community was a bit down, with the
lack of rain theres not a lot of feed and

just to catch up with the community,
and its checking on everyones welfare
and saying hi.
Emma pointed out that in winter,
everyone tends to bunker down a bit
but the barbecue, known as the feed

drinks, and there will be kids activities,

Lions Club of Bacchus Marsh is doing
the cooking.

To all CFA volunteers,

I worked for CFA for 11 years as a BASO. I may
have known a lot of you in that time; I worked
in Incidental Control Centres on the NTH EAST
Fires, Century Track Fires, Black Saturday Fires
and others.
I have seen first-hand time and time again what
magnificent work volunteer firefighters do, and
the commitment you have to training and skill
development is exceptional.
You know that your wildfire firefighting (i.e.
bushfire) skills are superior to most career firefighters and that is simply because most volunteers are in the bush and career firefighters are in
the highly populated areas.
Regardless of politics we, the people of Victoria,
cannot afford to have any Volunteer Fire fighters
go missing next summer.
I listen to the rain falling and I am happy for the
farmers; then I think of the forests and of next
summers fuel growing all around Melbourne
and Geelong, along the coast, and where I live
through the Wombat Ranges and the Lerderderg

State Park and visions come back to me of Black
Saturday and its loss of life.
I implore you to disregard the politicians doing
all they can to turn your mind away from your
task or get you to anger against CFA or the UFU
or whoever else.
Please stay focused and stick with CFA and protect the people of Victoria as you always have in
the past and continue to do so for the future. I
have concentrated on summer fire here because
thats what concerns me the most, but there are
also the car accidents, chemical spills, etc. etc. etc.
I could go on and on.

Dear Editor,
A State Government review has found there
were 28 peri-natal deaths in Victorian hospitals
between 2008 and 2013 that were deemed to be
significantly preventable.
These figures are heartbreaking, but I fear they
only tell part of the story.
Based on the number of peri-natal deaths our
firm has investigated and issued legal proceedings for since 2008, I believe the number could
be higher.
We have represented families whose babies
have been stillborn or who have died soon after
birth at hospitals across Melbourne and regional
Victoria, including Bacchus Marsh Hospital.
I urge authorities to continue to investigate perinatal deaths and do whatever it takes to prevent
more unnecessary young lives being lost.

Federal politics has found its way into the debate over the
proposed CFA Enterprise Bargaining Agreement and the
views are fiery.
Prime Minister Malcolm Turnbull announced that if the
Coalition government is re-elected in July, it would amend
the Fair Work Act so the Act can no longer be misused to
undermine volunteer emergency services bodies.

The Turnbull
Coalition Government is extremely
disappointed at news recently that the Victorian Labor
Government intends to proceed with its plan to hand over
control of the Victorian Country Fire Authority to the
United Firefighters Union under the guise of a destructive
new Enterprise Bargaining Agreement, read a Coalition
statement.
With Moorabool brigades furious over the proposed EBA,

Ballan-based Nationals candidate for the seat of Ballarat,
Paul Tatchell, fired up in response to the proposal.
Mr Tatchell said country people have had a gutful of
misrepresentation, manipulation, and mismanagement,
taking a swipe at politicians who use campaign volunteers
dressed in firefighter uniforms.
Unions need to do what they are paid to do, protect their
members; not stand on polling booths intimidating decent
people, and misrepresenting the heart of country life:
volunteerism, he said.
Mr Tatchell continued his stinging attack on the Victorian
Labor government.
Daniel Andrews has chosen to dance with the devil in the
pale moonlight; Peter Marshall (UFU Secretary) is a militant
thug that uses Mick Gatto as his poster boy as the ageing
two-bob gangster tries to buy his way into decency with illgotten gains.
Country people are not only tougher than that, they do it
with integrity - its gone from the Carlton Gang to the Spring
Street gang, as the Premier and the silent jellyfish bowl full of
invertebrate Country comrades hide in silence.
Andrews is nothing but Marshalls marionette with way
too many strings attached.
As for Jimmy The Rat Merlino, he is about as relevant to
the CFA and country Victoria as a three legged Shih-tzu with
a water pistol!
The issue has so far seen former Emergency Services
Minister, Jane Garrett resign alongside CFA CEO Lucinda
Nolan. The CFA Board has been sacked, and large protests
have been conducted by CFA volunteers.

