last
game Nov. 8. The 4,761 yards and 40 touchdowns he passed for in 2014 werent that far
off. Neither were all those rookie records he
set in 2012.
Theres no question in our mind that hes
going to return and do the things that hes
done, Irsay said. That fires in his eye in a
special way.

Packers. Peyton Manning, who is now
retired, also was cited in Al-Jazeeras doping report in December. He wasnt mentioned in the NFLs investigation, but USA
Today, citing an unnamed source, reported
last week that an investigation into
Mannings possible involvement also is
progressing.
The NFL first notified Matthews,
Peppers, Harrison and Neal about its investigation into the report on Jan. 11.
Al-Jazeera America reported allegations
by Charlie Sly, who worked as an intern at

Warriors make qualifying offers to Barnes, Ezeli
OAKLAND The Golden State Warriors have extended qualifying offers to forward Harrison Barnes and center Festus Ezeli.
The moves made Wednesday mean Barnes and Ezeli will be
restricted free agents in July and the Warriors will have the right
to match any offer sheet they sign with another team.
Golden State didnt extend qualifying offers to guard Ian Clark
and forward James Michael McAdoo, making them unrestricted
free agents.
The 24-year-old Barnes averaged a career-best 11.7 points to
go with 4.9 rebounds and 1.8 assists last season. Barnes was also
recently named to the U.S. Olympic team.
The 26-year-old Ezeli set career-highs with 7.0 points and 5.6
rebounds per game.

Crockett scoring 15 goals and assisting on 12 others. Five
times this season, Crockett scored five goals and scored six
once.
Hes probably 50 percent of the offense, Rotelli said.
He takes faceoffs and gets us possessions. He [defends]
very hard, scores a lot of big goals and makes plays whenever he needs one.
While lacrosse continues to grow in popularity at the
high school level, Crockett is already a seasoned vet, taking up the game in third grade. Since then, soccer and football have fallen by the wayside, leaving Crockett to focus
on his passion.
I really started taking lacrosse seriously in the eighthgrade and really loving it, said Crockett, who started playing club lacrosse as a sixth-grader.
Listed as an attacker, Crockett sees himself as the teams
quarterback. Much like in hockey, Crockett likes to survey
the field from behind the opponents goal before initiating
the offense, taking a cue from the Golden State Warriors and
moving the ball around the perimeter, passing up good
scoring opportunities for great ones.
I would consider myself as a feeder, or quarterback, of the
offense. I enjoy controlling (the game) from behind the
goal, starting the offense with a dodge and creating motion,
get the ball (moving) around, Crockett said.
Almost inevitably, the ball would end up back on
Crocketts stick in prime scoring position. And while
Crockett led the team in scoring, he insists its a benefit of
playing on such a talented team.
I think anyone in our starting lineup (could be the leading scorer). We all feed off each other very well. Our skills
complement each other, Crockett said. Im very fortunate
my freshman and sophomore years to be on fantastic teams,
where I love everyone on the team and have great players
around me who I enjoy and trust. Thats very helpful.
Rotelli was aware of Crocketts lacrosse prowess, having
coached him at the club level during junior high school. He
knew the Gators were getting a special player.
Jack was one of the best youth players. Very hard-working kid. He made an impact from Day 1 (at SHP), Rotelli
said.
And Crockett is more than just a scorer and distributor. He
excels in all facets of the game, which only adds to his
value. Its Crocketts hard work and dedication to the game
and his team which makes him the best player on the
Peninsula.
Hes pretty average size. Hes not the biggest guy and
not the fastest guy on the field, but hes probably the most
competitive and hes got a really big heart, Rotelli said.
He had to do everything for us this year. He would play
midfield, even though hes more of an offensive player, but
when hes on the field, hes willing to play anywhere.
That ability to play all over the field is one of the things
Crockett appreciates most about the high school game as
opposed to the club scene.
In club, its all about getting college looks and playing
your best individually, Crockett said. In high school, our
goal is to just win. Playing my best every game, just
making sure I do what I can to help the team win is most
important.

