Medicaid Cuts Have Strong

Effects on Mental Health
Centers
During a time of budgetary uncertainties and cuts in funding such as
Medicaid, the effects of decisions
made in Topeka can be felt throughout Kansas, including Labette County. The recent proposal for a 4% cut
to Medicaid payments is one that will
have a tremendous impact on Labette
Center for Mental Health Services. With Medicaid being the largest
payer source for revenue at Labette

Center, making up 69% of the Centers budget, the cuts to Medicaid

have a very disproportionate impact.
People with Medicaid also represent
the largest group of individuals who
are treated at the Center, with the next
largest group being those people with
no type of insurance at all. Together,
those two patient populations account
for 60% of the Centers total patient
population.
Additionally, with the decision made
to end the Health Home program,
which had proven to be very benefiContinued on Page 2 - Medicaid

chiatric hospitals to discharge him 3 times during his

childhood. In addition to being hospitalized as a child,
he was expelled from 3 schools, attempted suicide,
and was medicated in attempts to reduce his emotional instability and behavioral outbursts. By the
fifth grade, Mike was put in a special education
class. Aside from getting more individualized attention from the teacher, he learned that pencil erasers
make a great sound when tapped on a desk. He had no
idea that drumming would become his career or his path
to recovery.
Today Mike is fiercely committed to the idea that transforming the stigma
into strength starts with people taking an honest look at themselves. His core
message is Stigma starts with shame. Shame leads to silence. Silence leads
to self-destructive behavior and suicide.

cial and successful in Labette County, Labette Center will have to end
the Health Home program effective
July 1. Not only is this an issue that
is unfortunate because of the loss of
that revenue, but also because those
people who were receiving those
care coordination services were benefitting, and starting to see improvements in their health stated Matthew
M. Atteberry, executive director of
Labette Center. It is also important
to remember that State funds to help
provide care to individuals remains
at approximately 50% of where they
were at prior to the great recession.
Currently the State of Kansas has not
participated in Medicaid expansion.
Medicaid expansion would provide
a much needed assistance to those
individuals currently uninsured, and
would drastically reduce the number
of uninsured the Center treats.
While facing these difficult budgetary changes, Labette Center is
managing through a combination of
conservative spending, utilization of
levels of care based on medical necessity, and leaving certain positions

unfilled. We will not refuse service

to anyone who is in crisis, and we
will work with those who cannot afford to pay their discounted fee stated Atteberry.
Atteberry commended the community stating, It is worth noting
how well Labette Center and other
community partners such as law enforcement and the other health care
providers in the county are working
together to help each of our systems
manage during this time. No one in
health care in Kansas is immune to
the challenges that are currently taking place.
Labette Center for Mental Health Services provides a full range of mental
health and substance use services to
clients of all ages, and works closely
with local agencies to provide the
best care possible. The professionals
at LCMHS work tirelessly to create
hope and opportunities for life change
by providing education, support, consultation, and therapeutic behavioral
health services to the people and communities of Labette County.