Farm numbers
dont add up

Moorabool ratepayers are being ripped

off by property owners dubiously
claiming their rates under the lower
Farm Rate category.
The issue was raised at the Special
Council meeting held on Wednesday 23
June, to consider budget submissions.
Balliang farmer Chris Sharkey addressed the meeting, pointing out that
figures used in the council budget in
relation to the number of primary producers in Moorabool who pay rates under the farm rate category, are wrong.
Mr Sharkey said that the number used
by council, 1443, is way above the actual
number of 412, as per Australian Bureau
of Statistics figures of legally registered
farm businesses within Moorabool
Shire.
He said the numbers show that ratepayers who are not farmers are claiming the benefit of the farm rate.
If council agree these figures are true
but acknowledge ABS figures of 2011
show there are only 412 legally registered farm businesses in the Moorabool
Shire, then why doesnt council reflect
actual farm business numbers in the
current budget, so when decisions are
made both council staff and councillors
understand the cumulative effects of
their decisions against a minority group
in the community?
The rorting means that ratepayers
not claiming the lower farm rate pay a
larger share of the total rates burden, to
accommodate the concessions.

Budget papers show that council is
currently undertaking a progressive
review of properties that are eligible to
receive the farm rate via a reapplication
process.
The process is being applied to all
farm assessments that are either sold
or subject to ownership changes on or
after 1st July 2015. To date, this process
has resulted in 48 assessments no longer
being eligible to receive the farm rate,
the documents read.
Council will continue to review on
a progressive basis properties eligible to receive the farm rate to ensure
the integrity of its Rating Strategy is
maintained.
West Ward Councillor Tom Sullivan
was not impressed.
What is the difficulty in determining the actual number of properties as
farms? What is the real problem in obtaining that information, it should not
be that hard? he asked council officers.
An officer replied that it is all a matter
of resources.
How much money do you want to
throw at this to get a result? Its all a
question of cost to get those answers,
the officer said.
Cr Sullivan said that with farm businesses having to have an Australian
Business Number (ABN), the process
should not be that hard.
No resolution was made in relation to
the issue.

Cubs transform
to pack leaders

Two young Bacchus Marsh scouts
have been awarded top recognition.
Tiffany Berry and Jenna Strike
were awarded their Grey Wolf,
the highest award a Cub Scout can
achieve in the eight-to-ten year old
category.
Tiffany & Jenna achieved their
award by attending leadership
meetings, working on leadership
skills with their peers, participating
in a number of outdoor activities
including planning and organising
a short hike, achieving several
badges across different interests,
and creating a resource to present to
the Cub Scout Pack for the future,
explained Group Leader Dougal
Mayor.
The girls acknowledged that
achieving this required focus,
determination and hard work along
with the support of their Pack,
volunteer leaders and family.
The triumph was celebrated with
their Pack, Scouting and immediate
families and school teachers.

Theft cripples
college

Thieves have targeted the

Bacchus Marsh Community
College for the second time
in just three weeks.
CEO Helen Powers said
around $10,000 worth of
damage and theft had occurred at the College, with
thieves helping themselves
to laptops, keys and money.
Three weeks ago, thieves
got into the main building
by breaking the lock on the
door. Two laptops and a data
projector were taken, alongside laptop cords and a petty
cash tin, she said.
The tin was found a couple
of days later in nearby Lord
Street, however the money
inside, which was students
fees, was gone.
Ms Power said the thieves
returned on the evening of
Monday June 27, this time
breaking a lock on the back
door and kicking in two automatic sliding doors.

$10,000. Now for a big organisation that might not sound
like a lot, but community
service organisations dont
have a lot of money, and for
us this really hurts.
We have had to source
more laptops in order to
run our interactive whiteboards and we also have to
look at the extra expense of
security.