Well, Rio is what you get. A city in a country
that already has plenty of problems regarding
basic quality of life issues, yet thought it would
be best to throw millions of dollars at the
chance to be chosen as a host city for the
Olympics.
The competition itself is still a big deal.
Even the most non-sports fan watches the
Olympics, but to give it to a country that, by
virtue of even bidding for the games, shows it
doesnt give a damn about their own people.
Because when you have a city and nation that
is still trying to provide an adequate infrastructure for its citizens, which then suddenly pivots to create all these new venues required to
put on an event such as the Olympics, it
always ends badly. Ask Athens, Greece if it will
be hosting the Olympics any time soon. The
games all but bankrupted Greece which added to
the ancient ruins with the relics of the 2004
Summer Games and the Brazilian jungle has
swallowed up some of the brand-new soccer
stadiums Brazil built for the soccer World Cup
two years ago. And most of the new construction in Rio for the Olympics will eventually be
lost to time.
The IOC should be ashamed of awarding the
games to a city that was simply not prepared to
host the Olympics and wont truly be prepared
for a while.
Will 2016 be the year the Olympics finally
jumped the shark? Are the conditions so preposterous that athletes and fans get turned off
to them?
Most likely not, but if the IOC truly wants to
restore the luster to the Olympic Games, it
needs to revamp the system of how it chooses
the host cities. The IOC is already in a bind
with many truly world-class cities and nations
simply fed up with the circus that is the selection process, and simply are not even offering
their services.
Really, the best thing to do would be to have
the United States host both the summer and
winter Olympics going forward. And forget
having one city handle it all. The entire nation
should get in on the act. There is every type of
venue, hall, gym, stadium, arena, court, field,
pool, ocean, mountain, slope and rink already
in use around the country. It certainly wouldnt
take much stage it here in the states.
Short of that, however, the IOC should use
the NFLs model for the Super Bowl. Identify a
handful of cities or countries that already have
excellent athletic infrastructure and have the
game rotate though those cities. Put the United
States, England, Australia, Germany, etc. in the
rotation.
But the Olympic Games in Bhutan? No
offense. Athletes from Bhutan are more than
welcome to try and qualify for the games, but
simply because a country has athletes is no reason to think it could actual handle producing
something as massive as the Olympics.
But what if Bhutan or any other city or
nation really, really wanted to host the
Olympics one day? I have a solution for that as
well. First, a potential host site has to build
the infrastructure before they can even apply to
be a host city. It has to then first host a world
championship in all the major sports swimming, track and field, you get the idea. Then,
and only then, is it allowed to be eligible to be
chosen as an Olympics site.
But with such stringent requirements, the
little guy will never get a chance, critics will
cry. Good. Cry. Because the Olympics isnt
childs play. The Olympics are too important
and too historic to be short-changed by giving
it to a city like Rio.
To the athletes still going to the games:
good luck. To those staying away? Good
choice.

I think theyre kind of a novel
plant, said Dan Drost, a vegetable
specialist with Utah State University
Cooperative Extension. Theyre not
as popular as tomatoes, but they can
look very attractive in the landscape.
Its one plant for gardeners to try if
theyre feeling adventurous.
Globe artichokes are native to the
Mediterranean region, and grow well
as perennials in the Far West and
Pacific Northwest with their cool,
moist summers and relatively mild
winters (Zone 6 when mulched).
Artichokes become annuals in frigid
areas.
Oftentimes, gardeners dig up their
plants in the fall and plant them out
again the next spring in cool climates, Drost said. The trick in getting artichokes to flower is that they
need a cold period. You need to plant
them early to get cold temperatures on
them 50 degrees for a few weeks,
and then theyll flower. Other than
that, theyll just grow tall and can be
used as a vegetable.
Some globe artichoke varieties
mature to 4 feet across and 5 or 6 feet
tall. As perennials, its recommended

that have burned over 32,000 acres, according to Cal Fire.
As conditions across California are drying out further we must take every step to
prevent new wildfires from sparking, Cal
Fire Chief Ken Pimlott said in a press
release. Residents must ensure they have
defensible space by removing dead trees
and overgrown vegetation from around
their homes, but do so safely.
Locally, fire officials are gearing up in
anticipation of the upcoming Fourth of
July holiday and urging celebrators to
refrain from endangering the community
with illegal fireworks.
Fireworks are generally forbidden
throughout San Mateo County, except in
San Bruno and Pacifica where only the safe
and sane type are allowed.
In San Bruno, those who use illegal fireworks can be arrested on misdemeanor
charges and anyone caught misusing safe

and sane fireworks, such as on public property or too close to a structure, faces a
$1,000 citation, said police Lt. Troy Fry.
Obviously were very concerned about
how dry everything is because of the
drought, Fry said. Were really concerned
about the possibility of fires so were
encouraging citizens to take extra precautions.
He suggested residents preemptively
water areas down and ensure they properly
dispose of firework remnants so as not to
throw lit embers in the trash. Safe and sane
fireworks can only be used in San Bruno
between noon and 10 p.m. to July 3 and
between noon and midnight July 4.
Extra officers will be on duty to patrol for
illegal activity with special precautions
taken around open space areas.
With Pacifica often a destination for hundreds who visit the beaches looking to
light off fireworks, the North County Fire
Authority will also be stepping up patrols
this holiday. Only safe and sane fireworks
are allowed in certain areas of the city from
9 a.m. to 11 p.m. through July 4.
Those who use safe and sane fireworks in
a dangerous manner face fines of $200 for
the first offense, $400 for a second and
$1,000 for a third offense. Anyone caught

flexibility and to clarify the rules for property owners wishing to invest in improvements for their homes.

about homes being too big on lots that are