Rolling many a Jack High

Theres much more honour to 90-year-old Andy

Connell than having taken out the Avenue
Bowling Clubs Indoor Championship again.
Recently winning the 16th Indoor Single
Championship at the Avenue Bowling Club, the
win was the latest in a long line of achievements.
I put my success and longevity down to simply
enjoying my bowls and respecting those I play
with and against, Andy said.
Having started his Indoor career in 1980, Andy
has played nearly every year since, with his name
appearing several times on the clubs honour roll
Not only is Andy a champion indoor bowler,
he has also won the Club Mixed Pairs (with
wife Doreen several times), Pairs, Triples
and Fours in his 26 years of outdoor bowling,
read a statement released by the proud club.
Additionally, he has twice been runner-up in the
prestigious Club Singles Championships.
There must be something in the air at the
Connell household, as Doreen is still an active
bowler in the top midweek Division, and has
also won many championships (both indoor and
outdoor).
And while Andys days as an outdoor bowler
are no longer, when he does have a roll
on the greens, the skill and temperament he
demonstrates are renowned as a lesson for
bowlers of all ages.
Andy has been a longstanding servant of the
Club, and has served two terms as President and
on numerous Committees; he also was one of
several entrusted with looking after the greens
when they were replaced in the 1990s.
And it was only last year that Andy gave up his
weekly shift behind the bar.
In recognition of his service to the club, Andy
was awarded Life Membership in 2011.

Sarahs space to help others

Sarah Cafferkey may not
have lived to see her twentysixth birthday, but a new
space launched on the special day is seeing that her
legacy lives on.
Sarahs Space was officially
launched on 20 June, the day
Ms Cafferkey would have
turned 26 had she not been
murdered in Bacchus Marsh
back in 2012.
Her mum, Noelle, has
worked ever since the tragedy to ensure that Sarahs
memory is kept alive and
that it helps other young
people.
A fundraising campaign
that raised over $10,000 has
seen the launch of Sarahs
Space, in the Andy Arnold

Community Centre, where
young people can access
counselling services.
Djerriwarrh Health Services and Moorabool Shire
Council have come together
and have a regular afterhours session on a Wednesday evening at the Andy
Arnold building, Noelle
explained.
This also has the full support of the local police. The
services offered are Alcohol
and other drug counselling
and Adolescent and Young
Adult counselling.
Through tragedy and a
community understanding
the impact of such a loss,
these services have evolved.
This is a wonderful way to

celebrate Sarahs 26th Birthday, Noelle said.
A High Tea was held to honour the space and provided
an opportunity for Noelle to
speak about her daughters
life, including her struggle
with drugs. A framed copy
of a page from Sarahs diary,
which she wrote when she
came out of rehab, was unveiled, and finally, the playing of Over The Rainbow,
Sarahs song.
Noelle added that the Sarah
Cafferkey Foundation will
be funding a website that
is easy to use and that will
direct young people to the
services that are available to
them.

They may be just optional, but
there are new regulations for
candidates in the upcoming
October council elections.
The state government announced
that it has changed local
government electoral regulations,
last changed in 2005, and which
are due to expire in August.
The Government is giving
candidates
the
option
of
supplying more information
about themselves, including
details of any training they have
undertaken to prepare themselves
to become a councillor.
A questionnaire will also ask
candidates if they have read key
council publications and, if the
candidate is a current councillor
seeking re-election, what their
attendance record at council
meetings has been.
Another change to the electoral
regulations is to better allow for
slower mail delivery, the deadline
for votes to be received will
increase from three to five days.
Standing for Council
Information Session
Running an election campaign, and then being a councillor, is

no easy job but now is the time for prospective candidates
to learn about it all.
Moorabool Shire Council CEO Rob Croxford said people
over 18 and on the electoral roll for the council area are likely
to be eligible to stand for council.
Mr Croxford said council has joined a statewide Stand
for Council campaign to encourage citizens to consider
standing for council and to help candidates understand what
is involved in becoming a councilor.
Deciding to stand for council is a big decision. A councillors
role is exciting but also demanding, and prospective
candidates should find out whats involved before nominating
for election, Mr Croxford said.
A dedicated website has been launched where candidates
can check their eligibility to stand for Council and find out
more about the day-to-day activities of a councillor. There is
a link to the website on Councils website or you can visit it
direct by going to www.standforcouncil.com.au.
Elections for Moorabool Shire Council will be conducted by
postal voting; residents can expect their Ballot Pack to arrive
via post between October 4 and October 6, with vote to be
posted by 6pm on Friday 21 October.

Moorabool Shire Council will host a public information session for

residents considering standing for council in the October vote.
CEO Rob Croxford said that standing for council is a relatively
simple process, but can be daunting if you are not certain what is
required or how to nominate and campaign.
The information session will outline the roles and responsibilities
of a councillor, describe the election process, and provide useful
advice for getting elected, Mr Croxford said.
I strongly encourage any residents contemplating standing for
election to attend this information session.
The free session will be held on Tuesday 12 July from 7.00pm at the
Ballan council chamber.
Presentations from the Municipal Association of Victoria will
provide information about the council area, and advice on who can
nominate, how to nominate, and what is required of a councillor.
A visiting CEO will also make a presentation.
A video presentation Q&A with councillors from other municipalities
will assist prospective candidates to gain an understanding of what
the public will expect of you as a councillor, time commitments,
challenges and rewards.
The session will also include an opportunity for open discussion
and questions.

Forest floor cleaned up

Volunteers from Four Wheel Drive

Victoria have braved the chilly
weather over a weekend in June
to do a great thing for the Wombat
State Forest.
110 volunteers from FWDV,
Wombat Forestcare and the public
put their vehicles and raincoats to
good use removing an impressive
125 cubic metres of rubbish from the
Wombat State Forest.
Everything was pulled out of the
forest except the kitchen sink; with
car bodies, windows, household
and building waste being dumped
into skips, said volunteer Kate
Waller.
Forest goers can now enjoy a
bushwalk, ride or drive without the
unsightly rubbish that plagued the
forest before. What a fantastic effort
from all involved.

Callous thieves have targeted the Ballan CFA for the second
time in the space of a week.
Brigade Lieutenant Ian Ireland said the station was broken
into on a Sunday evening, with thieves forcing the door,
smashing a window and taking off with a 51-centimetre
television.
They tried to get in about a week before that, they forced
the door but didnt gain access. On Sunday, theyve obviously
been able to get inside and thats when theyve stolen the
television, he said.
We have reported the theft to the police and they are
currently investigating it.
Mr Ireland said whilst the station was an opportunistic spot,
it was hard to understand such heartless behaviour.
People cant be down there 24-hours a day and theres a lot
of valuable equipment that thieves can help themselves to
that are easily disposable, but it really does hurt us, he said.
The CFA dont supply the televisions and things like that,
so we buy those sort of items ourselves. It hurts, considering
we are giving our time to the community.
The Ballan CFA Brigade is 100 per cent volunteer run. Mr
Ireland said security had since been increased in the hope of
avoiding any more thefts in the future.

Catherine King has been

re-elected to the federal seat
of Ballarat for an impressive
sixth term.
First elected in 2001, this
election saw 50-year-old Ms
King increase her margin by
1.8 per cent, which now hovers around seven per cent.
Postal and absentee votes
are still to be confirmed.
Liberal candidate Sarah
Wade polled just under 36
per cent of the vote, with Nationals candidate Paul Tatchell polling close to 4 per cent.
Ms Wade said she had many
amazing people who shared
her journey.
The people of Ballarat have
now decided, not the result
we were hoping for, however I stand by my promises
and convictions that I will
continue to fight hard for the
CFA volunteers and other
community groups.
Mr Tatchell said five weeks
ago he set out to make some
noise for the region.
We had a small team of
extraordinary people entering an unwinnable contest;
we were self funded, light
on resources, and carrying
a brand that hadnt been
dusted off in the electorate

for 30 years.
Its a sad indictment on the
political landscape that regional funding is factored by
a seats marginal disposition;
but we live in the realities of
populous party politics, over
purpose, he said.
Its critical that the noise
doesnt subside; the future
and potential of this electorate is depending on it.
The newly re-elected Ms
King said, Its an extraordinary honour and privilege to
again be elected to serve the
people of Ballarat.
Meanwhile, the result of the

election nationally remains
unclear, with no party immediately winning majority
government.
During the election campaign, Ms King promised
that a Shorten Labor Government would provide $1.5
million for Moorabools agribusiness centre, the Parwan
Employment precinct.
There was also a promise
made for Ballan District
Health & Care to receive $2.2
million to build two new
day surgery theatres.

Last weekend the GB Forestry Cobras travelled to Sebastopol where the

weather was a little cold and the football ground was not an attractive site. In the
football the seniors had an awfully tough battle against a team used to playing
in the wetter conditions and who were always going to make it a tough game.
The GB Forestry Cobras jumped the Burras early kicking 5 goals to 1 in the
first quarter. The second quarter saw the game put beyond doubt with the GB
Forestry Cobras kicking a further 4 goals to nil and taking a commanding lead into
the half time break. The Burras, to their credit kicked 1 goal and held us goalless
in the third quarter and with both teams only kicking 1 goal each in the last. The
GB Forestry Cobras had another win and now sit 2nd on the ladder. Best on the
day were J. Maksymow, D. Burton, D. Phyland, M. Denham, C. Richardson & L.
Noonan.
In the reserves, the boys gave Sebastopol a good challenge which saw the game
even until halftime. The Cobras were held goalless to 4 goals in the 3rd quarter
and in the last quarter the Cobras kept the Burras goalless but were not able to
get the job done, kicking only 1 goal. Best on the day were M. Whittle, D. Walker,
R. Hawkins, R. Somers, B. Miller & T. Hughes.
The U18s got to start the day off and totally dominated their opponents from the
first bounce. Being led by Billy Griffiths up front with 5 goals, the boys controlled
the game all day by holding their opponents scoreless and kicking a total of 20
goals for the game. Best on the day were D. Bishop, B. Griffiths, Z. Miesen, J.
Lalor, L. Pigott & S. Griffiths.
In the Netball, again the girls came up against some pretty tough opposition and
unfortunately not all teams were successful on the day.
The A graders lost their game by 12 goals, best shooters were A. Symons & J
Walsh.
The B graders were successful on the day, though leading the entire game they
were challenged in the third quarter where they held a 1 goal lead going into
the last quarter, eventually running out victorious by 5 goals, after some great
shooting by L. Tyrrell & E. Brinsmead.
The C graders had another tough game and were eventually beaten by 9 goals,
best on the day was B. Botten.
The D graders were also not so lucky and in a very close game all day, they
unfortunately lost by 4 goals after some great shooting by A. Bamford, P. Caddick
& M. Forth.
The 19 and Unders were also unfortunate on the day eventually going down by 6
goals, after some great shooting by M. Mayne, O. Pigott & M. Forth.

This weekend The G B Forestry Cobras welcome Melton South to Maddingley

In the Womans Football the girls displayed a magnificent team effort in front
of their loyal and faithful supporters. Speaking to Haley (the coach) after the
game she stated that Coming off the bye and having been thoroughly beaten by
Maryborough-Castlemaine in the previous encounter, the girls took the field with
a score to settle. Though there was a reasonable breeze which saw the lions

Fairweather which sealed the game, allowing the girls to run out with an 11 point

The Bacchus Marsh Football Netball club would like to announce how proud
we are with the amount of home grown talent that has come through our junior
development programs over the years.
This year alone we have been able to have between 16 & 18 local football players
that have come through our juniors, play senior football each week. We have
also been able to provide the AFL with 3 players currently listed on teams and 2
players be aligned with VFL teams.
Our netballers are similar where we have been successful in having girls who
have come through our juniors play at the A grade level.
Our womans football team have 3 girls that have come through our junior
development.

and Jack Gibbs relished his
chance in the senior squad

haul as did Chris Povey.
Locky Herring was judged
Best on Ground and he was
in everything till the final
siren. It was a toe-to-toe tussle till half time but after the
main break the Blues got
into gear kicking 13 goals
whilst the Saints could only
manage two goals in the last
half. The Blues sit outside
the eight on percentage and
hopefully the next two weeks

girls were quick to get a

Carngham/Linton, continuing to build on the lead for
the rest of the game. Strong
defensive pressure caused
plenty of turn-overs, which
gave the girls a chance to
implement some new attacking tactics. Leading from the
front, the teams captain Layla Foster-Travers was getting
plenty of the ball all over the
court. Maddie Alcock in defence worked hard all game
to limit Carnghams scoring
chances and in attack Shelby
Cox and Ellie Burquest continued to combine well to

was held at Lake Dewar, Myrniong last Saturday.
Although the early morning was
cool, the sun was shining, making
a pleasant day for racing.
The athletes enjoyed their races
around varying terrain of the
Pentlands. Races started in the
bushlands before heading out onto
the flat land prior to an incline
leading onto a winding goat track
through the gum trees.
This Saturdays home run will
be held at Lady Northcote Camp,
Rowsley. The first race will start at
10.30am.
The following Saturday, July 16
will be the annual Bacchus Marsh
Cross Country Open Day to be
held at Bullengarook Recreation
Reserve. Athletes from other Centres across the State will compete
in races across distances from
500-3000 metres. Entries close
next Monday - no late entries will
